6月6日,住房(fang)城鄉建設部《關于(yu)進一步加強(qiang)城市的意見》已(yi)經(jing)國務院同意。
意見(jian)指(zhi)出(chu),到(dao)2027年,健全(quan)城(cheng)(cheng)市建(jian)(jian)筑(zhu)垃圾(ji)治(zhi)理(li)(li)體系(xi),完善建(jian)(jian)筑(zhu)垃圾(ji)管(guan)(guan)理(li)(li)法規政(zheng)策和標準規范,建(jian)(jian)筑(zhu)垃圾(ji)全(quan)過程管(guan)(guan)理(li)(li)制(zhi)度得到(dao)有(you)效(xiao)落(luo)實,偷排(pai)亂倒問題得到(dao)有(you)效(xiao)遏制(zhi),全(quan)國地級及以上城(cheng)(cheng)市建(jian)(jian)筑(zhu)垃圾(ji)平均資源化利用(yong)率達到(dao)50%以上,城(cheng)(cheng)市建(jian)(jian)筑(zhu)垃圾(ji)有(you)效(xiao)治(zhi)理(li)(li)新格(ge)局基本形(xing)成。

關于進一步加強城(cheng)市建筑垃圾(ji)治理的(de)意見
住房城鄉建設部
為貫徹落實《中華人民共(gong)和國固(gu)體(ti)廢物污染環境防治(zhi)(zhi)法(fa)(fa)》等法(fa)(fa)律(lv)法(fa)(fa)規(gui)規(gui)定,進一(yi)步加強(qiang)城市建(jian)筑(zhu)垃圾治(zhi)(zhi)理,提升資源化(hua)利用(yong)水平,推動行業(ye)高質量發展,現提出如下意見。
一、總體要求
堅(jian)持(chi)(chi)以習近平(ping)新時(shi)代中(zhong)(zhong)(zhong)國特色(se)社會主義思(si)想(xiang)為指導(dao),深(shen)入貫徹黨的(de)二十大和二十屆二中(zhong)(zhong)(zhong)、三中(zhong)(zhong)(zhong)全(quan)會精神,全(quan)面貫徹習近平(ping)生態文明思(si)想(xiang),完整準(zhun)確全(quan)面貫徹新發(fa)展理念,統(tong)籌城市規劃(hua)、建設、管理,堅(jian)持(chi)(chi)問題導(dao)向與系統(tong)治(zhi)(zhi)理相(xiang)結(jie)(jie)合、存量(liang)治(zhi)(zhi)理與增量(liang)控制相(xiang)結(jie)(jie)合、有效處(chu)置(zhi)與資源化利用相(xiang)結(jie)(jie)合、政府(fu)主導(dao)與社會參與相(xiang)結(jie)(jie)合,健全(quan)城市建筑垃圾治(zhi)(zhi)理體系,提升治(zhi)(zhi)理效能(neng),促進建筑垃圾減量(liang)化、資源化、無害化,為全(quan)面推進美麗中(zhong)(zhong)(zhong)國建設提供有力支(zhi)撐(cheng)。
到(dao)2027年(nian),健全(quan)城(cheng)市建(jian)筑(zhu)垃(la)圾(ji)治理體系,完善(shan)建(jian)筑(zhu)垃(la)圾(ji)管(guan)理法規政策和標準規范(fan),建(jian)筑(zhu)垃(la)圾(ji)全(quan)過程管(guan)理制度得(de)到(dao)有(you)效落實(shi),偷排亂(luan)倒問題得(de)到(dao)有(you)效遏制,全(quan)國(guo)地級及以上城(cheng)市建(jian)筑(zhu)垃(la)圾(ji)平(ping)均資源化(hua)利用率達(da)到(dao)50%以上,城(cheng)市建(jian)筑(zhu)垃(la)圾(ji)有(you)效治理新格局基本形成。
二、加強建筑垃(la)圾源(yuan)頭管理
(一(yi))壓實減(jian)量責(ze)任。落(luo)(luo)實工(gong)(gong)程建(jian)設(she)(she)單位(wei)(wei)(wei)、設(she)(she)計(ji)單位(wei)(wei)(wei)、施(shi)工(gong)(gong)單位(wei)(wei)(wei)等(deng)主體責(ze)任,采(cai)用(yong)新型建(jian)造方(fang)式,大力(li)發展裝配式建(jian)筑(zhu),創新設(she)(she)計(ji)、施(shi)工(gong)(gong)技術與裝備。推廣綠(lv)色施(shi)工(gong)(gong)和全(quan)裝修交(jiao)付,從源(yuan)頭減(jian)少(shao)建(jian)筑(zhu)垃圾產生。工(gong)(gong)程建(jian)設(she)(she)單位(wei)(wei)(wei)應將(jiang)建(jian)筑(zhu)垃圾減(jian)量、運輸(shu)、利(li)用(yong)、處置所需(xu)費用(yong)列(lie)入工(gong)(gong)程造價。(住房城鄉建(jian)設(she)(she)部(bu)、交(jiao)通(tong)運輸(shu)部(bu)、水利(li)部(bu)、國家鐵路局按(an)職責(ze)分(fen)工(gong)(gong)負(fu)責(ze),地(di)方(fang)人民政府負(fu)責(ze)落(luo)(luo)實。以(yi)下均需(xu)地(di)方(fang)人民政府落(luo)(luo)實,不再列(lie)出(chu))
(二)實(shi)行(xing)(xing)分(fen)類(lei)處(chu)(chu)理(li)。各地(di)要依照(zhao)《建(jian)筑垃(la)(la)圾(ji)(ji)(ji)處(chu)(chu)理(li)技術標(biao)準(zhun)》,將建(jian)筑垃(la)(la)圾(ji)(ji)(ji)分(fen)為工程(cheng)(cheng)渣土、工程(cheng)(cheng)泥漿、工程(cheng)(cheng)垃(la)(la)圾(ji)(ji)(ji)、拆(chai)除(chu)垃(la)(la)圾(ji)(ji)(ji)、裝修垃(la)(la)圾(ji)(ji)(ji),實(shi)行(xing)(xing)分(fen)類(lei)處(chu)(chu)理(li),因(yin)地(di)制宜明確處(chu)(chu)理(li)方式。嚴(yan)禁將建(jian)筑垃(la)(la)圾(ji)(ji)(ji)直接與生(sheng)(sheng)活垃(la)(la)圾(ji)(ji)(ji)混合處(chu)(chu)理(li)。原則上,工程(cheng)(cheng)渣土和干化處(chu)(chu)理(li)后的(de)工程(cheng)(cheng)泥漿可用(yong)于土方平(ping)衡、場地(di)平(ping)整、道路(lu)(lu)建(jian)設、環(huan)(huan)境(jing)治理(li)或燒結制品等(deng);工程(cheng)(cheng)垃(la)(la)圾(ji)(ji)(ji)、拆(chai)除(chu)垃(la)(la)圾(ji)(ji)(ji)、裝修垃(la)(la)圾(ji)(ji)(ji)應(ying)優先用(yong)于生(sheng)(sheng)產再(zai)生(sheng)(sheng)骨料(liao)、再(zai)生(sheng)(sheng)建(jian)材(cai)、道路(lu)(lu)材(cai)料(liao)等(deng);無(wu)法利用(yong)的(de),應(ying)進行(xing)(xing)無(wu)害化處(chu)(chu)置,保障(zhang)處(chu)(chu)置安全,防(fang)止污染環(huan)(huan)境(jing)。(住房城鄉建(jian)設部牽(qian)頭,生(sheng)(sheng)態環(huan)(huan)境(jing)部、交通運(yun)輸部、水(shui)利部、國家鐵(tie)路(lu)(lu)局按職責分(fen)工負(fu)責)
(三(san))強化施(shi)工(gong)現場管(guan)理。工(gong)程建(jian)設主(zhu)管(guan)部門應督促工(gong)程建(jian)設單位和施(shi)工(gong)單位,劃定(ding)建(jian)筑垃(la)(la)圾(ji)分類(lei)貯存場所(suo),分類(lei)收集建(jian)筑垃(la)(la)圾(ji),選擇(ze)符合條(tiao)件的運(yun)(yun)輸單位及時(shi)清運(yun)(yun),規(gui)范運(yun)(yun)輸車輛(liang)進(jin)出管(guan)理,并按(an)規(gui)定(ding)對建(jian)筑垃(la)(la)圾(ji)進(jin)行利用、處(chu)置。各地(di)要(yao)因地(di)制宜推進(jin)建(jian)筑拆除與一體化。(住(zhu)房城(cheng)鄉建(jian)設部、交通運(yun)(yun)輸部、水利部、國家鐵路局按(an)職(zhi)責分工(gong)負責)
(四(si))規范裝修(xiu)垃圾管理。各(ge)地要明確裝修(xiu)垃圾投(tou)放(fang)、收運(yun)管理要求,落實屬地政府、物業服務單(dan)位責任,引導合理設置裝修(xiu)垃圾投(tou)放(fang)點,采取(qu)必要的污染防治措(cuo)施,保持(chi)周邊環(huan)境整潔。鼓勵采取(qu)提前預約、袋裝投(tou)放(fang)、箱體收集(ji)等方式收運(yun)裝修(xiu)垃圾。(住房城鄉建設部負責)
三、強化建筑垃圾運輸監管
(五(wu))明(ming)確(que)技術(shu)要求。各地要制(zhi)定完善建筑(zhu)垃圾(ji)運(yun)輸車輛、船(chuan)舶相關技術(shu)要求,明(ming)確(que)外觀規格、標志標識、密閉裝置、北斗衛星(xing)定位(wei)、安全配置、裝卸記(ji)錄、數據傳輸等要求,鼓(gu)勵使用(yong)新(xin)能源車輛、船(chuan)舶運(yun)輸建筑(zhu)垃圾(ji)。(住(zhu)房城鄉建設部牽(qian)頭,工業和信息化部、公安部、交通運(yun)輸部、市(shi)場監管總局按職責分工負責)
(六)規(gui)范運(yun)(yun)輸(shu)管(guan)理(li)。各地(di)要結合(he)實際,科(ke)學(xue)評估本行(xing)政區(qu)域內建(jian)(jian)筑垃圾(ji)產生量、運(yun)(yun)輸(shu)需求(qiu),引導運(yun)(yun)輸(shu)單位(wei)合(he)理(li)配置運(yun)(yun)力。強化運(yun)(yun)輸(shu)行(xing)為監管(guan),嚴(yan)格水路運(yun)(yun)輸(shu)碼頭、船(chuan)舶監管(guan),督(du)促運(yun)(yun)輸(shu)單位(wei)加強駕駛員安全教育和(he)車輛、船(chuan)舶運(yun)(yun)行(xing)狀況檢查,按照規(gui)定時間、路線(xian)將建(jian)(jian)筑垃圾(ji)運(yun)(yun)送至(zhi)指(zhi)定地(di)點,嚴(yan)防沿途遺撒(sa)、亂(luan)倒亂(luan)卸(xie)、交通違法等行(xing)為發生。(住(zhu)房城鄉建(jian)(jian)設部牽頭,公安部、交通運(yun)(yun)輸(shu)部按職(zhi)責分工(gong)負責)
(七)建(jian)立(li)退出機制。各(ge)地要依(yi)法(fa)(fa)依(yi)規明(ming)確(que)(que)“黑名單”等從業禁止規定(ding),制定(ding)有關行(xing)政(zheng)處罰自由裁(cai)量權基準制度(du),明(ming)確(que)(que)獎懲制度(du)和退出規則。對違(wei)法(fa)(fa)違(wei)規情(qing)節嚴重的運輸單位,依(yi)法(fa)(fa)依(yi)規吊銷其城市(shi)核準證。(住(zhu)房城鄉(xiang)建(jian)設部(bu)、國家發展改革委按職責分工負(fu)責)
四、規范(fan)建筑垃圾(ji)處置
(八)加強規(gui)(gui)劃(hua)(hua)選址。各(ge)地(di)(di)在編制城(cheng)市國土空間(jian)規(gui)(gui)劃(hua)(hua)及(ji)相關專項規(gui)(gui)劃(hua)(hua)時(shi),要(yao)統籌考慮本行政區域內建(jian)(jian)(jian)(jian)筑(zhu)(zhu)垃(la)(la)圾(ji)產(chan)生(sheng)量、源頭(tou)分布及(ji)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)垃(la)(la)圾(ji)處(chu)(chu)(chu)理(li)設(she)(she)(she)施(shi)用地(di)(di)需求,科學(xue)規(gui)(gui)劃(hua)(hua)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)垃(la)(la)圾(ji)處(chu)(chu)(chu)理(li)設(she)(she)(she)施(shi)建(jian)(jian)(jian)(jian)設(she)(she)(she)規(gui)(gui)模(mo)、選址布局、建(jian)(jian)(jian)(jian)設(she)(she)(she)時(shi)序等,根(gen)據需要(yao)落實(shi)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)垃(la)(la)圾(ji)處(chu)(chu)(chu)理(li)設(she)(she)(she)施(shi)用地(di)(di),確(que)定建(jian)(jian)(jian)(jian)筑(zhu)(zhu)垃(la)(la)圾(ji)利用、處(chu)(chu)(chu)置固定去(qu)處(chu)(chu)(chu)。各(ge)地(di)(di)要(yao)充分考慮運輸成本、經濟效(xiao)(xiao)益和生(sheng)態效(xiao)(xiao)益,在嚴守耕地(di)(di)和永久基本農(nong)田保護紅線等三條(tiao)控制線基礎(chu)上,合理(li)規(gui)(gui)劃(hua)(hua)建(jian)(jian)(jian)(jian)設(she)(she)(she)長(chang)期的建(jian)(jian)(jian)(jian)筑(zhu)(zhu)垃(la)(la)圾(ji)填埋場,并研究就近配套(tao)建(jian)(jian)(jian)(jian)設(she)(she)(she)資(zi)源化利用設(she)(she)(she)施(shi),及(ji)時(shi)處(chu)(chu)(chu)理(li)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)垃(la)(la)圾(ji)。(自然(ran)資(zi)源部、住(zhu)房城(cheng)鄉建(jian)(jian)(jian)(jian)設(she)(she)(she)部按職責分工負責)
(九)推進設(she)施(shi)(shi)建設(she)。各(ge)地(di)要把規劃內建筑垃圾利用(yong)(yong)(yong)、處(chu)置設(she)施(shi)(shi)作為城市兜底(di)性(xing)市政基礎設(she)施(shi)(shi),納入本地(di)區重(zhong)點項目建設(she)計劃,加(jia)快辦(ban)理(li)(li)項目前期(qi)手續,按期(qi)完成設(she)施(shi)(shi)建設(she)任(ren)務(wu)。既有設(she)施(shi)(shi)處(chu)理(li)(li)能(neng)(neng)力不足時(shi)(shi)(shi)(shi),各(ge)地(di)可結(jie)合實際(ji)制定臨(lin)時(shi)(shi)(shi)(shi)利用(yong)(yong)(yong)、貯存設(she)施(shi)(shi)設(she)置方案,明確設(she)置數量、利用(yong)(yong)(yong)貯存能(neng)(neng)力和(he)使用(yong)(yong)(yong)期(qi)限,并按照有關規定辦(ban)理(li)(li)審批(pi)手續。支(zhi)持設(she)置建筑垃圾臨(lin)時(shi)(shi)(shi)(shi)貯存設(she)施(shi)(shi),用(yong)(yong)(yong)于臨(lin)時(shi)(shi)(shi)(shi)貯存工程(cheng)渣土(tu)和(he)干化處(chu)理(li)(li)后(hou)的工程(cheng)泥漿。具備(bei)利用(yong)(yong)(yong)、處(chu)置能(neng)(neng)力后(hou),應及時(shi)(shi)(shi)(shi)拆除臨(lin)時(shi)(shi)(shi)(shi)利用(yong)(yong)(yong)、貯存設(she)施(shi)(shi),清(qing)理(li)(li)占用(yong)(yong)(yong)的場地(di)。(住房城鄉建設(she)部、自(zi)然(ran)資(zi)源(yuan)部按職責(ze)分工負責(ze))
(十(shi))規范設施運行。各(ge)地(di)要(yao)(yao)明(ming)確對建(jian)(jian)筑(zhu)垃圾(ji)利(li)用、處(chu)置設施的監(jian)管要(yao)(yao)求,實行動(dong)態(tai)監(jian)管。建(jian)(jian)筑(zhu)垃圾(ji)利(li)用、處(chu)置單位要(yao)(yao)按(an)照有關標(biao)準加強(qiang)運行管理,做好場區(qu)污染防(fang)治(zhi)工(gong)作,組織開(kai)展(zhan)安(an)全風(feng)險(xian)評估、隱患排查治(zhi)理、安(an)全教育培(pei)訓、應急處(chu)置演練,提升安(an)全風(feng)險(xian)防(fang)控和應急處(chu)置能(neng)力。(住房(fang)城鄉(xiang)建(jian)(jian)設部、生態(tai)環境部按(an)職責分工(gong)負責)
(十一)開(kai)展存(cun)量治(zhi)理。各地要全面排查評估存(cun)量建筑垃圾情況,對占用(yong)耕地和(he)永(yong)久基本農田、生態保(bao)護紅線、自(zi)然保(bao)護地、自(zi)然災(zai)害(hai)風險區的(de)臨時(shi)貯存(cun)設施,應限期將建筑垃圾有序(xu)轉移至資源化(hua)利(li)用(yong)、處置設施。對存(cun)在(zai)環境(jing)隱(yin)患或(huo)造成環境(jing)污染的(de)臨時(shi)貯存(cun)設施,應進行污染防控和(he)治(zhi)理;無法(fa)原位防控和(he)治(zhi)理的(de),應將建筑垃圾有序(xu)轉移;暫時(shi)無法(fa)轉移的(de),應采取常態化(hua)監測和(he)管控措施,確保(bao)安(an)全。(住房(fang)城鄉建設部(bu)牽(qian)頭,自(zi)然資源部(bu)、生態環境(jing)部(bu)、水利(li)部(bu)按職責分工負責)
五、推進建(jian)筑垃圾資(zi)源化利(li)用
(十二)支(zhi)持資源化利用(yong)企業發(fa)展。鼓勵經(jing)營(ying)主體積極(ji)開展建(jian)筑垃圾(ji)資源化利用(yong),加快培育產業基地(di)和(he)骨干企業。支(zhi)持行(xing)業龍頭企業增強對上下游產業的帶動能力,發(fa)揮引(yin)領作(zuo)用(yong)。鼓勵推(tui)行(xing)建(jian)筑垃圾(ji)收運、利用(yong)一(yi)體化運營(ying)。(住(zhu)房城鄉建(jian)設部(bu)、國家發(fa)展改(gai)革委按職責分工負責)
(十三)推廣產(chan)(chan)(chan)品(pin)(pin)(pin)應用(yong)(yong)(yong)(yong)。推進建(jian)(jian)(jian)筑垃圾(ji)(ji)資源(yuan)化(hua)利(li)用(yong)(yong)(yong)(yong)產(chan)(chan)(chan)品(pin)(pin)(pin)認(ren)證,健(jian)全(quan)產(chan)(chan)(chan)品(pin)(pin)(pin)應用(yong)(yong)(yong)(yong)標準規范(fan),鼓勵將產(chan)(chan)(chan)品(pin)(pin)(pin)價格納(na)入建(jian)(jian)(jian)設工(gong)(gong)程(cheng)材料(liao)造價信息清單。鼓勵使(shi)用(yong)(yong)(yong)(yong)財政(zheng)資金(jin)的(de)工(gong)(gong)程(cheng)建(jian)(jian)(jian)設項目和國有資金(jin)占控股或主(zhu)導地位的(de)工(gong)(gong)程(cheng)建(jian)(jian)(jian)設項目使(shi)用(yong)(yong)(yong)(yong)建(jian)(jian)(jian)筑垃圾(ji)(ji)資源(yuan)化(hua)利(li)用(yong)(yong)(yong)(yong)產(chan)(chan)(chan)品(pin)(pin)(pin)。各地要(yao)結合(he)實(shi)際,暢通利(li)用(yong)(yong)(yong)(yong)建(jian)(jian)(jian)筑垃圾(ji)(ji)生產(chan)(chan)(chan)的(de)建(jian)(jian)(jian)筑材料(liao)、路基(ji)材料(liao)等(deng)應用(yong)(yong)(yong)(yong)渠(qu)道,明確建(jian)(jian)(jian)筑垃圾(ji)(ji)資源(yuan)化(hua)利(li)用(yong)(yong)(yong)(yong)產(chan)(chan)(chan)品(pin)(pin)(pin)的(de)應用(yong)(yong)(yong)(yong)范(fan)圍、使(shi)用(yong)(yong)(yong)(yong)部(bu)位等(deng)要(yao)求。(住房城鄉建(jian)(jian)(jian)設部(bu)牽頭,財政(zheng)部(bu)、交通運輸部(bu)、水利(li)部(bu)、市場監管總局、國家鐵路局按職責(ze)分(fen)工(gong)(gong)負責(ze))
(十四)完善付(fu)(fu)(fu)費制度。按照“誰(shui)產(chan)生、誰(shui)付(fu)(fu)(fu)費”原則,建(jian)(jian)筑(zhu)(zhu)垃(la)圾產(chan)生方(fang)應支付(fu)(fu)(fu)合(he)理(li)的建(jian)(jian)筑(zhu)(zhu)垃(la)圾運輸(shu)、利用(yong)(yong)、處(chu)置費用(yong)(yong)。建(jian)(jian)筑(zhu)(zhu)垃(la)圾處(chu)理(li)企業要(yao)主(zhu)動(dong)向社會公布各(ge)類建(jian)(jian)筑(zhu)(zhu)垃(la)圾運輸(shu)、利用(yong)(yong)、處(chu)置等價格信息。(住(zhu)房城(cheng)鄉建(jian)(jian)設部(bu)負責)
六、實施全(quan)過程(cheng)監管
(十五(wu))完(wan)善工(gong)(gong)作(zuo)機制。建(jian)(jian)立(li)(li)省(sheng)(sheng)級(ji)統籌、城市負總責(ze)(ze)(ze)的工(gong)(gong)作(zuo)責(ze)(ze)(ze)任制,完(wan)善城市建(jian)(jian)筑垃圾管理部門(men)間(jian)協調機制,明確職責(ze)(ze)(ze)分工(gong)(gong),細(xi)化目(mu)標任務,推動工(gong)(gong)作(zuo)落實。根據城市規模和建(jian)(jian)筑垃圾管理需要,建(jian)(jian)立(li)(li)城市建(jian)(jian)筑垃圾巡查體系,對重點區域開(kai)展(zhan)(zhan)常態化巡檢,有效提升(sheng)監管能力。建(jian)(jian)立(li)(li)行(xing)業技術人才庫,為(wei)行(xing)業發(fa)展(zhan)(zhan)提供(gong)智(zhi)力支撐。(各(ge)省(sheng)(sheng)、自治(zhi)區和各(ge)城市人民(min)政(zheng)府負責(ze)(ze)(ze))
(十六)嚴格(ge)核(he)準(zhun)(zhun)備案制度(du)。嚴格(ge)落實城(cheng)市建(jian)筑(zhu)(zhu)垃(la)圾(ji)(ji)處置(zhi)核(he)準(zhun)(zhun)制度(du),公開(kai)建(jian)筑(zhu)(zhu)垃(la)圾(ji)(ji)處置(zhi)核(he)準(zhun)(zhun)信息,接受(shou)社會監督。各(ge)地要(yao)結(jie)合(he)實際,按照“高效辦成一件(jian)事(shi)”要(yao)求,將城(cheng)市建(jian)筑(zhu)(zhu)垃(la)圾(ji)(ji)處置(zhi)核(he)準(zhun)(zhun)與建(jian)設施工(gong)(gong)(gong)許可并聯(lian)審批(pi)。工(gong)(gong)(gong)程施工(gong)(gong)(gong)單位要(yao)制定建(jian)筑(zhu)(zhu)垃(la)圾(ji)(ji)處理方案,并在開(kai)工(gong)(gong)(gong)前(qian)將工(gong)(gong)(gong)程概況、建(jian)筑(zhu)(zhu)垃(la)圾(ji)(ji)產生量(liang)與種類以及(ji)源(yuan)頭減量(liang)、分類收集、利用(yong)處置(zhi)的目標和(he)(he)措施,向當地環境(jing)衛生主管部門備案。(各(ge)省、自治區和(he)(he)各(ge)城(cheng)市人民政府(fu)負責)
(十七)加強信息化監管(guan)。充分利用(yong)“物(wu)聯網(wang)+”、衛星(xing)監測、大數據(ju)等(deng)技術手(shou)段,統(tong)籌建(jian)設全國建(jian)筑垃圾信息化管(guan)理平臺,如實(shi)(shi)記錄和(he)(he)發布建(jian)筑垃圾種類、數量、流向、利用(yong)、處置(zhi)等(deng)信息,實(shi)(shi)現部(bu)(bu)門數據(ju)互通(tong),共享工(gong)程渣(zha)土排放(fang)和(he)(he)用(yong)土需求信息,合理調配(pei)工(gong)程渣(zha)土,推(tui)動實(shi)(shi)現產消動態平衡。推(tui)行建(jian)筑垃圾全過程電子聯單(dan)管(guan)理,實(shi)(shi)現自動預警、閉環(huan)管(guan)控,做到來(lai)源可(ke)查、去向可(ke)追、責任可(ke)究。(住房(fang)城鄉(xiang)建(jian)設部(bu)(bu)負責)
(十八(ba))強(qiang)化(hua)聯合(he)監管(guan)執(zhi)法(fa)(fa)。健全完善(shan)住房城(cheng)鄉建設(環境衛生)、公(gong)安、自然(ran)資源(yuan)、生態(tai)環境、交通運輸(shu)(shu)、水利等部(bu)(bu)門聯合(he)執(zhi)法(fa)(fa)、聯合(he)懲(cheng)戒工作(zuo)機制(zhi),暢通信息共享(xiang)、案(an)件移(yi)送等渠道(dao)。常態(tai)化(hua)開展聯合(he)執(zhi)法(fa)(fa)行動(dong),優化(hua)辦案(an)流程(cheng),提高辦案(an)效率(lv),嚴(yan)厲打擊私自排(pai)放、違(wei)規運輸(shu)(shu)、隨意傾倒建筑垃(la)圾等違(wei)法(fa)(fa)違(wei)規行為。建立(li)相鄰省市協作(zuo)機制(zhi),嚴(yan)格(ge)落實建筑垃(la)圾跨(kua)區(qu)域轉(zhuan)移(yi)審批備案(an)管(guan)理規定(ding),規范跨(kua)區(qu)域處置(zhi)。對違(wei)法(fa)(fa)傾倒建筑垃(la)圾行為,除追究運輸(shu)(shu)單(dan)位(wei)責(ze)任(ren)外,同(tong)步追究工程(cheng)建設單(dan)位(wei)、施工單(dan)位(wei)和建筑垃(la)圾利用(yong)(yong)、處置(zhi)單(dan)位(wei)相關責(ze)任(ren),并依法(fa)(fa)依規納入(ru)信用(yong)(yong)管(guan)理。(住房城(cheng)鄉建設部(bu)(bu)牽(qian)頭,國家發展改(gai)革(ge)委、公(gong)安部(bu)(bu)、自然(ran)資源(yuan)部(bu)(bu)、生態(tai)環境部(bu)(bu)、交通運輸(shu)(shu)部(bu)(bu)、水利部(bu)(bu)按職責(ze)分(fen)工負責(ze))
