山西省水(shui)環(huan)境(jing)質量再提升2022-2023年行動(dong)計劃

為進一步(bu)推動(dong)全(quan)省(sheng)水(shui)生態(tai)環境保護工作,深(shen)化水(shui)污染治理(li),加快水(shui)生態(tai)修(xiu)復(fu),促進全(quan)省(sheng)水(shui)環境質量穩定提升,根據《黃河流域(yu)生態(tai)保護和高質量發展(zhan)規劃綱要》《中共中央國務院關(guan)于深(shen)入打好的意見(jian)》,制定本行(xing)動(dong)計(ji)劃。

一、總體要求

以習(xi)(xi)近平生(sheng)態(tai)(tai)文明思想為(wei)(wei)指(zhi)導,深(shen)入貫(guan)徹習(xi)(xi)近平總(zong)書記(ji)在(zai)深(shen)入推動黃(huang)河流(liu)域(yu)生(sheng)態(tai)(tai)保(bao)護和高質量(liang)發展座談(tan)會上的重要(yao)講話及(ji)考察(cha)調(diao)研山西(xi)重要(yao)指(zhi)示精神,以水(shui)環境質量(liang)提升為(wei)(wei)核心,深(shen)化水(shui)資源、水(shui)環境、水(shui)生(sheng)態(tai)(tai)“三水(shui)統(tong)籌”,堅(jian)持(chi)污染減排(pai)與生(sheng)態(tai)(tai)擴容(rong)“兩手發力”,持(chi)續鞏(gong)固提升全省水(shui)環境質量(liang),助(zhu)力我省黃(huang)河流(liu)域(yu)生(sheng)態(tai)(tai)保(bao)護和高質量(liang)發展。

二、主要目標

2022年、2023年地(di)表水(shui)國(guo)考斷面(mian)(mian)(mian)達(da)到或優(you)于Ⅲ類比例分(fen)別達(da)到72.3%、76.6%,劣V類水(shui)質斷面(mian)(mian)(mian)全(quan)部消除(chu)。飲(yin)用水(shui)水(shui)源水(shui)質達(da)到或優(you)于Ⅲ類比例達(da)到國(guo)家年度目標。2022年底(di)前,全(quan)面(mian)(mian)(mian)消除(chu)沿黃、沿汾8個縣(xian)級城市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(永濟(ji)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)、古交市(shi)(shi)(shi)(shi)(shi)(shi)(shi)、介休市(shi)(shi)(shi)(shi)(shi)(shi)(shi)、汾陽市(shi)(shi)(shi)(shi)(shi)(shi)(shi)、孝義市(shi)(shi)(shi)(shi)(shi)(shi)(shi)、霍州市(shi)(shi)(shi)(shi)(shi)(shi)(shi)、侯馬市(shi)(shi)(shi)(shi)(shi)(shi)(shi)、河津(jin)市(shi)(shi)(shi)(shi)(shi)(shi)(shi))和太(tai)谷區(qu)(qu)(qu)建成區(qu)(qu)(qu)黑臭水(shui)體(ti)(ti)。2023年底(di)前,11個縣(xian)級城市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(即(ji)古交市(shi)(shi)(shi)(shi)(shi)(shi)(shi)、懷仁市(shi)(shi)(shi)(shi)(shi)(shi)(shi)、原平(ping)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)、介休市(shi)(shi)(shi)(shi)(shi)(shi)(shi)、汾陽市(shi)(shi)(shi)(shi)(shi)(shi)(shi)、孝義市(shi)(shi)(shi)(shi)(shi)(shi)(shi)、高平(ping)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)、霍州市(shi)(shi)(shi)(shi)(shi)(shi)(shi)、侯馬市(shi)(shi)(shi)(shi)(shi)(shi)(shi)、永濟(ji)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)、河津(jin)市(shi)(shi)(shi)(shi)(shi)(shi)(shi))和8個縣(xian)改區(qu)(qu)(qu)(即(ji)太(tai)谷區(qu)(qu)(qu)、云岡區(qu)(qu)(qu)、云州區(qu)(qu)(qu)、平(ping)城區(qu)(qu)(qu)、潞(lu)州區(qu)(qu)(qu)、上黨(dang)區(qu)(qu)(qu)、屯留區(qu)(qu)(qu)、潞(lu)城區(qu)(qu)(qu))建成區(qu)(qu)(qu)黑臭水(shui)體(ti)(ti)全(quan)面(mian)(mian)(mian)消除(chu)。運城市(shi)(shi)(shi)(shi)(shi)(shi)(shi)、呂梁市(shi)(shi)(shi)(shi)(shi)(shi)(shi)、臨汾市(shi)(shi)(shi)(shi)(shi)(shi)(shi)在全(quan)國(guo)地(di)表水(shui)環境質量排(pai)名穩定(ding)退(tui)出后10名。

三、重(zhong)點任務(wu)

(一(yi))強化水資源管(guan)控

1.保(bao)障重(zhong)點(dian)河(he)(he)流(liu)(liu)(liu)生(sheng)態(tai)流(liu)(liu)(liu)量。全面落實《汾(fen)河(he)(he)流(liu)(liu)(liu)域(yu)上下(xia)游橫向生(sheng)態(tai)補償機制實施細則(試行)》,制定出臺《桑干河(he)(he)流(liu)(liu)(liu)域(yu)上下(xia)游橫向生(sheng)態(tai)補償實施方案》,逐步構建汾(fen)河(he)(he)等七河(he)(he)流(liu)(liu)(liu)域(yu)內上下(xia)游、左右岸(an)、干支(zhi)流(liu)(liu)(liu)水質(zhi)與(yu)水量聯動考核機制,協同共促流(liu)(liu)(liu)域(yu)水環(huan)境(jing)質(zhi)量穩定達標,有效保(bao)障重(zhong)點(dian)河(he)(he)流(liu)(liu)(liu)生(sheng)態(tai)流(liu)(liu)(liu)量。(省生(sheng)態(tai)環(huan)境(jing)廳(ting)牽頭,省水利廳(ting)、省財政(zheng)廳(ting)配合,各(ge)市人民政(zheng)府(fu)負(fu)責(ze)。以下(xia)各(ge)項(xiang)任務(wu)和專項(xiang)行動均需各(ge)市人民政(zheng)府(fu)負(fu)責(ze),不再(zai)列出)

2.推動(dong)(dong)重點河(he)流(liu)(liu)生(sheng)態(tai)復流(liu)(liu)。全力推動(dong)(dong)汾河(he)太原段九河(he)生(sheng)態(tai)復流(liu)(liu)、支流(liu)(liu)澮河(he)生(sheng)態(tai)復流(liu)(liu)。推動(dong)(dong)運城市(shi)涑(su)水(shui)河(he)—伍姓湖(hu)河(he)湖(hu)貫(guan)通(tong),逐步實(shi)現涑(su)水(shui)河(he)生(sheng)態(tai)復流(liu)(liu)。打造太忻一體化經濟區(qu)楊(yang)興(xing)河(he)、山西綜改(gai)示范(fan)區(qu)瀟河(he)生(sheng)態(tai)廊道。積極申報國(guo)家美麗河(he)湖(hu)試點。(省生(sheng)態(tai)環境(jing)廳(ting)牽(qian)頭)

3.推動區(qu)域再(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)循環利(li)(li)用(yong)(yong)。提升(sheng)城市(shi)再(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)利(li)(li)用(yong)(yong)水(shui)(shui)(shui)平,完善再(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)利(li)(li)用(yong)(yong)設施,拓寬再(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)利(li)(li)用(yong)(yong)渠道,優先用(yong)(yong)于工業生(sheng)(sheng)(sheng)產、城市(shi)綠化和市(shi)政(zheng)雜(za)用(yong)(yong),鼓(gu)勵(li)再(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)用(yong)(yong)于河湖生(sheng)(sheng)(sheng)態(tai)補水(shui)(shui)(shui),2022年全省設區(qu)城市(shi)污水(shui)(shui)(shui)處理(li)再(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)利(li)(li)用(yong)(yong)率(lv)平均達到24.8%以上,太(tai)原(yuan)市(shi)再(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)利(li)(li)用(yong)(yong)率(lv)力爭(zheng)達到20%。鼓(gu)勵(li)基礎好、積極性高的設區(qu)市(shi)申報國家區(qu)域再(zai)生(sheng)(sheng)(sheng)水(shui)(shui)(shui)循環利(li)(li)用(yong)(yong)試(shi)點。(省住建(jian)廳牽頭,省生(sheng)(sheng)(sheng)態(tai)環境廳、省發展(zhan)改革委(wei)、省水(shui)(shui)(shui)利(li)(li)廳配合)

4.提升(sheng)飲用水(shui)(shui)(shui)水(shui)(shui)(shui)源(yuan)保(bao)護水(shui)(shui)(shui)平。深化縣級及以上集中(zhong)式飲用水(shui)(shui)(shui)水(shui)(shui)(shui)源(yuan)保(bao)護區規范化建設,2022年底前完成縣級及以上地表水(shui)(shui)(shui)型集中(zhong)式飲用水(shui)(shui)(shui)水(shui)(shui)(shui)源(yuan)保(bao)護區環境問題和風險隱患排查(cha)整(zheng)治(zhi)工作(zuo)。(省(sheng)生(sheng)態環境廳牽頭,省(sheng)水(shui)(shui)(shui)利(li)廳配合)

5.推進(jin)城市(shi)(shi)(shi)雨水(shui)(shui)(shui)(shui)(shui)資源化(hua)利用(yong)。2022年,以(yi)長治市(shi)(shi)(shi)為試點(dian)推進(jin)“海綿城市(shi)(shi)(shi)”建(jian)設(she),綜合運用(yong)“滲(shen)、滯、蓄、凈(jing)、用(yong)、排(pai)”等(deng)措施,充分發揮建(jian)筑、道(dao)路、綠(lv)地、水(shui)(shui)(shui)(shui)(shui)系(xi)等(deng)對雨水(shui)(shui)(shui)(shui)(shui)的(de)吸納、蓄滲(shen)和(he)緩釋作(zuo)用(yong),開展初期雨水(shui)(shui)(shui)(shui)(shui)收集(ji)處理(li),有(you)效控(kong)制(zhi)雨水(shui)(shui)(shui)(shui)(shui)徑(jing)流(liu)(liu),實(shi)現自然積存(cun)、自然滲(shen)透、自然凈(jing)化(hua),2023年在全省(sheng)設(she)區市(shi)(shi)(shi)因(yin)地制(zhi)宜推廣實(shi)施。推進(jin)清污(wu)(wu)分流(liu)(liu),對現有(you)污(wu)(wu)水(shui)(shui)(shui)(shui)(shui)處理(li)廠進(jin)水(shui)(shui)(shui)(shui)(shui)生化(hua)需(xu)氧量(BOD)濃度低于(yu)(yu)100毫克(ke)/升(sheng)的(de)城市(shi)(shi)(shi),制(zhi)定系(xi)統化(hua)整治方案,明(ming)確管網排(pai)查改造、工(gong)業廢水(shui)(shui)(shui)(shui)(shui)和(he)工(gong)程疏干排(pai)水(shui)(shui)(shui)(shui)(shui)清退、溯源執法等(deng)措施,提升(sheng)生活污(wu)(wu)水(shui)(shui)(shui)(shui)(shui)收集(ji)效能,清水(shui)(shui)(shui)(shui)(shui)可(ke)用(yong)于(yu)(yu)城市(shi)(shi)(shi)綠(lv)化(hua)、市(shi)(shi)(shi)政(zheng)雜(za)用(yong)及河流(liu)(liu)補(bu)水(shui)(shui)(shui)(shui)(shui)等(deng)。(省(sheng)住建(jian)廳牽頭(tou),省(sheng)生態環境廳配合)

(二)深化(hua)水環境治(zhi)理(li)

6.強化工(gong)(gong)(gong)業(ye)廢(fei)(fei)水(shui)(shui)(shui)(shui)(shui)(shui)深度治(zhi)理(li)。汾河(he)流域新建(jian)工(gong)(gong)(gong)業(ye)企業(ye)生(sheng)(sheng)產(chan)廢(fei)(fei)水(shui)(shui)(shui)(shui)(shui)(shui)不得(de)排(pai)入(ru)(ru)城鎮生(sheng)(sheng)活(huo)污(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)(chu)理(li)廠(chang)(chang),已納入(ru)(ru)城鎮生(sheng)(sheng)活(huo)污(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)(chu)理(li)廠(chang)(chang)處(chu)(chu)理(li)的(de)工(gong)(gong)(gong)業(ye)廢(fei)(fei)水(shui)(shui)(shui)(shui)(shui)(shui)應當逐步退出。其(qi)他地區(qu)已納入(ru)(ru)城鎮生(sheng)(sheng)活(huo)污(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)(chu)理(li)廠(chang)(chang)處(chu)(chu)理(li)的(de)工(gong)(gong)(gong)業(ye)廢(fei)(fei)水(shui)(shui)(shui)(shui)(shui)(shui),經評估認(ren)定為污(wu)(wu)染物不能被污(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)(chu)理(li)廠(chang)(chang)有(you)效(xiao)處(chu)(chu)理(li),或可(ke)能影響城鎮生(sheng)(sheng)活(huo)污(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)(chu)理(li)廠(chang)(chang)出水(shui)(shui)(shui)(shui)(shui)(shui)穩定達(da)標的(de),依法限期退出,退出前向(xiang)城鎮生(sheng)(sheng)活(huo)污(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)(chu)理(li)廠(chang)(chang)排(pai)放的(de)工(gong)(gong)(gong)業(ye)廢(fei)(fei)水(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)需達(da)到行業(ye)特(te)別排(pai)放限值(zhi)。開展沿黃工(gong)(gong)(gong)業(ye)園(yuan)區(qu)污(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)收集(ji)處(chu)(chu)理(li)排(pai)查(cha)整治(zhi),加快(kuai)推(tui)(tui)動省(sheng)級及以上工(gong)(gong)(gong)業(ye)園(yuan)區(qu)污(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)集(ji)中處(chu)(chu)理(li)設施建(jian)設,安裝(zhuang)水(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)在線監控,與生(sheng)(sheng)態環境部門聯(lian)網。加強焦化、化工(gong)(gong)(gong)類工(gong)(gong)(gong)業(ye)企業(ye)雨污(wu)(wu)分流管網建(jian)設,推(tui)(tui)動實現(xian)廠(chang)(chang)區(qu)初期雨水(shui)(shui)(shui)(shui)(shui)(shui)收集(ji)處(chu)(chu)理(li)不外排(pai)、化工(gong)(gong)(gong)園(yuan)區(qu)廢(fei)(fei)水(shui)(shui)(shui)(shui)(shui)(shui)循(xun)環利用零排(pai)放、蒸(zheng)發后雜鹽(yan)合理(li)處(chu)(chu)置(zhi),杜(du)絕產(chan)生(sheng)(sheng)二次污(wu)(wu)染。(省(sheng)生(sheng)(sheng)態環境廳、省(sheng)工(gong)(gong)(gong)信廳牽頭,省(sheng)商務廳配合)

7.補齊城(cheng)(cheng)鎮生活(huo)污(wu)(wu)水(shui)(shui)(shui)收集(ji)處(chu)(chu)理(li)(li)(li)能力短板。對(dui)城(cheng)(cheng)鎮生活(huo)污(wu)(wu)水(shui)(shui)(shui)處(chu)(chu)理(li)(li)(li)能力不足或已(yi)超過設計(ji)處(chu)(chu)理(li)(li)(li)能力80%的(de),實施新建(jian)(jian)或擴(kuo)容工(gong)(gong)程(cheng)(cheng)。2022年底前(qian)完成(cheng)霍(huo)州市(shi)、吉縣(xian)(xian)(xian)、岢嵐(lan)縣(xian)(xian)(xian)、臨縣(xian)(xian)(xian)等縣(xian)(xian)(xian)(市(shi))城(cheng)(cheng)鎮生活(huo)污(wu)(wu)水(shui)(shui)(shui)處(chu)(chu)理(li)(li)(li)廠擴(kuo)容提(ti)(ti)質工(gong)(gong)程(cheng)(cheng)建(jian)(jian)設,完成(cheng)河曲、保(bao)德、永(yong)和、岢嵐(lan)等縣(xian)(xian)(xian)城(cheng)(cheng)鎮生活(huo)污(wu)(wu)水(shui)(shui)(shui)處(chu)(chu)理(li)(li)(li)廠保(bao)(提(ti)(ti))溫(wen)工(gong)(gong)程(cheng)(cheng)建(jian)(jian)設,加快推進忻(xin)府區、繁峙縣(xian)(xian)(xian)等縣(xian)(xian)(xian)(區)城(cheng)(cheng)鎮生活(huo)污(wu)(wu)水(shui)(shui)(shui)處(chu)(chu)理(li)(li)(li)廠新建(jian)(jian)或擴(kuo)容及保(bao)(提(ti)(ti))溫(wen)工(gong)(gong)程(cheng)(cheng)建(jian)(jian)設,提(ti)(ti)高污(wu)(wu)水(shui)(shui)(shui)處(chu)(chu)理(li)(li)(li)能力,保(bao)障冬(dong)季(ji)低溫(wen)天氣污(wu)(wu)水(shui)(shui)(shui)處(chu)(chu)理(li)(li)(li)廠出水(shui)(shui)(shui)穩定(ding)達標。全(quan)省(sheng)尚未完成(cheng)厭(yan)氧(yang)—缺氧(yang)—耗氧(yang)(A2/O)工(gong)(gong)藝改造(zao)、未建(jian)(jian)進水(shui)(shui)(shui)調節池、未實現深度分(fen)離、未實施雙回路供電的(de)城(cheng)(cheng)鎮污(wu)(wu)水(shui)(shui)(shui)處(chu)(chu)理(li)(li)(li)廠應于2022年底前(qian)全(quan)部(bu)完成(cheng)改造(zao),實現“清零(ling)”。(省(sheng)住建(jian)(jian)廳(ting)牽頭,省(sheng)生態環(huan)境廳(ting)配合)

8.推進農(nong)村生(sheng)活(huo)(huo)污(wu)(wu)水治(zhi)理。加快推進農(nong)村生(sheng)活(huo)(huo)污(wu)(wu)水分(fen)區分(fen)類治(zhi)理,有效緩解(jie)農(nong)村生(sheng)活(huo)(huo)污(wu)(wu)水直排入(ru)河對(dui)(dui)重點河流斷面水質改善(shan)的(de)(de)影響。縣城周邊(bian)村莊的(de)(de)生(sheng)活(huo)(huo)污(wu)(wu)水可通過(guo)管網收集入(ru)縣城污(wu)(wu)水處(chu)理廠處(chu)理,農(nong)村萬人(ren)集聚地(di)區可實施連片治(zhi)理,人(ren)口少于千人(ren)且分(fen)散的(de)(de)村莊可就(jiu)地(di)收儲,罐(guan)車轉送至城鎮生(sheng)活(huo)(huo)污(wu)(wu)水處(chu)理廠集中(zhong)處(chu)理。對(dui)(dui)于已建成的(de)(de)農(nong)村污(wu)(wu)水處(chu)理設施要(yao)確(que)保正常運(yun)行率達80%以上。(省(sheng)生(sheng)態環境廳牽頭,省(sheng)住(zhu)建廳、省(sheng)農(nong)業農(nong)村廳配合)

(三)細化水生態修復

10.實(shi)施(shi)城(cheng)鎮污(wu)水(shui)處理廠(chang)尾水(shui)生(sheng)(sheng)態化(hua)治理。大(da)力推進城(cheng)鎮生(sheng)(sheng)活污(wu)水(shui)處理廠(chang)尾水(shui)人工(gong)潛流(liu)(liu)濕(shi)(shi)地(di)建設(she),人工(gong)潛流(liu)(liu)濕(shi)(shi)地(di)應具有冬季保(bao)溫措施(shi),保(bao)障(zhang)出水(shui)穩定達(da)地(di)表(biao)水(shui)Ⅲ類水(shui)質。鼓勵人工(gong)濕(shi)(shi)地(di)與設(she)施(shi)農業相結合(he),通(tong)過(guo)種植水(shui)稻、蔬菜等解決用(yong)地(di)矛盾。在用(yong)地(di)緊張(zhang)的(de)城(cheng)市建成(cheng)區或(huo)山區等地(di)區可采用(yong)高效生(sheng)(sheng)物(wu)膜濾池代(dai)替人工(gong)潛流(liu)(liu)濕(shi)(shi)地(di)凈化(hua)水(shui)質。(省生(sheng)(sheng)態環境廳牽(qian)頭,省住建廳配合(he))

11.推動(dong)打造(zao)生(sheng)態(tai)化治理節(jie)點。積極(ji)推動(dong)在溝、渠(qu)、支流(liu)等(deng)入(ru)干(gan)流(liu)河(he)口處建(jian)設堤外人工濕地。在充分考慮防(fang)(fang)洪安(an)全的(de)基礎(chu)上(shang),采用(yong)蓄(xu)水濕地和(he)堤外人工濕地相結合的(de)方式(shi),營造(zao)自然型水流(liu),構建(jian)生(sheng)態(tai)護坡,利(li)用(yong)生(sheng)態(tai)手段提(ti)升河(he)流(liu)納污及自凈能力(li),防(fang)(fang)止(zhi)汛期農業面源污染,改善支流(liu)入(ru)干(gan)流(liu)水質。對山谷(gu)地帶用(yong)地不足的(de)情況,因(yin)地制宜挖掘(jue)邊坡、河(he)堤等(deng)空(kong)間建(jian)設人工濕地。(省(sheng)(sheng)生(sheng)態(tai)環(huan)境廳牽頭,省(sheng)(sheng)水利(li)廳、省(sheng)(sheng)林草(cao)局配合)

12.建(jian)設(she)重要湖(hu)(hu)庫消落帶生態環(huan)狀屏障。針對(dui)汾河水(shui)(shui)(shui)(shui)庫、張峰(feng)水(shui)(shui)(shui)(shui)庫、晉陽湖(hu)(hu)、伍(wu)姓湖(hu)(hu)等重要湖(hu)(hu)庫,開展環(huan)湖(hu)(hu)庫岸帶、水(shui)(shui)(shui)(shui)源涵養生態化改(gai)造建(jian)設(she),構建(jian)多(duo)梯度的(de)生態景觀空間,提升河湖(hu)(hu)濱(bin)岸帶生態系統完整(zheng)性(xing)。積極開展濱(bin)湖(hu)(hu)(庫)濕地(di)、入(ru)湖(hu)(hu)(庫)支(zhi)流人工(gong)濕地(di)建(jian)設(she),提升水(shui)(shui)(shui)(shui)質凈化能力(li),有效(xiao)發揮湖(hu)(hu)(庫)城市雨洪水(shui)(shui)(shui)(shui)蓄集能力(li)。(省(sheng)水(shui)(shui)(shui)(shui)利(li)廳、省(sheng)林草局牽頭(tou))

13.強(qiang)化河(he)(湖)岸(an)生(sheng)(sheng)(sheng)態(tai)緩沖(chong)帶(dai)保護與修復。在重點河(he)流和(he)重點湖庫兩岸(an)以(yi)及(ji)劃定的(de)河(he)湖庫管理范圍線(xian)之(zhi)外30-50米(mi)建(jian)設生(sheng)(sheng)(sheng)態(tai)緩沖(chong)帶(dai),宜(yi)林地段結合堤岸(an)防(fang)護營(ying)造防(fang)護林帶(dai),平川水(shui)系、山區河(he)濱帶(dai)優先選(xuan)擇(ze)本地生(sheng)(sheng)(sheng)水(shui)生(sheng)(sheng)(sheng)植物、低桿(gan)植物,恢復湖庫生(sheng)(sheng)(sheng)態(tai)功能,實現水(shui)域、陸域生(sheng)(sheng)(sheng)境聯通,保護生(sheng)(sheng)(sheng)物多樣性(xing)。(省水(shui)利廳、省林草局牽頭)

(四)優化(hua)水管理體制

14.加強河(he)(he)(he)流水(shui)(shui)系整治。充分發揮(hui)“河(he)(he)(he)長制”作用,持續開展河(he)(he)(he)湖“清四亂”,組織實施(shi)妨礙(ai)河(he)(he)(he)道行洪突出問題排查(cha)整治,全面清理河(he)(he)(he)道內(nei)垃圾(ji)等(deng)(deng)廢棄物。嚴禁(jin)在河(he)(he)(he)道內(nei)開展機械車輛的(de)清洗、加油(you)(you)等(deng)(deng)作業,嚴控石(shi)油(you)(you)類物質漏(lou)灑(sa),嚴禁(jin)在河(he)(he)(he)道內(nei)傾倒生活垃圾(ji)和(he)畜禽糞污。(省水(shui)(shui)利廳、省生態環境廳牽頭(tou))

15.實(shi)施(shi)水(shui)(shui)(shui)質預警(jing)通(tong)報(bao)制(zhi)(zhi)(zhi)度。實(shi)施(shi)地表(biao)水(shui)(shui)(shui)環境質量日預警(jing)、周研判、月(yue)通(tong)報(bao)的(de)調度通(tong)報(bao)機制(zhi)(zhi)(zhi),建(jian)立(li)與(yu)各市數據共享(xiang)和推送(song)機制(zhi)(zhi)(zhi),對水(shui)(shui)(shui)質超(chao)標斷面(mian)督(du)促(cu)各市及時響應(ying),排查溯(su)源污(wu)染來(lai)源,采取科學精準的(de)應(ying)急布控與(yu)水(shui)(shui)(shui)污(wu)染治(zhi)理措施(shi),最大限(xian)度降低國考斷面(mian)水(shui)(shui)(shui)質超(chao)標風險。全面(mian)建(jian)立(li)重點流域水(shui)(shui)(shui)污(wu)染聯(lian)防(fang)聯(lian)控機制(zhi)(zhi)(zhi),形成協同共治(zhi)、齊抓共管的(de)工作格局。(省生態(tai)環境廳牽(qian)頭)

16.提(ti)升(sheng)(sheng)入(ru)(ru)(ru)河排(pai)污(wu)(wu)口管理(li)水(shui)(shui)平。開展入(ru)(ru)(ru)河排(pai)污(wu)(wu)口設(she)置審核管理(li),加強入(ru)(ru)(ru)河排(pai)污(wu)(wu)口規范化管理(li)。推動污(wu)(wu)染源—入(ru)(ru)(ru)河排(pai)污(wu)(wu)口—國(guo)考斷面(mian)一體(ti)化智慧化水(shui)(shui)環境(jing)管控平臺(tai)建設(she),全面(mian)提(ti)升(sheng)(sheng)入(ru)(ru)(ru)河排(pai)污(wu)(wu)口管理(li)水(shui)(shui)平。深(shen)化入(ru)(ru)(ru)河排(pai)污(wu)(wu)口“查、測(ce)、溯、治”,實施“一口一策”,堅(jian)持分類治理(li),明確每(mei)個(ge)排(pai)污(wu)(wu)口整(zheng)治措施和(he)責任主體(ti),按月組織入(ru)(ru)(ru)河排(pai)污(wu)(wu)口水(shui)(shui)質監測(ce),對超(chao)標(biao)排(pai)放的排(pai)污(wu)(wu)口溯源整(zheng)治,限期達標(biao)。(省生態環境(jing)廳牽頭(tou))

四、專項(xiang)行動

17.開(kai)展冬春澆期間農(nong)(nong)(nong)業灌(guan)溉污(wu)(wu)染防治(zhi)專項行動。嚴禁農(nong)(nong)(nong)田(tian)灌(guan)溉退水(shui)(shui)直接入(ru)河,嚴控(kong)農(nong)(nong)(nong)田(tian)灌(guan)溉退水(shui)(shui)排(pai)污(wu)(wu)口(kou)超(chao)標排(pai)放(fang),加強農(nong)(nong)(nong)村溝渠黑臭水(shui)(shui)體(ti)存蓄清理。在干支流國考斷面氮(dan)(dan)磷污(wu)(wu)染物(wu)超(chao)標的地區,開(kai)展農(nong)(nong)(nong)業面源污(wu)(wu)染調查監測、負荷評估和氮(dan)(dan)磷來源解析,深入(ru)開(kai)展農(nong)(nong)(nong)業面源污(wu)(wu)染治(zhi)理和監督指導試點。(省生態(tai)環境廳、省農(nong)(nong)(nong)業農(nong)(nong)(nong)村廳、省水(shui)(shui)利廳牽頭)

18.開展(zhan)城(cheng)(cheng)市(shi)(shi)黑(hei)(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)體(ti)(ti)排查(cha)整(zheng)治(zhi)專項行動。鞏固設(she)區城(cheng)(cheng)市(shi)(shi)建成(cheng)區黑(hei)(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)體(ti)(ti)治(zhi)理(li)(li)成(cheng)果,加(jia)強水(shui)(shui)(shui)質監測,嚴格水(shui)(shui)(shui)質管(guan)理(li)(li),堅決(jue)防(fang)止返(fan)黑(hei)(hei)(hei)返(fan)臭(chou)(chou)。精準開展(zhan)11個(ge)縣級(ji)城(cheng)(cheng)市(shi)(shi)、8個(ge)縣改區建成(cheng)區黑(hei)(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)體(ti)(ti)排查(cha)整(zheng)治(zhi),全(quan)(quan)面(mian)摸清(qing)(qing)區域黑(hei)(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)體(ti)(ti)現狀(zhuang),采取(qu)截(jie)污納管(guan)、溝渠塘清(qing)(qing)淤清(qing)(qing)垃圾、邊坡綠化等措施,加(jia)快(kuai)推進(jin)黑(hei)(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)體(ti)(ti)治(zhi)理(li)(li)。2022年底前,全(quan)(quan)面(mian)消除(chu)全(quan)(quan)省(sheng)沿(yan)(yan)黃、沿(yan)(yan)汾8個(ge)縣級(ji)城(cheng)(cheng)市(shi)(shi)和太谷區建成(cheng)區黑(hei)(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)體(ti)(ti),并(bing)完成(cheng)驗收。2023年底前,全(quan)(quan)面(mian)消除(chu)11個(ge)縣級(ji)城(cheng)(cheng)市(shi)(shi)和8個(ge)縣改區建成(cheng)區黑(hei)(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)體(ti)(ti)。采取(qu)省(sheng)級(ji)核查(cha)和市(shi)(shi)級(ji)自查(cha)的方式,每年開展(zhan)城(cheng)(cheng)市(shi)(shi)黑(hei)(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)體(ti)(ti)整(zheng)治(zhi)環境保護行動。(省(sheng)住建廳(ting)、省(sheng)生態環境廳(ting)按職責分工牽(qian)頭)

19.開(kai)展雨(yu)污分(fen)流改(gai)(gai)(gai)造(zao)(zao)(zao)(zao)(zao)專項(xiang)行動(dong)。2022年(nian)底前,完成(cheng)設區(qu)城(cheng)(cheng)(cheng)(cheng)市(shi)城(cheng)(cheng)(cheng)(cheng)區(qu)雨(yu)污合(he)流制排水(shui)管網(wang)改(gai)(gai)(gai)造(zao)(zao)(zao)(zao)(zao)工(gong)作,沿黃及汾(fen)河流域縣城(cheng)(cheng)(cheng)(cheng)城(cheng)(cheng)(cheng)(cheng)區(qu)改(gai)(gai)(gai)造(zao)(zao)(zao)(zao)(zao)完成(cheng)剩余(yu)量的(de)70%以上,其他(ta)縣(市(shi))城(cheng)(cheng)(cheng)(cheng)區(qu)改(gai)(gai)(gai)造(zao)(zao)(zao)(zao)(zao)完成(cheng)剩余(yu)量的(de)50%以上;2023年(nian)底前,全省城(cheng)(cheng)(cheng)(cheng)市(shi)及縣城(cheng)(cheng)(cheng)(cheng)城(cheng)(cheng)(cheng)(cheng)區(qu)雨(yu)污合(he)流制排水(shui)管網(wang)全部(bu)改(gai)(gai)(gai)造(zao)(zao)(zao)(zao)(zao)完成(cheng)。利用(yong)箱涵(han)、涵(han)洞收集(ji)污水(shui)的(de)應(ying)全部(bu)改(gai)(gai)(gai)為管道收集(ji),呂梁(liang)市(shi)區(qu)新城(cheng)(cheng)(cheng)(cheng)段、興縣蔚(yu)汾(fen)河城(cheng)(cheng)(cheng)(cheng)區(qu)段等(deng)地區(qu)應(ying)于2023年(nian)底前完成(cheng)改(gai)(gai)(gai)造(zao)(zao)(zao)(zao)(zao)。加(jia)快污水(shui)管網(wang)混錯接改(gai)(gai)(gai)造(zao)(zao)(zao)(zao)(zao)、老舊管網(wang)檢漏更新、破損修復改(gai)(gai)(gai)造(zao)(zao)(zao)(zao)(zao)等(deng)工(gong)程(cheng)建設。(省住建廳牽頭,省生態環境廳配(pei)合(he))

20.開展(zhan)汛(xun)期(qi)水(shui)質(zhi)管(guan)(guan)控專項行(xing)動。每年開展(zhan)汛(xun)期(qi)排水(shui)管(guan)(guan)控專項行(xing)動,加(jia)強汛(xun)期(qi)排水(shui)管(guan)(guan)控,通過雨污(wu)(wu)(wu)合流制管(guan)(guan)網分流改(gai)造、管(guan)(guan)網清(qing)(qing)淤、積存污(wu)(wu)(wu)水(shui)清(qing)(qing)空、調蓄池建(jian)設運行(xing)、進(jin)水(shui)閥門精準管(guan)(guan)控等(deng)措施,加(jia)強城(cheng)市緩洪池泵站、排水(shui)泵站等(deng)管(guan)(guan)理,定期(qi)對池內清(qing)(qing)淤,最(zui)(zui)大程度(du)(du)減(jian)少汛(xun)期(qi)雨水(shui)攜帶生(sheng)活污(wu)(wu)(wu)水(shui)直排入(ru)河(he)。縣級及(ji)以上城(cheng)市建(jian)成區在完(wan)成片區管(guan)(guan)網排查修(xiu)復改(gai)造的前提下(xia),采取增(zeng)設調蓄設施、快速凈(jing)化應急(ji)處(chu)置設施等(deng)措施,最(zui)(zui)大限度(du)(du)降低合流制管(guan)(guan)網雨季溢流污(wu)(wu)(wu)染,減(jian)少雨季污(wu)(wu)(wu)染物入(ru)河(he)湖(hu)量(liang)。(省生(sheng)態環境廳、省住建(jian)廳牽頭)

五、保障(zhang)措施

(一)加強組織領導

各市、縣人民政府是(shi)(shi)水生態環境保(bao)護工作的責任主體,要(yao)深刻認識(shi)深入打好碧水保(bao)衛(wei)戰的重要(yao)性、緊迫性和(he)艱(jian)巨性,提高政治站位(wei),做(zuo)到(dao)工作部署到(dao)位(wei)、責任落(luo)實(shi)到(dao)位(wei)、政策保(bao)障到(dao)位(wei),逐一明確和(he)落(luo)實(shi)每個國考(kao)斷(duan)面(mian)水質提升改(gai)善(shan)措施,實(shi)施項目化、清單化管理,特(te)別是(shi)(shi)“十四五(wu)”新增劣V類國考(kao)斷(duan)面(mian)及不能穩定達(da)標的斷(duan)面(mian),必須強力攻堅(jian)。

(二)強化資金保障

各市(shi)、縣人民政(zheng)府要加大財(cai)政(zheng)資(zi)金(jin)(jin)支持(chi)(chi)(chi)力(li)度,積極申請(qing)中(zhong)央及省(sheng)級資(zi)金(jin)(jin)支持(chi)(chi)(chi),大力(li)爭取政(zheng)策性銀行、政(zheng)府債(zhai)券資(zi)金(jin)(jin)支持(chi)(chi)(chi),鼓(gu)勵(li)社會(hui)資(zi)本加強(qiang)水生態環境保護投入,完善政(zheng)府引導(dao)、市(shi)場運作、社會(hui)參與的多(duo)元(yuan)投入機制。鼓(gu)勵(li)開展(zhan)生態環境導(dao)向(xiang)的開發(EOD)模式,系統推動流(liu)域水生態保護修復。

(三)嚴格執法檢查

嚴(yan)格水(shui)環(huan)境執法(fa)(fa)檢(jian)查(cha),加強(qiang)污染源監(jian)(jian)測監(jian)(jian)控,嚴(yan)厲(li)打(da)擊涉(she)水(shui)企業偷(tou)排(pai)漏排(pai),對無證排(pai)污、超標排(pai)放以及向水(shui)體(ti)排(pai)放、傾(qing)倒工業廢渣、城(cheng)鎮垃(la)圾和其(qi)他廢棄物等環(huan)境違法(fa)(fa)行為嚴(yan)查(cha)重處,保障水(shui)環(huan)境安(an)全。

(四)嚴肅考核監督

嚴格按照《山西省黃河流域國(guo)(guo)考斷面(mian)水(shui)(shui)質穩(wen)定達標(biao)(biao)管理(li)辦(ban)法(fa)(試行)》《山西省水(shui)(shui)污(wu)染防治量化問責辦(ban)法(fa)》規定,對黑臭(chou)水(shui)(shui)體(ti)整治不(bu)到位(wei)、國(guo)(guo)考斷面(mian)水(shui)(shui)質改善不(bu)力(li)、飲(yin)用(yong)水(shui)(shui)水(shui)(shui)源地(di)水(shui)(shui)質不(bu)達標(biao)(biao)的市(shi)、縣(市(shi)、區)予以約談、通報,對不(bu)認真(zhen)履行職責、采取(qu)措施不(bu)力(li)、未完成水(shui)(shui)環境(jing)目標(biao)(biao)任務的市(shi)、縣(市(shi)、區)相關責任人進行問責。

(五)加大輿論宣傳

充分(fen)利用報刊(kan)、網絡、電視等媒(mei)體,組織開(kai)展水污(wu)染防治正面典型宣(xuan)傳(chuan),發揮(hui)社會(hui)媒(mei)體輿(yu)論宣(xuan)傳(chuan)和監(jian)督(du)作用,及時曝光被通報批評(ping)和約談的(de)負面典型。充分(fen)發揮(hui)“12345”政務服務便民熱線(xian)作用,積極(ji)回應群眾關切,做(zuo)到民意暢通、回應有(you)力。加大(da)對(dui)環保社會(hui)組織的(de)引(yin)導、支持和培育力度。

山西省空氣質(zhi)量(liang)再提升2022-2023年行動計劃

為深入打(da)好(hao)藍(lan)天保衛戰,進一步鞏固提升環境(jing)(jing)空氣質量,切(qie)實保障(zhang)人民群眾身體(ti)健康,以生態(tai)環境(jing)(jing)高水平保護推(tui)動經濟高質量發(fa)展,制定本行動計劃。

一(yi)、總(zong)體(ti)要求

以(yi)習近平新時(shi)代中國特色社(she)會主義(yi)思想(xiang)為指導,深入(ru)貫徹習近平生態文明思想(xiang)和習近平總書(shu)記(ji)考察(cha)調(diao)研山西重要指示精(jing)神,堅持(chi)穩中求進(jin)(jin)工作總基調(diao),以(yi)鞏固(gu)提(ti)升空氣(qi)(qi)質(zhi)量(liang)為核心,深入(ru)推進(jin)(jin)結(jie)構優化(hua)調(diao)整(zheng),聚焦重污(wu)(wu)染天氣(qi)(qi)、臭氧(yang)(yang)污(wu)(wu)染、柴(chai)油貨車污(wu)(wu)染、散煤治(zhi)理等當前重點領域(yu)、重點時(shi)段突出大氣(qi)(qi)環境問題,強化(hua)區域(yu)協(xie)同治(zhi)理、氮氧(yang)(yang)化(hua)物和揮發性有機物協(xie)同減排、PM2.5和臭氧(yang)(yang)污(wu)(wu)染協(xie)同控制(zhi),全面提(ti)升精(jing)準治(zhi)污(wu)(wu)、科(ke)學治(zhi)污(wu)(wu)、依法治(zhi)污(wu)(wu)能力和水平,促(cu)進(jin)(jin)全省環境空氣(qi)(qi)質(zhi)量(liang)再提(ti)升。

二、主要目標

(一)約束性(xing)指標。堅(jian)決完成(cheng)國家(jia)下(xia)達(da)我(wo)省(sheng)的環境空氣質量(liang)和大(da)氣主要(yao)污染(ran)物(wu)排放(fang)總量(liang)年(nian)度(du)約束性(xing)指標。

三(san)、重點任務

(一)深入推進產(chan)業(ye)結構(gou)優化調(diao)整

1.堅決(jue)遏制“兩(liang)高”項(xiang)(xiang)目(mu)(mu)(mu)盲(mang)目(mu)(mu)(mu)發(fa)展(zhan)。嚴格落實(shi)(shi)產(chan)業政(zheng)策、“三線一單”、規劃(hua)環評、能耗(hao)雙(shuang)控、產(chan)能置換(huan)、煤炭消費(fei)減量替代(dai)、區(qu)域污染物倍量削(xue)減等要求,堅決(jue)控制“兩(liang)高”項(xiang)(xiang)目(mu)(mu)(mu)體量,為轉型項(xiang)(xiang)目(mu)(mu)(mu)騰(teng)出(chu)環境(jing)容量。對在(zai)建、擬(ni)建和存(cun)量“兩(liang)高”項(xiang)(xiang)目(mu)(mu)(mu)實(shi)(shi)行清單管(guan)理,分(fen)類處置,動(dong)態(tai)監管(guan),堅決(jue)叫停不(bu)(bu)符合要求的“兩(liang)高”項(xiang)(xiang)目(mu)(mu)(mu),推動(dong)在(zai)建和擬(ni)建“兩(liang)高”項(xiang)(xiang)目(mu)(mu)(mu)能效、環保水平(ping)達國(guo)(guo)際國(guo)(guo)內先(xian)進水平(ping)。除(chu)屬于2021年分(fen)類處置清單范圍內完善手續的“兩(liang)高”項(xiang)(xiang)目(mu)(mu)(mu)外,太原及周邊(bian)“1+30”大氣污染聯防聯控重點區(qu)域不(bu)(bu)再(zai)審批新建焦化(hua)和傳統燒結、高爐(lu)、轉爐(lu)長(chang)流程鋼鐵(tie)項(xiang)(xiang)目(mu)(mu)(mu)(產(chan)能置換(huan)項(xiang)(xiang)目(mu)(mu)(mu)除(chu)外)。(省(sheng)發(fa)展(zhan)改革委(wei)、省(sheng)工信廳、省(sheng)生(sheng)態(tai)環境(jing)廳、省(sheng)能源局(ju)負(fu)責,各(ge)相(xiang)關市(shi)(shi)人(ren)民政(zheng)府(fu)負(fu)責落實(shi)(shi)。以下均需(xu)各(ge)相(xiang)關市(shi)(shi)人(ren)民政(zheng)府(fu)負(fu)責落實(shi)(shi),不(bu)(bu)再(zai)列出(chu))

2.積極推(tui)(tui)進重(zhong)污染(ran)企(qi)(qi)業退(tui)城搬(ban)遷(qian)。持續推(tui)(tui)進城市(shi)(shi)(含(han)(han)縣城)建成(cheng)區(qu)鋼鐵、焦(jiao)化、水(shui)泥(ni)、化工等重(zhong)污染(ran)企(qi)(qi)業搬(ban)遷(qian)改造或關(guan)停(ting)退(tui)出,進一步優化產業布局。對城市(shi)(shi)(含(han)(han)縣城)建成(cheng)區(qu)重(zhong)污染(ran)企(qi)(qi)業,實施(shi)更為(wei)嚴格的差異化錯峰生(sheng)產、重(zhong)污染(ran)天氣應急減排措施(shi)。(省工信廳、省生(sheng)態(tai)環境廳、省國資委等相關(guan)部門按職責分工加強督促指導(dao))

3.加(jia)快淘(tao)汰(tai)重點行業落(luo)后產(chan)能(neng)。加(jia)快已備案“上大關小(xiao)”大型焦(jiao)化項目建設(she),加(jia)速(su)淘(tao)汰(tai)炭化室(shi)高度(du)4.3米(mi)(mi)焦(jiao)爐(lu)(lu),2022年(nian)關停(ting)退(tui)(tui)出本年(nian)度(du)建成大型焦(jiao)化升級改造項目置換的(de)4.3米(mi)(mi)焦(jiao)爐(lu)(lu),2023年(nian)底前(qian)全面關停(ting)退(tui)(tui)出4.3米(mi)(mi)焦(jiao)爐(lu)(lu)。嚴格落(luo)實(shi)國家粗鋼(gang)產(chan)量總量調控(kong)要(yao)求,重點壓(ya)減環保績效水平(ping)差、能(neng)耗(hao)高、工藝裝(zhuang)備水平(ping)相對(dui)落(luo)后企(qi)業,以(yi)及空(kong)氣質量排名靠(kao)后城市企(qi)業的(de)粗鋼(gang)產(chan)量。鼓(gu)勵長流程(cheng)鋼(gang)鐵企(qi)業通過就地(di)改造轉(zhuan)型發展(zhan)電(dian)弧(hu)爐(lu)(lu)短流程(cheng)煉(lian)鋼(gang)。逐步淘(tao)汰(tai)1200立(li)方米(mi)(mi)以(yi)下(xia)高爐(lu)(lu)、100噸(dun)以(yi)下(xia)轉(zhuan)爐(lu)(lu)、步進(jin)式燒結機、球團豎爐(lu)(lu)以(yi)及半封(feng)閉式硅錳合金、鎳鐵、高碳鉻鐵、高碳錳鐵電(dian)爐(lu)(lu),忻州市2022年(nian)底前(qian)淘(tao)汰(tai)未達標排放的(de)獨(du)立(li)球團企(qi)業。(省工信廳(ting)(ting)、省生(sheng)態環境廳(ting)(ting)、省發展(zhan)改革委負責)

4.加快推進焦(jiao)(jiao)(jiao)(jiao)化(hua)、水泥(ni)(ni)(ni)行業超(chao)低(di)(di)排放(fang)改(gai)(gai)(gai)(gai)造。高(gao)質量實施(shi)獨立(li)焦(jiao)(jiao)(jiao)(jiao)化(hua)企(qi)(qi)(qi)(qi)業(不含已備(bei)案(an)“上大(da)關(guan)(guan)小”大(da)型焦(jiao)(jiao)(jiao)(jiao)化(hua)項目和(he)(he)計劃(hua)關(guan)(guan)停的(de)(de)4.3米焦(jiao)(jiao)(jiao)(jiao)爐(lu)(lu)企(qi)(qi)(qi)(qi)業)和(he)(he)水泥(ni)(ni)(ni)企(qi)(qi)(qi)(qi)業(水泥(ni)(ni)(ni)熟料和(he)(he)獨立(li)粉磨站(zhan))超(chao)低(di)(di)排放(fang)改(gai)(gai)(gai)(gai)造,2022年10月底前太原及周邊(bian)“1+30”大(da)氣污染聯(lian)防聯(lian)控重點(dian)(dian)區域保(bao)留(liu)焦(jiao)(jiao)(jiao)(jiao)化(hua)企(qi)(qi)(qi)(qi)業完(wan)成(cheng)(cheng)(cheng)(cheng)超(chao)低(di)(di)排放(fang)改(gai)(gai)(gai)(gai)造,2023年10月底前全省(sheng)(sheng)(sheng)保(bao)留(liu)焦(jiao)(jiao)(jiao)(jiao)化(hua)企(qi)(qi)(qi)(qi)業全面完(wan)成(cheng)(cheng)(cheng)(cheng)超(chao)低(di)(di)排放(fang)改(gai)(gai)(gai)(gai)造;2022年底前11個設區城市規(gui)劃(hua)區、太原及周邊(bian)“1+30”大(da)氣污染聯(lian)防聯(lian)控重點(dian)(dian)區域的(de)(de)水泥(ni)(ni)(ni)企(qi)(qi)(qi)(qi)業完(wan)成(cheng)(cheng)(cheng)(cheng)超(chao)低(di)(di)排放(fang)改(gai)(gai)(gai)(gai)造,2024年底前全省(sheng)(sheng)(sheng)水泥(ni)(ni)(ni)企(qi)(qi)(qi)(qi)業全面完(wan)成(cheng)(cheng)(cheng)(cheng)超(chao)低(di)(di)排放(fang)改(gai)(gai)(gai)(gai)造;企(qi)(qi)(qi)(qi)業超(chao)低(di)(di)排放(fang)改(gai)(gai)(gai)(gai)造工(gong)程完(wan)成(cheng)(cheng)(cheng)(cheng)后,要(yao)(yao)在半年內完(wan)成(cheng)(cheng)(cheng)(cheng)評估監測工(gong)作。鼓(gu)勵焦(jiao)(jiao)(jiao)(jiao)化(hua)、水泥(ni)(ni)(ni)企(qi)(qi)(qi)(qi)業提前完(wan)成(cheng)(cheng)(cheng)(cheng)超(chao)低(di)(di)排放(fang)改(gai)(gai)(gai)(gai)造。啟動(dong)焦(jiao)(jiao)(jiao)(jiao)化(hua)行業干(gan)法(fa)(fa)熄(xi)焦(jiao)(jiao)(jiao)(jiao)工(gong)藝升級改(gai)(gai)(gai)(gai)造,將全干(gan)法(fa)(fa)熄(xi)焦(jiao)(jiao)(jiao)(jiao)作為焦(jiao)(jiao)(jiao)(jiao)化(hua)行業的(de)(de)準入條(tiao)件,全省(sheng)(sheng)(sheng)所有“上大(da)壓小”新建(jian)焦(jiao)(jiao)(jiao)(jiao)爐(lu)(lu)要(yao)(yao)全部配套建(jian)設常用、備(bei)用干(gan)熄(xi)焦(jiao)(jiao)(jiao)(jiao)裝(zhuang)置(zhi);現有5.5米及以上焦(jiao)(jiao)(jiao)(jiao)爐(lu)(lu),2022年底前完(wan)成(cheng)(cheng)(cheng)(cheng)常用干(gan)熄(xi)焦(jiao)(jiao)(jiao)(jiao)裝(zhuang)置(zhi)建(jian)設,具備(bei)條(tiao)件的(de)(de)要(yao)(yao)配套建(jian)設備(bei)用干(gan)熄(xi)焦(jiao)(jiao)(jiao)(jiao)裝(zhuang)置(zhi);列(lie)入淘汰計劃(hua)的(de)(de)4.3米焦(jiao)(jiao)(jiao)(jiao)爐(lu)(lu),不再(zai)實施(shi)干(gan)熄(xi)焦(jiao)(jiao)(jiao)(jiao)改(gai)(gai)(gai)(gai)造;在資金和(he)(he)政策上對干(gan)熄(xi)焦(jiao)(jiao)(jiao)(jiao)改(gai)(gai)(gai)(gai)造項目給予重點(dian)(dian)支持,對未(wei)按(an)期(qi)完(wan)成(cheng)(cheng)(cheng)(cheng)干(gan)熄(xi)焦(jiao)(jiao)(jiao)(jiao)改(gai)(gai)(gai)(gai)造的(de)(de)焦(jiao)(jiao)(jiao)(jiao)化(hua)企(qi)(qi)(qi)(qi)業實施(shi)更(geng)為嚴格的(de)(de)差異化(hua)錯(cuo)峰生產、重污染天氣應急減排措施(shi)。(省(sheng)(sheng)(sheng)生態環(huan)境廳(ting)、省(sheng)(sheng)(sheng)工(gong)信廳(ting)負責)

5.實(shi)施(shi)鋼鐵(tie)、焦化(hua)(hua)行業深(shen)度(du)治理。城(cheng)市建成區及周邊20公里范圍內鋼鐵(tie)、焦化(hua)(hua)企(qi)業率(lv)先實(shi)施(shi)深(shen)度(du)治理。鋼鐵(tie)企(qi)業燒結(jie)機(ji)機(ji)頭(tou)煙氣顆粒(li)物(wu)(wu)、二氧(yang)化(hua)(hua)硫、氮(dan)氧(yang)化(hua)(hua)物(wu)(wu)排(pai)(pai)放濃度(du)分(fen)別不(bu)(bu)高(gao)于(yu)(yu)5mg/m3、5mg/m3、35mg/m3。焦化(hua)(hua)企(qi)業焦爐煙氣顆粒(li)物(wu)(wu)、二氧(yang)化(hua)(hua)硫、氮(dan)氧(yang)化(hua)(hua)物(wu)(wu)、非甲(jia)烷總烴排(pai)(pai)放濃度(du)分(fen)別不(bu)(bu)高(gao)于(yu)(yu)5mg/m3、15mg/m3、50mg/m3、60mg/m3;裝煤、推(tui)焦、爐頭(tou)煙、干熄焦地面(mian)站(zhan)煙氣顆粒(li)物(wu)(wu)、二氧(yang)化(hua)(hua)硫排(pai)(pai)放濃度(du)分(fen)別不(bu)(bu)高(gao)于(yu)(yu)10mg/m3、20mg/m3。自(zi)2023年(nian)1月1日起,執行范圍內的現有鋼鐵(tie)企(qi)業燒結(jie)工(gong)序和焦化(hua)(hua)企(qi)業實(shi)施(shi)差異化(hua)(hua)管控。鼓勵其他區域鋼鐵(tie)、焦化(hua)(hua)企(qi)業分(fen)步(bu)實(shi)施(shi)深(shen)度(du)治理改造。(省(sheng)生態環境(jing)廳、省(sheng)工(gong)信廳、省(sheng)能(neng)源(yuan)局負責)

6.深入(ru)開展(zhan)工(gong)(gong)業(ye)窯(yao)爐和鍋爐綜合(he)治(zhi)(zhi)理(li)。出(chu)臺(tai)(tai)山西省耐火材料、水(shui)泥行(xing)業(ye)大氣(qi)污染物(wu)排放(fang)標準。推進鑄(zhu)造(zao)(zao)、石灰、磚瓦、煤(mei)化(hua)(hua)工(gong)(gong)、無機(ji)化(hua)(hua)工(gong)(gong)、化(hua)(hua)肥、有色等(deng)行(xing)業(ye)綜合(he)治(zhi)(zhi)理(li),對采用(yong)(yong)脫(tuo)硫除塵(chen)一(yi)體(ti)化(hua)(hua)、脫(tuo)硫脫(tuo)硝一(yi)體(ti)化(hua)(hua)等(deng)低(di)效(xiao)(xiao)治(zhi)(zhi)理(li)工(gong)(gong)藝(yi)的燃(ran)(ran)煤(mei)鍋爐和工(gong)(gong)業(ye)爐窯(yao),以及(ji)采用(yong)(yong)單(dan)一(yi)低(di)溫等(deng)離(li)子(zi)、光(guang)氧化(hua)(hua)、光(guang)催化(hua)(hua),非水(shui)溶性(xing)揮發性(xing)有機(ji)物(wu)廢(fei)氣(qi)采用(yong)(yong)單(dan)一(yi)噴淋吸收等(deng)低(di)效(xiao)(xiao)治(zhi)(zhi)理(li)揮發性(xing)有機(ji)物(wu)工(gong)(gong)藝(yi)的企業(ye)實施(shi)升級改造(zao)(zao)。開展(zhan)鍋爐綜合(he)整(zheng)治(zhi)(zhi)“回頭(tou)看”,2022年底(di)(di)前完(wan)(wan)成燃(ran)(ran)煤(mei)、燃(ran)(ran)氣(qi)、生(sheng)物(wu)質、醇基鍋爐達標排放(fang)情況(kuang)摸底(di)(di)排查,建立臺(tai)(tai)賬(zhang),分類處(chu)置,對35蒸噸/小時以下的燃(ran)(ran)煤(mei)鍋爐實施(shi)動態清零;對未達標排放(fang)的各類鍋爐實施(shi)限期整(zheng)改,整(zheng)改完(wan)(wan)成前不得投入(ru)運(yun)行(xing);對長(chang)期不能穩定達標排放(fang)的燃(ran)(ran)煤(mei)供(gong)熱(re)鍋爐,2022年采暖季前完(wan)(wan)成熱(re)源(yuan)替代(dai)。2022年底(di)(di)前全(quan)省保留燃(ran)(ran)煤(mei)鍋爐全(quan)部(bu)安裝(zhuang)在線監(jian)控設(she)施(shi),并與當(dang)地(di)生(sheng)態環(huan)(huan)境部(bu)門聯網(wang)。(省生(sheng)態環(huan)(huan)境廳負責)

7.開展傳統產業(ye)集群(qun)綜合整治(zhi)(zhi)。開展涉氣產業(ye)集群(qun)排查及分類(lei)治(zhi)(zhi)理,明(ming)確產業(ye)發展定位,“一(yi)群(qun)一(yi)策”制定整治(zhi)(zhi)提(ti)升方(fang)案,按(an)照“疏堵結合、分類(lei)施治(zhi)(zhi)”的(de)原則,對獨立球(qiu)團、耐(nai)火、法蘭、陶(tao)瓷、活性炭(tan)、瑪鋼(gang)、玻璃器皿、金屬鎂(mei)、錳(meng)渣冶(ye)煉等(deng)特色產業(ye)集群(qun),淘汰關停一(yi)批(pi)、搬遷(qian)入園(yuan)一(yi)批(pi)、就地改造一(yi)批(pi)、做優做強一(yi)批(pi),2022年(nian)底(di)前基本完(wan)成整治(zhi)(zhi)。(省(sheng)生態環境廳(ting)、省(sheng)工信廳(ting)負責)

(三)深入推(tui)進能源結構調整

8.嚴格(ge)(ge)控制(zhi)(zhi)煤(mei)炭消(xiao)費總量(liang)。嚴格(ge)(ge)控制(zhi)(zhi)耗煤(mei)項目(mu)的(de)審批、核準、備案,嚴格(ge)(ge)落(luo)實耗煤(mei)項目(mu)煤(mei)炭減量(liang)替代措施。大(da)力(li)發展新(xin)能源(yuan)和(he)清潔能源(yuan),不斷提(ti)升非化石(shi)能源(yuan)消(xiao)費比重。嚴格(ge)(ge)控制(zhi)(zhi)燃(ran)煤(mei)機(ji)組(zu)(zu)(zu)新(xin)增裝機(ji)規模,鼓(gu)勵通過(guo)關停規模小、煤(mei)耗高、服役時間長、排放強度大(da)的(de)煤(mei)電機(ji)組(zu)(zu)(zu),等容(rong)量(liang)替代建設支(zhi)撐性(xing)煤(mei)電項目(mu)。支(zhi)持自備燃(ran)煤(mei)(矸石(shi))機(ji)組(zu)(zu)(zu)實施清潔能源(yuan)替代,鼓(gu)勵自備電廠轉為公用電廠。(省(sheng)(sheng)能源(yuan)局、省(sheng)(sheng)審批服務管理(li)局、省(sheng)(sheng)發展改革委(wei)、省(sheng)(sheng)生(sheng)態環境廳(ting)負責)

9.持(chi)續(xu)推進清潔取暖改造(zao)(zao)。堅持(chi)“先立(li)后(hou)破(po)(po)、不(bu)立(li)不(bu)破(po)(po)”的原則,以平原地區、川區谷(gu)地散煤清零(ling)為目標(biao),積極穩妥(tuo)推進清潔取暖改造(zao)(zao)。大同、朔(shuo)州、忻州3市要按(an)照國家北方地區冬季清潔取暖項目要求,加快推進項目實施。其他城市要對標(biao)散煤清零(ling)目標(biao),查遺(yi)補漏。

進一(yi)步(bu)優化清潔取暖路(lu)徑,以(yi)熱(re)(re)電聯(lian)產、工(gong)業余熱(re)(re)集(ji)中(zhong)供熱(re)(re)為(wei)主要方(fang)式,集(ji)中(zhong)供熱(re)(re)管網覆蓋不(bu)到的區(qu)域,優先采取分布式集(ji)中(zhong)供熱(re)(re),實施連(lian)片改造(zao);偏遠山區(qu)因(yin)地(di)制(zhi)宜采取煤(mei)改電等清潔取暖方(fang)式作為(wei)補充;探索開展地(di)熱(re)(re)能清潔取暖改造(zao)試點。對水泥熟(shu)料企業、列入2022年淘汰計劃的4.3米焦爐(lu)以(yi)及未達(da)績效(xiao)分級(ji)B級(ji)及以(yi)上企業實施“供熱(re)(re)解綁(bang)”,2022年采暖季(ji)前(qian)完成供熱(re)(re)替代工(gong)程。

全面(mian)評估現有(you)清潔(jie)取(qu)(qu)暖改(gai)造(zao)運行(xing)情況,已完成清潔(jie)取(qu)(qu)暖改(gai)造(zao)但不(bu)能穩定運行(xing)、散煤復燒(shao)問題突出的區域,要因地制宜、實事求是優化清潔(jie)取(qu)(qu)暖改(gai)造(zao)方式或(huo)運行(xing)模式,鞏固(gu)現有(you)清潔(jie)取(qu)(qu)暖成果。

10.實施燃煤設(she)施清潔能源替代(dai)。新改(gai)擴建加(jia)熱爐(lu)、熱處理爐(lu)、干燥(zao)爐(lu)、熔(rong)化爐(lu)采用(yong)(yong)清潔低碳能源,不得使用(yong)(yong)煤炭等高污(wu)染燃料。現有(you)使用(yong)(yong)高污(wu)染燃料的工業(ye)爐(lu)窯改(gai)用(yong)(yong)工業(ye)余熱、電能、天然氣(qi)等。使用(yong)(yong)煤氣(qi)發(fa)生(sheng)爐(lu)的企業(ye)采用(yong)(yong)清潔能源替代(dai),或者采取(qu)園(yuan)區(集(ji)群(qun))集(ji)中供氣(qi)、分散(san)使用(yong)(yong)的方式,加(jia)快(kuai)間歇式固定床煤氣(qi)發(fa)生(sheng)爐(lu)淘汰。(省(sheng)生(sheng)態環(huan)境廳、省(sheng)工信廳、省(sheng)發(fa)展改(gai)革委、省(sheng)能源局負責)

(五)強化考核督察

對(dui)環(huan)(huan)(huan)(huan)境(jing)空(kong)氣質(zhi)(zhi)量改善幅度達不(bu)到序(xu)時進(jin)度、重(zhong)(zhong)點任(ren)務(wu)進(jin)展(zhan)緩慢的市(shi)縣(xian),及(ji)時下發預警函。對(dui)重(zhong)(zhong)點任(ren)務(wu)進(jin)展(zhan)嚴重(zhong)(zhong)滯后、環(huan)(huan)(huan)(huan)境(jing)空(kong)氣質(zhi)(zhi)量持續惡化、大氣環(huan)(huan)(huan)(huan)境(jing)問(wen)題(ti)突出、未完成環(huan)(huan)(huan)(huan)境(jing)空(kong)氣質(zhi)(zhi)量改善目標任(ren)務(wu)、中央生(sheng)態環(huan)(huan)(huan)(huan)境(jing)保護督(du)察(cha)反饋問(wen)題(ti)整改不(bu)力的市(shi)縣(xian),組織開展(zhan)約談或(huo)專(zhuan)項督(du)察(cha)、掛(gua)牌督(du)辦,必(bi)要時暫停建設項目環(huan)(huan)(huan)(huan)評審(shen)批,并依法依規對(dui)相關(guan)責任(ren)人進(jin)行嚴肅問(wen)責。(省(sheng)生(sheng)態環(huan)(huan)(huan)(huan)境(jing)廳負責)

山西省土壤污(wu)染防治2022-2023年(nian)行(xing)動計(ji)劃

為貫徹落實(shi)《中華人民共和國土壤污染(ran)防治(zhi)法》《“十(shi)四(si)五”土壤、地下水(shui)和農村生態(tai)環境保護規劃》《山西(xi)省土壤污染(ran)防治(zhi)條例》,扎(zha)實(shi)推進我省2022-2023年土壤污染(ran)防治(zhi)工作,制定本行動計劃。

一、工作目標(biao)

全(quan)省土壤(rang)環境質量總體保(bao)(bao)持(chi)穩定,土壤(rang)環境風險得(de)到(dao)有(you)效管控,受污(wu)染(ran)耕地(di)安全(quan)利用(yong)率達到(dao)國家考核(he)要求,重(zhong)點建設用(yong)地(di)安全(quan)利用(yong)有(you)效保(bao)(bao)障,切實保(bao)(bao)障老百姓“吃(chi)得(de)放心(xin)、住(zhu)得(de)安心(xin)”。

二(er)、重點任(ren)務

(一)加強土壤污染源頭防控

1.嚴格(ge)土(tu)壤(rang)(rang)(rang)(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)重(zhong)(zhong)點(dian)(dian)監(jian)(jian)管(guan)(guan)(guan)單(dan)位(wei)(wei)監(jian)(jian)管(guan)(guan)(guan)。動態(tai)更新土(tu)壤(rang)(rang)(rang)(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)重(zhong)(zhong)點(dian)(dian)監(jian)(jian)管(guan)(guan)(guan)單(dan)位(wei)(wei)名錄。監(jian)(jian)督土(tu)壤(rang)(rang)(rang)(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)重(zhong)(zhong)點(dian)(dian)監(jian)(jian)管(guan)(guan)(guan)單(dan)位(wei)(wei)全面履行土(tu)壤(rang)(rang)(rang)(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)防(fang)(fang)治義務,依法(fa)將(jiang)其納入(ru)排(pai)污(wu)(wu)(wu)(wu)許可管(guan)(guan)(guan)理。持續開(kai)展(zhan)(zhan)(zhan)土(tu)壤(rang)(rang)(rang)(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)隱患(huan)排(pai)查(cha)整治,2021年(nian)已完成(cheng)土(tu)壤(rang)(rang)(rang)(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)隱患(huan)排(pai)查(cha)的,原則上應在2022年(nian)底(di)前(qian)完成(cheng)隱患(huan)排(pai)查(cha)問題整改(gai);新增土(tu)壤(rang)(rang)(rang)(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)重(zhong)(zhong)點(dian)(dian)監(jian)(jian)管(guan)(guan)(guan)單(dan)位(wei)(wei)應在納入(ru)名錄一年(nian)內開(kai)展(zhan)(zhan)(zhan)隱患(huan)排(pai)查(cha)。開(kai)展(zhan)(zhan)(zhan)土(tu)壤(rang)(rang)(rang)(rang)和(he)地(di)(di)下(xia)(xia)水(shui)(shui)自行監(jian)(jian)測(ce)(ce),重(zhong)(zhong)點(dian)(dian)監(jian)(jian)管(guan)(guan)(guan)單(dan)位(wei)(wei)要(yao)于2023年(nian)底(di)前(qian),開(kai)展(zhan)(zhan)(zhan)一次全面、系統的土(tu)壤(rang)(rang)(rang)(rang)和(he)地(di)(di)下(xia)(xia)水(shui)(shui)自行監(jian)(jian)測(ce)(ce)。各市定期對土(tu)壤(rang)(rang)(rang)(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)重(zhong)(zhong)點(dian)(dian)監(jian)(jian)管(guan)(guan)(guan)單(dan)位(wei)(wei)周邊土(tu)壤(rang)(rang)(rang)(rang)進行監(jian)(jian)測(ce)(ce),對污(wu)(wu)(wu)(wu)染(ran)(ran)擴(kuo)散出廠界的,要(yao)“一廠一策”探索開(kai)展(zhan)(zhan)(zhan)風險(xian)(xian)管(guan)(guan)(guan)控(kong)。加強企業拆除(chu)(chu)活動污(wu)(wu)(wu)(wu)染(ran)(ran)防(fang)(fang)治現場檢查(cha),督促(cu)企業落實(shi)拆除(chu)(chu)活動污(wu)(wu)(wu)(wu)染(ran)(ran)防(fang)(fang)治措(cuo)施,及時做好拆除(chu)(chu)活動總結(jie)報(bao)告,為后續土(tu)壤(rang)(rang)(rang)(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)狀況(kuang)調(diao)查(cha)、風險(xian)(xian)評估提供基礎(chu)信息和(he)依據。鼓勵土(tu)壤(rang)(rang)(rang)(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)重(zhong)(zhong)點(dian)(dian)監(jian)(jian)管(guan)(guan)(guan)單(dan)位(wei)(wei)因地(di)(di)制宜實(shi)施管(guan)(guan)(guan)道化、密閉化改(gai)造(zao),重(zhong)(zhong)點(dian)(dian)區域防(fang)(fang)腐(fu)防(fang)(fang)滲改(gai)造(zao),以及物料、污(wu)(wu)(wu)(wu)水(shui)(shui)管(guan)(guan)(guan)線架(jia)空建設和(he)改(gai)造(zao)。晉中、陽泉、呂梁3市按生(sheng)態(tai)環(huan)(huan)境(jing)部要(yao)求推進土(tu)壤(rang)(rang)(rang)(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)源頭防(fang)(fang)控(kong)項(xiang)目。(省生(sheng)態(tai)環(huan)(huan)境(jing)廳負責(ze),各市人民政府(fu)負責(ze)落實(shi)。以下(xia)(xia)均需各市人民政府(fu)負責(ze)落實(shi),不再列出)

2.加強(qiang)涉重(zhong)(zhong)金屬(shu)排(pai)放企業(ye)(ye)污(wu)(wu)染(ran)減排(pai)。依法依規將符合條件的(de)排(pai)放鎘等(deng)有(you)(you)毒有(you)(you)害大氣、水(shui)污(wu)(wu)染(ran)物(wu)的(de)企業(ye)(ye)納入重(zhong)(zhong)點排(pai)污(wu)(wu)單位名錄。各市(shi)嚴(yan)格落實《涉鎘等(deng)重(zhong)(zhong)金屬(shu)排(pai)放企業(ye)(ye)顆(ke)粒物(wu)自動監控(kong)設施(shi)建設工(gong)作(zuo)方案》,按要求完(wan)成建設任務并與生(sheng)態環境(jing)部門(men)聯網。大同、忻州、臨汾、運城等(deng)受污(wu)(wu)染(ran)耕(geng)地相對集(ji)中的(de)市(shi),自2023年起(qi),執(zhi)行《鉛、鋅工(gong)業(ye)(ye)污(wu)(wu)染(ran)物(wu)排(pai)放標準》《銅、鎳(nie)、鈷工(gong)業(ye)(ye)污(wu)(wu)染(ran)物(wu)排(pai)放標準》《無(wu)機化學工(gong)業(ye)(ye)污(wu)(wu)染(ran)物(wu)排(pai)放標準》中顆(ke)粒物(wu)和鎘等(deng)重(zhong)(zhong)點重(zhong)(zhong)金屬(shu)特別排(pai)放限(xian)值,嚴(yan)控(kong)重(zhong)(zhong)金屬(shu)污(wu)(wu)染(ran)物(wu)排(pai)放。以重(zhong)(zhong)有(you)(you)色金屬(shu)采選(xuan)和冶煉、涉重(zhong)(zhong)金屬(shu)無(wu)機化合物(wu)工(gong)業(ye)(ye)等(deng)行業(ye)(ye)為重(zhong)(zhong)點,鼓勵(li)企業(ye)(ye)實施(shi)清潔生(sheng)產改(gai)(gai)造,進一步減少污(wu)(wu)染(ran)物(wu)排(pai)放。(省(sheng)(sheng)生(sheng)態環境(jing)廳、省(sheng)(sheng)發展改(gai)(gai)革委(wei)、省(sheng)(sheng)農業(ye)(ye)農村廳、省(sheng)(sheng)糧食和儲備局等(deng)按職(zhi)責分工(gong)負責)

3.開展涉重(zhong)金屬(shu)礦(kuang)(kuang)區(qu)歷(li)史遺(yi)留(liu)(liu)固(gu)體廢(fei)物(wu)排(pai)查(cha)整治(zhi)。以大同、忻(xin)州、運城等(deng)礦(kuang)(kuang)產(chan)資源(yuan)開發活動(dong)(dong)集(ji)(ji)中的(de)(de)市為重(zhong)點,結合(he)重(zhong)點行業企業用地(di)土壤污(wu)(wu)染狀(zhuang)況(kuang)調查(cha)、固(gu)體廢(fei)物(wu)非法貯存、傾倒(dao)、填埋點排(pai)查(cha)行動(dong)(dong)等(deng)結果,聚焦重(zhong)有色金屬(shu)、石煤、硫鐵礦(kuang)(kuang)等(deng)礦(kuang)(kuang)區(qu),以及(ji)(ji)安全利用類(lei)和嚴格管(guan)控(kong)類(lei)耕地(di)集(ji)(ji)中區(qu)域周邊(bian)的(de)(de)礦(kuang)(kuang)區(qu),綜合(he)應用衛星遙感、無人機和現場踏勘等(deng)方(fang)(fang)式,全面排(pai)查(cha)礦(kuang)(kuang)區(qu)歷(li)史遺(yi)留(liu)(liu)廢(fei)物(wu),依據(ju)排(pai)查(cha)情(qing)況(kuang)編(bian)制治(zhi)理方(fang)(fang)案(an),分階段(duan)治(zhi)理,逐步消除存量,降低(di)歷(li)史遺(yi)留(liu)(liu)廢(fei)物(wu)污(wu)(wu)染下(xia)游灌溉用水,以及(ji)(ji)雨季隨洪水長距離污(wu)(wu)染下(xia)游農田的(de)(de)風險(xian)。2022年底前,各市完成首批(pi)排(pai)查(cha)任務并編(bian)制治(zhi)理方(fang)(fang)案(an)。優(you)先對周邊(bian)及(ji)(ji)下(xia)游耕地(di)土壤污(wu)(wu)染較重(zhong)地(di)區(qu)進行整治(zhi),有效(xiao)切斷(duan)污(wu)(wu)染物(wu)進入農田的(de)(de)途徑。(省生態環境廳等(deng)負(fu)責(ze))

4.排(pai)查(cha)耕(geng)地土(tu)壤重(zhong)金(jin)屬污(wu)(wu)染(ran)成(cheng)因(yin)。2022年,晉城、臨(lin)汾2市率先啟動(dong)耕(geng)地土(tu)壤重(zhong)金(jin)屬污(wu)(wu)染(ran)成(cheng)因(yin)排(pai)查(cha)分析(xi)工作。靈丘(qiu)、繁峙等縣(市、區)要加快組(zu)(zu)織(zhi)開展(zhan)集中連片耕(geng)地土(tu)壤重(zhong)金(jin)屬污(wu)(wu)染(ran)途徑識(shi)別和污(wu)(wu)染(ran)源頭(tou)追溯,為下一步精準防控提供科學(xue)支(zhi)撐。其他(ta)市、縣(市、區)要結合實(shi)際加快謀劃耕(geng)地土(tu)壤污(wu)(wu)染(ran)成(cheng)因(yin)排(pai)查(cha)項目并(bing)組(zu)(zu)織(zhi)實(shi)施。(省生態(tai)環(huan)境廳(ting)牽頭(tou),省農業農村廳(ting)配合)

(二)強化耕(geng)地(di)土(tu)壤(rang)污(wu)染風險管控

5.加大(da)優(you)先保(bao)護(hu)類耕地(di)保(bao)護(hu)力度。依(yi)法(fa)將符合條件的(de)優(you)先保(bao)護(hu)類耕地(di)劃為(wei)永(yong)(yong)久基本農田(tian),實(shi)行嚴(yan)格保(bao)護(hu),確保(bao)其面積(ji)不(bu)(bu)減少(shao)、土(tu)壤環境質量(liang)不(bu)(bu)下降(jiang)。在(zai)永(yong)(yong)久基本農田(tian)集中區域,嚴(yan)禁規劃新(xin)建可能造成土(tu)壤污染的(de)建設項(xiang)目。加強農業(ye)投入品(pin)質量(liang)監(jian)管,嚴(yan)厲打(da)擊向農田(tian)施(shi)(shi)用重金屬不(bu)(bu)達標肥料等農業(ye)投入品(pin)的(de)行為(wei)。對優(you)先保(bao)護(hu)類耕地(di)面積(ji)減少(shao)或土(tu)壤環境質量(liang)下降(jiang)的(de)縣(市(shi)、區),進行預警提醒并依(yi)法(fa)采取環評限(xian)批等限(xian)制(zhi)性措施(shi)(shi)。(省(sheng)(sheng)(sheng)自然資源廳、省(sheng)(sheng)(sheng)農業(ye)農村廳、省(sheng)(sheng)(sheng)生態(tai)環境廳、省(sheng)(sheng)(sheng)市(shi)場監(jian)管局(ju)等按職責分工負責)

6.強(qiang)化受(shou)污染(ran)(ran)耕(geng)(geng)地(di)安(an)(an)全利(li)用(yong)(yong)。制定(ding)全省受(shou)污染(ran)(ran)耕(geng)(geng)地(di)安(an)(an)全利(li)用(yong)(yong)年度計劃。有安(an)(an)全利(li)用(yong)(yong)類(lei)耕(geng)(geng)地(di)的市(shi)(shi)、縣(市(shi)(shi)、區),要(yao)結合當地(di)主(zhu)要(yao)作物(wu)品種(zhong)(zhong)和(he)種(zhong)(zhong)植習慣,有針對性的制定(ding)并實施(shi)受(shou)污染(ran)(ran)耕(geng)(geng)地(di)安(an)(an)全利(li)用(yong)(yong)方案(an),落(luo)實品種(zhong)(zhong)替代(dai)、水肥調控、生(sheng)理阻隔、土(tu)壤調理等安(an)(an)全利(li)用(yong)(yong)技(ji)(ji)術(shu)措(cuo)施(shi),分區分類(lei)建立完善安(an)(an)全利(li)用(yong)(yong)技(ji)(ji)術(shu)庫和(he)農(nong)(nong)作物(wu)種(zhong)(zhong)植推薦清單,鞏固(gu)提高(gao)受(shou)污染(ran)(ran)耕(geng)(geng)地(di)安(an)(an)全利(li)用(yong)(yong)成效。鼓勵對嚴格管控類(lei)耕(geng)(geng)地(di)按(an)規定(ding)采取(qu)種(zhong)(zhong)植結構調整、輪(lun)作休(xiu)耕(geng)(geng)等風險管控措(cuo)施(shi)。加強(qiang)糧食收儲和(he)流(liu)通環節監管,杜絕(jue)重(zhong)金屬超標糧食進入(ru)口糧市(shi)(shi)場。(省農(nong)(nong)業(ye)農(nong)(nong)村(cun)廳(ting)、省生(sheng)態環境廳(ting)、省市(shi)(shi)場監管局、省糧食和(he)儲備(bei)局等按(an)職責分工負責)

7.建立耕(geng)地土(tu)壤環境(jing)質量(liang)類(lei)別動態(tai)(tai)調整(zheng)制度。各市(shi)根據(ju)土(tu)地用(yong)(yong)途變更、土(tu)壤環境(jing)質量(liang)例行(xing)監(jian)測、土(tu)壤和(he)農(nong)(nong)產品協同(tong)監(jian)測、受污染耕(geng)地安全利用(yong)(yong)和(he)治理修復效果等實際情(qing)況,對(dui)轄區內(nei)耕(geng)地土(tu)壤環境(jing)質量(liang)類(lei)別劃(hua)分(fen)結果進(jin)行(xing)動態(tai)(tai)調整(zheng),調整(zheng)結果經市(shi)政府審定同(tong)意后報送省(sheng)(sheng)農(nong)(nong)業農(nong)(nong)村廳、省(sheng)(sheng)生(sheng)態(tai)(tai)環境(jing)廳。強化對(dui)工礦用(yong)(yong)地復墾(ken)的(de)(de)監(jian)管,原則(ze)上曾用(yong)(yong)于生(sheng)產、使用(yong)(yong)、貯存(cun)、回收、處置(zhi)有(you)(you)毒有(you)(you)害(hai)物質的(de)(de)地塊禁(jin)止復墾(ken)為種植食用(yong)(yong)農(nong)(nong)產品的(de)(de)耕(geng)地。(省(sheng)(sheng)農(nong)(nong)業農(nong)(nong)村廳、省(sheng)(sheng)生(sheng)態(tai)(tai)環境(jing)廳、省(sheng)(sheng)自然資源(yuan)廳等按職責分(fen)工負責)

8.全面(mian)落實調(diao)(diao)查(cha)(cha)(cha)(cha)評估(gu)制度(du)。以(yi)用(yong)途(tu)(tu)變更(geng)(geng)為“一住(zhu)兩公(gong)(gong)”(住(zhu)宅(zhai)、公(gong)(gong)共(gong)管(guan)(guan)理與(yu)公(gong)(gong)共(gong)服(fu)務)用(yong)地(di)(di)的(de)地(di)(di)塊為重(zhong)(zhong)點,依法(fa)開展土(tu)壤(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)狀(zhuang)(zhuang)況(kuang)調(diao)(diao)查(cha)(cha)(cha)(cha)和(he)(he)風(feng)險評估(gu),原用(yong)途(tu)(tu)為“一住(zhu)兩公(gong)(gong)”用(yong)地(di)(di)的(de)地(di)(di)塊除外。對重(zhong)(zhong)點行業(ye)企(qi)業(ye)用(yong)地(di)(di)調(diao)(diao)查(cha)(cha)(cha)(cha)查(cha)(cha)(cha)(cha)明的(de)潛(qian)在高風(feng)險地(di)(di)塊,要組織開展進(jin)(jin)一步調(diao)(diao)查(cha)(cha)(cha)(cha)和(he)(he)風(feng)險評估(gu)。鼓(gu)勵列入年(nian)度(du)建設(she)用(yong)地(di)(di)供應計劃的(de)地(di)(di)塊,因地(di)(di)制宜提前開展土(tu)壤(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)狀(zhuang)(zhuang)況(kuang)調(diao)(diao)查(cha)(cha)(cha)(cha),化解建設(she)用(yong)地(di)(di)土(tu)壤(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)風(feng)險管(guan)(guan)控和(he)(he)修(xiu)復與(yu)土(tu)地(di)(di)開發進(jin)(jin)度(du)之間的(de)矛盾。各市建立(li)注銷(xiao)(xiao)、撤銷(xiao)(xiao)排污(wu)(wu)(wu)(wu)許可證的(de)企(qi)業(ye)清(qing)單(dan),及時調(diao)(diao)度(du)更(geng)(geng)新,嚴格騰退地(di)(di)塊監(jian)管(guan)(guan)。土(tu)壤(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)重(zhong)(zhong)點監(jian)管(guan)(guan)單(dan)位生(sheng)產(chan)經營用(yong)地(di)(di)的(de)土(tu)壤(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)狀(zhuang)(zhuang)況(kuang)調(diao)(diao)查(cha)(cha)(cha)(cha)報告要依法(fa)作為不動(dong)產(chan)登記資料(liao)送交不動(dong)產(chan)登記機構,并(bing)報同級生(sheng)態環(huan)(huan)境部門備案。強(qiang)化土(tu)壤(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)狀(zhuang)(zhuang)況(kuang)調(diao)(diao)查(cha)(cha)(cha)(cha)質(zhi)量(liang)管(guan)(guan)理和(he)(he)監(jian)管(guan)(guan),采取(qu)第三(san)方(fang)評估(gu)或跨區域(yu)交叉檢查(cha)(cha)(cha)(cha)等(deng)方(fang)式,推動(dong)建立(li)土(tu)壤(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)狀(zhuang)(zhuang)況(kuang)調(diao)(diao)查(cha)(cha)(cha)(cha)、評估(gu)等(deng)報告質(zhi)量(liang)抽查(cha)(cha)(cha)(cha)機制,促進(jin)(jin)調(diao)(diao)查(cha)(cha)(cha)(cha)評估(gu)質(zhi)量(liang)整體提升。(省(sheng)生(sheng)態環(huan)(huan)境廳、省(sheng)自然資源廳等(deng)按職責(ze)分工負(fu)責(ze))

9.嚴(yan)格污(wu)染(ran)(ran)地(di)(di)(di)塊(kuai)準入管(guan)(guan)(guan)(guan)理(li)。從(cong)事土地(di)(di)(di)開發(fa)利(li)用(yong)活(huo)動,要因地(di)(di)(di)制宜采取(qu)有效措施,確保建(jian)(jian)設(she)用(yong)地(di)(di)(di)符合土壤環境(jing)質量要求(qiu)。從(cong)嚴(yan)管(guan)(guan)(guan)(guan)控農(nong)藥、焦化(hua)、化(hua)工等(deng)行業中的重度污(wu)染(ran)(ran)地(di)(di)(di)塊(kuai)規劃(hua)用(yong)途(tu),嚴(yan)禁(jin)規劃(hua)學校、住宅等(deng),鼓勵用(yong)于(yu)拓展(zhan)生態空間。對列入建(jian)(jian)設(she)用(yong)地(di)(di)(di)土壤污(wu)染(ran)(ran)風(feng)(feng)險(xian)管(guan)(guan)(guan)(guan)控和(he)修(xiu)復(fu)名(ming)錄的地(di)(di)(di)塊(kuai),各級自然(ran)資源部門、行政審批(pi)部門嚴(yan)禁(jin)作為“一(yi)住兩(liang)公”用(yong)地(di)(di)(di),嚴(yan)禁(jin)辦(ban)理(li)土地(di)(di)(di)收(shou)回、收(shou)購(gou)、土地(di)(di)(di)供應以(yi)及(ji)改變土地(di)(di)(di)用(yong)途(tu)等(deng)手續。用(yong)途(tu)擬變更為“一(yi)住兩(liang)公”用(yong)地(di)(di)(di)的所(suo)有地(di)(di)(di)塊(kuai),要嚴(yan)格落實土壤污(wu)染(ran)(ran)狀況(kuang)調查(cha)評估(gu)及(ji)治理(li)修(xiu)復(fu)制度。依(yi)法應當開展(zhan)土壤污(wu)染(ran)(ran)狀況(kuang)調查(cha)或風(feng)(feng)險(xian)評估(gu)而未(wei)開展(zhan)或尚未(wei)完成的地(di)(di)(di)塊(kuai),以(yi)及(ji)未(wei)達到土壤污(wu)染(ran)(ran)風(feng)(feng)險(xian)評估(gu)報告確定(ding)的風(feng)(feng)險(xian)管(guan)(guan)(guan)(guan)控、修(xiu)復(fu)目標的地(di)(di)(di)塊(kuai),不得開工建(jian)(jian)設(she)與風(feng)(feng)險(xian)管(guan)(guan)(guan)(guan)控、修(xiu)復(fu)無關的項目。2022年底前,各設(she)區市要制定(ding)建(jian)(jian)設(she)用(yong)地(di)(di)(di)土壤污(wu)染(ran)(ran)聯動監(jian)管(guan)(guan)(guan)(guan)具體辦(ban)法或措施,細化(hua)準入管(guan)(guan)(guan)(guan)理(li)要求(qiu),并(bing)嚴(yan)格執行。探索“環境(jing)修(xiu)復(fu)+開發(fa)建(jian)(jian)設(she)”模式。(省(sheng)(sheng)自然(ran)資源廳(ting)、省(sheng)(sheng)生態環境(jing)廳(ting)、省(sheng)(sheng)審批(pi)服(fu)務(wu)管(guan)(guan)(guan)(guan)理(li)局、省(sheng)(sheng)住建(jian)(jian)廳(ting)等(deng)按職責分工負責)

10.合(he)(he)理安(an)排(pai)土(tu)(tu)(tu)地開(kai)(kai)(kai)(kai)(kai)發(fa)(fa)(fa)和(he)使用時序(xu)(xu)。對于成片污(wu)染(ran)地塊(kuai)分(fen)期分(fen)批(pi)開(kai)(kai)(kai)(kai)(kai)發(fa)(fa)(fa)的,以及污(wu)染(ran)地塊(kuai)周邊土(tu)(tu)(tu)地開(kai)(kai)(kai)(kai)(kai)發(fa)(fa)(fa)的,要(yao)優化開(kai)(kai)(kai)(kai)(kai)發(fa)(fa)(fa)時序(xu)(xu),合(he)(he)理安(an)排(pai)土(tu)(tu)(tu)地供應(ying)及相關規劃許可證發(fa)(fa)(fa)放時序(xu)(xu),防止污(wu)染(ran)土(tu)(tu)(tu)壤(rang)及其后(hou)續風險(xian)管(guan)控(kong)(kong)和(he)修復活動對周邊擬入住(zhu)敏感(gan)人群產生影響。原則(ze)上,“一(yi)住(zhu)兩公”等(deng)敏感(gan)類用地應(ying)后(hou)開(kai)(kai)(kai)(kai)(kai)發(fa)(fa)(fa),在周邊土(tu)(tu)(tu)壤(rang)環(huan)境(jing)風險(xian)得(de)到全面(mian)管(guan)控(kong)(kong)后(hou)再(zai)投(tou)入使用。在地塊(kuai)開(kai)(kai)(kai)(kai)(kai)發(fa)(fa)(fa)建設中發(fa)(fa)(fa)現存在土(tu)(tu)(tu)壤(rang)污(wu)染(ran)現象的,要(yao)及時報告生態環(huan)境(jing)部門,并依法開(kai)(kai)(kai)(kai)(kai)展土(tu)(tu)(tu)壤(rang)污(wu)染(ran)狀況(kuang)調(diao)查、風險(xian)評估(gu)等(deng)活動。(省(sheng)自然資源廳、省(sheng)生態環(huan)境(jing)廳、省(sheng)住(zhu)建廳等(deng)按職責分(fen)工負責)

11.完善部(bu)門(men)信息(xi)共(gong)享(xiang)和(he)(he)聯動監(jian)管(guan)(guan)(guan)機制(zhi)。生態(tai)環(huan)境(jing)、自(zi)(zi)然(ran)(ran)資(zi)源、住房和(he)(he)城鄉建(jian)設、行(xing)政(zheng)審(shen)批(pi)等(deng)部(bu)門(men)要及時共(gong)享(xiang)疑(yi)似污(wu)(wu)染(ran)地(di)塊(kuai)(kuai)(kuai)(kuai)、污(wu)(wu)染(ran)地(di)塊(kuai)(kuai)(kuai)(kuai)有關信息(xi),用(yong)途變(bian)更(geng)為“一(yi)(yi)住兩公”的地(di)塊(kuai)(kuai)(kuai)(kuai)信息(xi),以及土(tu)壤污(wu)(wu)染(ran)重(zhong)點監(jian)管(guan)(guan)(guan)單位(wei)生產(chan)經營用(yong)地(di)用(yong)途變(bian)更(geng)或土(tu)地(di)使(shi)用(yong)權收回、轉讓等(deng)信息(xi)。自(zi)(zi)然(ran)(ran)資(zi)源部(bu)門(men)要將疑(yi)似污(wu)(wu)染(ran)地(di)塊(kuai)(kuai)(kuai)(kuai)、污(wu)(wu)染(ran)地(di)塊(kuai)(kuai)(kuai)(kuai)空(kong)間信息(xi)疊加至國土(tu)空(kong)間規劃“一(yi)(yi)張圖(tu)”。各市生態(tai)環(huan)境(jing)、自(zi)(zi)然(ran)(ran)資(zi)源、行(xing)政(zheng)審(shen)批(pi)等(deng)部(bu)門(men)要建(jian)立(li)調度協商機制(zhi),每季(ji)度調度分(fen)析轄(xia)區內重(zhong)點建(jian)設用(yong)地(di)安全利用(yong)情況,及時通報存在(zai)問題并督(du)促整改,及早(zao)解決潛在(zai)土(tu)壤環(huan)境(jing)風險。嚴格落實《土(tu)地(di)污(wu)(wu)染(ran)治理工作推進機制(zhi)》,按時完成各階段重(zhong)點任務。(省生態(tai)環(huan)境(jing)廳、省自(zi)(zi)然(ran)(ran)資(zi)源廳、省住建(jian)廳、省審(shen)批(pi)服(fu)務管(guan)(guan)(guan)理局(ju)等(deng)按職責分(fen)工負責)

12.強(qiang)(qiang)化土壤(rang)(rang)污(wu)染(ran)(ran)(ran)(ran)(ran)風(feng)(feng)險(xian)管(guan)(guan)(guan)控(kong)(kong)與(yu)修復(fu)(fu)。以(yi)再開(kai)(kai)發(fa)利用的(de)(de)污(wu)染(ran)(ran)(ran)(ran)(ran)地(di)(di)(di)(di)塊為重(zhong)點(dian)(dian),依(yi)法(fa)(fa)有序開(kai)(kai)展風(feng)(feng)險(xian)管(guan)(guan)(guan)控(kong)(kong)與(yu)修復(fu)(fu)。對暫不開(kai)(kai)發(fa)利用的(de)(de)高風(feng)(feng)險(xian)關(guan)閉搬遷地(di)(di)(di)(di)塊或污(wu)染(ran)(ran)(ran)(ran)(ran)地(di)(di)(di)(di)塊,因地(di)(di)(di)(di)制宜實施(shi)(shi)風(feng)(feng)險(xian)管(guan)(guan)(guan)控(kong)(kong),必要時組(zu)織(zhi)開(kai)(kai)展土壤(rang)(rang)、地(di)(di)(di)(di)下(xia)水等(deng)(deng)(deng)環(huan)境監(jian)測。鼓勵化工(gong)、焦化等(deng)(deng)(deng)行(xing)業企(qi)業,結合(he)重(zhong)點(dian)(dian)監(jian)管(guan)(guan)(guan)單(dan)位(wei)土壤(rang)(rang)污(wu)染(ran)(ran)(ran)(ran)(ran)風(feng)(feng)險(xian)隱患(huan)排查(cha)整治(zhi),采(cai)用污(wu)染(ran)(ran)(ran)(ran)(ran)阻隔、監(jian)測自(zi)然衰減等(deng)(deng)(deng)原(yuan)位(wei)風(feng)(feng)險(xian)管(guan)(guan)(guan)控(kong)(kong)或修復(fu)(fu)技術,探(tan)索(suo)在產企(qi)業邊(bian)生(sheng)產邊(bian)管(guan)(guan)(guan)控(kong)(kong)土壤(rang)(rang)污(wu)染(ran)(ran)(ran)(ran)(ran)風(feng)(feng)險(xian)模式(shi)。鼓勵各市實施(shi)(shi)綠色低碳(tan)修復(fu)(fu),探(tan)索(suo)污(wu)染(ran)(ran)(ran)(ran)(ran)土壤(rang)(rang)“修復(fu)(fu)工(gong)廠”模式(shi),建(jian)立污(wu)染(ran)(ran)(ran)(ran)(ran)土壤(rang)(rang)轉(zhuan)運(yun)聯(lian)單(dan)制度(du),防(fang)止轉(zhuan)運(yun)污(wu)染(ran)(ran)(ran)(ran)(ran)土壤(rang)(rang)非法(fa)(fa)處置。以(yi)含易揮發(fa)擴散(san)異味(wei)、惡臭等(deng)(deng)(deng)污(wu)染(ran)(ran)(ran)(ran)(ran)物地(di)(di)(di)(di)塊為重(zhong)點(dian)(dian),強(qiang)(qiang)化修復(fu)(fu)施(shi)(shi)工(gong)現(xian)場監(jian)督管(guan)(guan)(guan)理(li)(li),嚴控(kong)(kong)二次(ci)污(wu)染(ran)(ran)(ran)(ran)(ran)。以(yi)采(cai)取(qu)(qu)風(feng)(feng)險(xian)管(guan)(guan)(guan)控(kong)(kong)措施(shi)(shi)的(de)(de)地(di)(di)(di)(di)塊為重(zhong)點(dian)(dian),強(qiang)(qiang)化后期(qi)管(guan)(guan)(guan)理(li)(li),綜(zong)合(he)采(cai)取(qu)(qu)長期(qi)環(huan)境監(jian)測、制度(du)控(kong)(kong)制等(deng)(deng)(deng)方式(shi),確保實現(xian)安(an)全利用。(省(sheng)生(sheng)態環(huan)境廳、省(sheng)自(zi)然資(zi)源廳等(deng)(deng)(deng)按職責分工(gong)負責)

(四)強化資金(jin)項目管理

13.加強土(tu)壤(rang)(rang)污(wu)染防治(zhi)(zhi)資金(jin)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)管(guan)理。各(ge)(ge)市要以涉重金(jin)屬歷史遺留礦渣污(wu)染治(zhi)(zhi)理工(gong)作為重點,加強土(tu)壤(rang)(rang)污(wu)染防治(zhi)(zhi)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)儲備(bei),原則上各(ge)(ge)市每年新增(zeng)納入中央儲備(bei)庫的(de)(de)土(tu)壤(rang)(rang)污(wu)染防治(zhi)(zhi)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)不少于2個。及時做好(hao)中央和省(sheng)級土(tu)壤(rang)(rang)污(wu)染防治(zhi)(zhi)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)管(guan)理系統的(de)(de)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)申(shen)報、錄入、把關等(deng)(deng)工(gong)作,按(an)照《中央生態環境(jing)(jing)資金(jin)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)管(guan)理規(gui)程(試行)》等(deng)(deng)相關規(gui)定,加強項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)的(de)(de)監督管(guan)理,每季度對下(xia)達資金(jin)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)進(jin)行跟蹤調度,規(gui)范資金(jin)使用,確保項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)進(jin)度及資金(jin)安全。(省(sheng)生態環境(jing)(jing)廳(ting)、省(sheng)農(nong)業(ye)農(nong)村(cun)廳(ting)等(deng)(deng)按(an)職責(ze)分工(gong)負(fu)責(ze))

(五)嚴格監管執法

14.強化(hua)土壤(rang)(rang)環(huan)境日常監管(guan)執法(fa)。將土壤(rang)(rang)環(huan)境污染(ran)作(zuo)為環(huan)境執法(fa)的(de)(de)重要(yao)內(nei)容,依法(fa)查(cha)(cha)處(chu)污染(ran)物隨意傾倒(dao)、填(tian)埋,受污染(ran)土壤(rang)(rang)隨意處(chu)置等破壞土壤(rang)(rang)環(huan)境的(de)(de)行為。要(yao)適時(shi)召開聯席(xi)會議,交流分析土壤(rang)(rang)環(huan)境污染(ran)違法(fa)犯(fan)罪形(xing)勢和工(gong)作(zuo)中出現(xian)的(de)(de)新(xin)情況、新(xin)問題,重點通報違法(fa)線索(suo)、線索(suo)核(he)查(cha)(cha)、案件(jian)辦理反(fan)饋等情況,對重大案件(jian)進行會商,必要(yao)時(shi)可(ke)以(yi)進行聯合調查(cha)(cha)。有(you)關行政(zheng)部(bu)門(men)在日常監管(guan)中發現(xian)可(ke)以(yi)適用行政(zheng)拘留或可(ke)能(neng)構成刑事(shi)犯(fan)罪的(de)(de)案件(jian)線索(suo),應當及時(shi)移送公(gong)安機(ji)關。推動利用衛星遙感(gan)等手段開展非(fei)現(xian)場檢(jian)查(cha)(cha)。(省生(sheng)態環(huan)境廳、省公(gong)安廳、省自然資源廳、省農業(ye)農村廳、省林草局等按職責分工(gong)負責)

15.開(kai)展重點建設(she)用(yong)(yong)地違規(gui)開(kai)發利用(yong)(yong)清零行動。各市(shi)組織自(zi)然(ran)資源(yuan)、行政審批、生(sheng)態環(huan)(huan)境等部門定期梳理(li)(li)(li)核實(shi)(shi)行政區域內涉及“一住(zhu)兩公”的(de)建設(she)工(gong)程規(gui)劃許可證核發以及依(yi)(yi)(yi)法(fa)依(yi)(yi)(yi)規(gui)落(luo)實(shi)(shi)土壤污(wu)染(ran)風險(xian)管控(kong)和修(xiu)(xiu)復措施(shi)(包括土壤污(wu)染(ran)狀(zhuang)況調查、風險(xian)評估、風險(xian)管控(kong)、修(xiu)(xiu)復、風險(xian)管控(kong)效果評估、修(xiu)(xiu)復效果評估、后(hou)期管理(li)(li)(li)等)情況,對發現的(de)違規(gui)開(kai)發利用(yong)(yong)行為依(yi)(yi)(yi)法(fa)依(yi)(yi)(yi)規(gui)嚴肅處理(li)(li)(li),督促(cu)及時整改(gai)到位(wei),并實(shi)(shi)現動態清零。(省生(sheng)態環(huan)(huan)境廳、省自(zi)然(ran)資源(yuan)廳、省審批服務管理(li)(li)(li)局等按職責分工(gong)負責)

16.開(kai)展專項執(zhi)法(fa)(fa)行(xing)動。依據(ju)《土壤(rang)(rang)污(wu)染防治(zhi)法(fa)(fa)》《山西省土壤(rang)(rang)污(wu)染防治(zhi)條例》等(deng)法(fa)(fa)律法(fa)(fa)規(gui),以重(zhong)點(dian)建設用地是否落實土壤(rang)(rang)污(wu)染風險管控和修復措(cuo)施、土壤(rang)(rang)污(wu)染重(zhong)點(dian)監管單(dan)位(wei)是否落實土壤(rang)(rang)污(wu)染防治(zhi)責(ze)任等(deng)土壤(rang)(rang)突出環境問題為重(zhong)點(dian),適時開(kai)展專項執(zhi)法(fa)(fa)行(xing)動,嚴厲(li)打擊土壤(rang)(rang)環境違(wei)法(fa)(fa)行(xing)為。(省生態環境廳、省自然資源廳等(deng)按(an)職責(ze)分工負責(ze))

三(san)、保障措施(shi)

(一)加強組織領導

各(ge)市(shi)、縣(市(shi)、區)人民政府要切實(shi)履(lv)行土壤污染防治主(zhu)體責(ze)任,制定實(shi)施方(fang)案,細(xi)化(hua)任務分解,加強督促落實(shi)。各(ge)省直相關單(dan)位要加強部(bu)門聯動,按(an)照本(ben)行動計劃明(ming)確的(de)職(zhi)責(ze)分工和(he)重點(dian)任務,進(jin)一步細(xi)化(hua)推進(jin)措施和(he)時間節點(dian),對口(kou)加強市(shi)縣工作指導(dao)和(he)監督檢(jian)查,確保各(ge)項任務按(an)期完成。

(二)強化資金保障

各市要加大土(tu)(tu)壤污染(ran)(ran)防治(zhi)(zhi)資(zi)(zi)金(jin)投(tou)入,用好用足中(zhong)央和(he)(he)省級(ji)土(tu)(tu)壤污染(ran)(ran)防治(zhi)(zhi)專項資(zi)(zi)金(jin),規范資(zi)(zi)金(jin)使用程序,發揮資(zi)(zi)金(jin)效(xiao)益(yi)。探索建立多元化投(tou)融資(zi)(zi)機制(zhi),鼓勵(li)社會資(zi)(zi)本積極(ji)參與土(tu)(tu)壤污染(ran)(ran)防治(zhi)(zhi)工作(zuo)。鼓勵(li)設立土(tu)(tu)壤污染(ran)(ran)防治(zhi)(zhi)基(ji)金(jin),積極(ji)探索基(ji)金(jin)管理有效(xiao)模式(shi)和(he)(he)回(hui)報機制(zhi)。

(三)推進信息公開

督促重點監(jian)(jian)管(guan)企(qi)業(ye)依據國家環境信(xin)息(xi)公開(kai)有關規定做好信(xin)息(xi)公開(kai),接受社會監(jian)(jian)督。加(jia)強土壤污染防治相(xiang)關活動從(cong)業(ye)單(dan)位(wei)和個人(ren)(ren)信(xin)用(yong)管(guan)理,依法將相(xiang)關從(cong)業(ye)單(dan)位(wei)及個人(ren)(ren)的執業(ye)情況、違法行為記入信(xin)用(yong)記錄,納入全國信(xin)用(yong)信(xin)息(xi)共享平臺。

(四)加強宣傳培訓

加(jia)強對(dui)土(tu)壤污(wu)染(ran)重(zhong)點(dian)監管(guan)單位和(he)(he)(he)社會大眾的(de)(de)普法宣(xuan)傳,采取網絡媒體、新聞報紙、宣(xuan)傳資料等方式,廣(guang)泛(fan)宣(xuan)傳土(tu)壤污(wu)染(ran)防治政(zheng)策法規,不(bu)斷提高企業(ye)和(he)(he)(he)社會對(dui)土(tu)壤污(wu)染(ran)防治工作重(zhong)要性的(de)(de)認(ren)識,形成全(quan)社會廣(guang)泛(fan)參與監督的(de)(de)良好氛圍。加(jia)強土(tu)壤環境管(guan)理(li)(li)和(he)(he)(he)技術培訓,強化(hua)交流合作,努力提高各級管(guan)理(li)(li)人員和(he)(he)(he)監測執(zhi)法人員的(de)(de)業(ye)務水平。

(五)強化督察考核

將重點建設用(yong)(yong)地安全利用(yong)(yong)問(wen)題(ti)等土(tu)壤(rang)環(huan)境安全突(tu)出問(wen)題(ti)納(na)入(ru)省級生態(tai)環(huan)境保護督(du)(du)察范疇。加強對土(tu)壤(rang)污染防治工作的考核,對未(wei)完(wan)成約束(shu)(shu)性(xing)考核指標、重點任(ren)務進展嚴重滯后、土(tu)壤(rang)環(huan)境問(wen)題(ti)突(tu)出的地區,以及履職不到(dao)位導致(zhi)約束(shu)(shu)性(xing)指標未(wei)能完(wan)成的行業主管部門,按程(cheng)序實(shi)施約談或督(du)(du)辦,依法依規追究相關人員責任(ren)。

山西(xi)省地下水污(wu)染防(fang)治2022-2023年行(xing)動計劃

為貫徹(che)落實《地下水管理(li)條例》《中共中央國(guo)務(wu)院關于深入打(da)好(hao)污染防治攻堅(jian)戰的意見(jian)》《“十四五”土(tu)壤(rang)、地下水和(he)農村生態環境(jing)保護規劃》,推進我省(sheng)2022-2023年地下水污染防治工作,結合我省(sheng)實際,制定本行(xing)動計劃。

一(yi)、工作(zuo)目標

全省(sheng)地(di)下水環境(jing)質量總(zong)體(ti)保持穩定(ding),地(di)下水國考區域點(dian)(dian)(dian)位V類比例不高于(yu)6.67%,地(di)下水國考飲(yin)用水源點(dian)(dian)(dian)位達到或優于(yu)Ⅲ類比例不低于(yu)76.9%,地(di)下水國考污染(ran)風險(xian)監控點(dian)(dian)(dian)位V類比例不高于(yu)17.6%。

4.加強地下(xia)(xia)水(shui)(shui)(shui)環境(jing)(jing)(jing)質(zhi)量達標(biao)管理。各市要(yao)針對(dui)(dui)轄(xia)區內未達到水(shui)(shui)(shui)質(zhi)目(mu)標(biao)要(yao)求的(de)地下(xia)(xia)水(shui)(shui)(shui)國考(kao)區域和(he)污(wu)染(ran)風險監控(kong)點(dian)位,組(zu)織開展污(wu)染(ran)成因分析,對(dui)(dui)于非地質(zhi)原因造成水(shui)(shui)(shui)質(zhi)超標(biao)的(de)點(dian)位要(yao)制(zhi)(zhi)定水(shui)(shui)(shui)質(zhi)達標(biao)方案;針對(dui)(dui)轄(xia)區內所(suo)有地下(xia)(xia)水(shui)(shui)(shui)國考(kao)飲用(yong)水(shui)(shui)(shui)源(yuan)點(dian)位均要(yao)制(zhi)(zhi)定水(shui)(shui)(shui)質(zhi)達標(biao)或(huo)保持(chi)方案,按(an)規定時間上報省生(sheng)(sheng)態環境(jing)(jing)(jing)廳(ting)(ting),明確水(shui)(shui)(shui)質(zhi)達標(biao)或(huo)保持(chi)措施、責任部門及完成時限,并組(zu)織實(shi)施,確保地下(xia)(xia)水(shui)(shui)(shui)環境(jing)(jing)(jing)質(zhi)量達標(biao)或(huo)保持(chi)穩定。(省生(sheng)(sheng)態環境(jing)(jing)(jing)廳(ting)(ting)牽頭,省自然(ran)資源(yuan)廳(ting)(ting)等配合)

5.推進(jin)地(di)下(xia)水污染(ran)(ran)(ran)防治(zhi)(zhi)分(fen)區(qu)(qu)管(guan)(guan)理(li)。分(fen)批(pi)開展地(di)下(xia)水污染(ran)(ran)(ran)防治(zhi)(zhi)重點區(qu)(qu)劃定,推動實施地(di)下(xia)水環境(jing)分(fen)區(qu)(qu)管(guan)(guan)理(li)、分(fen)級防治(zhi)(zhi)。2022年(nian)底前,國家(jia)地(di)下(xia)水污染(ran)(ran)(ran)防治(zhi)(zhi)試驗區(qu)(qu)晉城市要率先完成地(di)下(xia)水污染(ran)(ran)(ran)防治(zhi)(zhi)重點區(qu)(qu)劃定;2023年(nian)底前,其余(yu)10市完成地(di)下(xia)水污染(ran)(ran)(ran)防治(zhi)(zhi)重點區(qu)(qu)初步劃定,逐步明確環境(jing)準入、隱患(huan)排查、風險管(guan)(guan)控、修復(fu)等差別(bie)化環境(jing)管(guan)(guan)理(li)要求。(省生(sheng)態環境(jing)廳(ting)(ting)牽頭,省自然(ran)資源廳(ting)(ting)、省水利廳(ting)(ting)、省發展改革委等配合(he))

(三)加(jia)強(qiang)地下(xia)水污染(ran)源頭預防、風(feng)險管(guan)控與修復

8.落實(shi)地下(xia)水(shui)(shui)防(fang)(fang)滲改造措施(shi)(shi)。各市要督(du)促指導(dao)轄區(qu)內(nei)“一企(qi)一庫”、“兩場兩區(qu)”、加油站等的(de)運營、管(guan)理(li)單位采取(qu)防(fang)(fang)滲漏(lou)措施(shi)(shi),并進(jin)行(xing)防(fang)(fang)滲漏(lou)監測。組織地下(xia)水(shui)(shui)污(wu)染防(fang)(fang)治重點排污(wu)單位優先開(kai)展地下(xia)水(shui)(shui)污(wu)染滲漏(lou)排查(cha),針對存(cun)在問題的(de)設施(shi)(shi),推動采取(qu)污(wu)染防(fang)(fang)滲改造措施(shi)(shi)。對于存(cun)放可溶性劇毒廢渣的(de)場所,要采取(qu)防(fang)(fang)水(shui)(shui)、防(fang)(fang)滲漏(lou)、防(fang)(fang)流失(shi)的(de)措施(shi)(shi)。(省生(sheng)態環(huan)境(jing)廳(ting)(ting)牽頭,省自然資源廳(ting)(ting)、省住建廳(ting)(ting)、省商務(wu)廳(ting)(ting)等配合)

9.有(you)序實(shi)施地下(xia)(xia)水(shui)污(wu)(wu)(wu)染(ran)(ran)(ran)風險(xian)管(guan)控(kong)(kong)。各市要(yao)結合地下(xia)(xia)水(shui)調(diao)查評(ping)估工作(zuo)階(jie)段性(xing)成果,針對(dui)存在地下(xia)(xia)水(shui)污(wu)(wu)(wu)染(ran)(ran)(ran)的化工產業(ye)為(wei)主導的工業(ye)集聚區、危險(xian)廢物處置場和生活(huo)垃(la)圾填埋場等(deng),按《地下(xia)(xia)水(shui)污(wu)(wu)(wu)染(ran)(ran)(ran)修復(防控(kong)(kong))工作(zuo)指南(試行)》等(deng)有(you)關技術(shu)要(yao)求,有(you)序推動實(shi)施地下(xia)(xia)水(shui)污(wu)(wu)(wu)染(ran)(ran)(ran)風險(xian)管(guan)控(kong)(kong),阻止(zhi)污(wu)(wu)(wu)染(ran)(ran)(ran)擴散,加強風險(xian)管(guan)控(kong)(kong)后期環(huan)境監(jian)管(guan)。(省生態環(huan)境廳牽頭,省住建廳等(deng)配合)

10.推進報(bao)廢礦(kuang)(kuang)井(jing)(jing)(jing)、鉆(zhan)井(jing)(jing)(jing)、取(qu)水井(jing)(jing)(jing)封(feng)井(jing)(jing)(jing)回(hui)填。各(ge)市要(yao)持續(xu)推進報(bao)廢礦(kuang)(kuang)井(jing)(jing)(jing)、鉆(zhan)井(jing)(jing)(jing)、取(qu)水井(jing)(jing)(jing)排查登記,摸(mo)清(qing)底數,并于2023年(nian)6月底前建立(li)報(bao)廢礦(kuang)(kuang)井(jing)(jing)(jing)、鉆(zhan)井(jing)(jing)(jing)、取(qu)水井(jing)(jing)(jing)清(qing)單(dan)。礦(kuang)(kuang)井(jing)(jing)(jing)、鉆(zhan)井(jing)(jing)(jing)、取(qu)水井(jing)(jing)(jing)報(bao)廢、未建成或(huo)者完(wan)成勘探、試驗、開采任務的(de),各(ge)市要(yao)督促工程所(suo)(suo)有權人按(an)(an)照相關技術標準指南開展(zhan)封(feng)井(jing)(jing)(jing)回(hui)填。對(dui)(dui)已經造成地(di)下水串層污染的(de),要(yao)督促工程所(suo)(suo)有權人對(dui)(dui)造成的(de)地(di)下水污染進行治(zhi)理和(he)修復;對(dui)(dui)工程所(suo)(suo)有權人不明(ming)或(huo)缺(que)失的(de),由(you)當地(di)政府對(dui)(dui)造成的(de)地(di)下水污染進行治(zhi)理和(he)修復。2022年(nian)底前陽泉市完(wan)成廢棄井(jing)(jing)(jing)封(feng)井(jing)(jing)(jing)回(hui)填國家試點項目,并總結(jie)提煉形成可復制、可推廣的(de)技術模式與管(guan)理經驗。(省(sheng)生態環境(jing)廳(ting)(ting)(ting)、省(sheng)自然資源廳(ting)(ting)(ting)、省(sheng)水利廳(ting)(ting)(ting)、省(sheng)能(neng)源局等(deng)按(an)(an)職責分工負責)

11.強化農(nong)(nong)(nong)(nong)(nong)業面源污染防(fang)治監(jian)督(du)管理。各市要(yao)按照省(sheng)生態環境監(jian)測(ce)(ce)年度方案要(yao)求開展(zhan)農(nong)(nong)(nong)(nong)(nong)田(tian)灌溉用水及退水的監(jian)測(ce)(ce),水質應(ying)當符合相關標準要(yao)求。農(nong)(nong)(nong)(nong)(nong)業農(nong)(nong)(nong)(nong)(nong)村(cun)部門(men)要(yao)加強轄區內農(nong)(nong)(nong)(nong)(nong)藥(yao)、肥料(liao)等(deng)(deng)農(nong)(nong)(nong)(nong)(nong)業投入品使(shi)(shi)用指導(dao)和(he)技術服務,鼓勵(li)和(he)引導(dao)農(nong)(nong)(nong)(nong)(nong)業生產經營(ying)者等(deng)(deng)有關單位(wei)和(he)個人(ren)合理使(shi)(shi)用農(nong)(nong)(nong)(nong)(nong)藥(yao)、肥料(liao)等(deng)(deng)農(nong)(nong)(nong)(nong)(nong)業投入品,防(fang)止地(di)下水污染。(省(sheng)農(nong)(nong)(nong)(nong)(nong)業農(nong)(nong)(nong)(nong)(nong)村(cun)廳(ting)、省(sheng)水利廳(ting)、省(sheng)生態環境廳(ting)等(deng)(deng)按職責分工負(fu)責)

12.加(jia)強地(di)下水(shui)(shui)(shui)(shui)回灌管理。多層含水(shui)(shui)(shui)(shui)層開(kai)(kai)采(cai)、回灌地(di)下水(shui)(shui)(shui)(shui)應(ying)當(dang)防止串層污染(ran)。多層地(di)下水(shui)(shui)(shui)(shui)的(de)含水(shui)(shui)(shui)(shui)層水(shui)(shui)(shui)(shui)質(zhi)差異大(da)的(de),應(ying)當(dang)分層開(kai)(kai)采(cai);對(dui)已(yi)受污染(ran)的(de)潛水(shui)(shui)(shui)(shui)和承(cheng)壓(ya)水(shui)(shui)(shui)(shui),不(bu)(bu)(bu)得混合(he)開(kai)(kai)采(cai)。開(kai)(kai)采(cai)煤成(cheng)氣等(deng)產生(sheng)的(de)廢水(shui)(shui)(shui)(shui)回灌地(di)下的(de),經處理后應(ying)當(dang)符合(he)相關的(de)水(shui)(shui)(shui)(shui)質(zhi)要求,不(bu)(bu)(bu)得惡化地(di)下水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)質(zhi)。利用(yong)地(di)熱資源采(cai)暖優選“取熱不(bu)(bu)(bu)耗(hao)水(shui)(shui)(shui)(shui)、完全等(deng)量(liang)同層回灌”或“密封式、無干(gan)擾(rao)井下換熱”技(ji)術(shu),最大(da)程度減少(shao)對(dui)土(tu)壤、巖層和水(shui)(shui)(shui)(shui)體的(de)干(gan)擾(rao),確保地(di)下水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)量(liang)不(bu)(bu)(bu)減少(shao)、水(shui)(shui)(shui)(shui)位不(bu)(bu)(bu)下降、水(shui)(shui)(shui)(shui)質(zhi)不(bu)(bu)(bu)降低。加(jia)強對(dui)地(di)熱能開(kai)(kai)發利用(yong)項(xiang)目地(di)下熱水(shui)(shui)(shui)(shui)及回灌水(shui)(shui)(shui)(shui)質(zhi)監測的(de)監督,按相關要求定期(qi)報(bao)備(bei)。(省生(sheng)態環境(jing)廳、省自然資源廳、省水(shui)(shui)(shui)(shui)利廳、省能源局等(deng)按職責(ze)分工(gong)負責(ze))

13.推(tui)進(jin)地(di)下(xia)水(shui)(shui)污(wu)(wu)(wu)染(ran)(ran)修(xiu)復治(zhi)理(li)(li)(li)。土壤(rang)污(wu)(wu)(wu)染(ran)(ran)狀況調查(cha)報(bao)告、土壤(rang)污(wu)(wu)(wu)染(ran)(ran)風(feng)險管(guan)(guan)控(kong)或修(xiu)復方案等(deng)(deng),要依法包括地(di)下(xia)水(shui)(shui)相(xiang)關內容,存在地(di)下(xia)水(shui)(shui)污(wu)(wu)(wu)染(ran)(ran)的(de),要協同(tong)推(tui)進(jin)土壤(rang)和地(di)下(xia)水(shui)(shui)污(wu)(wu)(wu)染(ran)(ran)風(feng)險管(guan)(guan)控(kong)與(yu)修(xiu)復治(zhi)理(li)(li)(li)。持續推(tui)進(jin)“老窯(yao)水(shui)(shui)”污(wu)(wu)(wu)染(ran)(ran)防控(kong)與(yu)修(xiu)復治(zhi)理(li)(li)(li),2023年底前(qian)忻州(zhou)市(shi)完成(cheng)寧武地(di)下(xia)水(shui)(shui)污(wu)(wu)(wu)染(ran)(ran)修(xiu)復國家試點項目(mu);加快(kuai)推(tui)進(jin)陽泉市(shi)山底河流域煤礦(kuang)“老窯(yao)水(shui)(shui)”污(wu)(wu)(wu)染(ran)(ran)修(xiu)復治(zhi)理(li)(li)(li)項目(mu),強(qiang)化過程管(guan)(guan)理(li)(li)(li),確(que)保治(zhi)理(li)(li)(li)成(cheng)效。(省生(sheng)態環境廳(ting)(ting)牽(qian)頭,省自(zi)然資源廳(ting)(ting)、省農業(ye)農村廳(ting)(ting)等(deng)(deng)配合)

(四)保障地(di)下水(shui)型飲(yin)用水(shui)水(shui)源安(an)全

14.加強地(di)(di)下水(shui)(shui)(shui)(shui)型(xing)飲(yin)用水(shui)(shui)(shui)(shui)源(yuan)水(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)監(jian)測。各(ge)市要按照(zhao)省(sheng)生(sheng)態(tai)環(huan)境(jing)監(jian)測年度方(fang)案要求,組織開展城市集中(zhong)式地(di)(di)下水(shui)(shui)(shui)(shui)型(xing)生(sheng)活飲(yin)用水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)源(yuan)地(di)(di)、農村“千噸萬人”地(di)(di)下水(shui)(shui)(shui)(shui)型(xing)飲(yin)用水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)源(yuan)地(di)(di)、鄉鎮集中(zhong)式地(di)(di)下水(shui)(shui)(shui)(shui)型(xing)飲(yin)用水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)源(yuan)地(di)(di)水(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)監(jian)測及(ji)國考(kao)飲(yin)用水(shui)(shui)(shui)(shui)源(yuan)點位(wei)平(ping)水(shui)(shui)(shui)(shui)期水(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)監(jian)測,加強監(jian)測過程的(de)質(zhi)(zhi)(zhi)量保證與質(zhi)(zhi)(zhi)量控制,按要求完成監(jian)測數(shu)據和結(jie)果(guo)(guo)報(bao)送。強化(hua)監(jian)測結(jie)果(guo)(guo)的(de)分析與應用,針對水(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)異常(chang)點位(wei),及(ji)時(shi)研判分析。(省(sheng)生(sheng)態(tai)環(huan)境(jing)廳(ting)牽頭,省(sheng)自然資源(yuan)廳(ting)、省(sheng)水(shui)(shui)(shui)(shui)利廳(ting)等(deng)配合)

15.強化(hua)地(di)(di)(di)下水(shui)(shui)(shui)(shui)型(xing)(xing)飲用水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)源(yuan)(yuan)保護區環境(jing)管理。各(ge)市要強化(hua)“千(qian)噸(dun)萬人”及以上規模地(di)(di)(di)下水(shui)(shui)(shui)(shui)型(xing)(xing)飲用水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)源(yuan)(yuan)保護區劃定(ding)(ding)及規范(fan)化(hua)建設(she)。針對水(shui)(shui)(shui)(shui)質(zhi)超(chao)標(biao)的地(di)(di)(di)下水(shui)(shui)(shui)(shui)型(xing)(xing)飲用水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)源(yuan)(yuan),開(kai)(kai)展污染成因(yin)(yin)分析,對確定(ding)(ding)為(wei)(wei)地(di)(di)(di)質(zhi)背景因(yin)(yin)素(su)(su)導致超(chao)標(biao)的水(shui)(shui)(shui)(shui)源(yuan)(yuan),要提交地(di)(di)(di)質(zhi)背景判定(ding)(ding)材料;對確定(ding)(ding)為(wei)(wei)人為(wei)(wei)因(yin)(yin)素(su)(su)超(chao)標(biao)的水(shui)(shui)(shui)(shui)源(yuan)(yuan),因(yin)(yin)地(di)(di)(di)制宜制定(ding)(ding)人為(wei)(wei)因(yin)(yin)素(su)(su)超(chao)標(biao)水(shui)(shui)(shui)(shui)源(yuan)(yuan)整治(zhi)方案并開(kai)(kai)展整治(zhi),確保水(shui)(shui)(shui)(shui)源(yuan)(yuan)環境(jing)安全。(省生態環境(jing)廳牽(qian)頭,省水(shui)(shui)(shui)(shui)利廳、省發展改革委等(deng)配(pei)合)

16.加(jia)大地(di)下水(shui)型飲(yin)用水(shui)水(shui)源(yuan)(yuan)補(bu)(bu)給(gei)(gei)區保(bao)護(hu)(hu)力度。2023年底前完成“千(qian)噸萬人”及以上(shang)規模集中式地(di)下水(shui)型飲(yin)用水(shui)源(yuan)(yuan)補(bu)(bu)給(gei)(gei)區初步劃定(ding),加(jia)強(qiang)補(bu)(bu)給(gei)(gei)區地(di)下水(shui)環境(jing)(jing)管(guan)理。有序開展地(di)下水(shui)型飲(yin)用水(shui)水(shui)源(yuan)(yuan)保(bao)護(hu)(hu)區、補(bu)(bu)給(gei)(gei)區及供水(shui)單位周邊環境(jing)(jing)狀(zhuang)況調查(cha)評(ping)估。(省生態環境(jing)(jing)廳牽頭,省水(shui)利廳、省發展改革委(wei)、省住建廳等配合)

17.防范傍河型、截潛(qian)流型地(di)下(xia)水(shui)(shui)(shui)型飲用(yong)水(shui)(shui)(shui)水(shui)(shui)(shui)源環(huan)(huan)境(jing)風險(xian)。加強河道水(shui)(shui)(shui)質(zhi)管理(li),強化(hua)地(di)表(biao)水(shui)(shui)(shui)和地(di)下(xia)水(shui)(shui)(shui)污染(ran)協同(tong)防治(zhi),減少受污染(ran)河段側(ce)滲和垂直補給對地(di)下(xia)水(shui)(shui)(shui)污染(ran),確保(bao)傍河型、截潛(qian)流型地(di)下(xia)水(shui)(shui)(shui)型飲用(yong)水(shui)(shui)(shui)水(shui)(shui)(shui)源水(shui)(shui)(shui)質(zhi)安全。(省(sheng)生態(tai)環(huan)(huan)境(jing)廳牽頭,省(sheng)水(shui)(shui)(shui)利(li)廳、省(sheng)發(fa)展改革委等配合)

三、保障措施(shi)

(一)加強組織領導

各(ge)(ge)市(shi)人民政府是地下(xia)(xia)水污(wu)(wu)染(ran)防(fang)治(zhi)的責任(ren)主體,要制(zhi)定(ding)并實施(shi)本市(shi)地下(xia)(xia)水污(wu)(wu)染(ran)防(fang)治(zhi)行(xing)動計劃,成(cheng)立市(shi)級地下(xia)(xia)水污(wu)(wu)染(ran)協(xie)(xie)同(tong)防(fang)治(zhi)工(gong)作(zuo)領導小(xiao)組,明確目標任(ren)務,細化責任(ren)分工(gong),確保各(ge)(ge)項任(ren)務按期完(wan)成(cheng)。各(ge)(ge)相(xiang)關(guan)部門要建立信息共享和聯動監管機制(zhi),按照職責分工(gong),密切協(xie)(xie)作(zuo)配合,形(xing)成(cheng)工(gong)作(zuo)合力(li),適(shi)時召開(kai)聯席會(hui)議,協(xie)(xie)同(tong)推進地下(xia)(xia)水污(wu)(wu)染(ran)防(fang)治(zhi)。

(二)強化資金和技術(shu)保障

各級財(cai)政要加(jia)大對地下(xia)水(shui)(shui)(shui)污染(ran)防(fang)治(zhi)工作(zuo)的支(zhi)持(chi)力度(du),推動建(jian)立各級財(cai)政引(yin)導(dao)、企業單位(wei)承擔(dan)、社會資(zi)本積極參與(yu)的多(duo)元化環保投(tou)融資(zi)機(ji)制,依法合規拓展融資(zi)渠道,確(que)保地下(xia)水(shui)(shui)(shui)污染(ran)防(fang)治(zhi)任務按時完(wan)成。各市(shi)要強(qiang)化項(xiang)目庫建(jian)設,積極申請中央財(cai)政資(zi)金支(zhi)持(chi),用(yong)好用(yong)足中央地下(xia)水(shui)(shui)(shui)污染(ran)防(fang)治(zhi)專(zhuan)項(xiang)資(zi)金,規范資(zi)金使用(yong)程序,充分發(fa)揮資(zi)金效(xiao)益。要強(qiang)化隊(dui)伍(wu)建(jian)設,引(yin)進(jin)專(zhuan)業技(ji)術人員,強(qiang)化地下(xia)水(shui)(shui)(shui)污染(ran)防(fang)治(zhi)專(zhuan)家庫建(jian)設,提升地下(xia)水(shui)(shui)(shui)污染(ran)防(fang)治(zhi)從業人員的業務能力和技(ji)術水(shui)(shui)(shui)平。

(三)強化執法監(jian)督(du)和考核(he)督(du)察(cha)

依(yi)法(fa)開展地下(xia)(xia)水(shui)(shui)環境保護行(xing)(xing)(xing)(xing)政執法(fa),嚴(yan)格對(dui)照環評報(bao)告中提(ti)出的(de)(de)地下(xia)(xia)水(shui)(shui)污(wu)(wu)染(ran)(ran)防治措施進(jin)行(xing)(xing)(xing)(xing)檢查督導,督促企(qi)(qi)業落實(shi)地下(xia)(xia)水(shui)(shui)污(wu)(wu)染(ran)(ran)防治主(zhu)體責(ze)任。強化企(qi)(qi)業自(zi)行(xing)(xing)(xing)(xing)監測及地熱水(shui)(shui)、煤成(cheng)氣等采出水(shui)(shui)違法(fa)排污(wu)(wu)執法(fa)檢查。加強對(dui)年度(du)重點任務(wu)進(jin)展情(qing)況的(de)(de)調度(du)通報(bao),對(dui)重點工(gong)作進(jin)度(du)滯(zhi)后的(de)(de)市及時預警(jing)、督辦。實(shi)行(xing)(xing)(xing)(xing)年度(du)目標任務(wu)完(wan)成(cheng)情(qing)況評估機制,對(dui)各(ge)市任務(wu)完(wan)成(cheng)情(qing)況進(jin)行(xing)(xing)(xing)(xing)全面總(zong)結和(he)評估考核,對(dui)不(bu)認(ren)真履行(xing)(xing)(xing)(xing)職責(ze)、采取措施不(bu)力、不(bu)能(neng)按時完(wan)成(cheng)目標和(he)任務(wu)的(de)(de)市進(jin)行(xing)(xing)(xing)(xing)專項督察,必要(yao)時進(jin)行(xing)(xing)(xing)(xing)約談。
