各市政府安委會,省有關部門(men):
為貫徹落實《山西省(sheng)化(hua)工(gong)(gong)園(yuan)(yuan)(yuan)區安(an)(an)全整治(zhi)提升工(gong)(gong)作方案》要求,深化(hua)園(yuan)(yuan)(yuan)區認定與安(an)(an)全風險等級評估(gu)復(fu)核融(rong)合,扎實推進園(yuan)(yuan)(yuan)區安(an)(an)全整治(zhi)提升工(gong)(gong)作,有效(xiao)防(fang)控(kong)化(hua)工(gong)(gong)園(yuan)(yuan)(yuan)區重大(da)安(an)(an)全風險,促(cu)進園(yuan)(yuan)(yuan)區高質量(liang)發展,結合全省(sheng)化(hua)工(gong)(gong)園(yuan)(yuan)(yuan)區安(an)(an)全風險等級復(fu)核工(gong)(gong)作發現的共性問題(ti),提出以下指導(dao)意見,請遵照執行。
一、指導思(si)想(xiang)
以化工園(yuan)(yuan)區(qu)安(an)(an)(an)全(quan)風險評估為牽引,堅持制度完善(shan)和項目建設“兩手(shou)抓”,發(fa)揮化工園(yuan)(yuan)區(qu)安(an)(an)(an)全(quan)整(zheng)治(zhi)提升(sheng)“十(shi)有(you)(you)兩禁(jin)”導向作(zuo)用和專家(jia)服務指導作(zuo)用,制定并完善(shan)“一(yi)園(yuan)(yuan)一(yi)策”整(zheng)治(zhi)提升(sheng)方案,推動全(quan)省(sheng)所(suo)有(you)(you)化工園(yuan)(yuan)區(qu)降(jiang)低(di)安(an)(an)(an)全(quan)風險等級,扭轉我(wo)省(sheng)化工園(yuan)(yuan)區(qu)認(ren)定工作(zuo)及安(an)(an)(an)全(quan)整(zheng)治(zhi)提升(sheng)工作(zuo)滯后的現(xian)狀。
二、工作目(mu)標
到(dao)2022年底,化(hua)工(gong)(gong)園(yuan)區認定(ding)及整治提(ti)(ti)升復核工(gong)(gong)作取得實質(zhi)性(xing)(xing)進展,基本消除高風險和較(jiao)高風險化(hua)工(gong)(gong)園(yuan)區。園(yuan)區安(an)(an)全生產環境持續(xu)改善,公(gong)用配套(tao)設(she)施建設(she)取得積極(ji)進展,安(an)(an)全監管水平穩步提(ti)(ti)升,打造一批示范(fan)性(xing)(xing)化(hua)工(gong)(gong)園(yuan)區,帶(dai)動化(hua)工(gong)(gong)行業安(an)(an)全發展水平整體提(ti)(ti)升,更好服務于全省經濟發展。
三(san)、安全整(zheng)治提升要求(qiu)
(一)否決項
化工園區存在以(yi)下(xia)情況(kuang),直接判定為高安全風險(xian)(A類(lei)):
(1)化工園(yuan)區規劃不符(fu)合當地總體(ti)規劃要求或未(wei)明(ming)確四至(zhi)范圍(四至(zhi)范圍是指東西南北(bei)四個方向的(de)邊界)。
(2)化工(gong)園區未明確安全(quan)管理機(ji)構。
(3)化工園區外部安(an)全防護(hu)距離(li)不(bu)符合標準要求(qiu)。
(4)化工園區內部布局不合理,企(qi)業之間(jian)存在重(zhong)大風險疊加或失控。
(5)化工(gong)園區(qu)內存在在役化工(gong)裝置未經具(ju)有(you)相應資(zi)質(zhi)的單(dan)位(wei)設(she)(she)計(ji)且未通過安全設(she)(she)計(ji)診斷的企業。
(6)化工(gong)園區(qu)內(nei)存在(zai)涉(she)及危(wei)險(xian)化工(gong)工(gong)藝的特種(zhong)作業人員未取得高(gao)中(zhong)或(huo)者相當于高(gao)中(zhong)及以上學歷的企(qi)業。
(二)有規劃體系
1.整治提升要求
化(hua)工園區應(ying)編(bian)制(zhi)《化(hua)工園區總(zong)體(ti)(ti)規(gui)(gui)劃》和(he)《化(hua)工園區產(chan)業規(gui)(gui)劃》,《化(hua)工園區總(zong)體(ti)(ti)規(gui)(gui)劃》應(ying)包含安(an)全生產(chan)和(he)綜合防災減災規(gui)(gui)劃章節,并與上(shang)位規(gui)(gui)劃形成(cheng)體(ti)(ti)系。園區規(gui)(gui)劃體(ti)(ti)系應(ying)具備針對(dui)性(xing)(xing)、實時(shi)性(xing)(xing)、全面性(xing)(xing)。
2.整治提升措施
一是(shi)聘請(qing)第三方(fang)技術服務機構,按照園(yuan)(yuan)區審批四至范圍,動態修編化工園(yuan)(yuan)區的總(zong)體規(gui)(gui)(gui)劃(hua)和產(chan)(chan)業(ye)發(fa)展規(gui)(gui)(gui)劃(hua);二是(shi)將安全生(sheng)(sheng)產(chan)(chan)、防災(zai)(zai)減災(zai)(zai)和消防規(gui)(gui)(gui)劃(hua)以專篇形(xing)式明確,或單獨(du)編制安全生(sheng)(sheng)產(chan)(chan)、防災(zai)(zai)減災(zai)(zai)、消防等專項規(gui)(gui)(gui)劃(hua);三是(shi)產(chan)(chan)業(ye)規(gui)(gui)(gui)劃(hua)應對(dui)化工園(yuan)(yuan)區的定位、產(chan)(chan)業(ye)體系(xi)、產(chan)(chan)業(ye)結構、產(chan)(chan)業(ye)鏈、經濟社會(hui)環(huan)境影響(xiang)、實施方(fang)案等做出(chu)科學計(ji)劃(hua);四是(shi)園(yuan)(yuan)區相關規(gui)(gui)(gui)劃(hua)文本在發(fa)生(sheng)(sheng)變更(geng)后應及時完成審批、備案程序。
責任單位:化工(gong)園(yuan)區管(guan)委會,縣級(ji)發改局、工(gong)信(xin)局、自然(ran)資(zi)源局、應急管(guan)理局。
(三)有管理(li)機(ji)構、人員、管理(li)制(zhi)度
1.整治提升要求
負(fu)責園區(qu)管(guan)(guan)理(li)的當地人民政府應設置或指定園區(qu)安(an)全生(sheng)產(chan)管(guan)(guan)理(li)機構,建立安(an)全生(sheng)產(chan)與應急一(yi)體化管(guan)(guan)理(li)權責清單(dan),配齊配強專(zhuan)業監管(guan)(guan)人員。
2.整治提升措施
(1)安全(quan)管(guan)理(li)機(ji)構。負(fu)責園(yuan)區(qu)(qu)(qu)管(guan)理(li)的當(dang)地(di)人民政府應(ying)設(she)置或指定園(yuan)區(qu)(qu)(qu)安全(quan)生產(chan)管(guan)理(li)機(ji)構,包括化(hua)工(gong)園(yuan)區(qu)(qu)(qu)單獨設(she)立的安全(quan)管(guan)理(li)機(ji)構,內設(she)化(hua)工(gong)園(yuan)區(qu)(qu)(qu)的開發(fa)區(qu)(qu)(qu)(經(jing)開區(qu)(qu)(qu)、高(gao)新區(qu)(qu)(qu))安全(quan)管(guan)理(li)機(ji)構以及地(di)方應(ying)急管(guan)理(li)部門派(pai)駐園(yuan)區(qu)(qu)(qu)的分局、安監站等(deng),建立園(yuan)區(qu)(qu)(qu)各項安全(quan)管(guan)理(li)制度并嚴格(ge)落(luo)實。
(2)管理(li)制度。化(hua)工(gong)園區應建立安全(quan)生(sheng)產與應急一體化(hua)管理(li)權責清(qing)單,明確化(hua)工(gong)園區相關(guan)負責人、安全(quan)生(sheng)產管理(li)機構及(ji)相關(guan)部門的安全(quan)管理(li)職(zhi)責。
(3)監管(guan)(guan)人(ren)員(yuan)(yuan)(yuan)。采用行(xing)政編制、事業(ye)(ye)(ye)(ye)編制、聘(pin)用應急(ji)管(guan)(guan)理綜合行(xing)政執法技術檢查員(yuan)(yuan)(yuan)等形(xing)式(shi),配(pei)齊配(pei)強專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)監管(guan)(guan)人(ren)員(yuan)(yuan)(yuan)。化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)園(yuan)區專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)監管(guan)(guan)人(ren)員(yuan)(yuan)(yuan)原(yuan)(yuan)則上(shang)(shang)不(bu)少于(yu)6人(ren);化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)(危(wei)險化(hua)(hua)(hua)(hua)(hua)學品)企業(ye)(ye)(ye)(ye)超(chao)過20家的,專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)監管(guan)(guan)人(ren)員(yuan)(yuan)(yuan)原(yuan)(yuan)則上(shang)(shang)不(bu)少于(yu)10人(ren);化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)(危(wei)險化(hua)(hua)(hua)(hua)(hua)學品)企業(ye)(ye)(ye)(ye)超(chao)過40家的,專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)監管(guan)(guan)人(ren)員(yuan)(yuan)(yuan)原(yuan)(yuan)則上(shang)(shang)不(bu)少于(yu)15人(ren);涉及(ji)有毒(du)(du)、劇毒(du)(du)氣體和爆(bao)炸(zha)物,重點監管(guan)(guan)危(wei)險化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)工(gong)(gong)(gong)藝,重大危(wei)險源的化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)園(yuan)區,應增加專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)監管(guan)(guan)人(ren)員(yuan)(yuan)(yuan)。安(an)全監管(guan)(guan)人(ren)員(yuan)(yuan)(yuan)應具(ju)有化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)等相關(guan)專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)本科以(yi)(yi)上(shang)(shang)學歷,或(huo)(huo)(huo)者(zhe)(zhe)相關(guan)行(xing)業(ye)(ye)(ye)(ye)領域中級(ji)以(yi)(yi)上(shang)(shang)專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)技術職稱(cheng)、二級(ji)(技師)以(yi)(yi)上(shang)(shang)職業(ye)(ye)(ye)(ye)資格,或(huo)(huo)(huo)者(zhe)(zhe)注(zhu)冊安(an)全工(gong)(gong)(gong)程(cheng)師等職業(ye)(ye)(ye)(ye)資格,或(huo)(huo)(huo)者(zhe)(zhe)在化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)企業(ye)(ye)(ye)(ye)一線從事生(sheng)產(chan)或(huo)(huo)(huo)安(an)全管(guan)(guan)理工(gong)(gong)(gong)作10年及(ji)以(yi)(yi)上(shang)(shang)。
責任單位:縣(xian)(xian)級人(ren)民(min)政(zheng)府、化工(gong)園區(qu)管(guan)(guan)委會,縣(xian)(xian)級編(bian)辦、應急管(guan)(guan)理局。
(四)有“四至范圍(wei)”
1.整治提升要求
通過文字表述(shu)、邊(bian)(bian)界拐點坐(zuo)標和(he)化(hua)工園區(qu)(qu)邊(bian)(bian)界形狀(zhuang)圖予以(yi)明確。發生變動的(de),應報送化(hua)工園區(qu)(qu)認定部門及自然資(zi)源部門審查批準,并根(gen)據修改后的(de)四至范圍,修訂相關(guan)規(gui)劃及審批備案文件。
2.整治提升措施
四至范圍(wei)是否決項之一(yi)。要(yao)求必(bi)須跟國(guo)土(tu)空(kong)間(jian)規劃相對應,并且要(yao)有文字(zi)表述、拐點坐標、邊界(jie)形狀(zhuang)圖。如果發生變更(geng),要(yao)報送(song)園(yuan)區認定部(bu)門(men)、自(zi)然資源(yuan)部(bu)門(men)進行批準(zhun),并及(ji)時(shi)修訂相關的規劃,并審(shen)批備案(an)。
責(ze)任單位:化工園區管(guan)委會,縣級(ji)工信局(ju)、自然資源局(ju)。
(五)有周邊土地(di)規(gui)劃安(an)全(quan)控制(zhi)線
1.整治提升要求
化工(gong)園(yuan)區(qu)管理(li)機構應(ying)依據化工(gong)園(yuan)區(qu)整體性(xing)安全(quan)(quan)風險評估結果和(he)相關法(fa)規(gui)標(biao)準(zhun)的(de)(de)要(yao)求(qiu),從化工(gong)園(yuan)區(qu)規(gui)劃(hua)(hua)用(yong)地(di)(di)邊(bian)界線外(wai)側劃(hua)(hua)定(ding)化工(gong)園(yuan)區(qu)周(zhou)(zhou)邊(bian)土(tu)地(di)(di)規(gui)劃(hua)(hua)安全(quan)(quan)控制(zhi)線,并報送化工(gong)園(yuan)區(qu)所(suo)在地(di)(di)設(she)(she)區(qu)的(de)(de)市縣(xian)兩級人民政(zheng)府(fu)規(gui)劃(hua)(hua)主管部(bu)門(men)、應(ying)急(ji)管理(li)部(bu)門(men)。化工(gong)園(yuan)區(qu)所(suo)在地(di)(di)設(she)(she)區(qu)的(de)(de)市縣(xian)兩級人民政(zheng)府(fu)規(gui)劃(hua)(hua)主管部(bu)門(men)應(ying)嚴格控制(zhi)化工(gong)園(yuan)區(qu)周(zhou)(zhou)邊(bian)土(tu)地(di)(di)開發利用(yong),土(tu)地(di)(di)規(gui)劃(hua)(hua)安全(quan)(quan)控制(zhi)線范圍內的(de)(de)開發建設(she)(she)項(xiang)目(mu)應(ying)經過安全(quan)(quan)風險評估,滿足安全(quan)(quan)風險控制(zhi)要(yao)求(qiu)。
2.整治提升措施
一是(shi)在(zai)(zai)(zai)對(dui)園(yuan)區(qu)(qu)內(nei)現有、在(zai)(zai)(zai)建項(xiang)目進行(xing)整體性安(an)全(quan)(quan)風(feng)(feng)險(xian)評(ping)估的基(ji)礎(chu)(chu)之上,聘請第三(san)方(fang)技(ji)術服務機構,綜合考(kao)慮相(xiang)關(guan)標準規(gui)范(fan)規(gui)定(ding)(ding)的安(an)全(quan)(quan)間(jian)距、現有及在(zai)(zai)(zai)建項(xiang)目3×10-7/年個人風(feng)(feng)險(xian)等值線和相(xiang)關(guan)重大事故后(hou)果影響(xiang)范(fan)圍(wei),在(zai)(zai)(zai)化工園(yuan)區(qu)(qu)四(si)至范(fan)圍(wei)基(ji)礎(chu)(chu)上劃(hua)定(ding)(ding)園(yuan)區(qu)(qu)周邊(bian)土(tu)地規(gui)劃(hua)安(an)全(quan)(quan)控制(zhi)(zhi)線;二是(shi)土(tu)地規(gui)劃(hua)安(an)全(quan)(quan)控制(zhi)(zhi)線劃(hua)定(ding)(ding)后(hou)報化工園(yuan)區(qu)(qu)所(suo)在(zai)(zai)(zai)地設區(qu)(qu)的市縣兩級(ji)人民政府規(gui)劃(hua)主管部門、應急管理部門。納(na)入當地國土(tu)空(kong)間(jian)規(gui)劃(hua);三(san)是(shi)土(tu)地規(gui)劃(hua)安(an)全(quan)(quan)控制(zhi)(zhi)線范(fan)圍(wei)內(nei)的開發建設項(xiang)目應經過(guo)安(an)全(quan)(quan)風(feng)(feng)險(xian)評(ping)估,滿足安(an)全(quan)(quan)風(feng)(feng)險(xian)控制(zhi)(zhi)要求;四(si)是(shi)化工園(yuan)區(qu)(qu)在(zai)(zai)(zai)開展整體性安(an)全(quan)(quan)風(feng)(feng)險(xian)評(ping)估、變(bian)更四(si)至范(fan)圍(wei)后(hou)及時更新周邊(bian)土(tu)地規(gui)劃(hua)安(an)全(quan)(quan)控制(zhi)(zhi)線。
責任單位:化工園區管委會,市(shi)、縣級(ji)應(ying)急(ji)管理局(ju)、自(zi)然資(zi)源局(ju)。
(六)有公用工程和配套(tao)功能設施
1.整治提升要求
(1)供水。化工(gong)園區必(bi)須有集(ji)中的供水設(she)施和(he)管網,管網應該是環狀(zhuang)管網或雙管路的管網。如果有天然水源的,需(xu)要(yao)設(she)置(zhi)取水的消防車道(dao)和(he)取水碼(ma)頭。
(2)雙電(dian)(dian)源。化(hua)工園(yuan)區應能保障雙電(dian)(dian)源供電(dian)(dian),電(dian)(dian)源可靠。
(3)公共管(guan)廊。化工園區公共管(guan)廊按照《化工園區公共管(guan)廊管(guan)理規程(cheng)》(GB/T 36762)的要求進行規劃設計、巡(xun)檢(jian)管(guan)理、維護保養、安全管(guan)理、數字(zi)化管(guan)理等。
(4)公共(gong)事(shi)故(gu)廢水應(ying)(ying)急池(chi)(chi)。化工園區(qu)(qu)應(ying)(ying)當(dang)根據園區(qu)(qu)現有和(he)(he)規劃項目的事(shi)故(gu)廢水量進行合(he)理分析(xi)和(he)(he)估算(suan)。經(jing)計算(suan)、分析(xi)后需要(yao)建設事(shi)故(gu)廢水收集系(xi)統的化工園區(qu)(qu),規劃建設公共(gong)的事(shi)故(gu)廢水應(ying)(ying)急池(chi)(chi)及收集、處置系(xi)統。
(5)危險(xian)廢物處置(zhi)(zhi)。化(hua)工園區應嚴格按(an)照《化(hua)工園區安全(quan)風(feng)險(xian)排查治(zhi)理導則(試(shi)行)》要求,配套建(jian)設危險(xian)廢物處置(zhi)(zhi)設施(shi),安全(quan)處置(zhi)(zhi)廢物,并實施(shi)全(quan)流程監管。
2.整治提升措施
(1)供(gong)水(shui)(shui)(shui)(shui)。供(gong)水(shui)(shui)(shui)(shui)管網應(ying)(ying)采用(yong)環狀管網供(gong)水(shui)(shui)(shui)(shui)或雙管路供(gong)水(shui)(shui)(shui)(shui)。園區可供(gong)水(shui)(shui)(shui)(shui)量(liang)除滿足(zu)(zu)正常生(sheng)產、生(sheng)活用(yong)水(shui)(shui)(shui)(shui)量(liang)需求外,取水(shui)(shui)(shui)(shui)設(she)(she)施的(de)能力應(ying)(ying)滿足(zu)(zu)應(ying)(ying)急消防(fang)(fang)時取水(shui)(shui)(shui)(shui)所需最大小時用(yong)水(shui)(shui)(shui)(shui)量(liang)需求。供(gong)消防(fang)(fang)車(che)取水(shui)(shui)(shui)(shui)的(de)天然水(shui)(shui)(shui)(shui)源應(ying)(ying)按枯水(shui)(shui)(shui)(shui)期水(shui)(shui)(shui)(shui)位設(she)(she)置取水(shui)(shui)(shui)(shui)設(she)(she)施,設(she)(she)置要求應(ying)(ying)滿足(zu)(zu)《消防(fang)(fang)給水(shui)(shui)(shui)(shui)及消火(huo)栓系統技術規(gui)范》(GB50974-2014)《室(shi)外給水(shui)(shui)(shui)(shui)設(she)(she)計標準(zhun)(zhun)》《GB50013-2018》等(deng)標準(zhun)(zhun)規(gui)范。
(2)雙電(dian)(dian)(dian)(dian)源(yuan)(yuan)。以下(xia)3種情況可視為(wei)滿足雙電(dian)(dian)(dian)(dian)源(yuan)(yuan)條件:一(yi)(yi)是從外部不(bu)同110KV或220KV的變(bian)電(dian)(dian)(dian)(dian)站接出(chu)兩路(lu)用電(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)源(yuan)(yuan);二是外部只有一(yi)(yi)個110KV或220KV的變(bian)電(dian)(dian)(dian)(dian)站,從一(yi)(yi)個變(bian)電(dian)(dian)(dian)(dian)站接出(chu)兩條不(bu)同母線的電(dian)(dian)(dian)(dian)源(yuan)(yuan)線;三是化工(gong)園區(qu)內有供電(dian)(dian)(dian)(dian)熱電(dian)(dian)(dian)(dian)聯產,其電(dian)(dian)(dian)(dian)源(yuan)(yuan)可以作為(wei)一(yi)(yi)路(lu)電(dian)(dian)(dian)(dian)源(yuan)(yuan),化工(gong)園區(qu)從外部110KV或220KV變(bian)電(dian)(dian)(dian)(dian)站接一(yi)(yi)路(lu)電(dian)(dian)(dian)(dian)源(yuan)(yuan)。化工(gong)園區(qu)內有一(yi)(yi)級(ji)負荷時,雙電(dian)(dian)(dian)(dian)源(yuan)(yuan)的每一(yi)(yi)路(lu)電(dian)(dian)(dian)(dian)源(yuan)(yuan)的變(bian)壓器總容量(liang)要滿足所有負荷用電(dian)(dian)(dian)(dian)需求。
(3)公(gong)共(gong)管(guan)(guan)廊。按(an)照《化工園(yuan)區公(gong)共(gong)管(guan)(guan)廊管(guan)(guan)理規程(cheng)》(GB/T 36762)的要求進行加強巡(xun)檢管(guan)(guan)理、維護保養、安全管(guan)(guan)理、數(shu)字(zi)化管(guan)(guan)理等,進一步完善制度(du),加強巡(xun)查,建(jian)立臺賬。
(4)公共事故(gu)廢水應急池。聘請第三方技術服務機構對(dui)園區事故(gu)廢水進行(xing)合理的(de)分析計算,論(lun)證事故(gu)廢水防控系(xi)統建設的(de)必要性(xing)和合理性(xing),根(gen)據論(lun)證結(jie)果(guo)規劃(hua)建設公共事故(gu)廢水應急池。
(5)危(wei)險(xian)廢(fei)物處(chu)置(zhi)。將環保監管平(ping)臺(tai)與危(wei)廢(fei)處(chu)置(zhi)信息平(ping)臺(tai)整合,對危(wei)險(xian)廢(fei)物種類、產生量(liang)、流向、貯存、處(chu)置(zhi)和轉移(yi)實施監督和管理(li)。
責任單位:化工園區管(guan)委會,縣級生態環境局(ju)(ju)、水務局(ju)(ju)、消防部門、能源局(ju)(ju)。
(七)有封閉化管理
1.整治提升要求
化工園(yuan)區(qu)要因地制(zhi)宜、分(fen)類控制(zhi)、分(fen)級管理(li)、分(fen)步(bu)實(shi)施,利用(yong)(yong)信(xin)息化平臺、門禁(jin)系統、視頻監(jian)控系統、在線預警(jing)監(jian)測(ce)等手段對物料、人員、車(che)輛(liang)(liang)進出實(shi)施全過程監(jian)管。同時園(yuan)區(qu)應實(shi)時監(jian)控危險化學品運輸(shu)車(che)輛(liang)(liang)進出,實(shi)行(xing)專用(yong)(yong)道路、專用(yong)(yong)車(che)道和限(xian)(xian)時限(xian)(xian)速行(xing)駛等措施。
2.整治提升措施
一是結合產業結構、產業鏈特點、安(an)全風險(xian)(xian)類(lei)型等(deng)(deng)實際情況,分區(qu)(qu)實行(xing)封閉化(hua)管(guan)理,建立完(wan)善門禁系統和視(shi)頻監(jian)控(kong)系統;二(er)是規(gui)范(fan)和優化(hua)出入園(yuan)區(qu)(qu)的人(ren)流、物流和車(che)流行(xing)駛路徑和時間,管(guan)控(kong)外來輸入風險(xian)(xian);三(san)是利(li)用(yong)物理隔(ge)離、信息(xi)化(hua)平臺、視(shi)頻監(jian)控(kong)、在線監(jian)測預(yu)警等(deng)(deng)技術手段(duan)實現(xian)人(ren)員出入園(yuan)區(qu)(qu)的監(jian)管(guan);四(si)是采用(yong)車(che)輛(liang)入園(yuan)審批、設立車(che)輛(liang)專用(yong)車(che)道、限(xian)時限(xian)速行(xing)駛等(deng)(deng)管(guan)控(kong)措施,并利(li)用(yong)信息(xi)化(hua)平臺、視(shi)頻監(jian)控(kong)、在線監(jian)測預(yu)警、GPS定位卡(ka)、周界報警設備、車(che)輛(liang)違法違規(gui)行(xing)為(wei)自(zi)動(dong)識別告知等(deng)(deng)技術手段(duan),對出入園(yuan)區(qu)(qu)的危險(xian)(xian)物品和危險(xian)(xian)廢物及其運輸車(che)輛(liang)進行(xing)全過程監(jian)管(guan),降低化(hua)工園(yuan)區(qu)(qu)運輸風險(xian)(xian),減少(shao)安(an)全隱患。
責任單位:化工園區管(guan)委會、縣級(ji)交通運(yun)輸局、交警(jing)隊(dui)、屬地(di)鄉鎮(街道)和行政(zheng)村(cun)(社區)。
(八)有危險化學品車輛(liang)專用(yong)停車場
1.整治提升要求
有危險(xian)化學(xue)品車(che)(che)輛(liang)聚集較大安全風(feng)險(xian)的化工園區(qu)應建(jian)(jian)設危險(xian)化學(xue)品車(che)(che)輛(liang)專用停車(che)(che)場,停車(che)(che)場可參照《化工園區(qu)危險(xian)品運(yun)輸車(che)(che)輛(liang)停車(che)(che)場建(jian)(jian)設標準》(T-CPCIF0050-2020)建(jian)(jian)設。
2.整治提升措施
一是聘請(qing)第三方技術服務機構,對危險(xian)(xian)化(hua)(hua)學品(pin)車(che)輛(liang)停(ting)車(che)場(chang)(chang)(chang)建(jian)設(she)需求作出(chu)論(lun)證;二是如有(you)建(jian)設(she)需求,按照《化(hua)(hua)工(gong)園區危險(xian)(xian)品(pin)運(yun)輸車(che)輛(liang)停(ting)車(che)場(chang)(chang)(chang)建(jian)設(she)標準》(T-CPCIF0050-2020)要(yao)求進行危險(xian)(xian)化(hua)(hua)學品(pin)車(che)輛(liang)專(zhuan)用(yong)停(ting)車(che)場(chang)(chang)(chang)建(jian)設(she);三是落實危險(xian)(xian)化(hua)(hua)學品(pin)車(che)輛(liang)專(zhuan)用(yong)停(ting)車(che)場(chang)(chang)(chang)的安全、消防、環保、監測預警、救援等安全設(she)施建(jian)設(she)項目“三同(tong)時”要(yao)求;四是結合信(xin)息化(hua)(hua)平臺,建(jian)設(she)完(wan)善(shan)危險(xian)(xian)化(hua)(hua)學品(pin)運(yun)輸管理功能模塊。

(九)有信息化平臺
1.整治提升要求
化(hua)工(gong)園區(qu)應建(jian)設安全監(jian)(jian)管(guan)和應急(ji)救援(yuan)信息(xi)(xi)平(ping)臺(tai),構建(jian)基礎信息(xi)(xi)庫和風險隱患(huan)數據庫,至少應接入(ru)企(qi)業重(zhong)大(da)危險源(儲罐(guan)區(qu)和庫區(qu))實時(shi)在線監(jian)(jian)測監(jian)(jian)控相關(guan)數據、關(guan)鍵崗位(wei)視頻監(jian)(jian)控、安全儀(yi)表等異常報警(jing)數據,實現對化(hua)工(gong)園區(qu)內重(zhong)點場所、重(zhong)點設施在線實時(shi)監(jian)(jian)測、動態評估(gu)和及(ji)時(shi)自動預警(jing);化(hua)工(gong)園區(qu)應將接入(ru)數據上傳至省、市(shi)級(ji)應急(ji)管(guan)理(li)部(bu)門(men)。
2.整治提升措施
一是(shi)園(yuan)(yuan)區按(an)照《化(hua)(hua)(hua)(hua)工園(yuan)(yuan)區安全風險智能化(hua)(hua)(hua)(hua)管控平(ping)臺建(jian)(jian)設指南(試行)》要求(qiu),建(jian)(jian)設至少包含安全基礎(chu)管理(li)(li)、重大危(wei)(wei)險源管理(li)(li)、雙重預防機(ji)制、特(te)殊(shu)作業管理(li)(li)、封(feng)閉化(hua)(hua)(hua)(hua)管理(li)(li)、敏捷應急功能智能化(hua)(hua)(hua)(hua)信(xin)(xin)息(xi)平(ping)臺;二是(shi)結合信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)平(ping)臺,建(jian)(jian)立危(wei)(wei)險廢(fei)物信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)管理(li)(li)功能模塊,對園(yuan)(yuan)區內所有產生危(wei)(wei)險廢(fei)物單位的危(wei)(wei)險廢(fei)物種類(lei)、產生量(liang)、流向(xiang)、貯存(cun)、處置和(he)轉(zhuan)移實施監督和(he)管理(li)(li),及時更新相關(guan)信(xin)(xin)息(xi)。

(十(shi))有化(hua)工(gong)安全技能實訓基(ji)地
1.整治提升要求
化(hua)工重點(dian)地(di)區(qu)要(yao)加大(da)政策(ce)引導力(li)度,依托重點(dian)化(hua)工企業、化(hua)工園區(qu)或第(di)三方(fang)專業機構建立實(shi)(shi)習實(shi)(shi)訓(xun)基(ji)地(di)。
2.整治提升措施
一是(shi)可以(yi)采取自(zi)建、共建或委(wei)托第三方專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)培(pei)(pei)訓機構、職業(ye)(ye)(ye)(ye)(ye)院(yuan)校、技工(gong)(gong)(gong)院(yuan)校等提(ti)(ti)供(gong)服務(wu)方式;委(wei)托第三方提(ti)(ti)供(gong)服務(wu)的(de),實(shi)訓基(ji)(ji)地應當(dang)臨近化(hua)(hua)工(gong)(gong)(gong)園區(qu),方便企業(ye)(ye)(ye)(ye)(ye)參加培(pei)(pei)訓;二是(shi)按照(zhao)《化(hua)(hua)工(gong)(gong)(gong)安(an)全技能實(shi)訓基(ji)(ji)地建設(she)指南(試行)》,有(you)針對(dui)性配(pei)備(bei)典(dian)型化(hua)(hua)工(gong)(gong)(gong)設(she)備(bei)設(she)施操作與檢(jian)維修作業(ye)(ye)(ye)(ye)(ye)、化(hua)(hua)工(gong)(gong)(gong)特(te)殊作業(ye)(ye)(ye)(ye)(ye)安(an)全技能、重點監管的(de)危險化(hua)(hua)工(gong)(gong)(gong)工(gong)(gong)(gong)藝(yi)、個體(ti)防護(hu)裝備(bei)使用等實(shi)訓設(she)施;三是(shi)與園區(qu)內企業(ye)(ye)(ye)(ye)(ye)建立了穩定(ding)的(de)訂單式培(pei)(pei)訓合作關系;四是(shi)原則上(shang)配(pei)備(bei)3名以(yi)上(shang)專(zhuan)(zhuan)職培(pei)(pei)訓管理人員(yuan),建立有(you)相關規章(zhang)制度(du),嚴格管理學員(yuan)檔案(an);五是(shi)有(you)滿足培(pei)(pei)訓需要、穩定(ding)的(de)專(zhuan)(zhuan)兼職師資隊伍,師資數量原則上(shang)不少于同期(qi)最大(da)培(pei)(pei)訓規模(mo)的(de)5%,專(zhuan)(zhuan)職教師一般應當(dang)具有(you)化(hua)(hua)工(gong)(gong)(gong)、安(an)全類專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)本科以(yi)上(shang)學歷,或者相關專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)高級以(yi)上(shang)專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)技術職稱,或者相關專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)技師及以(yi)上(shang)等級,或者相關專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)注冊安(an)全工(gong)(gong)(gong)程師資格。

1.整治提升要求
化(hua)工(gong)園區(qu)(qu)應編制化(hua)工(gong)園區(qu)(qu)消(xiao)防規劃(hua),合理設置(zhi)消(xiao)防站(zhan)布點,參照不(bu)低于《城市消(xiao)防站(zhan)建(jian)(jian)設標準(zhun)》中(zhong)特勤消(xiao)防站(zhan)的標準(zhun)進(jin)行建(jian)(jian)設;待中(zhong)國消(xiao)防協會團體標準(zhun)《化(hua)工(gong)園區(qu)(qu)消(xiao)防站(zhan)建(jian)(jian)設標準(zhun)》公示實施后,按照該標準(zhun)進(jin)行園區(qu)(qu)消(xiao)防站(zhan)建(jian)(jian)設。建(jian)(jian)設危(wei)險化(hua)學品專業(ye)應急救援隊伍,根據(ju)自身(shen)安全風險類型(xing)和實際需求,配(pei)套(tao)建(jian)(jian)設醫療急救場(chang)所和氣防站(zhan)。
2.整治提升措施

(十二)“禁限控”目錄(lu)和項目安全(quan)準入條件
1.整治提升要求
化(hua)工(gong)園(yuan)(yuan)區(qu)(qu)應嚴格根據《化(hua)工(gong)園(yuan)(yuan)區(qu)(qu)總體(ti)規(gui)劃》和《化(hua)工(gong)園(yuan)(yuan)區(qu)(qu)產業規(gui)劃》,制定適應區(qu)(qu)域特點、地方(fang)實(shi)際的《化(hua)工(gong)園(yuan)(yuan)區(qu)(qu)產業發展指引》和“禁(jin)限控”目錄。
2.整治提升措施
化工園區應按照《危險(xian)化學(xue)品生(sheng)(sheng)產(chan)(chan)建設(she)項目安全風(feng)險(xian)防控指南(nan)(試(shi)行)》《產(chan)(chan)業(ye)結構調整指導目錄》《淘汰落后危險(xian)化學(xue)品安全生(sheng)(sheng)產(chan)(chan)工藝技術設(she)備目錄》等標準(zhun)制定“禁限控”目錄和項目安全準(zhun)入(ru),嚴格項目入(ru)園安全審批關,增加(jia)關聯度(du)審查,不得將與園區企(qi)(qi)業(ye)主導產(chan)(chan)業(ye)關聯度(du)不強(qiang)的企(qi)(qi)業(ye)引入(ru)園區。

1.整治提升要求
化工(gong)園(yuan)區應(ying)整體(ti)規劃、集(ji)中布置(zhi),合理布置(zhi)功能分區,化工(gong)園(yuan)區內(nei)不應(ying)有(you)居民居住、勞動力密集(ji)型(xing)的企業。
2.整治提升措施
一是(shi)2022年底前合理制(zhi)定化工園(yuan)區所(suo)涉(she)及自然村莊(zhuang)及企(qi)(qi)業征收補償與安置方案;二是(shi)針對安全防(fang)護(hu)距離(li)不足的(de),要明確改造或危險品減量措施(shi);三(san)是(shi)在抓住整治提升契(qi)機,將(jiang)《國務(wu)院(yuan)安全生產(chan)委(wei)(wei)員(yuan)會(hui)關于開(kai)展(zhan)勞(lao)動(dong)密(mi)集型企(qi)(qi)業消防(fang)安全專項治理工作(zuo)的(de)通知》(安委(wei)(wei)〔2014〕9號)所(suo)規定的(de)勞(lao)動(dong)密(mi)集型企(qi)(qi)業規劃調出,確保園(yuan)區范圍內無(wu)勞(lao)動(dong)密(mi)集型企(qi)(qi)業。

1.企業主體責任落(luo)實
園區舉一(yi)反三,一(yi)是(shi)全面(mian)核查涉(she)及(ji)“兩重點(dian)一(yi)重大”裝置的專業管理人員(yuan)和(he)操作(zuo)人員(yuan)學(xue)歷、持證情況。涉(she)及(ji)“兩重點(dian)一(yi)重大”裝置的專業管理人員(yuan)必(bi)須(xu)具(ju)有大專及(ji)以(yi)上(shang)學(xue)歷、操作(zuo)人員(yuan)必(bi)須(xu)具(ju)有高(gao)中或者相當(dang)于高(gao)中及(ji)以(yi)上(shang)文化(hua)程(cheng)度(du),企(qi)業特種作(zuo)業人員(yuan)應持證上(shang)崗;二(er)是(shi)危(wei)險(xian)化(hua)學(xue)品(pin)建(jian)設(she)項目安全評價報(bao)告進行多(duo)米諾效應分析(xi)或編制多(duo)米諾效應分析(xi)報(bao)告,并對優化(hua)平面(mian)布(bu)局提出建(jian)議措施(shi);三是(shi)危(wei)險(xian)化(hua)學(xue)品(pin)建(jian)設(she)項目設(she)計單(dan)位資質符合(he)法規(gui)要(yao)求。

2.化工園(yuan)區內企業(ye)安(an)全風險分級
園區(qu)(qu)管委會對(dui)化工(gong)園區(qu)(qu)內所有企業進行安全(quan)風(feng)險(xian)分級,并(bing)編制安全(quan)風(feng)險(xian)分級報告,制作安全(quan)風(feng)險(xian)分布(bu)“一張(zhang)圖”,加強對(dui)紅色、橙(cheng)色安全(quan)風(feng)險(xian)的分析(xi)、評估、預(yu)警。
責任單位:化工(gong)園區(qu)管委會,縣(xian)級應急管理局。
3.應急救(jiu)援力(li)量建設
一是(shi)(shi)針對(dui)化工(gong)園區(qu)(qu)編制有針對(dui)性(xing)(xing)、科學性(xing)(xing)和(he)可操(cao)作性(xing)(xing)的總體預案(an)和(he)專(zhuan)項應(ying)急預案(an);二(er)是(shi)(shi)由(you)園區(qu)(qu)管委會(hui)組織,至少每2年組織開展1次應(ying)急演練。三是(shi)(shi)按照(zhao)《危險化學品單(dan)位應(ying)急救(jiu)援物(wu)資配(pei)(pei)備(bei)(bei)》(GB 30077-2013)要(yao)求,完善(shan)應(ying)急物(wu)資儲備(bei)(bei)庫設(she)備(bei)(bei)設(she)施(shi)配(pei)(pei)備(bei)(bei)及物(wu)資清單(dan)、檢維修記錄。

四、保障措施(shi)
(一)加強組織(zhi)領(ling)導,建立協調(diao)機制
化工(gong)(gong)園(yuan)(yuan)區(qu)(qu)安全整治提升(sheng)工(gong)(gong)作(zuo)由市、縣(xian)(xian)(xian)(xian)兩(liang)級(ji)(ji)人民政(zheng)(zheng)府、園(yuan)(yuan)區(qu)(qu)管(guan)委會(hui)、應急管(guan)理局(ju)(ju)(ju)、工(gong)(gong)信(xin)局(ju)(ju)(ju)、自然資源局(ju)(ju)(ju)、生(sheng)態(tai)環(huan)境局(ju)(ju)(ju)、交通運輸局(ju)(ju)(ju)等部門(men)共同負責(ze)實(shi)(shi)施(shi),建(jian)立市、縣(xian)(xian)(xian)(xian)兩(liang)級(ji)(ji)工(gong)(gong)作(zuo)協調機制,成(cheng)立領(ling)導組(zu),定期召開(kai)會(hui)議,研究工(gong)(gong)作(zuo)部署(shu),落實(shi)(shi)園(yuan)(yuan)區(qu)(qu)風險等級(ji)(ji)復(fu)核及認定提出的(de)整改要求,確(que)保2022年底前完成(cheng)園(yuan)(yuan)區(qu)(qu)風險等級(ji)(ji)復(fu)核及認定工(gong)(gong)作(zuo)。市政(zheng)(zheng)府副市長(chang)或副秘書長(chang)任(ren)市級(ji)(ji)領(ling)導組(zu)組(zu)長(chang),縣(xian)(xian)(xian)(xian)政(zheng)(zheng)府縣(xian)(xian)(xian)(xian)長(chang)任(ren)縣(xian)(xian)(xian)(xian)級(ji)(ji)領(ling)導組(zu)組(zu)長(chang),統籌負責(ze)整治提升(sheng)工(gong)(gong)程(cheng)實(shi)(shi)施(shi)和協調管(guan)理工(gong)(gong)作(zuo),指導各部門(men)推(tui)進(jin)各項提升(sheng)工(gong)(gong)程(cheng)順利(li)實(shi)(shi)施(shi)。各牽頭責(ze)任(ren)部門(men)結合本(ben)意見研究制定“一園(yuan)(yuan)一策”,協調單位積(ji)極配合,有(you)序開(kai)展相(xiang)關工(gong)(gong)作(zuo),共同推(tui)動(dong)工(gong)(gong)作(zuo)任(ren)務的(de)完成(cheng),不得相(xiang)互推(tui)諉。
(二)規范整治(zhi)管(guan)理,強化技術(shu)支撐
各(ge)(ge)地、各(ge)(ge)部門按(an)(an)照《山西省化工(gong)園(yuan)區(qu)安全整(zheng)治提(ti)升(sheng)(sheng)(sheng)工(gong)作(zuo)方(fang)案》(晉安辦(ban)發〔2022〕51號(hao))等相(xiang)關政(zheng)策要(yao)求做好各(ge)(ge)項整(zheng)治管理(li)工(gong)作(zuo),嚴格(ge)把握(wo)園(yuan)區(qu)整(zheng)改內容和(he)提(ti)升(sheng)(sheng)(sheng)標準,落實(shi)園(yuan)區(qu)整(zheng)治提(ti)升(sheng)(sheng)(sheng)措施。注重培養專業技術人(ren)才隊伍(wu),配(pei)齊配(pei)強(qiang)專業監管人(ren)員,提(ti)升(sheng)(sheng)(sheng)園(yuan)區(qu)安全生產監督管理(li)水平(ping)。按(an)(an)照“專業人(ren)干(gan)專業事(shi)”的(de)要(yao)求,由第(di)三方(fang)專業機(ji)構(gou)指導園(yuan)區(qu)建(jian)立(li)切實(shi)可行的(de)“一(yi)園(yuan)一(yi)策”,為化工(gong)園(yuan)區(qu)安全整(zheng)治提(ti)升(sheng)(sheng)(sheng)工(gong)作(zuo)提(ti)供有(you)力支撐。
(三)強化資金支持(chi),助力園區降級
結合市、縣(區(qu))級財(cai)力實(shi)際,綜合考量園區(qu)整(zheng)治(zhi)提升(sheng)重(zhong)點,各牽頭(tou)責任部門根(gen)據工作任務所需資(zi)金擬定計劃,由市、縣(區(qu))財(cai)政積極(ji)籌措資(zi)金,統籌安排資(zi)金使用(yong),切(qie)實(shi)保障整(zheng)治(zhi)提升(sheng)資(zi)金專款專用(yong),杜絕擠占、挪用(yong)和截留現象的(de)發生。對擅自(zi)改(gai)變資(zi)金用(yong)途的(de),要嚴肅(su)處理。
(四(si))嚴肅(su)責任落(luo)實(shi),及(ji)時評(ping)估反(fan)饋(kui)
將整(zheng)(zheng)治(zhi)提升(sheng)主要(yao)任務、重點工(gong)(gong)程納入(ru)各(ge)級黨委政(zheng)(zheng)府和(he)各(ge)部門、各(ge)企事業單位(wei)領導班子及其成(cheng)員年終考核內容。各(ge)市和(he)化(hua)工(gong)(gong)園區要(yao)分別明確一(yi)名聯絡員負責日(ri)常工(gong)(gong)作聯系,省(sheng)政(zheng)(zheng)府安(an)(an)(an)委辦(ban)對化(hua)工(gong)(gong)園區整(zheng)(zheng)治(zhi)提升(sheng)工(gong)(gong)作進(jin)行(xing)月(yue)(yue)調(diao)度,相關市每月(yue)(yue)25日(ri)將當月(yue)(yue)工(gong)(gong)作進(jin)展情(qing)況報送省(sheng)安(an)(an)(an)委辦(ban)。省(sheng)政(zheng)(zheng)府安(an)(an)(an)委辦(ban)對“一(yi)園一(yi)策”安(an)(an)(an)全(quan)整(zheng)(zheng)治(zhi)提升(sheng)工(gong)(gong)作進(jin)度緩慢的地區,向(xiang)省(sheng)政(zheng)(zheng)府和(he)應急(ji)部報告。要(yao)倒(dao)逼責任落實,地方人民政(zheng)(zheng)府和(he)化(hua)工(gong)(gong)園區要(yao)按照兩辦(ban)意見和(he)危險化(hua)學(xue)品安(an)(an)(an)全(quan)風險集中治(zhi)理要(yao)求,對未完成(cheng)化(hua)工(gong)(gong)園區認定的,實行(xing)項目限(xian)批。
