近日,中共中央辦公廳、國(guo)務院(yuan)辦公廳發(fa)布關(guan)于加(jia)強的(de)意見(jian)。意見(jian)提(ti)出,到2025年,生(sheng)(sheng)態(tai)(tai)環(huan)境分區管(guan)控制度(du)基(ji)本建立(li),全(quan)域覆蓋、精準科學的(de)生(sheng)(sheng)態(tai)(tai)環(huan)境分區管(guan)控體(ti)系初(chu)步(bu)形成。到2035年,體(ti)系健全(quan)、機(ji)制順暢(chang)、運行(xing)高效的(de)生(sheng)(sheng)態(tai)(tai)環(huan)境分區管(guan)控制度(du)全(quan)面建立(li),為生(sheng)(sheng)態(tai)(tai)環(huan)境根本好轉、美(mei)麗中國(guo)目標(biao)基(ji)本實現提(ti)供(gong)有力支撐(cheng)。

生(sheng)態環境(jing)(jing)分區(qu)(qu)管控(kong)是(shi)以保障生(sheng)態功能和改善環境(jing)(jing)質(zhi)量為目標,實(shi)施(shi)分區(qu)(qu)域差(cha)異化(hua)精準管控(kong)的(de)環境(jing)(jing)管理(li)制(zhi)度(du),是(shi)提(ti)升現(xian)代(dai)化(hua)水平的(de)重要舉(ju)措。實(shi)施(shi)生(sheng)態環境(jing)(jing)分區(qu)(qu)管控(kong),嚴(yan)守、環境(jing)(jing)質(zhi)量底線、資(zi)源利用上線,科(ke)學指導各類開(kai)發(fa)保護(hu)建設(she)活動(dong),對于推動(dong)高質(zhi)量發(fa)展,建設(she)人與自然和諧共生(sheng)的(de)現(xian)代(dai)化(hua)具(ju)有重要意義。為加強(qiang)生(sheng)態環境(jing)(jing)分區(qu)(qu)管控(kong),經(jing)黨(dang)中(zhong)央、國務(wu)院同意,現(xian)提(ti)出(chu)如下意見。
一、總體要求
加強生(sheng)態環(huan)境(jing)(jing)分(fen)(fen)區管控(kong),要堅持以習(xi)近平(ping)新(xin)時代(dai)中國特(te)色(se)社會(hui)主義(yi)思(si)想特(te)別是習(xi)近平(ping)生(sheng)態文明思(si)想為(wei)指導,深入貫徹黨的二十(shi)大(da)精神,落實(shi)全(quan)國生(sheng)態環(huan)境(jing)(jing)保護大(da)會(hui)部署,完整、準確、全(quan)面(mian)貫徹新(xin)發(fa)展理念,加快構建新(xin)發(fa)展格局,協同推進降碳、減(jian)污(wu)、擴綠、增長,充(chong)分(fen)(fen)尊(zun)重自(zi)然規律和區域差異,全(quan)面(mian)落實(shi)主體(ti)功能區戰(zhan)略,充(chong)分(fen)(fen)銜接(jie)國土空(kong)間規劃和用途管制(zhi),以高水平(ping)保護推動高質(zhi)量(liang)發(fa)展、創造高品質(zhi)生(sheng)活,努力建設人與自(zi)然和諧共生(sheng)的美麗中國。
——生態優(you)先,綠(lv)色發展。堅持尊重(zhong)自然(ran)、順應(ying)自然(ran)、保護自然(ran),守住自然(ran)生態安全邊界(jie)和環境(jing)質量底線,落實(shi)自然(ran)生態安全責(ze)任(ren),推進(jin)綠(lv)色低碳發展。
——源(yuan)頭預(yu)防,系(xi)統保護(hu)。健全生態環(huan)境源(yuan)頭預(yu)防體系(xi),統籌山水林田湖(hu)草沙一體化保護(hu)和系(xi)統治理,加強生物(wu)多(duo)樣性保護(hu),強化多(duo)污染(ran)物(wu)協同(tong)控制(zhi)和區域協同(tong)治理。
——精準科(ke)學,依法管(guan)控。聚焦區(qu)域(yu)性、流(liu)域(yu)性突(tu)出生態環境(jing)問題,精準科(ke)學施(shi)策,依法依規建立(li)從問題識別到解(jie)決方案的分(fen)區(qu)分(fen)類管(guan)控策略(lve)。
——明確責任,協調(diao)聯(lian)動。國家層面做好頂(ding)層設計(ji),地方黨委和政府落實主體責任,有關部門加強溝(gou)通協調(diao),建(jian)立(li)分工協作(zuo)(zuo)工作(zuo)(zuo)機制(zhi),提高政策統一性、規則一致性、執(zhi)行協同(tong)性。
到2025年,生(sheng)態環(huan)境(jing)(jing)分區(qu)管(guan)控制(zhi)(zhi)度基本建立,全(quan)(quan)域覆蓋、精(jing)準(zhun)科學的生(sheng)態環(huan)境(jing)(jing)分區(qu)管(guan)控體系初(chu)步形成。到2035年,體系健全(quan)(quan)、機(ji)制(zhi)(zhi)順暢、運行高(gao)效的生(sheng)態環(huan)境(jing)(jing)分區(qu)管(guan)控制(zhi)(zhi)度全(quan)(quan)面建立,為(wei)生(sheng)態環(huan)境(jing)(jing)根本好(hao)轉(zhuan)、美(mei)麗中國目標基本實(shi)現提供有力支撐(cheng)。
二、全面推進生態(tai)環(huan)境分區管控
(一(yi)(yi))制定(ding)生(sheng)態(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)分區(qu)管控(kong)方(fang)案。深入實施主(zhu)(zhu)體功能區(qu)戰略(lve),全(quan)面落實《全(quan)國(guo)國(guo)土空間(jian)規劃(hua)綱要(2021-2035年)》,制定(ding)以落實生(sheng)態(tai)保護紅(hong)線(xian)、環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)質(zhi)量(liang)底線(xian)、資源利用上線(xian)硬約(yue)束為重點,以生(sheng)態(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)管控(kong)單元為基礎,以生(sheng)態(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)準入清(qing)單為手(shou)段,以信息平臺為支(zhi)撐的生(sheng)態(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)分區(qu)管控(kong)方(fang)案。堅持國(guo)家指導、省(sheng)級(ji)統(tong)籌、市(shi)級(ji)落地的原則,分級(ji)編制發(fa)(fa)布(bu)本行政區(qu)域內生(sheng)態(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)分區(qu)管控(kong)方(fang)案。省(sheng)級(ji)、市(shi)級(ji)生(sheng)態(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)分區(qu)管控(kong)方(fang)案由同(tong)級(ji)政府組織編制,充分做好與國(guo)土空間(jian)規劃(hua)“一(yi)(yi)張圖(tu)”系統(tong)的銜接,報上一(yi)(yi)級(ji)生(sheng)態(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)主(zhu)(zhu)管部門備(bei)案后(hou)發(fa)(fa)布(bu)實施。
(二)確(que)定生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)管(guan)控單(dan)元(yuan)。基(ji)(ji)于生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)結構、功能、質(zhi)量(liang)等區(qu)域(yu)特征,通過(guo)環(huan)(huan)(huan)境(jing)(jing)評價,在大(da)氣、水(shui)、土壤、生(sheng)(sheng)態(tai)(tai)(tai)、聲、海(hai)洋(yang)等各(ge)生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)要素管(guan)理(li)分(fen)區(qu)的基(ji)(ji)礎(chu)上,落(luo)實(shi)“三(san)區(qu)三(san)線(xian)”劃(hua)定成果,以生(sheng)(sheng)態(tai)(tai)(tai)保(bao)護紅(hong)線(xian)為(wei)基(ji)(ji)礎(chu),把(ba)該保(bao)護的區(qu)域(yu)劃(hua)出(chu)來,確(que)定生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)優先保(bao)護單(dan)元(yuan);以生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)質(zhi)量(liang)改善壓(ya)力大(da)、資源能源消耗(hao)強度高、污染物(wu)排放集中(zhong)、生(sheng)(sheng)態(tai)(tai)(tai)破壞嚴(yan)重(zhong)、環(huan)(huan)(huan)境(jing)(jing)風(feng)險(xian)高的區(qu)域(yu)為(wei)主體,把(ba)發展同(tong)保(bao)護矛盾突出(chu)的區(qu)域(yu)識(shi)別出(chu)來,確(que)定生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)重(zhong)點管(guan)控單(dan)元(yuan);生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)優先保(bao)護單(dan)元(yuan)和生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)重(zhong)點管(guan)控單(dan)元(yuan)以外(wai)的其(qi)他區(qu)域(yu)實(shi)施一般(ban)管(guan)控。
(三)編(bian)制生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)準入(ru)(ru)清(qing)單。落實(shi)市(shi)場準入(ru)(ru)負面清(qing)單,根(gen)據生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)功能定位和國土空間用途管制要(yao)求,聚焦解決突(tu)出生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)問(wen)題,系(xi)統集成(cheng)現有生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)管理規定,精準編(bian)制差別化生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)準入(ru)(ru)清(qing)單,提(ti)出管控(kong)(kong)(kong)污染物排放、防(fang)控(kong)(kong)(kong)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)風(feng)(feng)險、提(ti)高資(zi)源能源利用效率等要(yao)求。因地制宜實(shi)施“一單元(yuan)一策略”的(de)精細(xi)化管理,生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)優先(xian)保護(hu)單元(yuan)要(yao)加強(qiang)生(sheng)(sheng)(sheng)態(tai)系(xi)統保護(hu)和功能維護(hu),生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)重(zhong)點(dian)管控(kong)(kong)(kong)單元(yuan)要(yao)針對突(tu)出生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)問(wen)題強(qiang)化污染物排放管控(kong)(kong)(kong)和環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)風(feng)(feng)險防(fang)控(kong)(kong)(kong),其他區域要(yao)保持(chi)生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)質量基本(ben)穩定。生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)質量改善壓力(li)大(da)、問(wen)題和風(feng)(feng)險突(tu)出的(de)地方,要(yao)制定更為精準的(de)管控(kong)(kong)(kong)要(yao)求。
(四)加強(qiang)生態(tai)(tai)環境(jing)分區管(guan)控(kong)信(xin)息共(gong)享(xiang)。推(tui)進(jin)國家和(he)省(sheng)級生態(tai)(tai)環境(jing)分區管(guan)控(kong)系統與其他業務(wu)系統的(de)信(xin)息共(gong)享(xiang)、業務(wu)協同,強(qiang)化對數據管(guan)理、調整更新(xin)、實施應(ying)用、跟蹤評估、監督管(guan)理的(de)支撐(cheng)作用。推(tui)進(jin)新(xin)一代信(xin)息技術、人工智(zhi)能(neng)等與生態(tai)(tai)環境(jing)分區管(guan)控(kong)融(rong)合創新(xin),完善在線政務(wu)服務(wu)和(he)智(zhi)慧決策功能(neng),提升服務(wu)效能(neng)。
(五)統籌開展定(ding)期調(diao)整與動態更(geng)(geng)新(xin)(xin)(xin)。生(sheng)態環(huan)境(jing)分區(qu)(qu)管(guan)控方案(an)原則上保(bao)(bao)持穩定(ding),每5年結(jie)合國(guo)民(min)經(jing)濟和社(she)會(hui)發展規(gui)(gui)(gui)劃(hua)、國(guo)土空間(jian)規(gui)(gui)(gui)劃(hua)評估情況(kuang)定(ding)期調(diao)整。5年內確(que)需更(geng)(geng)新(xin)(xin)(xin)的,按照(zhao)“誰發布、誰更(geng)(geng)新(xin)(xin)(xin)”的原則,在充分銜接國(guo)民(min)經(jing)濟和社(she)會(hui)發展規(gui)(gui)(gui)劃(hua)、國(guo)土空間(jian)規(gui)(gui)(gui)劃(hua)的基礎上,開展動態更(geng)(geng)新(xin)(xin)(xin),同時報上一級生(sheng)態環(huan)境(jing)主管(guan)部門備(bei)案(an)。因重大(da)戰(zhan)略、生(sheng)態環(huan)境(jing)保(bao)(bao)護目標等發生(sheng)變化而更(geng)(geng)新(xin)(xin)(xin)的,應組織科學論證;生(sheng)態保(bao)(bao)護紅線、飲用水水源保(bao)(bao)護區(qu)(qu)、自(zi)然保(bao)(bao)護地等法(fa)(fa)定(ding)保(bao)(bao)護區(qu)(qu)域依(yi)法(fa)(fa)依(yi)規(gui)(gui)(gui)設立、調(diao)整或撤并以及法(fa)(fa)律法(fa)(fa)規(gui)(gui)(gui)有新(xin)(xin)(xin)規(gui)(gui)(gui)定(ding)的,相應進行(xing)同步更(geng)(geng)新(xin)(xin)(xin)。
三(san)、助推經濟社(she)會高質量發展(zhan)
(六)服務國(guo)家重(zhong)(zhong)大(da)(da)戰(zhan)略。通過(guo)生(sheng)態(tai)環(huan)(huan)(huan)境分(fen)區(qu)管控(kong),加強(qiang)(qiang)整體性保護和(he)(he)系(xi)統性治理,支撐優(you)化(hua)(hua)重(zhong)(zhong)大(da)(da)生(sheng)產(chan)力布(bu)局,服務國(guo)家重(zhong)(zhong)大(da)(da)基礎設施(shi)建設,保障國(guo)家重(zhong)(zhong)大(da)(da)戰(zhan)略實施(shi)。落(luo)實長江(jiang)經濟帶發展(zhan)戰(zhan)略,推動(dong)長江(jiang)全流域(yu)按單(dan)元(yuan)精(jing)細化(hua)(hua)分(fen)區(qu)管控(kong),加強(qiang)(qiang)沿江(jiang)重(zhong)(zhong)化(hua)(hua)工(gong)業(ye)(ye)(ye)水污染(ran)防治和(he)(he)環(huan)(huan)(huan)境風(feng)險防控(kong),防止重(zhong)(zhong)污染(ran)企(qi)業(ye)(ye)(ye)和(he)(he)項(xiang)目向(xiang)長江(jiang)中(zhong)(zhong)上游(you)(you)(you)轉移(yi)。落(luo)實黃河流域(yu)生(sheng)態(tai)保護和(he)(he)高質量發展(zhan)戰(zhan)略,實施(shi)上中(zhong)(zhong)下游(you)(you)(you)地區(qu)差異(yi)化(hua)(hua)分(fen)區(qu)管控(kong),優(you)化(hua)(hua)黃河中(zhong)(zhong)上游(you)(you)(you)能(neng)源(yuan)化(hua)(hua)工(gong)和(he)(he)新能(neng)源(yuan)產(chan)業(ye)(ye)(ye)布(bu)局,促進(jin)中(zhong)(zhong)下游(you)(you)(you)產(chan)業(ye)(ye)(ye)綠(lv)色低碳循(xun)環(huan)(huan)(huan)發展(zhan)。強(qiang)(qiang)化(hua)(hua)生(sheng)態(tai)環(huan)(huan)(huan)境分(fen)區(qu)管控(kong)在京津冀、長三角、粵港澳大(da)(da)灣區(qu)產(chan)業(ye)(ye)(ye)、能(neng)源(yuan)和(he)(he)交通運輸結構調整中(zhong)(zhong)的(de)應用,建立陸(lu)岸海聯(lian)動(dong)、區(qu)域(yu)一體化(hua)(hua)的(de)生(sheng)態(tai)環(huan)(huan)(huan)境管控(kong)機制,引導傳統制造(zao)業(ye)(ye)(ye)綠(lv)色低碳轉型升級及(ji)戰(zhan)略性新興(xing)產(chan)業(ye)(ye)(ye)合理布(bu)局。
(七)促進(jin)綠(lv)色低(di)碳(tan)發展。落實國(guo)家(jia)高(gao)耗能、高(gao)排放、低(di)水(shui)平項目管理(li)有(you)關制度和政策要求(qiu)(qiu),引導(dao)重(zhong)點(dian)(dian)行業(ye)(ye)向環境(jing)容量大(da)、市(shi)場(chang)(chang)需求(qiu)(qiu)旺盛(sheng)、市(shi)場(chang)(chang)保障條件好的(de)(de)地(di)區科(ke)學(xue)布局、有(you)序(xu)轉移。強(qiang)化生(sheng)態(tai)(tai)環境(jing)重(zhong)點(dian)(dian)管控單元管理(li),推(tui)進(jin)石(shi)化化工(gong)、鋼(gang)鐵、建(jian)材等傳(chuan)統產業(ye)(ye)綠(lv)色低(di)碳(tan)轉型(xing)升(sheng)級(ji)和清潔生(sheng)產改造。完善(shan)產業(ye)(ye)園區環境(jing)基礎設(she)施(shi)建(jian)設(she),推(tui)動(dong)產業(ye)(ye)集(ji)聚發展和集(ji)中治污。銜接(jie)生(sheng)態(tai)(tai)環境(jing)準入清單,引導(dao)人口密度較高(gao)的(de)(de)中心城區傳(chuan)統產業(ye)(ye)功能空間有(you)序(xu)騰退(tui)。優化生(sheng)態(tai)(tai)環境(jing)優先(xian)保護(hu)單元管理(li),鼓勵探索生(sheng)態(tai)(tai)產品(pin)價值實現模式和路徑(jing),提升(sheng)生(sheng)態(tai)(tai)碳(tan)匯能力。在保證生(sheng)態(tai)(tai)系統多樣性、穩(wen)定(ding)性、持續(xu)性的(de)(de)前提下,支(zhi)持國(guo)家(jia)重(zhong)大(da)戰略、重(zhong)大(da)基礎設(she)施(shi)、民生(sheng)保障等項目建(jian)設(she)。實施(shi)好沙漠、戈(ge)壁、荒漠地(di)區大(da)型(xing)風電和光伏基地(di)建(jian)設(she)。
(八(ba))支撐(cheng)綜合決策。加(jia)強生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)(jing)分(fen)區管(guan)控(kong)成果應(ying)用(yong),為地(di)方黨委和(he)政府提供決策支撐(cheng)。把生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)(jing)分(fen)區管(guan)控(kong)實施成效(xiao)評估(gu)作為優化環(huan)境(jing)(jing)(jing)影響(xiang)評價管(guan)理的重要依據。加(jia)強生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)(jing)分(fen)區管(guan)控(kong)對企業投資的引導,在生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)(jing)分(fen)區管(guan)控(kong)信息(xi)平臺依法依規設(she)置公共查閱(yue)權限,方便企業分(fen)析項目與生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)(jing)分(fen)區管(guan)控(kong)要求的符合性,激發經營主體發展(zhan)活力。
四、實施生(sheng)態(tai)環境高水平保護
(九(jiu))維護生(sheng)態安(an)全格局。嚴格落實生(sheng)態保(bao)護紅(hong)線管控(kong)要(yao)求。以生(sheng)態保(bao)護紅(hong)線為重點,改善生(sheng)態系統(tong)質量,提升生(sheng)態系統(tong)穩定性和服務功(gong)能。強化(hua)(hua)生(sheng)物(wu)(wu)多樣(yang)性保(bao)護,健全生(sheng)物(wu)(wu)多樣(yang)性保(bao)護網絡。加強監(jian)測預警,主動適應氣候變化(hua)(hua)。對青藏(zang)高原生(sheng)態屏障區(qu)、黃(huang)河重點生(sheng)態區(qu)、長江重點生(sheng)態區(qu)和東北森(sen)林帶(dai)、北方(fang)防沙帶(dai)、南方(fang)丘陵山(shan)地帶(dai)、海岸(an)帶(dai)等重點區(qu)域,分(fen)單元識別突(tu)出環境問題(ti),落實環境治理差異化(hua)(hua)管控(kong)要(yao)求。
(十)推(tui)動環(huan)(huan)(huan)境(jing)質(zhi)量改善。強(qiang)(qiang)化生(sheng)態(tai)環(huan)(huan)(huan)境(jing)分區(qu)(qu)管(guan)(guan)(guan)(guan)(guan)控(kong)(kong)實(shi)施,形(xing)成問題識別(bie)、精準(zhun)溯(su)源、分區(qu)(qu)施策的工作閉環(huan)(huan)(huan),推(tui)動解決突出生(sheng)態(tai)環(huan)(huan)(huan)境(jing)問題,防(fang)范結構性、布(bu)局性環(huan)(huan)(huan)境(jing)風險,為高質(zhi)量發展(zhan)騰出容(rong)量、拓展(zhan)空間。深化流(liu)域(yu)(yu)(yu)水環(huan)(huan)(huan)境(jing)分區(qu)(qu)管(guan)(guan)(guan)(guan)(guan)控(kong)(kong),統(tong)籌(chou)水資源、水環(huan)(huan)(huan)境(jing)、水生(sheng)態(tai)治(zhi)理(li),強(qiang)(qiang)化流(liu)域(yu)(yu)(yu)內(nei)水源涵養區(qu)(qu)、河(he)湖(hu)水域(yu)(yu)(yu)及其(qi)緩沖帶等重(zhong)要水生(sheng)態(tai)空間管(guan)(guan)(guan)(guan)(guan)理(li),加強(qiang)(qiang)農業面源污(wu)染防(fang)治(zhi)。加強(qiang)(qiang)近(jin)岸海域(yu)(yu)(yu)生(sheng)態(tai)環(huan)(huan)(huan)境(jing)分區(qu)(qu)管(guan)(guan)(guan)(guan)(guan)控(kong)(kong),陸海統(tong)籌(chou)推(tui)進重(zhong)點河(he)口海灣(wan)管(guan)(guan)(guan)(guan)(guan)理(li)。綜(zong)合(he)考慮大氣區(qu)(qu)域(yu)(yu)(yu)傳輸(shu)規律和(he)空間布(bu)局敏(min)感(gan)性等,強(qiang)(qiang)化分區(qu)(qu)分類差異化協(xie)同管(guan)(guan)(guan)(guan)(guan)控(kong)(kong)。按照土(tu)壤污(wu)染程度和(he)相關標準(zhun),實(shi)施農用(yong)地(di)(di)分類管(guan)(guan)(guan)(guan)(guan)理(li)和(he)建設用(yong)地(di)(di)準(zhun)入(ru)管(guan)(guan)(guan)(guan)(guan)理(li)。加強(qiang)(qiang)聲環(huan)(huan)(huan)境(jing)管(guan)(guan)(guan)(guan)(guan)理(li),推(tui)動大型交通基(ji)礎設施、工業集中區(qu)(qu)等與噪聲敏(min)感(gan)建筑物集中區(qu)(qu)域(yu)(yu)(yu)用(yong)地(di)(di)布(bu)局協(xie)調。探索開展(zhan)地(di)(di)下水污(wu)染防(fang)治(zhi)分區(qu)(qu)管(guan)(guan)(guan)(guan)(guan)控(kong)(kong)模式(shi),統(tong)籌(chou)地(di)(di)上(shang)地(di)(di)下,制定差別(bie)化的生(sheng)態(tai)環(huan)(huan)(huan)境(jing)準(zhun)入(ru)和(he)污(wu)染風險管(guan)(guan)(guan)(guan)(guan)控(kong)(kong)要求。

五、加強監督考核
(十二)強化監(jian)督(du)管理。有關部門要按照(zhao)職責分(fen)工(gong),依托相關監(jian)管平臺,充分(fen)利(li)用大數據(ju)、衛星遙(yao)感、無人機等技術手段開(kai)展動(dong)(dong)態(tai)(tai)監(jian)控(kong)(kong),對(dui)(dui)發(fa)現的突出問(wen)題(ti)和(he)(he)風險隱患開(kai)展現場檢查并(bing)嚴格依法查處。對(dui)(dui)生(sheng)態(tai)(tai)功能明(ming)(ming)顯(xian)降低的生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)優先保護單元、生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)問(wen)題(ti)突出的生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)重點管控(kong)(kong)單元以及環(huan)(huan)境(jing)(jing)質量明(ming)(ming)顯(xian)下(xia)降的其他區域,加強監(jian)管執法,依法依規推(tui)動(dong)(dong)限(xian)期整改(gai)。將(jiang)生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)分(fen)區管控(kong)(kong)制度落實中存在的突出問(wen)題(ti)納入(ru)中央和(he)(he)省級生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)保護督(du)察(cha)。
(十三)完善考核評(ping)價(jia)(jia)。將(jiang)生態(tai)環境分(fen)區管控實(shi)施情況納入污染(ran)防治(zhi)攻堅戰成效考核等(deng),考核結果作(zuo)為地(di)(di)方領導(dao)班子和有關領導(dao)干部綜合考核評(ping)價(jia)(jia)、獎懲任免的重(zhong)要參(can)考。國(guo)務院生態(tai)環境主(zhu)管部門會同有關部門對工(gong)作(zuo)落實(shi)情況進行(xing)跟蹤了(le)解,工(gong)作(zuo)成效作(zuo)為“綠水青山就是(shi)金(jin)山銀山”實(shi)踐(jian)創新基地(di)(di)建設(she)等(deng)的重(zhong)要參(can)考。
六、組織保障
(十四)加強組織(zhi)領導。堅(jian)持黨(dang)對生態(tai)環(huan)境分(fen)區(qu)(qu)管(guan)控工(gong)(gong)作(zuo)的領導。地方各級黨(dang)委和政府要嚴格落實(shi)生態(tai)環(huan)境保護“黨(dang)政同責、一崗雙責”,完善(shan)工(gong)(gong)作(zuo)推(tui)進(jin)機制,定(ding)期(qi)研究生態(tai)環(huan)境分(fen)區(qu)(qu)管(guan)控工(gong)(gong)作(zuo),常態(tai)化推(tui)進(jin)共(gong)(gong)享共(gong)(gong)用、調(diao)整更(geng)新(xin)、監(jian)督落實(shi)等事項,及時報(bao)告重要工(gong)(gong)作(zuo)進(jin)展(zhan),形成(cheng)上下聯動、各司其職、齊抓共(gong)(gong)管(guan)的良好(hao)格局。各地區(qu)(qu)可結合(he)實(shi)際制定(ding)配套文件。
(十(shi)五)強(qiang)(qiang)化(hua)部(bu)門(men)(men)聯(lian)動(dong)。國(guo)務院(yuan)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)主(zhu)管(guan)(guan)(guan)(guan)(guan)部(bu)門(men)(men)要(yao)會同有(you)關(guan)(guan)部(bu)門(men)(men)制(zhi)定(ding)完善生(sheng)(sheng)態(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)分(fen)(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)(guan)(guan)(guan)控(kong)相關(guan)(guan)政(zheng)策。發展(zhan)改革部(bu)門(men)(men)要(yao)積(ji)極(ji)推(tui)動(dong)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)分(fen)(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)(guan)(guan)(guan)控(kong)成果與(yu)(yu)國(guo)民經濟和(he)社(she)會發展(zhan)相關(guan)(guan)規(gui)(gui)劃、區(qu)(qu)域(yu)(yu)(yu)規(gui)(gui)劃編制(zhi)實施(shi)(shi)(shi)充(chong)分(fen)(fen)(fen)(fen)銜(xian)接(jie)(jie)。自然資源(yuan)(yuan)主(zhu)管(guan)(guan)(guan)(guan)(guan)部(bu)門(men)(men)要(yao)依托國(guo)土(tu)(tu)空間(jian)規(gui)(gui)劃“一張圖”系統,共享生(sheng)(sheng)態(tai)(tai)保護(hu)(hu)紅線(xian)等數據,加強(qiang)(qiang)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)分(fen)(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)(guan)(guan)(guan)控(kong)方案與(yu)(yu)國(guo)土(tu)(tu)空間(jian)規(gui)(gui)劃的(de)銜(xian)接(jie)(jie),共同做好相關(guan)(guan)研究(jiu)及試點先行等工(gong)作。水(shui)(shui)行政(zheng)主(zhu)管(guan)(guan)(guan)(guan)(guan)部(bu)門(men)(men)負責水(shui)(shui)資源(yuan)(yuan)管(guan)(guan)(guan)(guan)(guan)理、水(shui)(shui)域(yu)(yu)(yu)岸線(xian)管(guan)(guan)(guan)(guan)(guan)理等有(you)關(guan)(guan)工(gong)作,實施(shi)(shi)(shi)水(shui)(shui)資源(yuan)(yuan)差別(bie)化(hua)管(guan)(guan)(guan)(guan)(guan)理,合理控(kong)制(zhi)水(shui)(shui)資源(yuan)(yuan)開發利用(yong)規(gui)(gui)模,與(yu)(yu)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)分(fen)(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)(guan)(guan)(guan)控(kong)聯(lian)動(dong)。林業(ye)(ye)和(he)草原主(zhu)管(guan)(guan)(guan)(guan)(guan)部(bu)門(men)(men)要(yao)加強(qiang)(qiang)各類自然保護(hu)(hu)地管(guan)(guan)(guan)(guan)(guan)理與(yu)(yu)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)分(fen)(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)(guan)(guan)(guan)控(kong)的(de)協(xie)調(diao)聯(lian)動(dong)。工(gong)業(ye)(ye)和(he)信息化(hua)、住房城(cheng)鄉建設、交通運輸、農業(ye)(ye)農村(cun)等有(you)關(guan)(guan)主(zhu)管(guan)(guan)(guan)(guan)(guan)部(bu)門(men)(men)要(yao)根(gen)據職(zhi)責分(fen)(fen)(fen)(fen)工(gong),加強(qiang)(qiang)本(ben)領域(yu)(yu)(yu)相關(guan)(guan)工(gong)作與(yu)(yu)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)分(fen)(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)(guan)(guan)(guan)控(kong)協(xie)調(diao)聯(lian)動(dong),制(zhi)定(ding)行業(ye)(ye)發展(zhan)和(he)開發利用(yong)政(zheng)策、規(gui)(gui)劃時,應充(chong)分(fen)(fen)(fen)(fen)考慮生(sheng)(sheng)態(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)分(fen)(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)(guan)(guan)(guan)控(kong)要(yao)求,減(jian)少(shao)對(dui)生(sheng)(sheng)態(tai)(tai)系統功能和(he)環(huan)(huan)(huan)境(jing)(jing)質量的(de)負面影響(xiang)。有(you)關(guan)(guan)部(bu)門(men)(men)應出臺有(you)利于生(sheng)(sheng)態(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)分(fen)(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)(guan)(guan)(guan)控(kong)實施(shi)(shi)(shi)應用(yong)的(de)政(zheng)策,并(bing)推(tui)動(dong)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)分(fen)(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)(guan)(guan)(guan)控(kong)監督執法協(xie)調(diao)聯(lian)動(dong)。
(十六)完善法規(gui)標準(zhun)。推動將(jiang)生態(tai)環(huan)(huan)境分區管控要(yao)求(qiu)納(na)入(ru)相關法律法規(gui)制定(ding)修訂(ding)。鼓勵有立法權的(de)地方研(yan)(yan)究(jiu)制定(ding)與生態(tai)環(huan)(huan)境分區管控相關的(de)地方性(xing)法規(gui)。國務院生態(tai)環(huan)(huan)境主管部門(men)要(yao)會同自然資源主管部門(men)等研(yan)(yan)究(jiu)制定(ding)生態(tai)環(huan)(huan)境分區管控單元劃(hua)分要(yao)求(qiu)及相關標準(zhun)規(gui)范。
(十七)強化能(neng)力建(jian)(jian)設。加(jia)(jia)強生態(tai)環境分(fen)區管(guan)控(kong)領(ling)域相關學(xue)(xue)科(ke)建(jian)(jian)設、科(ke)學(xue)(xue)研究和(he)人才(cai)培養(yang),加(jia)(jia)快建(jian)(jian)立專業(ye)化隊伍。完(wan)善生態(tai)環境分(fen)區管(guan)控(kong)信息平臺建(jian)(jian)設。各級財政部門要綜合考慮(lv)工(gong)作目標(biao)和(he)任務(wu),按照財政事權和(he)支出責任劃分(fen)原則落實資(zi)金保障。
(十八)積極(ji)宣傳引導(dao)。將生態環境(jing)分區(qu)管控納入(ru)黨政領導(dao)干部(bu)教育培訓內容。加(jia)強宣傳解(jie)讀,及時總結推(tui)廣正面(mian)典型(xing),曝光反面(mian)案例,營造全社會廣泛關注、共(gong)同參與的良好氛圍。
