各省、自治區、直(zhi)轄市生(sheng)態環境廳(局),新疆生(sheng)產建(jian)設兵團生(sheng)態環境局:

  “十三五(wu)”時(shi)期,重(zhong)(zhong)金(jin)屬(shu)污(wu)(wu)染(ran)防(fang)(fang)控(kong)取得積極成效。同(tong)時(shi)應該看到,一些地(di)區重(zhong)(zhong)金(jin)屬(shu)污(wu)(wu)染(ran)問題仍然突出,威脅生態環(huan)境安(an)全和人民群眾健(jian)康,重(zhong)(zhong)金(jin)屬(shu)污(wu)(wu)染(ran)防(fang)(fang)控(kong)任重(zhong)(zhong)道(dao)遠(yuan)。根據《中共中央(yang) 國務院(yuan)關于深入打(da)好污(wu)(wu)染(ran)防(fang)(fang)治攻堅戰的(de)意見》,為進一步強化重(zhong)(zhong)金(jin)屬(shu)污(wu)(wu)染(ran)物排放控(kong)制(zhi),有效防(fang)(fang)控(kong)涉(she)重(zhong)(zhong)金(jin)屬(shu)環(huan)境風(feng)險(xian),制(zhi)定本意見。

  一、指導思想

  以(yi)(yi)習(xi)近平(ping)新(xin)時代(dai)中國特色社會主義思想為(wei)(wei)指(zhi)導(dao),全(quan)面(mian)貫徹(che)落實黨的十九大和十九屆歷次全(quan)會精(jing)神,深入貫徹(che)落實習(xi)近平(ping)生(sheng)態(tai)文明思想,立足(zu)新(xin)發(fa)展(zhan)階段,完整、準確、全(quan)面(mian)貫徹(che)新(xin)發(fa)展(zhan)理念,服務構(gou)建新(xin)發(fa)展(zhan)格局(ju),把握(wo)減污(wu)降碳協同增(zeng)效總要求(qiu),以(yi)(yi)改善生(sheng)態(tai)環(huan)境(jing)質量為(wei)(wei)核(he)心,以(yi)(yi)有效防控重(zhong)(zhong)金(jin)屬環(huan)境(jing)風險為(wei)(wei)目標,以(yi)(yi)重(zhong)(zhong)點重(zhong)(zhong)金(jin)屬污(wu)染(ran)物減排為(wei)(wei)抓手,堅持穩(wen)中求(qiu)進工作(zuo)總基調,堅持精(jing)準治(zhi)(zhi)污(wu)、科學治(zhi)(zhi)污(wu)、依法治(zhi)(zhi)污(wu),深入開展(zhan)重(zhong)(zhong)點行業(ye)重(zhong)(zhong)金(jin)屬污(wu)染(ran)綜合(he)治(zhi)(zhi)理,有效管控重(zhong)(zhong)點區域重(zhong)(zhong)金(jin)屬污(wu)染(ran),切(qie)實維護生(sheng)態(tai)環(huan)境(jing)安全(quan)和人民群眾健康。

  二、防控重點

  重(zhong)(zhong)點(dian)(dian)重(zhong)(zhong)金(jin)屬污(wu)染(ran)物。重(zhong)(zhong)點(dian)(dian)防控的重(zhong)(zhong)金(jin)屬污(wu)染(ran)物是鉛、汞、鎘、鉻(ge)、砷、鉈(she)和銻,并對鉛、汞、鎘、鉻(ge)和砷五種重(zhong)(zhong)點(dian)(dian)重(zhong)(zhong)金(jin)屬污(wu)染(ran)物排放量實(shi)施總量控制。

  重點行(xing)業(ye)。包(bao)括重有(you)色金屬礦采選業(ye)(銅、鉛(qian)鋅(xin)、鎳鈷、錫、銻和汞(gong)礦采選),重有(you)色金屬冶煉業(ye)(銅、鉛(qian)鋅(xin)、鎳鈷、錫、銻和汞(gong)冶煉),鉛(qian)蓄電(dian)池制(zhi)(zhi)造(zao)(zao)業(ye),電(dian)鍍行(xing)業(ye),化學原(yuan)料及化學制(zhi)(zhi)品制(zhi)(zhi)造(zao)(zao)業(ye)(電(dian)石法(聚)氯(lv)乙(yi)烯制(zhi)(zhi)造(zao)(zao)、鉻鹽制(zhi)(zhi)造(zao)(zao)、以工(gong)業(ye)固(gu)體廢物為原(yuan)料的鋅(xin)無機化合物工(gong)業(ye)),皮(pi)革鞣制(zhi)(zhi)加(jia)工(gong)業(ye)等6個行(xing)業(ye)。

  重點區域。依(yi)據重金(jin)屬污染(ran)物排放狀況、環境質量(liang)改善和(he)環境風險防控(kong)(kong)需求,劃(hua)定重金(jin)屬污染(ran)防控(kong)(kong)重點區域。

  鼓勵地方根據本地生態(tai)環境(jing)質量改善目標和重(zhong)(zhong)金(jin)屬污(wu)染狀況,確定(ding)上述要(yao)求以外的(de)重(zhong)(zhong)點重(zhong)(zhong)金(jin)屬污(wu)染物(wu)、重(zhong)(zhong)點行業和重(zhong)(zhong)點區(qu)域。

  三、主要目標

  到2025年(nian),全國重(zhong)(zhong)點(dian)(dian)行業(ye)重(zhong)(zhong)點(dian)(dian)重(zhong)(zhong)金屬污染物排放(fang)量比(bi)2020年(nian)下降5%,重(zhong)(zhong)點(dian)(dian)行業(ye)綠色發展水平較快提升(sheng),重(zhong)(zhong)金屬環境(jing)管理能力進一步(bu)增強,推進治理一批突出歷史遺留重(zhong)(zhong)金屬污染問(wen)題。

  到2035年,建(jian)立(li)健全(quan)重金屬污染防(fang)控制度和長效(xiao)機制,重金屬污染治理能(neng)力、環境(jing)風險防(fang)控能(neng)力和環境(jing)監管(guan)能(neng)力得到全(quan)面提升(sheng),重金屬環境(jing)風險得到全(quan)面有效(xiao)管(guan)控。

  四、分類管理,完善重金屬污染物排放管理制度

  完善全口(kou)徑(jing)清單動(dong)態調整機制。各地生態環境(jing)部門全面排(pai)查以工(gong)業(ye)(ye)(ye)固體(ti)廢物為原(yuan)料的鋅無(wu)機化合物工(gong)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)信(xin)息,將其納(na)(na)入全口(kou)徑(jing)涉(she)重(zhong)(zhong)金屬(shu)重(zhong)(zhong)點行業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)清單(以下簡稱全口(kou)徑(jing)清單);梳理(li)排(pai)查以重(zhong)(zhong)點行業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)為主的工(gong)業(ye)(ye)(ye)園區(qu),建立涉(she)重(zhong)(zhong)金屬(shu)工(gong)業(ye)(ye)(ye)園區(qu)清單;及時增(zeng)補(bu)新(xin)(xin)、改、擴(kuo)建企(qi)業(ye)(ye)(ye)信(xin)息和(he)漏報企(qi)業(ye)(ye)(ye)信(xin)息,動(dong)態更新(xin)(xin)全口(kou)徑(jing)清單,并在省(區(qu)、市)生態環境(jing)廳(ting)(局(ju))網(wang)站上公布。依法將重(zhong)(zhong)點行業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)納(na)(na)入重(zhong)(zhong)點排(pai)污單位(wei)名錄。

  加強重(zhong)(zhong)(zhong)金屬(shu)污(wu)(wu)染物(wu)減(jian)(jian)排(pai)(pai)分類管理。根據(ju)各省(區(qu)、市(shi))重(zhong)(zhong)(zhong)金屬(shu)污(wu)(wu)染物(wu)排(pai)(pai)放(fang)量基數和(he)減(jian)(jian)排(pai)(pai)潛力(li),分檔確定減(jian)(jian)排(pai)(pai)目標(biao);按重(zhong)(zhong)(zhong)點區(qu)域、重(zhong)(zhong)(zhong)點行業以(yi)及重(zhong)(zhong)(zhong)點重(zhong)(zhong)(zhong)金屬(shu),實(shi)施(shi)差別化減(jian)(jian)排(pai)(pai)政(zheng)策。各地生態環境部門應進(jin)一步(bu)摸排(pai)(pai)企(qi)業情(qing)況,挖(wa)掘減(jian)(jian)排(pai)(pai)潛力(li),以(yi)結構調整、升級改(gai)造和(he)深(shen)度(du)治理為(wei)主要手段,將減(jian)(jian)排(pai)(pai)目標(biao)任(ren)務落實(shi)到具體企(qi)業,推(tui)動實(shi)施(shi)一批重(zhong)(zhong)(zhong)金屬(shu)減(jian)(jian)排(pai)(pai)工(gong)程,持續減(jian)(jian)少重(zhong)(zhong)(zhong)金屬(shu)污(wu)(wu)染物(wu)排(pai)(pai)放(fang)。

  推行(xing)(xing)企(qi)(qi)(qi)(qi)業(ye)重(zhong)(zhong)(zhong)(zhong)金屬(shu)污(wu)(wu)染(ran)物(wu)排(pai)(pai)(pai)(pai)放(fang)總量(liang)控制(zhi)制(zhi)度(du)(du)。依法(fa)將重(zhong)(zhong)(zhong)(zhong)點(dian)行(xing)(xing)業(ye)企(qi)(qi)(qi)(qi)業(ye)納入排(pai)(pai)(pai)(pai)污(wu)(wu)許可(ke)(ke)(ke)管(guan)理。對(dui)(dui)于實(shi)施排(pai)(pai)(pai)(pai)污(wu)(wu)許可(ke)(ke)(ke)重(zhong)(zhong)(zhong)(zhong)點(dian)管(guan)理的企(qi)(qi)(qi)(qi)業(ye),排(pai)(pai)(pai)(pai)污(wu)(wu)許可(ke)(ke)(ke)證(zheng)應(ying)當明確重(zhong)(zhong)(zhong)(zhong)金屬(shu)污(wu)(wu)染(ran)物(wu)排(pai)(pai)(pai)(pai)放(fang)種類、許可(ke)(ke)(ke)排(pai)(pai)(pai)(pai)放(fang)濃(nong)度(du)(du)、許可(ke)(ke)(ke)排(pai)(pai)(pai)(pai)放(fang)量(liang)等(deng)。各地(di)生態環境部門(men)探索將重(zhong)(zhong)(zhong)(zhong)點(dian)行(xing)(xing)業(ye)減(jian)(jian)排(pai)(pai)(pai)(pai)企(qi)(qi)(qi)(qi)業(ye)重(zhong)(zhong)(zhong)(zhong)金屬(shu)污(wu)(wu)染(ran)物(wu)排(pai)(pai)(pai)(pai)放(fang)總量(liang)要(yao)求(qiu)(qiu)落實(shi)到排(pai)(pai)(pai)(pai)污(wu)(wu)許可(ke)(ke)(ke)證(zheng),減(jian)(jian)排(pai)(pai)(pai)(pai)企(qi)(qi)(qi)(qi)業(ye)在執(zhi)行(xing)(xing)國家和(he)(he)地(di)方污(wu)(wu)染(ran)物(wu)排(pai)(pai)(pai)(pai)放(fang)標準的同時,應(ying)當遵守分解(jie)落實(shi)到本單位的重(zhong)(zhong)(zhong)(zhong)金屬(shu)排(pai)(pai)(pai)(pai)放(fang)總量(liang)控制(zhi)要(yao)求(qiu)(qiu)。重(zhong)(zhong)(zhong)(zhong)點(dian)行(xing)(xing)業(ye)企(qi)(qi)(qi)(qi)業(ye)適用的污(wu)(wu)染(ran)物(wu)排(pai)(pai)(pai)(pai)放(fang)標準、重(zhong)(zhong)(zhong)(zhong)點(dian)污(wu)(wu)染(ran)物(wu)總量(liang)控制(zhi)要(yao)求(qiu)(qiu)發生變(bian)化,需要(yao)對(dui)(dui)排(pai)(pai)(pai)(pai)污(wu)(wu)許可(ke)(ke)(ke)證(zheng)進行(xing)(xing)變(bian)更(geng)的,審批部門(men)可(ke)(ke)(ke)以依法(fa)對(dui)(dui)排(pai)(pai)(pai)(pai)污(wu)(wu)許可(ke)(ke)(ke)證(zheng)相應(ying)事(shi)項(xiang)進行(xing)(xing)變(bian)更(geng),并載明削減(jian)(jian)措施、減(jian)(jian)排(pai)(pai)(pai)(pai)量(liang),作為總量(liang)替代來源的還應(ying)載明出讓量(liang)和(he)(he)出讓去向(xiang)。到2025年,企(qi)(qi)(qi)(qi)業(ye)排(pai)(pai)(pai)(pai)污(wu)(wu)許可(ke)(ke)(ke)證(zheng)環境管(guan)理臺賬、自行(xing)(xing)監(jian)測(ce)和(he)(he)執(zhi)行(xing)(xing)報告數據基(ji)本實(shi)現完整、可(ke)(ke)(ke)信,有效支撐重(zhong)(zhong)(zhong)(zhong)點(dian)行(xing)(xing)業(ye)企(qi)(qi)(qi)(qi)業(ye)排(pai)(pai)(pai)(pai)放(fang)量(liang)管(guan)理。

  探索重(zhong)(zhong)(zhong)(zhong)金屬污(wu)染物排(pai)(pai)放(fang)(fang)總量替代管(guan)理(li)豁免(mian)。在統(tong)籌區域環境質量改善(shan)目標和重(zhong)(zhong)(zhong)(zhong)金屬環境風(feng)險防控水(shui)平、高(gao)標準落實(shi)(shi)重(zhong)(zhong)(zhong)(zhong)金屬污(wu)染治理(li)要求并嚴格審(shen)(shen)(shen)批(pi)(pi)前(qian)提下(xia),對(dui)實(shi)(shi)施國家重(zhong)(zhong)(zhong)(zhong)大發展(zhan)戰略直接(jie)相關的(de)重(zhong)(zhong)(zhong)(zhong)點項目,可在環評審(shen)(shen)(shen)批(pi)(pi)程序(xu)實(shi)(shi)行重(zhong)(zhong)(zhong)(zhong)金屬污(wu)染物排(pai)(pai)放(fang)(fang)總量替代管(guan)理(li)豁免(mian)。對(dui)利(li)用涉(she)(she)重(zhong)(zhong)(zhong)(zhong)金屬固體(ti)廢(fei)物的(de)重(zhong)(zhong)(zhong)(zhong)點行業建設(she)項目,特別是(shi)以歷(li)史遺留涉(she)(she)重(zhong)(zhong)(zhong)(zhong)金屬固體(ti)廢(fei)物為原料的(de),在滿(man)足利(li)用固體(ti)廢(fei)物種(zhong)類(lei)、原料來源、建設(she)地點、工藝(yi)設(she)備和污(wu)染治理(li)水(shui)平等必要條(tiao)件并嚴格審(shen)(shen)(shen)批(pi)(pi)前(qian)提下(xia),可在環評審(shen)(shen)(shen)批(pi)(pi)程序(xu)實(shi)(shi)行重(zhong)(zhong)(zhong)(zhong)金屬污(wu)染物排(pai)(pai)放(fang)(fang)總量替代管(guan)理(li)豁免(mian)。

  五、嚴格準入,優化涉重金屬產業結構和布局

  嚴(yan)格(ge)(ge)重(zhong)(zhong)(zhong)點(dian)(dian)行(xing)(xing)業(ye)企業(ye)準入(ru)管理。新、改(gai)、擴(kuo)建(jian)重(zhong)(zhong)(zhong)點(dian)(dian)行(xing)(xing)業(ye)建(jian)設(she)項目應(ying)符合(he)“三線一(yi)單”、產業(ye)政策、區域環評、規劃環評和行(xing)(xing)業(ye)環境(jing)(jing)準入(ru)管控要(yao)求。重(zhong)(zhong)(zhong)點(dian)(dian)區域的(de)(de)新、改(gai)、擴(kuo)建(jian)重(zhong)(zhong)(zhong)點(dian)(dian)行(xing)(xing)業(ye)建(jian)設(she)項目應(ying)遵循重(zhong)(zhong)(zhong)點(dian)(dian)重(zhong)(zhong)(zhong)金屬(shu)污染物排放“減(jian)量(liang)替代”原(yuan)(yuan)則,減(jian)量(liang)替代比例不(bu)低(di)于1.2:1;其他區域遵循“等量(liang)替代”原(yuan)(yuan)則。建(jian)設(she)單位在提交環境(jing)(jing)影響評價(jia)文(wen)件時應(ying)明確重(zhong)(zhong)(zhong)點(dian)(dian)重(zhong)(zhong)(zhong)金屬(shu)污染物排放總(zong)量(liang)及來源。無(wu)明確具(ju)體總(zong)量(liang)來源的(de)(de),各級(ji)生態環境(jing)(jing)部門(men)不(bu)得批(pi)準相關(guan)環境(jing)(jing)影響評價(jia)文(wen)件。總(zong)量(liang)來源原(yuan)(yuan)則上(shang)應(ying)是同(tong)一(yi)重(zhong)(zhong)(zhong)點(dian)(dian)行(xing)(xing)業(ye)內(nei)企業(ye)削減(jian)的(de)(de)重(zhong)(zhong)(zhong)點(dian)(dian)重(zhong)(zhong)(zhong)金屬(shu)污染物排放量(liang),當同(tong)一(yi)重(zhong)(zhong)(zhong)點(dian)(dian)行(xing)(xing)業(ye)內(nei)企業(ye)削減(jian)量(liang)無(wu)法滿足時可從其他重(zhong)(zhong)(zhong)點(dian)(dian)行(xing)(xing)業(ye)調(diao)劑。嚴(yan)格(ge)(ge)重(zhong)(zhong)(zhong)點(dian)(dian)行(xing)(xing)業(ye)建(jian)設(she)項目環境(jing)(jing)影響評價(jia)審(shen)批(pi),審(shen)慎(shen)下放審(shen)批(pi)權限,不(bu)得以改(gai)革(ge)試點(dian)(dian)為名降低(di)審(shen)批(pi)要(yao)求。

  依(yi)法(fa)推動落后產(chan)能退(tui)出(chu)(chu)。根據《產(chan)業結構調整(zheng)指(zhi)導目錄》《限期淘汰(tai)產(chan)生嚴(yan)重污染(ran)環(huan)境(jing)的工業固(gu)體廢物的落后生產(chan)工藝設備名錄》等要求,推動依(yi)法(fa)淘汰(tai)涉(she)重金屬(shu)落后產(chan)能和化解(jie)過剩產(chan)能。嚴(yan)格執行生態環(huan)境(jing)保護等相關(guan)(guan)法(fa)規(gui)標準,推動經整(zheng)改(gai)仍(reng)達不到要求的產(chan)能依(yi)法(fa)依(yi)規(gui)關(guan)(guan)閉退(tui)出(chu)(chu)。

  優化重點(dian)行業企業布(bu)局。推(tui)動涉重金(jin)屬產(chan)業集中優化發(fa)展,禁止(zhi)低端落后產(chan)能向長江、黃河中上游地區轉(zhuan)移。禁止(zhi)新建(jian)(jian)用汞的(de)電(dian)石法(聚)氯乙烯生產(chan)工藝。新建(jian)(jian)、擴建(jian)(jian)的(de)重有色金(jin)屬冶煉、電(dian)鍍(du)(du)、制革企業優先選擇布(bu)設在依法合(he)規設立并經規劃環(huan)評(ping)的(de)產(chan)業園(yuan)區。廣(guang)東(dong)、江蘇、遼寧、山東(dong)、河北等省份加快推(tui)進專業電(dian)鍍(du)(du)企業入園(yuan),力(li)爭到(dao)2025年(nian)底專業電(dian)鍍(du)(du)企業入園(yuan)率達到(dao)75%。

  六、突出重點,深化重點行業重金屬污染治理

  加(jia)強重(zhong)(zhong)點(dian)行(xing)業(ye)(ye)(ye)企業(ye)(ye)(ye)清(qing)潔(jie)(jie)生產(chan)改(gai)造(zao)。加(jia)強重(zhong)(zhong)點(dian)行(xing)業(ye)(ye)(ye)清(qing)潔(jie)(jie)生產(chan)工藝(yi)的開發和應用。重(zhong)(zhong)點(dian)行(xing)業(ye)(ye)(ye)企業(ye)(ye)(ye)“十四五”期間依法至少開展一輪強制性清(qing)潔(jie)(jie)生產(chan)審(shen)核。到(dao)2025年底,重(zhong)(zhong)點(dian)行(xing)業(ye)(ye)(ye)企業(ye)(ye)(ye)基本(ben)達到(dao)國(guo)內清(qing)潔(jie)(jie)生產(chan)先進水(shui)平。加(jia)強重(zhong)(zhong)金(jin)(jin)屬(shu)(shu)污(wu)染(ran)源(yuan)頭防控,減少使用高鎘、高砷(shen)或高鉈的礦(kuang)石原料。加(jia)大重(zhong)(zhong)有色金(jin)(jin)屬(shu)(shu)冶煉(lian)行(xing)業(ye)(ye)(ye)企業(ye)(ye)(ye)生產(chan)工藝(yi)設備清(qing)潔(jie)(jie)生產(chan)改(gai)造(zao)力度,積(ji)極推動(dong)豎罐煉(lian)鋅(xin)設備替代改(gai)造(zao)和銅冶煉(lian)轉爐吹(chui)煉(lian)工藝(yi)提(ti)升改(gai)造(zao)。電石法(聚)氯乙烯(xi)生產(chan)企業(ye)(ye)(ye)生產(chan)每噸聚氯乙烯(xi)用汞量(liang)不得(de)超過49.14克,并(bing)確保持(chi)續(xu)穩中有降。

  推(tui)動重(zhong)金(jin)(jin)屬(shu)污染深度(du)治理(li)(li)。自2023年起,重(zhong)點(dian)區(qu)域鉛鋅冶(ye)煉(lian)(lian)和(he)(he)銅冶(ye)煉(lian)(lian)行(xing)業(ye)企(qi)(qi)(qi)(qi)業(ye),執行(xing)顆(ke)粒物和(he)(he)重(zhong)點(dian)重(zhong)金(jin)(jin)屬(shu)污染物特別排(pai)放(fang)(fang)(fang)(fang)限(xian)(xian)值。根據排(pai)放(fang)(fang)(fang)(fang)標準(zhun)相關規(gui)定和(he)(he)重(zhong)金(jin)(jin)屬(shu)污染防控需求,省(sheng)級人(ren)(ren)民(min)政府(fu)可增(zeng)加執行(xing)特別排(pai)放(fang)(fang)(fang)(fang)限(xian)(xian)值的(de)地(di)域范圍。上述(shu)執行(xing)特別排(pai)放(fang)(fang)(fang)(fang)限(xian)(xian)值的(de)地(di)域范圍,由省(sheng)級人(ren)(ren)民(min)政府(fu)通過公告(gao)或印發(fa)相關文件等適當方式予(yu)以公布。重(zhong)有(you)色金(jin)(jin)屬(shu)冶(ye)煉(lian)(lian)企(qi)(qi)(qi)(qi)業(ye)應加強(qiang)生(sheng)產車(che)間低空逸散煙氣收(shou)集處(chu)(chu)理(li)(li),有(you)效減(jian)少無(wu)組織排(pai)放(fang)(fang)(fang)(fang)。重(zhong)有(you)色金(jin)(jin)屬(shu)礦(kuang)采(cai)選(xuan)企(qi)(qi)(qi)(qi)業(ye)要按(an)照規(gui)定完(wan)善廢(fei)石堆場、排(pai)土場周邊(bian)雨(yu)污分(fen)流設施(shi),建設酸(suan)性廢(fei)水收(shou)集與(yu)處(chu)(chu)理(li)(li)設施(shi),處(chu)(chu)理(li)(li)達標后(hou)排(pai)放(fang)(fang)(fang)(fang)。采(cai)用灑水、旋風等簡易(yi)除(chu)塵(chen)治理(li)(li)工藝(yi)的(de)重(zhong)有(you)色金(jin)(jin)屬(shu)礦(kuang)采(cai)選(xuan)企(qi)(qi)(qi)(qi)業(ye),應加強(qiang)廢(fei)氣收(shou)集,實施(shi)過濾除(chu)塵(chen)等顆(ke)粒物治理(li)(li)升級改造工程。開展電鍍(du)(du)行(xing)業(ye)重(zhong)金(jin)(jin)屬(shu)污染綜合整治,推(tui)進專(zhuan)業(ye)電鍍(du)(du)園區(qu)、專(zhuan)業(ye)電鍍(du)(du)企(qi)(qi)(qi)(qi)業(ye)重(zhong)金(jin)(jin)屬(shu)污染深度(du)治理(li)(li)。排(pai)放(fang)(fang)(fang)(fang)汞(gong)及(ji)汞(gong)化(hua)合物的(de)企(qi)(qi)(qi)(qi)業(ye)應當采(cai)用最佳可行(xing)技(ji)術(shu)和(he)(he)最佳環境(jing)實踐(jian),控制并減(jian)少汞(gong)及(ji)汞(gong)化(hua)合物的(de)排(pai)放(fang)(fang)(fang)(fang)和(he)(he)釋放(fang)(fang)(fang)(fang)。

  開(kai)展(zhan)涉(she)(she)鎘涉(she)(she)鉈(she)(she)企(qi)(qi)(qi)業(ye)排查(cha)(cha)整(zheng)(zheng)治(zhi)行動(dong)。開(kai)展(zhan)農用地(di)土(tu)壤鎘等重(zhong)金屬污(wu)染(ran)(ran)源(yuan)頭防治(zhi)行動(dong),持續(xu)推(tui)進耕(geng)地(di)周邊涉(she)(she)鎘等重(zhong)金屬行業(ye)企(qi)(qi)(qi)業(ye)排查(cha)(cha)整(zheng)(zheng)治(zhi)。全面排查(cha)(cha)涉(she)(she)鉈(she)(she)企(qi)(qi)(qi)業(ye),指導督促涉(she)(she)鉈(she)(she)企(qi)(qi)(qi)業(ye)建(jian)立鉈(she)(she)污(wu)染(ran)(ran)風險問題(ti)臺賬并制(zhi)定問題(ti)整(zheng)(zheng)改(gai)方(fang)(fang)案。開(kai)展(zhan)重(zhong)有色金屬冶煉(lian)、鋼鐵等典型涉(she)(she)鉈(she)(she)企(qi)(qi)(qi)業(ye)廢水(shui)治(zhi)理設施(shi)除鉈(she)(she)升級改(gai)造,嚴(yan)格執(zhi)行車(che)間或生(sheng)產(chan)設施(shi)廢水(shui)排放(fang)口達標(biao)要求。各(ge)地(di)生(sheng)態環(huan)境部門構建(jian)涉(she)(she)鉈(she)(she)企(qi)(qi)(qi)業(ye)全鏈條閉(bi)環(huan)管理體(ti)系(xi),督促企(qi)(qi)(qi)業(ye)對礦石原料、主副產(chan)品和生(sheng)產(chan)廢物中鉈(she)(she)成分進行檢測分析(xi),實現鉈(she)(she)元素可核算可追蹤。江西(xi)、湖南(nan)、廣西(xi)、貴州、云(yun)南(nan)、陜西(xi)、甘肅等省份要制(zhi)定鉈(she)(she)污(wu)染(ran)(ran)防控(kong)方(fang)(fang)案,強化涉(she)(she)鉈(she)(she)企(qi)(qi)(qi)業(ye)綜合(he)整(zheng)(zheng)治(zhi),嚴(yan)防鉈(she)(she)污(wu)染(ran)(ran)問題(ti)發生(sheng)。

  加強涉重金屬固體廢(fei)物環(huan)(huan)境管理(li)(li)(li)。加強重點行業企業廢(fei)渣(zha)場環(huan)(huan)境管理(li)(li)(li),完善防(fang)滲漏、防(fang)流失、防(fang)揚散等(deng)措(cuo)施(shi)。推動鋅濕法冶煉工藝按有關規定配套(tao)建設(she)浸出渣(zha)無害化(hua)處(chu)理(li)(li)(li)系統及硫渣(zha)處(chu)理(li)(li)(li)設(she)施(shi)。加強尾(wei)礦污染防(fang)控,開展(zhan)長江經濟帶(dai)尾(wei)礦庫(ku)污染治理(li)(li)(li)“回(hui)頭看(kan)”和黃河流域(yu)、嘉陵(ling)江上游尾(wei)礦庫(ku)污染治理(li)(li)(li)。嚴(yan)格廢(fei)鉛(qian)蓄電池(chi)、冶煉灰渣(zha)、鋼廠(chang)煙灰等(deng)含重金屬固體廢(fei)物收集(ji)、貯存、轉移(yi)、利(li)用處(chu)置過(guo)程的環(huan)(huan)境管理(li)(li)(li),防(fang)止二次(ci)污染。

  推(tui)進(jin)涉重金(jin)屬歷史(shi)(shi)(shi)遺(yi)留(liu)(liu)問(wen)(wen)(wen)題治理。全(quan)面推(tui)動陜(shan)西省白河(he)縣硫(liu)鐵(tie)礦(kuang)區污(wu)染(ran)系統治理,有序推(tui)進(jin)丹江口庫區及上(shang)游等地(di)(di)(di)區歷史(shi)(shi)(shi)遺(yi)留(liu)(liu)礦(kuang)山(shan)污(wu)染(ran)排(pai)查整治,因(yin)地(di)(di)(di)制宜(yi)、“一(yi)礦(kuang)一(yi)策”,形(xing)成(cheng)一(yi)批可(ke)復(fu)制可(ke)推(tui)廣的污(wu)染(ran)治理技(ji)術模式。推(tui)動“錳(meng)三角”地(di)(di)(di)區加快錳(meng)產業結構調整,系統開展錳(meng)污(wu)染(ran)治理和生(sheng)態修復(fu),加強(qiang)全(quan)國其他地(di)(di)(di)區涉錳(meng)企(qi)業污(wu)染(ran)整治。堅持問(wen)(wen)(wen)題導向,舉一(yi)反(fan)三,推(tui)動地(di)(di)(di)方結合(he)農用(yong)地(di)(di)(di)土壤鎘(ge)等重金(jin)屬污(wu)染(ran)防治、清廢行動等專項工作,開展廢渣、底泥等突出歷史(shi)(shi)(shi)遺(yi)留(liu)(liu)重金(jin)屬污(wu)染(ran)問(wen)(wen)(wen)題排(pai)查,以防控(kong)環境(jing)風險(xian)為核心實施(shi)分(fen)類(lei)整治。對問(wen)(wen)(wen)題復(fu)雜、短期(qi)難(nan)以徹(che)底解決的問(wen)(wen)(wen)題,要以保(bao)障人體健康為優先目(mu)標(biao)做好污(wu)染(ran)阻隔(ge)等風險(xian)管控(kong)措施(shi),防止污(wu)染(ran)飲(yin)用(yong)水(shui)水(shui)源(yuan)地(di)(di)(di)、耕地(di)(di)(di)等環境(jing)敏感(gan)目(mu)標(biao)。鼓勵有條件的地(di)(di)(di)方利用(yong)衛(wei)星遙感(gan)、無人機、大(da)數據等手段開展歷史(shi)(shi)(shi)遺(yi)留(liu)(liu)重金(jin)屬污(wu)染(ran)問(wen)(wen)(wen)題排(pai)查。

  七、健全標準,加強重金屬污染監管執法

  完善(shan)重(zhong)金(jin)(jin)(jin)屬污(wu)染(ran)物標準(zhun)體系。研究修(xiu)訂(ding)鉛鋅、電鍍(du)等行(xing)(xing)業(ye)污(wu)染(ran)物排放(fang)標準(zhun),加(jia)快制定(ding)出(chu)臺廢水重(zhong)金(jin)(jin)(jin)屬在線監測系統(tong)安裝、運(yun)行(xing)(xing)、驗收技(ji)術規(gui)范。修(xiu)訂(ding)《重(zhong)點重(zhong)金(jin)(jin)(jin)屬污(wu)染(ran)物排放(fang)量(liang)控制目(mu)標完成情況評估細則(試行(xing)(xing))》。省級生態環(huan)境部門結合本地區(qu)(qu)突出(chu)的重(zhong)金(jin)(jin)(jin)屬污(wu)染(ran)問題,加(jia)強地方(fang)排放(fang)標準(zhun)體系建設(she),對(dui)于涉錳、銻、鉬等產業(ye)分布集中的地區(qu)(qu),要加(jia)快研究制定(ding)地方(fang)性生態環(huan)境標準(zhun),推動解決區(qu)(qu)域(yu)性特色行(xing)(xing)業(ye)污(wu)染(ran)問題。

  強化重金屬(shu)(shu)污(wu)(wu)染(ran)監(jian)(jian)(jian)(jian)(jian)(jian)控預(yu)警。加快(kuai)推(tui)進廢(fei)水(shui)、廢(fei)氣(qi)重金屬(shu)(shu)在(zai)(zai)線監(jian)(jian)(jian)(jian)(jian)(jian)測(ce)技術(shu)、設備的研發(fa)與應用(yong)。建立健(jian)全重金屬(shu)(shu)污(wu)(wu)染(ran)監(jian)(jian)(jian)(jian)(jian)(jian)控預(yu)警體(ti)系(xi),提升信(xin)息化監(jian)(jian)(jian)(jian)(jian)(jian)管水(shui)平。各(ge)地(di)生態環境部門在(zai)(zai)涉(she)鉈(she)(she)涉(she)銻行業(ye)企(qi)(qi)業(ye)分布密集區(qu)域下游,依托水(shui)質自(zi)(zi)動監(jian)(jian)(jian)(jian)(jian)(jian)測(ce)站加裝鉈(she)(she)、銻等(deng)(deng)特(te)征重金屬(shu)(shu)污(wu)(wu)染(ran)物(wu)(wu)自(zi)(zi)動監(jian)(jian)(jian)(jian)(jian)(jian)測(ce)系(xi)統。排放鎘(ge)等(deng)(deng)重金屬(shu)(shu)的企(qi)(qi)業(ye),應依法對周邊大(da)氣(qi)鎘(ge)等(deng)(deng)重金屬(shu)(shu)沉降及耕地(di)土壤重金屬(shu)(shu)進行定期監(jian)(jian)(jian)(jian)(jian)(jian)測(ce),評估(gu)大(da)氣(qi)重金屬(shu)(shu)沉降造(zao)成耕地(di)土壤中鎘(ge)等(deng)(deng)重金屬(shu)(shu)累積(ji)的風(feng)險,并采取防控措施。鼓(gu)勵重點行業(ye)企(qi)(qi)業(ye)在(zai)(zai)重點部位和關鍵(jian)節點應用(yong)重金屬(shu)(shu)污(wu)(wu)染(ran)物(wu)(wu)自(zi)(zi)動監(jian)(jian)(jian)(jian)(jian)(jian)測(ce)、視頻監(jian)(jian)(jian)(jian)(jian)(jian)控和用(yong)電(能)監(jian)(jian)(jian)(jian)(jian)(jian)控等(deng)(deng)智能監(jian)(jian)(jian)(jian)(jian)(jian)控手段(duan)。

  強化涉重(zhong)(zhong)金(jin)屬(shu)執(zhi)法(fa)(fa)監督力度。將(jiang)重(zhong)(zhong)點行業(ye)企業(ye)及相關(guan)堆場、尾(wei)礦庫(ku)等設施納(na)(na)入(ru)“雙隨機、一公(gong)開”抽查檢查對象(xiang)范圍(wei),進(jin)行重(zhong)(zhong)點監管(guan)。加大排(pai)(pai)污(wu)(wu)許可證后監管(guan)力度,對重(zhong)(zhong)金(jin)屬(shu)污(wu)(wu)染物實際(ji)排(pai)(pai)放量(liang)超出許可排(pai)(pai)放量(liang)的企業(ye)依(yi)法(fa)(fa)依(yi)規(gui)處理。將(jiang)對涉重(zhong)(zhong)金(jin)屬(shu)行業(ye)專項執(zhi)法(fa)(fa)檢查納(na)(na)入(ru)污(wu)(wu)染防治攻堅戰(zhan)監督檢查考核工作,依(yi)法(fa)(fa)嚴厲打擊超標(biao)排(pai)(pai)放、不正常運行污(wu)(wu)染治理設施、非法(fa)(fa)排(pai)(pai)放、傾倒、收集、貯(zhu)存、轉移、利用、處置含重(zhong)(zhong)金(jin)屬(shu)危險廢物等違法(fa)(fa)違規(gui)行為,涉嫌犯罪的,依(yi)法(fa)(fa)移送公(gong)安機關(guan)依(yi)法(fa)(fa)追究刑事責(ze)任。

  強(qiang)化(hua)涉重金屬污染(ran)應(ying)(ying)(ying)急(ji)管理。重點(dian)行(xing)業(ye)(ye)企業(ye)(ye)應(ying)(ying)(ying)依(yi)法依(yi)規完(wan)善環(huan)境(jing)風險(xian)防范(fan)和環(huan)境(jing)安全隱患(huan)排查治理措施,制定環(huan)境(jing)應(ying)(ying)(ying)急(ji)預案,儲(chu)備(bei)相關應(ying)(ying)(ying)急(ji)物資(zi),定期(qi)開展(zhan)應(ying)(ying)(ying)急(ji)演練(lian)。各(ge)地生(sheng)態環(huan)境(jing)部門(men)結合“一河一策一圖”將涉重金屬污染(ran)應(ying)(ying)(ying)急(ji)處置(zhi)預案納入本地突發(fa)環(huan)境(jing)應(ying)(ying)(ying)急(ji)預案,加強(qiang)應(ying)(ying)(ying)急(ji)物資(zi)儲(chu)備(bei),定期(qi)開展(zhan)應(ying)(ying)(ying)急(ji)演練(lian),不(bu)斷提升環(huan)境(jing)應(ying)(ying)(ying)急(ji)處置(zhi)能力。

  八、落實責任,促進信息公開和社會共治

  分解工(gong)(gong)(gong)作(zuo)(zuo)任(ren)(ren)(ren)(ren)務(wu)。省級生(sheng)態環境(jing)部門(men)明(ming)確(que)(que)重(zhong)(zhong)金屬污(wu)染防控(kong)(kong)責任(ren)(ren)(ren)(ren)人(ren),加強組織領(ling)導(dao),制(zhi)(zhi)定工(gong)(gong)(gong)作(zuo)(zuo)方(fang)案(an),明(ming)確(que)(que)年(nian)度減(jian)排(pai)目標(biao),細化任(ren)(ren)(ren)(ren)務(wu)分工(gong)(gong)(gong),逐項(xiang)(xiang)落實工(gong)(gong)(gong)作(zuo)(zuo)任(ren)(ren)(ren)(ren)務(wu),確(que)(que)保各項(xiang)(xiang)工(gong)(gong)(gong)作(zuo)(zuo)順(shun)利開展。按照一(yi)區一(yi)策原(yuan)則,在工(gong)(gong)(gong)作(zuo)(zuo)方(fang)案(an)中明(ming)確(que)(que)各重(zhong)(zhong)點區域污(wu)染控(kong)(kong)制(zhi)(zhi)、質(zhi)量改(gai)善、風險管(guan)控(kong)(kong)等任(ren)(ren)(ren)(ren)務(wu)。省級工(gong)(gong)(gong)作(zuo)(zuo)方(fang)案(an)應于2022年(nian)6月30日(ri)前(qian)報送生(sheng)態環境(jing)部備案(an)。

  定期調度(du)進展(zhan)。省(sheng)級(ji)生(sheng)態(tai)環(huan)境(jing)(jing)部(bu)門要加強重金屬污(wu)染防控工(gong)(gong)(gong)(gong)作調度(du)和(he)成效評估,每年(nian)(nian)7月(yue)15日前將(jiang)上半年(nian)(nian)重點行(xing)業建設項目總(zong)量(liang)替代(dai)清(qing)單、減(jian)(jian)排工(gong)(gong)(gong)(gong)程實(shi)施清(qing)單,每年(nian)(nian)1月(yue)底(di)前將(jiang)上年(nian)(nian)重金屬污(wu)染防控工(gong)(gong)(gong)(gong)作進展(zhan)、減(jian)(jian)排評估結果和(he)動態(tai)更(geng)新(xin)后(hou)(hou)的全口(kou)徑企(qi)業清(qing)單報送生(sheng)態(tai)環(huan)境(jing)(jing)部(bu)。生(sheng)態(tai)環(huan)境(jing)(jing)部(bu)根據省(sheng)級(ji)生(sheng)態(tai)環(huan)境(jing)(jing)部(bu)門工(gong)(gong)(gong)(gong)作情(qing)況,加強工(gong)(gong)(gong)(gong)作指導和(he)技術幫扶。對于進展(zhan)滯后(hou)(hou)的地區實(shi)施預(yu)警,對未執行(xing)總(zong)量(liang)替代(dai)政策(ce)的進行(xing)通報。

  加強財政金(jin)融支(zhi)持(chi)(chi)。省(sheng)級生態環境(jing)部門按(an)照土壤污(wu)染(ran)防控等資(zi)(zi)金(jin)管理(li)相關(guan)規(gui)(gui)定合(he)理(li)使用資(zi)(zi)金(jin),積極拓寬資(zi)(zi)金(jin)來源渠道,支(zhi)持(chi)(chi)涉(she)重金(jin)屬(shu)(shu)歷(li)史遺留問題治理(li)等工作。收(shou)集(ji)、貯(zhu)存、運(yun)輸、利(li)用、處置涉(she)重金(jin)屬(shu)(shu)危險廢物的單位,應當按(an)照國家有(you)關(guan)規(gui)(gui)定,投保環境(jing)污(wu)染(ran)責任(ren)保險。鼓勵各地(di)探索開展重金(jin)屬(shu)(shu)污(wu)染(ran)物排污(wu)權(quan)交易(yi)工作。

  鼓勵公眾參與。重點(dian)行(xing)(xing)業(ye)企(qi)(qi)業(ye)應依法披露重金屬相(xiang)關環境信息。有條件的企(qi)(qi)業(ye)可設置企(qi)(qi)業(ye)公眾開放(fang)日。充分(fen)發(fa)揮(hui)行(xing)(xing)業(ye)協(xie)會(hui)等(deng)社會(hui)團體作用,督促企(qi)(qi)業(ye)自(zi)覺履行(xing)(xing)社會(hui)責任。支持(chi)各地(di)建立完善有獎(jiang)舉報制度,將舉報重點(dian)行(xing)(xing)業(ye)企(qi)(qi)業(ye)非法生產、不正常運行(xing)(xing)治理設施、超標排放(fang)、傾倒(dao)轉移含(han)重金屬廢物(wu)等(deng)列入(ru)重點(dian)獎(jiang)勵范圍。
