山西省新污染物治理(li)工作方案
為(wei)統籌(chou)推進新污染物(wu)(wu)環境(jing)(jing)風險管(guan)控,提升新污染物(wu)(wu)治(zhi)理能(neng)力(li),切實保障生(sheng)態環境(jing)(jing)安(an)全和(he)人民健康(kang),根(gen)據(ju)《國務院(yuan)辦(ban)公(gong)廳(ting)關于(yu)印發新污染物(wu)(wu)治(zhi)理行動方案的通知》(國辦(ban)發〔2022〕15號)精神及省委、省政(zheng)府決策(ce)部署,制定本方案。
一、總體(ti)要求
(一)指導思想
以(yi)習近(jin)平新時(shi)代(dai)中國特色社會主義思想為(wei)指導,全(quan)面貫徹黨的(de)二(er)十(shi)大精(jing)(jing)神,深入學習貫徹習近(jin)平生(sheng)態文明思想,全(quan)面落實省委、省政(zheng)府(fu)關于(yu)的(de)部署要(yao)求,堅持精(jing)(jing)準(zhun)治(zhi)污(wu)、科學治(zhi)污(wu)、依法治(zhi)污(wu),以(yi)有效防范新污(wu)染物(wu)環(huan)(huan)境與健(jian)(jian)康風險(xian)為(wei)核心,遵循全(quan)生(sheng)命周(zhou)期環(huan)(huan)境風險(xian)管理(li)(li)理(li)(li)念,按照(zhao)“篩(shai)、評(ping)、控”和(he)“禁、減(jian)、治(zhi)”的(de)總體思路(lu),建立健(jian)(jian)全(quan)新污(wu)染物(wu)治(zhi)理(li)(li)體系,提升新污(wu)染物(wu)治(zhi)理(li)(li)能力,為(wei)深入推(tui)進環(huan)(huan)境污(wu)染防治(zhi),建設美麗山西、健(jian)(jian)康山西提供(gong)有力保障(zhang)。
(二)工作原則
堅持系統調查,有序(xu)推進(jin)。全面(mian)落(luo)實國家關于開展新(xin)(xin)污(wu)染物(wu)(wu)治(zhi)(zhi)理行動的有關要求,細化任務(wu)分工,扎(zha)實開展化學物(wu)(wu)質信息(xi)(xi)調查,在信息(xi)(xi)調查的基礎上進(jin)行化學物(wu)(wu)質環境(jing)風險篩查和評估。系統構建新(xin)(xin)污(wu)染物(wu)(wu)治(zhi)(zhi)理長(chang)效機制,有序(xu)推動新(xin)(xin)污(wu)染物(wu)(wu)治(zhi)(zhi)理工作落(luo)地落(luo)實。
堅持突(tu)出重(zhong)(zhong)點,精準施策。全(quan)面(mian)梳(shu)理我省(sheng)新污染(ran)物治理工作現狀,結合我省(sheng)產業結構和環境保護總體要求(qiu),有效開展(zhan)化(hua)學物質調(diao)查監測(ce)和風險(xian)評估,精準識(shi)別新污染(ran)物治理重(zhong)(zhong)點,實施全(quan)過程風險(xian)管(guan)控(kong)。
堅持完善制(zhi)度,提(ti)升能(neng)力。建立健全新污染物(wu)管理機制(zhi)、跨(kua)部門協(xie)調機制(zhi)和社會共(gong)治(zhi)機制(zhi),加強科技支撐(cheng)與基礎能(neng)力建設(she),加大宣傳引導和輿論監督力度,促(cu)進社會多元共(gong)治(zhi)。
(三)主要目標
2023年年底(di)前,完成(cheng)我省(sheng)首輪化(hua)學物質基本(ben)信息調(diao)查(cha)(cha)和(he)首批環(huan)境風(feng)險(xian)優先評估化(hua)學物質詳細信息調(diao)查(cha)(cha)。到(dao)2025年,完成(cheng)高(gao)關注、高(gao)產(用)量(liang)的化(hua)學物質環(huan)境風(feng)險(xian)篩查(cha)(cha)和(he)評估;根據國家重點管控(kong)新污染物清(qing)單(dan),動態發布我省(sheng)重點管控(kong)新污染物企業名單(dan),對重點管控(kong)新污染物實施禁止、限制(zhi)、限排等環(huan)境風(feng)險(xian)管控(kong)措施。管理體制(zhi)機制(zhi)逐步健(jian)全(quan),新污染物治理能力得到(dao)有(you)效(xiao)提升。
二、有力有序開展化學物質監測和調(diao)查評估(gu)
(一)開(kai)展(zhan)化(hua)(hua)學物(wu)(wu)質環(huan)境信(xin)(xin)息(xi)(xi)調查。按照國家化(hua)(hua)學物(wu)(wu)質環(huan)境信(xin)(xin)息(xi)(xi)調查制度(du),組織開(kai)展(zhan)重點(dian)行業中重點(dian)化(hua)(hua)學物(wu)(wu)質生產使用的(de)品種、數(shu)量、用途(tu)等基(ji)本(ben)信(xin)(xin)息(xi)(xi)調查;按照國家篩選的(de)環(huan)境風險優先評估化(hua)(hua)學物(wu)(wu)質清單(dan),進一步開(kai)展(zhan)有關生產、加(jia)工使用、環(huan)境排放數(shu)量及途(tu)徑、危害(hai)特性(xing)等詳細(xi)信(xin)(xin)息(xi)(xi)調查。到2023年年底前,完成我省首(shou)輪化(hua)(hua)學物(wu)(wu)質基(ji)本(ben)信(xin)(xin)息(xi)(xi)調查和首(shou)批環(huan)境風險優先評估化(hua)(hua)學物(wu)(wu)質詳細(xi)信(xin)(xin)息(xi)(xi)調查。(省生態(tai)環(huan)境廳負責,各市人(ren)民政(zheng)(zheng)府落(luo)實(shi)。以下均需各市人(ren)民政(zheng)(zheng)府落(luo)實(shi),不再列(lie)出)
(二(er))建立新(xin)(xin)污染(ran)物(wu)環(huan)境調查(cha)(cha)監(jian)測體(ti)系。制定我(wo)省(sheng)新(xin)(xin)污染(ran)物(wu)環(huan)境調查(cha)(cha)監(jian)測工作(zuo)實(shi)施方案。依托現有(you)生(sheng)(sheng)態(tai)(tai)環(huan)境監(jian)測網(wang)絡,結合我(wo)省(sheng)生(sheng)(sheng)態(tai)(tai)環(huan)境保護(hu)總體(ti)要(yao)求和生(sheng)(sheng)態(tai)(tai)功能區(qu)(qu)劃,選取重(zhong)點地(di)區(qu)(qu)、重(zhong)點行業、典型(xing)工業園區(qu)(qu)試點開展新(xin)(xin)污染(ran)物(wu)環(huan)境調查(cha)(cha)監(jian)測。2025年(nian)(nian)年(nian)(nian)底前,初(chu)步建立新(xin)(xin)污染(ran)物(wu)環(huan)境調查(cha)(cha)監(jian)測體(ti)系。(省(sheng)生(sheng)(sheng)態(tai)(tai)環(huan)境廳(ting)負責(ze))
(三)做(zuo)好化(hua)學(xue)(xue)物(wu)(wu)(wu)質(zhi)環(huan)(huan)(huan)境(jing)風(feng)險(xian)(xian)篩查(cha)和(he)(he)評估。研究制定山西省化(hua)學(xue)(xue)物(wu)(wu)(wu)質(zhi)環(huan)(huan)(huan)境(jing)風(feng)險(xian)(xian)篩查(cha)和(he)(he)評估方案,結(jie)(jie)合我省產業結(jie)(jie)構和(he)(he)重(zhong)點(dian)行業企(qi)業生(sheng)產使用(yong)的特征化(hua)學(xue)(xue)物(wu)(wu)(wu)質(zhi),以(yi)高(gao)關(guan)注、高(gao)產(用(yong))量、高(gao)環(huan)(huan)(huan)境(jing)檢出率(lv)、分散式(shi)用(yong)途的化(hua)學(xue)(xue)物(wu)(wu)(wu)質(zhi)為重(zhong)點(dian),開展環(huan)(huan)(huan)境(jing)與健康危害測試和(he)(he)風(feng)險(xian)(xian)篩查(cha)。在此基礎(chu)上(shang),進一步開展有關(guan)化(hua)學(xue)(xue)物(wu)(wu)(wu)質(zhi)環(huan)(huan)(huan)境(jing)風(feng)險(xian)(xian)評估工(gong)(gong)作(zuo)。(省生(sheng)態環(huan)(huan)(huan)境(jing)廳、省衛健委等(deng)按職(zhi)責分工(gong)(gong)負責)
三、加強新污染物全(quan)過(guo)程管(guan)控
(一(yi))建(jian)立(li)“一(yi)清(qing)單和(he)(he)一(yi)名(ming)單”管(guan)(guan)(guan)控(kong)制度。對(dui)(dui)列入優先(xian)控(kong)制化(hua)學品名(ming)錄的(de)(de)化(hua)學物(wu)(wu)質以及抗生(sheng)素、微塑料(liao)等其他重(zhong)點(dian)新污染物(wu)(wu),采(cai)取嚴(yan)格的(de)(de)管(guan)(guan)(guan)控(kong)措施(shi),嚴(yan)格落實國(guo)家(jia)“一(yi)品一(yi)策”管(guan)(guan)(guan)控(kong)要求(qiu)。根據(ju)國(guo)家(jia)重(zhong)點(dian)管(guan)(guan)(guan)控(kong)新污染物(wu)(wu)清(qing)單,篩選出我省(sheng)生(sheng)產、使用(yong)重(zhong)點(dian)管(guan)(guan)(guan)控(kong)新污染物(wu)(wu)的(de)(de)單位名(ming)單,并對(dui)(dui)應國(guo)家(jia)發布的(de)(de)禁止、限(xian)制、限(xian)排(pai)等環(huan)(huan)境風險管(guan)(guan)(guan)控(kong)措施(shi),指導和(he)(he)監(jian)督涉新污染物(wu)(wu)的(de)(de)單位從生(sheng)產、使用(yong)環(huan)(huan)節進行精準(zhun)管(guan)(guan)(guan)控(kong),建(jian)立(li)我省(sheng)“一(yi)清(qing)單和(he)(he)一(yi)名(ming)單”動(dong)態管(guan)(guan)(guan)控(kong)制度。(省(sheng)生(sheng)態環(huan)(huan)境廳(ting)牽(qian)頭,省(sheng)工(gong)(gong)信廳(ting)、省(sheng)農業(ye)農村廳(ting)、省(sheng)商務廳(ting)、省(sheng)衛健委、太原海關(guan)、省(sheng)市場監(jian)管(guan)(guan)(guan)局、省(sheng)藥監(jian)局等按職責(ze)分工(gong)(gong)負責(ze))
(二)加(jia)強(qiang)新(xin)(xin)化(hua)學物質(zhi)環境(jing)管(guan)理(li)事(shi)項監督。嚴格執行《新(xin)(xin)化(hua)學物質(zhi)環境(jing)管(guan)理(li)登(deng)記(ji)(ji)辦法(fa)(fa)》,加(jia)強(qiang)宣傳引(yin)導(dao)和(he)(he)政策解讀,督促我省(sheng)新(xin)(xin)化(hua)學物質(zhi)的(de)生產者(zhe)和(he)(he)進口(kou)者(zhe),在生產前或者(zhe)進口(kou)前取得新(xin)(xin)化(hua)學物質(zhi)環境(jing)管(guan)理(li)常規(gui)登(deng)記(ji)(ji)證(或簡易登(deng)記(ji)(ji)證),或者(zhe)辦理(li)新(xin)(xin)化(hua)學物質(zhi)環境(jing)管(guan)理(li)備案。督促有(you)(you)關企業采取有(you)(you)效措(cuo)施(shi),防范和(he)(he)控制新(xin)(xin)化(hua)學物質(zhi)的(de)環境(jing)風險。按(an)照“雙隨機、一公(gong)開”原則,將新(xin)(xin)化(hua)學物質(zhi)環境(jing)管(guan)理(li)事(shi)項納(na)入環境(jing)執法(fa)(fa)年度(du)工作計劃,加(jia)強(qiang)監督執法(fa)(fa)檢查,加(jia)大(da)違法(fa)(fa)處罰(fa)力度(du)。(省(sheng)生態環境(jing)廳負責)
(三)嚴(yan)(yan)格實施淘(tao)(tao)(tao)汰(tai)(tai)或限用措施。嚴(yan)(yan)格執(zhi)行(xing)《產(chan)(chan)(chan)業(ye)結構(gou)調整指導(dao)目錄(lu)》,對納入(ru)淘(tao)(tao)(tao)汰(tai)(tai)類的(de)工(gong)(gong)業(ye)化(hua)學品、農(nong)藥、獸(shou)藥、藥品、化(hua)妝(zhuang)品等(deng),未按(an)期淘(tao)(tao)(tao)汰(tai)(tai)的(de),依法(fa)停止其產(chan)(chan)(chan)品登記或生(sheng)產(chan)(chan)(chan)許可證(zheng)核發(fa)(fa)。按(an)照重(zhong)點管(guan)(guan)控(kong)新污染物(wu)(wu)清單要(yao)求,對重(zhong)點管(guan)(guan)控(kong)新污染物(wu)(wu)的(de)生(sheng)產(chan)(chan)(chan)、加工(gong)(gong)使(shi)(shi)用和(he)進(jin)(jin)出(chu)(chu)口(kou),采(cai)取禁止、限制(zhi)等(deng)管(guan)(guan)控(kong)措施。加強(qiang)環(huan)境影(ying)響評價管(guan)(guan)理(li),嚴(yan)(yan)格涉新污染物(wu)(wu)建設項目準入(ru)管(guan)(guan)理(li)。根據(ju)禁止進(jin)(jin)(出(chu)(chu))口(kou)貨物(wu)(wu)目錄(lu)和(he)《中國嚴(yan)(yan)格限制(zhi)的(de)有毒(du)化(hua)學品名錄(lu)》的(de)管(guan)(guan)理(li)要(yao)求,加強(qiang)禁止進(jin)(jin)(出(chu)(chu))口(kou)管(guan)(guan)控(kong)和(he)嚴(yan)(yan)格限制(zhi)用途(tu)的(de)化(hua)學品進(jin)(jin)(出(chu)(chu))口(kou)環(huan)境管(guan)(guan)理(li)。依法(fa)嚴(yan)(yan)厲打擊已淘(tao)(tao)(tao)汰(tai)(tai)持久性有機污染物(wu)(wu)的(de)非法(fa)生(sheng)產(chan)(chan)(chan)和(he)加工(gong)(gong)使(shi)(shi)用。(省(sheng)(sheng)發(fa)(fa)展改革委、省(sheng)(sheng)工(gong)(gong)信廳、省(sheng)(sheng)生(sheng)態環(huan)境廳、省(sheng)(sheng)農(nong)業(ye)農(nong)村廳、省(sheng)(sheng)商(shang)務廳、太原海關、省(sheng)(sheng)市場監管(guan)(guan)局、省(sheng)(sheng)藥監局等(deng)按(an)職責分工(gong)(gong)負責)
(四)加強產(chan)品(pin)(pin)中(zhong)重(zhong)點管(guan)控(kong)新(xin)污(wu)染(ran)物(wu)(wu)含(han)(han)(han)量(liang)控(kong)制。嚴格執行(xing)(xing)國家相關產(chan)品(pin)(pin)質(zhi)量(liang)標準,監(jian)督企(qi)業(ye)(ye)將采取含(han)(han)(han)量(liang)控(kong)制的重(zhong)點管(guan)控(kong)新(xin)污(wu)染(ran)物(wu)(wu)含(han)(han)(han)量(liang)限值標準,落(luo)實到玩(wan)具、學生(sheng)用品(pin)(pin)等相關產(chan)品(pin)(pin)生(sheng)產(chan)過程中(zhong)。強化產(chan)品(pin)(pin)質(zhi)量(liang)執法監(jian)督,定期對(dui)(dui)相關產(chan)品(pin)(pin)中(zhong)新(xin)污(wu)染(ran)物(wu)(wu)含(han)(han)(han)量(liang)進行(xing)(xing)抽檢(jian),減少(shao)產(chan)品(pin)(pin)消費(fei)過程中(zhong)新(xin)污(wu)染(ran)物(wu)(wu)環(huan)(huan)境排放(fang)。鼓勵執行(xing)(xing)重(zhong)點管(guan)控(kong)新(xin)污(wu)染(ran)物(wu)(wu)限值和(he)禁用要求的企(qi)業(ye)(ye)開(kai)展環(huan)(huan)境標志產(chan)品(pin)(pin)和(he)綠色(se)產(chan)品(pin)(pin)認證工(gong)(gong)作,在重(zhong)要消費(fei)品(pin)(pin)環(huan)(huan)境標志認證中(zhong)落(luo)實對(dui)(dui)重(zhong)點管(guan)控(kong)新(xin)污(wu)染(ran)物(wu)(wu)進行(xing)(xing)標識或(huo)提(ti)示(shi)的要求。(省(sheng)工(gong)(gong)信廳(ting)、省(sheng)生(sheng)態環(huan)(huan)境廳(ting)、省(sheng)農業(ye)(ye)農村廳(ting)、省(sheng)市場(chang)監(jian)管(guan)局等按職責分工(gong)(gong)負(fu)責)
(五(wu))加強清(qing)潔生(sheng)產(chan)(chan)和(he)綠(lv)色(se)制造(zao)。嚴格落實(shi)(shi)(shi)《山西(xi)省“十四五(wu)”重點行(xing)業(ye)清(qing)潔生(sheng)產(chan)(chan)審(shen)核實(shi)(shi)(shi)施方案(an)》,扎實(shi)(shi)(shi)推(tui)進(jin)(jin)重點行(xing)業(ye)企業(ye)清(qing)潔生(sheng)產(chan)(chan)審(shen)核,積極推(tui)進(jin)(jin)創新(xin)審(shen)核模式,對(dui)(dui)生(sheng)產(chan)(chan)、使(shi)用(yong)、排(pai)(pai)放(fang)有毒(du)有害化學(xue)物(wu)質的(de)企業(ye)依(yi)法實(shi)(shi)(shi)施強制性清(qing)潔生(sheng)產(chan)(chan)審(shen)核,探(tan)索行(xing)業(ye)、園區等(deng)開展整體(ti)審(shen)核,全面(mian)推(tui)進(jin)(jin)清(qing)潔生(sheng)產(chan)(chan)改造(zao);企業(ye)應依(yi)法對(dui)(dui)使(shi)用(yong)有毒(du)有害原(yuan)料的(de)情況,以及排(pai)(pai)放(fang)有毒(du)有害化學(xue)物(wu)質的(de)名稱、濃度和(he)數量等(deng)相(xiang)關(guan)信(xin)息進(jin)(jin)行(xing)公布。在開發(fa)綠(lv)色(se)設計產(chan)(chan)品、建設綠(lv)色(se)園區、培(pei)育綠(lv)色(se)工廠(chang)、打造(zao)綠(lv)色(se)供(gong)應鏈管(guan)理(li)企業(ye)的(de)過(guo)程中,嚴格執行(xing)國(guo)家綠(lv)色(se)制造(zao)標準體(ti)系中關(guan)于有毒(du)有害化學(xue)物(wu)質的(de)替代和(he)排(pai)(pai)放(fang)控制要求。(省生(sheng)態環境廳(ting)、省工信(xin)廳(ting)、省市場(chang)監管(guan)局等(deng)按職責(ze)分(fen)工負責(ze))
(六)嚴(yan)格抗生素(su)類藥(yao)(yao)品使(shi)(shi)用(yong)(yong)管理。加強(qiang)抗菌藥(yao)(yao)物(wu)臨(lin)(lin)床(chuang)應(ying)用(yong)(yong)管理,按年度發布抗菌藥(yao)(yao)物(wu)臨(lin)(lin)床(chuang)應(ying)用(yong)(yong)監(jian)測(ce)報告,持續開展(zhan)抗菌藥(yao)(yao)物(wu)臨(lin)(lin)床(chuang)應(ying)用(yong)(yong)規范化(hua)(hua)培訓考核。嚴(yan)格落(luo)實(shi)零(ling)售(shou)(shou)藥(yao)(yao)店憑(ping)處方銷售(shou)(shou)處方藥(yao)(yao)類抗菌藥(yao)(yao)物(wu)規定,并納入年度檢查重點和(he)藥(yao)(yao)品安全考核內(nei)容(rong),強(qiang)化(hua)(hua)企業主(zhu)體(ti)責任(ren),不斷規范藥(yao)(yao)品零(ling)售(shou)(shou)企業處方藥(yao)(yao)類抗菌藥(yao)(yao)物(wu)銷售(shou)(shou)行為。加強(qiang)獸用(yong)(yong)抗菌藥(yao)(yao)監(jian)督管理,推行憑(ping)獸醫處方銷售(shou)(shou)使(shi)(shi)用(yong)(yong)獸用(yong)(yong)抗菌藥(yao)(yao)。嚴(yan)格落(luo)實(shi)《山西省(sheng)(sheng)獸用(yong)(yong)抗菌藥(yao)(yao)使(shi)(shi)用(yong)(yong)減量化(hua)(hua)行動(dong)方案(2021—2025年)》,持續推進獸用(yong)(yong)抗菌藥(yao)(yao)使(shi)(shi)用(yong)(yong)減量化(hua)(hua)行動(dong)。(省(sheng)(sheng)衛健委、省(sheng)(sheng)藥(yao)(yao)監(jian)局、省(sheng)(sheng)農業農村廳、省(sheng)(sheng)生態環境廳等按職責分工負責)
(七)強(qiang)化農(nong)(nong)(nong)(nong)藥(yao)使(shi)用管(guan)理。加強(qiang)農(nong)(nong)(nong)(nong)藥(yao)登記管(guan)理,推進(jin)農(nong)(nong)(nong)(nong)藥(yao)登記后環境(jing)風(feng)險(xian)監(jian)測和(he)再評價。嚴格(ge)(ge)管(guan)控具(ju)有(you)環境(jing)持久性、生物累積性等特(te)性的高毒高風(feng)險(xian)農(nong)(nong)(nong)(nong)藥(yao)及助劑。持續(xu)開展農(nong)(nong)(nong)(nong)藥(yao)減(jian)量(liang)增(zeng)效行(xing)動,鼓勵(li)發展高效低風(feng)險(xian)農(nong)(nong)(nong)(nong)藥(yao),穩步推進(jin)高毒高風(feng)險(xian)農(nong)(nong)(nong)(nong)藥(yao)淘(tao)汰和(he)替代。通過推動農(nong)(nong)(nong)(nong)藥(yao)減(jian)量(liang)增(zeng)效示范基(ji)地建設探索集成一批經濟、實用、有(you)效、易行(xing)的農(nong)(nong)(nong)(nong)藥(yao)減(jian)量(liang)增(zeng)效技(ji)術模式。嚴格(ge)(ge)落(luo)實《山(shan)西省(sheng)農(nong)(nong)(nong)(nong)藥(yao)包裝(zhuang)廢(fei)棄物回(hui)(hui)收處理實施意見》,鼓勵(li)使(shi)用便于回(hui)(hui)收的大容量(liang)包裝(zhuang)物,加強(qiang)農(nong)(nong)(nong)(nong)藥(yao)包裝(zhuang)廢(fei)棄物回(hui)(hui)收處理。(省(sheng)生態環境(jing)廳(ting)、省(sheng)農(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)村廳(ting)等按(an)職責分(fen)工負責)
(八)加(jia)強新污(wu)(wu)(wu)(wu)染(ran)物(wu)多環(huan)境(jing)(jing)介(jie)質協同治理(li)。加(jia)強有(you)毒有(you)害大氣污(wu)(wu)(wu)(wu)染(ran)物(wu)、水污(wu)(wu)(wu)(wu)染(ran)物(wu)環(huan)境(jing)(jing)治理(li),嚴格(ge)執(zhi)行國家相關污(wu)(wu)(wu)(wu)染(ran)控(kong)制(zhi)技術規范(fan)。將生產、加(jia)工使用或排(pai)(pai)放(fang)重點(dian)管(guan)(guan)控(kong)新污(wu)(wu)(wu)(wu)染(ran)物(wu)清(qing)單(dan)(dan)中所列化學物(wu)質的企(qi)事業單(dan)(dan)位納入重點(dian)排(pai)(pai)污(wu)(wu)(wu)(wu)監管(guan)(guan)單(dan)(dan)位,按(an)照相關法規、標準及(ji)排(pai)(pai)污(wu)(wu)(wu)(wu)許可有(you)關要求進(jin)行管(guan)(guan)理(li),對排(pai)(pai)放(fang)(污(wu)(wu)(wu)(wu))口(kou)及(ji)其周邊環(huan)境(jing)(jing)定期開展環(huan)境(jing)(jing)監測,評估(gu)環(huan)境(jing)(jing)風險,排(pai)(pai)查(cha)整(zheng)治環(huan)境(jing)(jing)安全隱(yin)患,依法公開新污(wu)(wu)(wu)(wu)染(ran)物(wu)信息,采取(qu)措施防范(fan)環(huan)境(jing)(jing)風險。土壤污(wu)(wu)(wu)(wu)染(ran)重點(dian)監管(guan)(guan)單(dan)(dan)位應嚴格(ge)控(kong)制(zhi)有(you)毒有(you)害物(wu)質排(pai)(pai)放(fang),建立土壤污(wu)(wu)(wu)(wu)染(ran)隱(yin)患排(pai)(pai)查(cha)制(zhi)度,持續有(you)效防止有(you)毒有(you)害物(wu)質滲漏、流失(shi)、揚散。(省(sheng)生態環(huan)境(jing)(jing)廳(ting)負責)
(九)強化(hua)含(han)特定(ding)新(xin)污染物(wu)廢(fei)物(wu)的(de)(de)收(shou)集利用處置(zhi)。規范廢(fei)藥品(pin)、廢(fei)農(nong)(nong)藥以及抗生(sheng)素生(sheng)產過(guo)程(cheng)中產生(sheng)的(de)(de)廢(fei)母液、廢(fei)反應(ying)基和廢(fei)培養基等廢(fei)物(wu)收(shou)集利用處置(zhi),提升含(han)特定(ding)新(xin)污染物(wu)廢(fei)物(wu)處置(zhi)能力。(省生(sheng)態環境廳、省農(nong)(nong)業農(nong)(nong)村廳等按職責(ze)(ze)分(fen)工負責(ze)(ze))
(十(shi))開展(zhan)新污染(ran)(ran)物(wu)治(zhi)理試(shi)點(dian)(dian)(dian)工(gong)(gong)(gong)程(cheng)。在我省(sheng)(sheng)黃河流域、重(zhong)點(dian)(dian)(dian)飲用(yong)水(shui)水(shui)源(yuan)地周邊和(he)重(zhong)點(dian)(dian)(dian)河口,聚焦焦化、煤化工(gong)(gong)(gong)、涂料(liao)、紡織(zhi)印染(ran)(ran)、橡膠、農藥、醫藥等(deng)行(xing)業(ye),選取(qu)一批重(zhong)點(dian)(dian)(dian)企業(ye)和(he)工(gong)(gong)(gong)業(ye)園區(qu)開展(zhan)新污染(ran)(ran)物(wu)治(zhi)理試(shi)點(dian)(dian)(dian)工(gong)(gong)(gong)程(cheng),形成一批有(you)毒有(you)害化學物(wu)質綠色替(ti)代、新污染(ran)(ran)物(wu)減(jian)(jian)排(pai)治(zhi)理等(deng)示范(fan)技術。鼓勵有(you)條件的市制定激勵政策,推(tui)動企業(ye)先行(xing)先試(shi),減(jian)(jian)少(shao)新污染(ran)(ran)物(wu)的產生(sheng)和(he)排(pai)放(fang)。(省(sheng)(sheng)工(gong)(gong)(gong)信廳、省(sheng)(sheng)生(sheng)態(tai)環境廳等(deng)按職責分工(gong)(gong)(gong)負責)
四、保障措施
(一)加(jia)強組織領導。堅持黨對新污(wu)染(ran)物(wu)治(zhi)(zhi)理(li)工作(zuo)的全面領導。各(ge)市、縣人民(min)政府要加(jia)強組織領導,全面落(luo)實(shi)(shi)(shi)新污(wu)染(ran)物(wu)治(zhi)(zhi)理(li)屬地(di)責任。各(ge)市人民(min)政府是落(luo)實(shi)(shi)(shi)本(ben)方(fang)案(an)的主體(ti),于2023年4月底前組織制定本(ben)市新污(wu)染(ran)物(wu)治(zhi)(zhi)理(li)方(fang)案(an),細化分解目標任務,明確部(bu)門(men)分工,抓好(hao)各(ge)項工作(zuo)落(luo)實(shi)(shi)(shi)。省(sheng)人民(min)政府各(ge)有關部(bu)門(men)加(jia)強分工協作(zuo),共同(tong)做好(hao)新污(wu)染(ran)物(wu)治(zhi)(zhi)理(li)工作(zuo),2025年對本(ben)方(fang)案(an)實(shi)(shi)(shi)施(shi)情(qing)況進行(xing)評(ping)估(gu)。將新污(wu)染(ran)物(wu)治(zhi)(zhi)理(li)中存(cun)在的突(tu)出生(sheng)態環境(jing)問(wen)題納入省(sheng)級生(sheng)態環境(jing)保護(hu)督(du)察。(省(sheng)生(sheng)態環境(jing)廳(ting)牽頭,有關部(bu)門(men)按職責分工負(fu)責)
(二)建立健(jian)全工(gong)作(zuo)(zuo)(zuo)(zuo)機(ji)制(zhi)。強化部門(men)(men)間溝(gou)通協作(zuo)(zuo)(zuo)(zuo),建立生態環境(jing)部門(men)(men)牽頭,發展(zhan)改革(ge)、科技、工(gong)業(ye)和(he)(he)信息化、財政、住(zhu)房和(he)(he)城鄉建設、農(nong)(nong)業(ye)農(nong)(nong)村(cun)(cun)、商(shang)務、衛生健(jian)康、海關(guan)、市場(chang)(chang)監(jian)(jian)(jian)管(guan)、藥(yao)監(jian)(jian)(jian)等部門(men)(men)組成的(de)新(xin)(xin)(xin)污染物治(zhi)理(li)(li)跨部門(men)(men)協調工(gong)作(zuo)(zuo)(zuo)(zuo)機(ji)制(zhi),統籌推進新(xin)(xin)(xin)污染物治(zhi)理(li)(li)工(gong)作(zuo)(zuo)(zuo)(zuo)。加強部門(men)(men)聯(lian)合(he)調查、聯(lian)合(he)執法、信息共(gong)享(xiang)、數(shu)據共(gong)享(xiang)和(he)(he)專業(ye)支持,確保(bao)新(xin)(xin)(xin)污染物治(zhi)理(li)(li)各項工(gong)作(zuo)(zuo)(zuo)(zuo)高效(xiao)開展(zhan)。積極構(gou)(gou)建全社會共(gong)治(zhi)機(ji)制(zhi),督促企(qi)業(ye)積極落(luo)實新(xin)(xin)(xin)污染物治(zhi)理(li)(li)主(zhu)體責(ze)任,按照新(xin)(xin)(xin)污染物治(zhi)理(li)(li)有關(guan)要求開展(zhan)各項工(gong)作(zuo)(zuo)(zuo)(zuo)。引導第三方機(ji)構(gou)(gou)、科研(yan)單位與高校合(he)作(zuo)(zuo)(zuo)(zuo),聯(lian)合(he)培育(yu)新(xin)(xin)(xin)技術。探(tan)索建立零售(shou)藥(yao)店回收過期(qi)藥(yao)品的(de)激勵(li)體系,推進過期(qi)藥(yao)品無害化處理(li)(li)。(省(sheng)生態環境(jing)廳(ting)牽頭,省(sheng)發展(zhan)改革(ge)委、省(sheng)科技廳(ting)、省(sheng)工(gong)信廳(ting)、省(sheng)財政廳(ting)、省(sheng)住(zhu)建廳(ting)、省(sheng)農(nong)(nong)業(ye)農(nong)(nong)村(cun)(cun)廳(ting)、省(sheng)商(shang)務廳(ting)、省(sheng)衛健(jian)委、太原海關(guan)、省(sheng)市場(chang)(chang)監(jian)(jian)(jian)管(guan)局(ju)、省(sheng)藥(yao)監(jian)(jian)(jian)局(ju)等按職責(ze)分工(gong)負責(ze))
(三)強化(hua)(hua)監(jian)管(guan)執(zhi)法(fa)。督促企業落(luo)實(shi)主體責(ze)(ze)任,嚴(yan)格落(luo)實(shi)新(xin)污染物(wu)治理(li)相關(guan)要求。根據我省生(sheng)(sheng)產、使(shi)用重點(dian)管(guan)控新(xin)污染物(wu)的單位名單,加(jia)強執(zhi)法(fa)監(jian)測(ce)及周邊區域(yu)環(huan)(huan)(huan)境(jing)(jing)(jing)監(jian)測(ce),依法(fa)開展現場檢查,加(jia)大對未按規(gui)定(ding)落(luo)實(shi)環(huan)(huan)(huan)境(jing)(jing)(jing)風險管(guan)控措施(shi)企業的監(jian)督執(zhi)法(fa)力(li)度。對于(yu)存(cun)在嚴(yan)重環(huan)(huan)(huan)境(jing)(jing)(jing)違法(fa)行為或(huo)者屢查屢犯(fan)的企業,要加(jia)大處罰力(li)度,并公開曝光。加(jia)強對禁止或(huo)限制類(lei)有(you)毒(du)有(you)害化(hua)(hua)學物(wu)質(zhi)及其相關(guan)產品生(sheng)(sheng)產、加(jia)工使(shi)用、進出口的監(jian)督執(zhi)法(fa)。(省生(sheng)(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)廳、省農業農村廳、太(tai)原(yuan)海關(guan)、省市場監(jian)管(guan)局(ju)等按職責(ze)(ze)分工負責(ze)(ze))

(五)加(jia)強科技(ji)(ji)(ji)支(zhi)撐(cheng)。在省科技(ji)(ji)(ji)重(zhong)大(da)專項、重(zhong)點研(yan)發計劃(hua)、基礎研(yan)究(jiu)(jiu)(jiu)計劃(hua)等(deng)科技(ji)(ji)(ji)計劃(hua)中加(jia)強新(xin)(xin)污(wu)染物(wu)治理(li)(li)科技(ji)(ji)(ji)攻(gong)關(guan)(guan),開(kai)展(zhan)有毒有害化(hua)(hua)學物(wu)質環(huan)境(jing)風(feng)險評估與管控關(guan)(guan)鍵技(ji)(ji)(ji)術(shu)研(yan)究(jiu)(jiu)(jiu);加(jia)強新(xin)(xin)污(wu)染物(wu)相關(guan)(guan)新(xin)(xin)理(li)(li)論和新(xin)(xin)技(ji)(ji)(ji)術(shu)等(deng)研(yan)究(jiu)(jiu)(jiu);加(jia)強抗生(sheng)(sheng)(sheng)素(su)、微(wei)塑料等(deng)生(sheng)(sheng)(sheng)態(tai)環(huan)境(jing)危害機理(li)(li)研(yan)究(jiu)(jiu)(jiu)。大(da)力支(zhi)持(chi)行業龍頭企業聯(lian)(lian)合高校、科研(yan)院所組(zu)建創新(xin)(xin)聯(lian)(lian)合體,持(chi)續開(kai)展(zhan)科技(ji)(ji)(ji)創新(xin)(xin),加(jia)快科技(ji)(ji)(ji)成(cheng)果(guo)轉化(hua)(hua)。加(jia)強新(xin)(xin)污(wu)染物(wu)治理(li)(li)領(ling)域省重(zhong)點實(shi)驗室、技(ji)(ji)(ji)術(shu)創新(xin)(xin)中心(xin)等(deng)創新(xin)(xin)平(ping)臺建設(she),開(kai)展(zhan)新(xin)(xin)污(wu)染物(wu)相關(guan)(guan)研(yan)究(jiu)(jiu)(jiu)。(省科技(ji)(ji)(ji)廳、省生(sheng)(sheng)(sheng)態(tai)環(huan)境(jing)廳、省衛(wei)健委(wei)等(deng)按職責分(fen)工負責)
(六)提升基(ji)礎能(neng)力。加強省(sheng)(sheng)市縣三級(ji)新(xin)(xin)污染(ran)物(wu)治理監(jian)督、執法、監(jian)測(ce)(ce)基(ji)礎能(neng)力建(jian)(jian)設(she)。依托(tuo)省(sheng)(sheng)生態環(huan)境監(jian)測(ce)(ce)和應急保(bao)障中心(省(sheng)(sheng)生態環(huan)境科學(xue)(xue)研(yan)(yan)究院)、省(sheng)(sheng)生態環(huan)境規(gui)劃和技(ji)術研(yan)(yan)究院以(yi)及(ji)省(sheng)(sheng)內涉及(ji)新(xin)(xin)污染(ran)物(wu)研(yan)(yan)究的科研(yan)(yan)院所、高校等單位(wei),有效提升我省(sheng)(sheng)化學(xue)(xue)物(wu)質(zhi)環(huan)境風險評(ping)估和新(xin)(xin)污染(ran)物(wu)環(huan)境監(jian)測(ce)(ce)技(ji)術支(zhi)撐保(bao)障能(neng)力。規(gui)范使用國家化學(xue)(xue)物(wu)質(zhi)環(huan)境風險管理信息系(xi)統和化學(xue)(xue)物(wu)質(zhi)計算毒理與暴露預(yu)測(ce)(ce)平臺(tai)。建(jian)(jian)設(she)一(yi)批良好實驗(yan)室(shi),加強相關專(zhuan)業人才隊伍建(jian)(jian)設(she),組(zu)織開展專(zhuan)項培訓。(省(sheng)(sheng)生態環(huan)境廳、省(sheng)(sheng)衛(wei)健委等按職責分(fen)工(gong)負責)
