山西(xi)省固(gu)體廢(fei)物污染防治攻堅行動方案


為貫徹落實《關于全(quan)面推(tui)進(jin)美(mei)麗山西建設的實施意見(jian)》和全(quan)省(sheng)生態(tai)環境保護大會精神(shen),標(biao)本(ben)兼治打好固(gu)體廢(fei)物污(wu)染(ran)防治攻堅戰,制定本(ben)方案。

一、總體要(yao)求

以(yi)(yi)習近平(ping)(ping)新時代中國特(te)色(se)社會(hui)主義思想特(te)別是習近平(ping)(ping)生(sheng)態(tai)(tai)文明思想為指(zhi)(zhi)導,深入(ru)貫(guan)徹落實黨的二(er)十大(da)精(jing)神和習近平(ping)(ping)總(zong)書記對山(shan)西工(gong)作的重(zhong)要(yao)講話重(zhong)要(yao)指(zhi)(zhi)示精(jing)神,按(an)照全省生(sheng)態(tai)(tai)環境保(bao)護大(da)會(hui)部(bu)署,聚焦我省煤矸石、粉煤灰(hui)等大(da)宗工(gong)業(ye)固(gu)(gu)體廢物(wu)(wu)產生(sheng)量大(da)、歷史堆存量大(da)、消納困難以(yi)(yi)及(ji)生(sheng)活垃圾、建(jian)(jian)筑垃圾、農業(ye)固(gu)(gu)體廢棄物(wu)(wu)等利用處置問題(ti),堅持“減量化、資(zi)源(yuan)化、無(wu)(wu)害化”原則,以(yi)(yi)“無(wu)(wu)廢城市”建(jian)(jian)設(she)為總(zong)抓手,統籌(chou)推進固(gu)(gu)體廢物(wu)(wu)綜合治(zhi)理,著(zhu)力補齊固(gu)(gu)體廢物(wu)(wu)污染防治(zhi)短板,守牢生(sheng)態(tai)(tai)環境安全底線,助(zhu)力建(jian)(jian)設(she)人(ren)與自然和諧共(gong)生(sheng)的美麗(li)山(shan)西。

到2025年,全省固體廢(fei)(fei)物產(chan)生強度明顯下(xia)降(jiang),綜合利用水平顯著提升(sheng),無(wu)害化處(chu)置(zhi)能(neng)力有(you)效保障,減污降(jiang)碳協(xie)同增效作用明顯。到2027年,全省固體廢(fei)(fei)物產(chan)生強度在(zai)2025年基(ji)礎上進(jin)一步下(xia)降(jiang),大宗工業固體廢(fei)(fei)物綜合利用率(lv)達到全國平均水平,固體廢(fei)(fei)物現代化治理體系基(ji)本形成(cheng),治理能(neng)力明顯提升(sheng)。

二(er)、工作任務

(一)降低(di)工業固體廢物產生強度,推動源(yuan)頭(tou)減量

1.推進產(chan)業(ye)(ye)結(jie)構綠(lv)(lv)色低碳轉(zhuan)型。落(luo)實生(sheng)態環(huan)境(jing)分區管控(kong)要求,嚴(yan)格固體廢物產(chan)生(sheng)強度(du)大、利用(yong)處置難的(de)項(xiang)目準(zhun)入管理。將工業(ye)(ye)固體廢物產(chan)生(sheng)強度(du)作為衡量資(zi)源(yuan)利用(yong)效(xiao)率(lv)的(de)重要維(wei)度(du),倒逼產(chan)業(ye)(ye)結(jie)構優化調(diao)整、生(sheng)產(chan)工藝(yi)及(ji)污染防治設施改進升級。全(quan)面推進煤炭、電(dian)力、金屬冶煉等重點行業(ye)(ye)強制性清潔生(sheng)產(chan)審核。大力培育綠(lv)(lv)色工廠、綠(lv)(lv)色礦山、綠(lv)(lv)色園區。(省(sheng)發展改革委、省(sheng)工信(xin)廳、省(sheng)自然資(zi)源(yuan)廳、省(sheng)生(sheng)態環(huan)境(jing)廳、省(sheng)能源(yuan)局按(an)職責分工負(fu)責,各市(shi)人(ren)民政府(fu)落(luo)實。以下均需各市(shi)人(ren)民政府(fu)落(luo)實,不再一一列出)

2.強化煤(mei)(mei)基固廢(fei)源(yuan)(yuan)頭減(jian)量(liang)措(cuo)施。嚴格控制(zhi)煤(mei)(mei)礦開(kai)采(cai)采(cai)高、掘高,減(jian)少(shao)破(po)巖厚度,鼓勵采(cai)用新(xin)技(ji)術、新(xin)工(gong)藝和新(xin)裝備提高煤(mei)(mei)炭資(zi)源(yuan)(yuan)采(cai)出率,降低煤(mei)(mei)矸(gan)石產生(sheng)強度。推動煤(mei)(mei)礦井下(xia)矸(gan)石智能(neng)分(fen)選和充填系統建設(she),減(jian)少(shao)矸(gan)石出井量(liang),鼓勵洗(xi)選矸(gan)石優先用于井下(xia)充填。加強燃(ran)煤(mei)(mei)電廠燃(ran)燒(shao)(shao)過程管理,研發及推行新(xin)型燃(ran)燒(shao)(shao)技(ji)術,提高燃(ran)燒(shao)(shao)效率,降低粉煤(mei)(mei)灰(hui)產生(sheng)強度。改進燃(ran)煤(mei)(mei)電廠脫(tuo)(tuo)硫(liu)技(ji)術,推廣脫(tuo)(tuo)硫(liu)劑消耗強度低、可循環使用的脫(tuo)(tuo)硫(liu)技(ji)術,減(jian)少(shao)粉煤(mei)(mei)灰(hui)產生(sheng)量(liang)、降低腐蝕性。(省(sheng)(sheng)能(neng)源(yuan)(yuan)局、省(sheng)(sheng)科技(ji)廳(ting)、省(sheng)(sheng)生(sheng)態環境廳(ting)按職責分(fen)工(gong)負責)

(二(er))推(tui)進(jin)工業固體廢物多元綜合利用,拓(tuo)寬(kuan)消納路(lu)徑

3.推動(dong)(dong)綜(zong)(zong)合利(li)(li)(li)用(yong)(yong)基地(di)和產(chan)(chan)(chan)(chan)業(ye)(ye)集(ji)群(qun)建(jian)(jian)設(she)。立足全省大宗(zong)(zong)工業(ye)(ye)固體(ti)(ti)廢(fei)物(wu)特(te)別是(shi)煤矸(gan)石(shi)、粉(fen)煤灰的產(chan)(chan)(chan)(chan)生及區(qu)(qu)域(yu)分布特(te)征(zheng),制(zhi)定工業(ye)(ye)固體(ti)(ti)廢(fei)物(wu)綜(zong)(zong)合利(li)(li)(li)用(yong)(yong)基地(di)發(fa)展規劃,打造(zao)一批發(fa)展效果好、創新(xin)活力強、產(chan)(chan)(chan)(chan)業(ye)(ye)后勁足的煤基固廢(fei)綜(zong)(zong)合利(li)(li)(li)用(yong)(yong)產(chan)(chan)(chan)(chan)業(ye)(ye)集(ji)群(qun)。推進國家(jia)(jia)級大宗(zong)(zong)固體(ti)(ti)廢(fei)棄物(wu)綜(zong)(zong)合利(li)(li)(li)用(yong)(yong)基地(di)和工業(ye)(ye)資(zi)源綜(zong)(zong)合利(li)(li)(li)用(yong)(yong)基地(di)建(jian)(jian)設(she)。到2025年,推動(dong)(dong)建(jian)(jian)設(she)7個國家(jia)(jia)級綜(zong)(zong)合利(li)(li)(li)用(yong)(yong)基地(di),新(xin)增大宗(zong)(zong)工業(ye)(ye)固體(ti)(ti)廢(fei)物(wu)綜(zong)(zong)合利(li)(li)(li)用(yong)(yong)率達(da)到57%。到2027年,每個設(she)區(qu)(qu)市(shi)建(jian)(jian)成3-5個成規模的固體(ti)(ti)廢(fei)物(wu)綜(zong)(zong)合利(li)(li)(li)用(yong)(yong)產(chan)(chan)(chan)(chan)業(ye)(ye)集(ji)群(qun)區(qu)(qu),新(xin)增大宗(zong)(zong)工業(ye)(ye)固體(ti)(ti)廢(fei)物(wu)綜(zong)(zong)合利(li)(li)(li)用(yong)(yong)率達(da)到60%。(省工信廳、省發(fa)展改革(ge)委按(an)職責分工負責)

4.創新(xin)綜(zong)(zong)合(he)利(li)用(yong)產業(ye)(ye)(ye)(ye)發(fa)(fa)展模(mo)式。以煤基固廢(fei)(fei)(fei)建材規模(mo)化利(li)用(yong)為切入點,扶持(chi)綜(zong)(zong)合(he)利(li)用(yong)潛力大、市場占有率高(gao)的(de)企業(ye)(ye)(ye)(ye),上馬一批(pi)能與其上下游產業(ye)(ye)(ye)(ye)互補(bu)、嵌入其產業(ye)(ye)(ye)(ye)鏈發(fa)(fa)展的(de)煤基固廢(fei)(fei)(fei)綜(zong)(zong)合(he)利(li)用(yong)項目,帶動煤基固廢(fei)(fei)(fei)綜(zong)(zong)合(he)利(li)用(yong)產業(ye)(ye)(ye)(ye)發(fa)(fa)展。通過培育(yu)龍頭企業(ye)(ye)(ye)(ye)、打造中(zhong)小企業(ye)(ye)(ye)(ye),形成(cheng)大中(zhong)小企業(ye)(ye)(ye)(ye)緊(jin)密(mi)配套、產業(ye)(ye)(ye)(ye)鏈上下游緊(jin)密(mi)銜(xian)接(jie)、協同發(fa)(fa)展的(de)產業(ye)(ye)(ye)(ye)鏈生態(tai)。(省工(gong)信廳(ting)、省國資(zi)委、省自然資(zi)源廳(ting)、省生態(tai)環境廳(ting)按職(zhi)責分(fen)工(gong)負責)

5.強化(hua)煤基固(gu)廢(fei)多(duo)元化(hua)綜(zong)合(he)利(li)(li)用。在(zai)環(huan)境風(feng)險可控前提下(xia),引導企(qi)業加(jia)快推(tui)進煤矸石等工業固(gu)體廢(fei)物在(zai)發(fa)電、生產建筑(zhu)(zhu)材(cai)料(liao)(liao)、有價組分提取、回收礦產品(pin)、制取化(hua)工產品(pin)、筑(zhu)(zhu)路(lu)等領域的規模化(hua)利(li)(li)用。加(jia)強大摻量和高(gao)附(fu)加(jia)值產品(pin)應用推(tui)廣(guang),引導、鼓(gu)勵企(qi)業制定相關標準,規范化(hua)推(tui)廣(guang)產品(pin)應用,著力提升煤基固(gu)廢(fei)在(zai)生產纖維材(cai)料(liao)(liao)、微晶玻(bo)璃、超細化(hua)填料(liao)(liao)、低(di)碳水(shui)泥(ni)、固(gu)廢(fei)基高(gao)性能混(hun)凝土、預制件(jian)、節能型建筑(zhu)(zhu)材(cai)料(liao)(liao)等領域的利(li)(li)用水(shui)平。(省(sheng)工信廳、省(sheng)能源局、省(sheng)發(fa)展改革(ge)委、省(sheng)交通廳按(an)職責分工負責)

6.拓(tuo)寬煤(mei)基固(gu)廢大規模消(xiao)納渠道。開(kai)(kai)展全省(sheng)損毀土地調查評估(gu),建立(li)可實(shi)施生(sheng)態(tai)回填(tian)的(de)(de)損毀土地清單。以縣級(ji)為(wei)單位,以政府為(wei)主導,結合轄區內煤(mei)矸(gan)石、粉煤(mei)灰等大宗工(gong)業(ye)固(gu)體廢物的(de)(de)增(zeng)量消(xiao)納和(he)存量治(zhi)理(li)需求,統籌規劃(hua)和(he)推(tui)進煤(mei)基固(gu)廢用于采(cai)煤(mei)沉陷(xian)區、采(cai)礦坑等損毀土地治(zhi)理(li)。鼓勵煤(mei)炭(tan)露天開(kai)(kai)采(cai)形成的(de)(de)礦坑優(you)先回填(tian)煤(mei)基固(gu)廢,探索(suo)開(kai)(kai)展煤(mei)基固(gu)廢用于植被覆(fu)蓋率低、水(shui)(shui)土流(liu)失嚴重的(de)(de)自然(ran)荒溝的(de)(de)生(sheng)態(tai)回填(tian)和(he)修復治(zhi)理(li)。推(tui)動煤(mei)基固(gu)廢用于回填(tian)損毀土地、荒溝等的(de)(de)政策、調查評估(gu)技術要求和(he)環(huan)境保護技術規范(fan)的(de)(de)制定出臺,嚴防對土壤(rang)、地下水(shui)(shui)等造成二(er)次污染。力(li)爭到2027年,實(shi)現工(gong)業(ye)固(gu)體廢物“產(chan)、用、處”平衡。(省(sheng)自然(ran)資(zi)源(yuan)廳(ting)、省(sheng)能源(yuan)局(ju)、省(sheng)財政廳(ting)、省(sheng)市場監管局(ju)、省(sheng)生(sheng)態(tai)環(huan)境廳(ting)按(an)職責(ze)分工(gong)負責(ze))

7.加大(da)綜(zong)合(he)利(li)(li)(li)用(yong)政策扶(fu)持力度(du)。以煤(mei)(mei)矸(gan)石、粉煤(mei)(mei)灰等煤(mei)(mei)基(ji)固(gu)(gu)廢(fei)為重(zhong)點,制定(ding)出臺大(da)宗工業固(gu)(gu)體(ti)廢(fei)物綜(zong)合(he)利(li)(li)(li)用(yong)扶(fu)持激(ji)勵政策。探索建(jian)立煤(mei)(mei)基(ji)固(gu)(gu)廢(fei)橫向生態補償機(ji)制。加大(da)大(da)宗工業固(gu)(gu)體(ti)廢(fei)物綜(zong)合(he)利(li)(li)(li)用(yong)產(chan)(chan)品使(shi)用(yong)推廣(guang)力度(du),依法依規取締黏土磚生產(chan)(chan),在政府投資或以政府投資為主(zhu)的(de)公(gong)共基(ji)礎設施建(jian)設中鼓勵優先使(shi)用(yong)煤(mei)(mei)基(ji)固(gu)(gu)廢(fei)綜(zong)合(he)利(li)(li)(li)用(yong)產(chan)(chan)品。(省工信廳(ting)(ting)、省能(neng)源(yuan)局、省發展改革委、省財政廳(ting)(ting)、省自(zi)然資源(yuan)廳(ting)(ting)、省生態環境廳(ting)(ting)、省住建(jian)廳(ting)(ting)按職責(ze)分(fen)工負責(ze))

(三)加(jia)強(qiang)工業固(gu)體廢物規范化處(chu)置,強(qiang)化環境管理

8.加(jia)強(qiang)工業(ye)固(gu)體廢(fei)物堆(dui)場(chang)排(pai)查(cha)整治。全(quan)面摸(mo)底排(pai)查(cha)一(yi)般工業(ye)固(gu)體廢(fei)物堆(dui)存場(chang)所,建立環境監管全(quan)口徑(jing)清單和(he)問(wen)題堆(dui)場(chang)清單,推動落實屬地責(ze)任(ren)(ren)和(he)企業(ye)主體責(ze)任(ren)(ren),“一(yi)點一(yi)策”、分級(ji)分類推進整改整治。持(chi)續深入開展(zhan)黃河流域“清廢(fei)行動”,嚴厲打擊固(gu)體廢(fei)物非法傾倒(dao)行為。到2027年,全(quan)面完成以黃河流域為重點的固(gu)體廢(fei)物堆(dui)存場(chang)所排(pai)查(cha)整治工作。(省(sheng)生態環境廳、省(sheng)自(zi)然(ran)資源廳按職責(ze)分工負責(ze))

9.強化工業(ye)(ye)(ye)固(gu)體(ti)(ti)廢(fei)(fei)物(wu)全過程環境管(guan)(guan)理。建設工業(ye)(ye)(ye)固(gu)體(ti)(ti)廢(fei)(fei)物(wu)產生及利用處(chu)置數據庫,完善重點(dian)監管(guan)(guan)企業(ye)(ye)(ye)清單,嚴格大宗工業(ye)(ye)(ye)固(gu)體(ti)(ti)廢(fei)(fei)物(wu)申報登記管(guan)(guan)理。健(jian)全工業(ye)(ye)(ye)固(gu)體(ti)(ti)廢(fei)(fei)物(wu)產生及利用處(chu)置臺賬、標(biao)識標(biao)志、污染防治要求及跨省轉移(yi)等制度體(ti)(ti)系(xi)。加強工業(ye)(ye)(ye)固(gu)體(ti)(ti)廢(fei)(fei)物(wu)產生、收集(ji)、貯(zhu)存、轉移(yi)、利用、處(chu)置全過程監管(guan)(guan)。(省生態環境廳(ting)負責)

(四)強化(hua)源(yuan)頭分類回收,促(cu)進生活源(yuan)固體廢物(wu)減量化(hua)、資(zi)源(yuan)化(hua)

10.完(wan)善生(sheng)(sheng)活(huo)垃(la)(la)(la)(la)(la)圾(ji)分(fen)(fen)類(lei)(lei)體系(xi)建(jian)設。加快建(jian)立(li)生(sheng)(sheng)活(huo)垃(la)(la)(la)(la)(la)圾(ji)分(fen)(fen)類(lei)(lei)運輸體系(xi),統籌規(gui)劃(hua)布局中轉站點,有效銜接分(fen)(fen)類(lei)(lei)投放端(duan)和分(fen)(fen)類(lei)(lei)處(chu)理端(duan),提高分(fen)(fen)類(lei)(lei)收集轉運效率(lv)(lv)。持續推進農村生(sheng)(sheng)活(huo)垃(la)(la)(la)(la)(la)圾(ji)分(fen)(fen)類(lei)(lei)試點,構建(jian)城鄉融合的農村生(sheng)(sheng)活(huo)垃(la)(la)(la)(la)(la)圾(ji)治理體系(xi)。到(dao)2025年,太原市(shi)城市(shi)生(sheng)(sheng)活(huo)垃(la)(la)(la)(la)(la)圾(ji)分(fen)(fen)類(lei)(lei)覆蓋率(lv)(lv)達到(dao)100%,其他(ta)城市(shi)生(sheng)(sheng)活(huo)垃(la)(la)(la)(la)(la)圾(ji)分(fen)(fen)類(lei)(lei)覆蓋率(lv)(lv)達到(dao)70%。到(dao)2027年,其他(ta)城市(shi)生(sheng)(sheng)活(huo)垃(la)(la)(la)(la)(la)圾(ji)分(fen)(fen)類(lei)(lei)覆蓋率(lv)(lv)穩(wen)步提升。(省住(zhu)建(jian)廳、省農業農村廳按(an)職(zhi)責(ze)分(fen)(fen)工負責(ze))

11.積極推動再生(sheng)(sheng)資(zi)源(yuan)回(hui)收(shou)(shou)(shou)利(li)用。合理(li)(li)布(bu)局再生(sheng)(sheng)資(zi)源(yuan)回(hui)收(shou)(shou)(shou)集散(san)場地和(he)分揀處(chu)理(li)(li)中心,強化可(ke)回(hui)收(shou)(shou)(shou)物(wu)的(de)回(hui)收(shou)(shou)(shou)和(he)再生(sheng)(sheng)利(li)用。推進(jin)生(sheng)(sheng)活垃圾(ji)(ji)分類(lei)收(shou)(shou)(shou)運網(wang)絡和(he)再生(sheng)(sheng)資(zi)源(yuan)回(hui)收(shou)(shou)(shou)網(wang)絡的(de)“兩網(wang)融合”,積極發展共享經濟,推動二手(shou)商品(pin)交易和(he)流通。以構建(jian)廢(fei)棄(qi)物(wu)循(xun)環(huan)利(li)用體系為契機,加快推動大規模設備更新和(he)消費(fei)品(pin)以舊換新產生(sheng)(sheng)的(de)固體廢(fei)物(wu)回(hui)收(shou)(shou)(shou)循(xun)環(huan)利(li)用。到(dao)2025年,城市(shi)生(sheng)(sheng)活垃圾(ji)(ji)回(hui)收(shou)(shou)(shou)利(li)用率(lv)達到(dao)35%。到(dao)2027年,城市(shi)生(sheng)(sheng)活垃圾(ji)(ji)回(hui)收(shou)(shou)(shou)利(li)用率(lv)穩步提升(sheng)。(省商務廳、省住建(jian)廳按職(zhi)責分工負責)

12.穩步提升生(sheng)活垃(la)圾(ji)(ji)焚(fen)(fen)燒(shao)(shao)處理能力(li)(li)(li)。全面貫徹(che)落實《山西省(sheng)(sheng)垃(la)圾(ji)(ji)焚(fen)(fen)燒(shao)(shao)發(fa)電(dian)中(zhong)長期專項規劃》,加(jia)快推(tui)進(jin)生(sheng)活垃(la)圾(ji)(ji)焚(fen)(fen)燒(shao)(shao)設(she)(she)施(shi)建(jian)設(she)(she)。推(tui)進(jin)現有(you)生(sheng)活垃(la)圾(ji)(ji)焚(fen)(fen)燒(shao)(shao)設(she)(she)施(shi)升級改造和污染防(fang)治,持續提升設(she)(she)施(shi)運行管理水平。加(jia)大(da)(da)在用垃(la)圾(ji)(ji)填埋(mai)場規范化(hua)運行監管力(li)(li)(li)度,強化(hua)滲濾液、填埋(mai)氣(qi)等二次(ci)污染治理。到2025年,城市實現生(sheng)活垃(la)圾(ji)(ji)焚(fen)(fen)燒(shao)(shao)處理能力(li)(li)(li)全覆(fu)蓋。到2027年,全省(sheng)(sheng)生(sheng)活垃(la)圾(ji)(ji)焚(fen)(fen)燒(shao)(shao)處理能力(li)(li)(li)覆(fu)蓋范圍進(jin)一步擴大(da)(da)。(省(sheng)(sheng)發(fa)展(zhan)改革委、省(sheng)(sheng)住建(jian)廳按(an)職(zhi)責分工負(fu)責)

25.全面開(kai)展“無(wu)(wu)(wu)廢(fei)(fei)(fei)細胞(bao)(bao)”建設(she)(she)(she)工(gong)作。以無(wu)(wu)(wu)廢(fei)(fei)(fei)園區、無(wu)(wu)(wu)廢(fei)(fei)(fei)集團、無(wu)(wu)(wu)廢(fei)(fei)(fei)工(gong)廠、無(wu)(wu)(wu)廢(fei)(fei)(fei)校(xiao)園、無(wu)(wu)(wu)廢(fei)(fei)(fei)機關等為重(zhong)點,積(ji)極(ji)引(yin)導(dao)各(ge)類社會主體(ti)(ti)參(can)與“無(wu)(wu)(wu)廢(fei)(fei)(fei)細胞(bao)(bao)”建設(she)(she)(she),形成(cheng)覆蓋工(gong)業源、生(sheng)活(huo)源固(gu)體(ti)(ti)廢(fei)(fei)(fei)物(wu)的綜合(he)管理模(mo)式,推動實(shi)現綠色生(sheng)產(chan)生(sheng)活(huo)方式。到2025年(nian),各(ge)設(she)(she)(she)區市力爭培(pei)育建設(she)(she)(she)10個以上“無(wu)(wu)(wu)廢(fei)(fei)(fei)細胞(bao)(bao)”。到2027年(nian),全省“無(wu)(wu)(wu)廢(fei)(fei)(fei)細胞(bao)(bao)”建設(she)(she)(she)數量(liang)進一步提升。(省“無(wu)(wu)(wu)廢(fei)(fei)(fei)城市”建設(she)(she)(she)協(xie)調工(gong)作機制各(ge)成(cheng)員單(dan)位按職責分(fen)工(gong)負責)

三、保障措施

(一)加強組織領導

建(jian)(jian)(jian)立攻堅(jian)行(xing)(xing)動(dong)(dong)協(xie)調機制,強(qiang)化統(tong)籌(chou)協(xie)調、督促指導,定期調度通報工(gong)作(zuo)進展情況,及時研究解決工(gong)作(zuo)推進中的重大問(wen)題(ti)(ti)。各(ge)地(di)各(ge)有關(guan)部門要制定固(gu)體(ti)廢物污(wu)(wu)染防治(zhi)攻堅(jian)行(xing)(xing)動(dong)(dong)具體(ti)落實措施,建(jian)(jian)(jian)立工(gong)作(zuo)臺(tai)賬、項目清(qing)單、責(ze)任(ren)清(qing)單并(bing)全(quan)力推進落實,確保各(ge)項任(ren)務(wu)措施落地(di)見效。建(jian)(jian)(jian)立考評獎懲(cheng)機制,將(jiang)固(gu)體(ti)廢物污(wu)(wu)染防治(zhi)攻堅(jian)行(xing)(xing)動(dong)(dong)重點工(gong)作(zuo)任(ren)務(wu)納入污(wu)(wu)染防治(zhi)攻堅(jian)戰成效考核體(ti)系,固(gu)體(ti)廢物污(wu)(wu)染環境突(tu)出(chu)問(wen)題(ti)(ti)納入省級生態環境保護督察(cha)。

(二)加大政策扶持

各級財政(zheng)、稅務、工(gong)業和(he)(he)信(xin)息化、住房和(he)(he)城(cheng)鄉建(jian)設(she)、交通(tong)運輸、自然資源、能源、生態環(huan)境等(deng)部門要從政(zheng)策(ce)準入(ru)、用(yong)地保障、項目(mu)審批、生態補(bu)償、產品利用(yong)等(deng)方面制定相關(guan)配套政(zheng)策(ce)措施,加大對固(gu)體廢物污染防(fang)治的政(zheng)策(ce)和(he)(he)資金支持力度,扶(fu)持固(gu)體廢物利用(yong)、處置設(she)施建(jian)設(she)。

(三)加強(qiang)科(ke)技支撐

持續健全完善生(sheng)態(tai)環(huan)境領域(yu)科(ke)技(ji)創(chuang)新(xin)體(ti)(ti)制(zhi)機制(zhi),鼓勵科(ke)技(ji)創(chuang)新(xin),加大科(ke)技(ji)投入(ru),加強(qiang)產學(xue)研合(he)作,開展(zhan)固體(ti)(ti)廢物(wu)減量(liang)化、高值化利用(yong)關鍵技(ji)術科(ke)技(ji)攻關、工藝設備研發制(zhi)造,推動固體(ti)(ti)廢物(wu)利用(yong)處置技(ji)術成果共(gong)享與轉(zhuan)化。

(四)強化宣傳(chuan)引導

利用(yong)廣播電視、報(bao)紙雜志、新媒體(ti)等多種平臺,加強宣傳(chuan)報(bao)道,增強公眾(zhong)環保意識,倡導綠(lv)色(se)生產生活方式(shi)。組織實施固(gu)體(ti)廢物利用(yong)處置設施向公眾(zhong)開放活動(dong),接受公眾(zhong)參觀與監(jian)督,進一步凝(ning)聚共(gong)識,推(tui)動(dong)形成良好的社會(hui)輿論(lun)氛(fen)圍。
