7月12日,國家發(fa)展改革委印發(fa)“十四(si)五”實施方案(an),方案(an)提出,到(dao) 2025 年,全國常(chang)住人(ren)口城(cheng)鎮化(hua)率穩步提高,戶(hu)籍(ji)(ji)人(ren)口城(cheng)鎮化(hua)率明顯(xian)(xian)提高,戶(hu)籍(ji)(ji)人(ren)口城(cheng)鎮化(hua)率與常(chang)住人(ren)口城(cheng)鎮化(hua)率差距明顯(xian)(xian)縮小(xiao)。

堅持山水林(lin)田湖草沙一體化保(bao)(bao)護(hu)和(he)系統治理,落實生(sheng)(sheng)態(tai)保(bao)(bao)護(hu)紅線、環(huan)境質量(liang)(liang)底線、資源(yuan)利用上線和(he)生(sheng)(sheng)態(tai)環(huan)境準入(ru)清單要求,提升生(sheng)(sheng)態(tai)系統質量(liang)(liang)和(he)穩定性。建設生(sheng)(sheng)態(tai)緩沖(chong)帶,保(bao)(bao)留生(sheng)(sheng)態(tai)安(an)全(quan)距離。持續開(kai)展國土綠(lv)化, 因地制宜建設城市綠(lv)色(se)廊(lang)道,打造街(jie)心(xin)綠(lv)地、濕地和(he)郊野公(gong)園, 提高城市生(sheng)(sheng)態(tai)系統服務功能(neng)(neng)和(he)自維持能(neng)(neng)力。

“十四(si)五”新型城鎮(zhen)化實(shi)施方案

為(wei)深(shen)入貫徹《中華人民共和(he)(he)國國民經濟和(he)(he)社會發展第十(shi)四個(ge) 五年(nian)規(gui)劃和(he)(he) 2035 年(nian)遠景目標綱要》和(he)(he)《國家新型城(cheng)鎮(zhen)化規(gui)劃 (2021—2035 年(nian))》,堅持(chi)走(zou)以(yi)人為(wei)本(ben)、四化同步、優化布局(ju)、 生態(tai)文明(ming)、文化傳(chuan)承的(de)中國特(te)色新型城(cheng)鎮(zhen)化道路(lu),明(ming)確(que)“十(shi)四五” 時(shi)期深(shen)入推進以(yi)人為(wei)核心的(de)新型城(cheng)鎮(zhen)化戰略的(de)目標任務和(he)(he)政策(ce)舉(ju) 措,制(zhi)定本(ben)實施方(fang)案。

一、發展基礎

(一(yi))主要(yao)進(jin)(jin)展(zhan)。“十(shi)三(san)(san)五”以來,新型(xing)城(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)(hua)取(qu)(qu)得重(zhong)大進(jin)(jin)展(zhan),城(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)(hua)水(shui)平(ping)和(he)質(zhi)量(liang)(liang)(liang)大幅提升,2020 年(nian)末(mo)全國常(chang)住(zhu)人(ren)(ren)口(kou)(kou)(kou)城(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)(hua)率達到 63.89%,戶(hu)(hu)(hu)籍(ji)人(ren)(ren)口(kou)(kou)(kou)城(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)(hua)率提高(gao)到 45.4%。農業轉移(yi)人(ren)(ren)口(kou)(kou)(kou) 市(shi)(shi)民(min)(min)化(hua)(hua)成效顯著(zhu)(zhu),戶(hu)(hu)(hu)籍(ji)制(zhi)度改(gai)革取(qu)(qu)得歷史(shi)性突破,1 億農業轉移(yi)人(ren)(ren) 口(kou)(kou)(kou)和(he)其他常(chang)住(zhu)人(ren)(ren)口(kou)(kou)(kou)在城(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)落戶(hu)(hu)(hu)目標(biao)順(shun)利(li)實現,居住(zhu)證制(zhi)度全面實施(shi),基本(ben)公共服務覆蓋范(fan)圍(wei)和(he)均等化(hua)(hua)水(shui)平(ping)顯著(zhu)(zhu)提高(gao)。城(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)(hua)空間格(ge)局(ju)持(chi)(chi)續優(you)化(hua)(hua),“兩橫(heng)三(san)(san)縱”城(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)(hua)戰略格(ge)局(ju)基本(ben)形成,中心城(cheng)(cheng)(cheng)(cheng)(cheng) 市(shi)(shi)和(he)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)群成為(wei)帶動全國高(gao)質(zhi)量(liang)(liang)(liang)發(fa)展(zhan)的動力(li)源,京津冀(ji)、長三(san)(san)角、 珠三(san)(san)角等城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)群國際競爭(zheng)力(li)顯著(zhu)(zhu)增強,城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)規模結構進(jin)(jin)一(yi)步(bu)優(you)化(hua)(hua),2020 年(nian)末(mo)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)數量(liang)(liang)(liang)增至 685 個。城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)可(ke)持(chi)(chi)續發(fa)展(zhan)能力(li)持(chi)(chi)續增強, 城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)發(fa)展(zhan)方式加快轉變,基礎(chu)設(she)(she)施(shi)和(he)公共服務明顯改(gai)善,生態環(huan) 境(jing)質(zhi)量(liang)(liang)(liang)不(bu)斷(duan)提升,城(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)棚戶(hu)(hu)(hu)區住(zhu)房改(gai)造開工超(chao)過 2300 萬套,城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi) 軌道(dao)交(jiao)通運營里(li)程超(chao)過 7000 公里(li),新型(xing)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)建(jian)設(she)(she)步(bu)伐加快。城(cheng)(cheng)(cheng)(cheng)(cheng)鄉融合發(fa)展(zhan)體(ti)制(zhi)機制(zhi)和(he)政策(ce)體(ti)系基本(ben)確立,城(cheng)(cheng)(cheng)(cheng)(cheng)鄉要(yao)素自由流動、平(ping) 等交(jiao)換和(he)公共資(zi)源合理配(pei)置穩(wen)步(bu)推(tui)進(jin)(jin),城(cheng)(cheng)(cheng)(cheng)(cheng)鄉居民(min)(min)收入比不(bu)斷(duan)縮小(xiao)。

(二)發(fa)(fa)(fa)展形勢。“十四(si)五”時(shi)期,城(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)發(fa)(fa)(fa)展面(mian)(mian)臨的問題(ti) 挑(tiao)戰和(he)機(ji)遇(yu)動力(li)(li)并存。一(yi)(yi)方面(mian)(mian),城(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)質量有待(dai)進一(yi)(yi)步提升,戶 籍制(zhi)度(du)改革及其(qi)配套政策尚未全面(mian)(mian)落實(shi),城(cheng)(cheng)(cheng)(cheng)鎮(zhen)基本公共服(fu)務尚未覆蓋全部常(chang)住人口(kou),城(cheng)(cheng)(cheng)(cheng)市(shi)群一(yi)(yi)體(ti)化(hua)發(fa)(fa)(fa)展體(ti)制(zhi)機(ji)制(zhi)尚不(bu)(bu)健(jian)全,大(da)(da)(da)中 小(xiao)城(cheng)(cheng)(cheng)(cheng)市(shi)發(fa)(fa)(fa)展協(xie)調性不(bu)(bu)足,超大(da)(da)(da)城(cheng)(cheng)(cheng)(cheng)市(shi)規(gui)(gui)模(mo)擴張過快,部分(fen)中小(xiao)城(cheng)(cheng)(cheng)(cheng)市(shi)及小(xiao)城(cheng)(cheng)(cheng)(cheng)鎮(zhen)面(mian)(mian)臨經濟和(he)人口(kou)規(gui)(gui)模(mo)減少,城(cheng)(cheng)(cheng)(cheng)市(shi)發(fa)(fa)(fa)展韌性和(he)抗風險能力(li)(li)不(bu)(bu)強(qiang)(qiang),城(cheng)(cheng)(cheng)(cheng)市(shi)治(zhi)理能力(li)(li)亟待(dai)增強(qiang)(qiang),城(cheng)(cheng)(cheng)(cheng)鄉融合(he)發(fa)(fa)(fa)展任重道遠。另一(yi)(yi)方面(mian)(mian),我國仍處在城(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)快速發(fa)(fa)(fa)展期,城(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)動力(li)(li)依(yi)然較強(qiang)(qiang);京津(jin)冀協(xie)同發(fa)(fa)(fa)展、長三角一(yi)(yi)體(ti)化(hua)發(fa)(fa)(fa)展、粵(yue)港澳大(da)(da)(da)灣區建設等區域(yu)重大(da)(da)(da)戰略深入實(shi)施(shi),城(cheng)(cheng)(cheng)(cheng)市(shi)群和(he)都市(shi)圈(quan)持續發(fa)(fa)(fa)展壯大(da)(da)(da);城(cheng)(cheng)(cheng)(cheng)市(shi)物質技(ji)術(shu)基礎不(bu)(bu)斷強(qiang)(qiang)化(hua),滿足城(cheng)(cheng)(cheng)(cheng)市(shi)居(ju)民(min)對優質公共服(fu)務和(he)生(sheng)態環境、健(jian)康安 全等需求(qiu)的能力(li)(li)日益增強(qiang)(qiang),城(cheng)(cheng)(cheng)(cheng)市(shi)可(ke)持續發(fa)(fa)(fa)展的客觀(guan)條件更為堅(jian)實(shi)。 要破(po)解問題(ti)、應對挑(tiao)戰、緊抓(zhua)機(ji)遇(yu)、釋(shi)放動力(li)(li),推進新型城(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua) 不(bu)(bu)斷向(xiang)縱深發(fa)(fa)(fa)展。

二、總體要求

(四)工(gong)作原則。堅(jian)持(chi)黨的全面領(ling)導、堅(jian)持(chi)以人民為中心、 堅(jian)持(chi)新(xin)發展(zhan)理念、堅(jian)持(chi)改(gai)革創新(xin)、堅(jian)持(chi)系統觀(guan)念,注重把握以下工(gong)作原則。

——統籌謀(mou)劃(hua)、協同推進。堅持(chi)全國一(yi)盤棋,強化頂層設計 和(he)規劃(hua)引領,注(zhu)重全局性謀(mou)劃(hua)、戰(zhan)略性布(bu)局、整體性推進,增強 制度銜接、任(ren)務協同和(he)政(zheng)策(ce)配套,更好發揮(hui)中(zhong)央和(he)地方兩個(ge)積(ji)極(ji) 性,凝(ning)聚各(ge)方力(li)量、形成工作(zuo)合力(li)。

——因(yin)地(di)制宜(yi)、分(fen)類施策。根據各(ge)地(di)資源稟賦、要素條件和(he) 經濟社會發(fa)展基礎,考(kao)慮(lv)城(cheng)(cheng)(cheng)鎮化(hua)發(fa)展階段的(de)差異性,找準城(cheng)(cheng)(cheng)市群(qun) 和(he)大中(zhong)小(xiao)城(cheng)(cheng)(cheng)市各(ge)自發(fa)展定位,實施有針對(dui)性的(de)任(ren)務舉措,形成符 合實際、各(ge)具(ju)特(te)色的(de)城(cheng)(cheng)(cheng)鎮化(hua)發(fa)展模(mo)式。

——積極探(tan)索、重點突破。尊重基層首(shou)創精神,加(jia)大改革探(tan) 索力度,抓住主要矛(mao)盾和矛(mao)盾的主要方(fang)面,著眼農業(ye)轉移人口(kou)市 民化、城市群一(yi)體化、城市治理、城鄉融合(he)發展等重點領域和關(guan) 鍵環節,不斷完善體制(zhi)機(ji)制(zhi)和政(zheng)策體系。

三、加快農業轉移人口市民化

堅持把推進農(nong)(nong)業轉(zhuan)移(yi)人(ren)口市民化(hua)作為新(xin)型城(cheng)鎮化(hua)的首要任(ren)務,存(cun)量優(you)先、帶(dai)動增量,穩妥有序推進戶籍制度(du)改革,推動城(cheng) 鎮基本公共服務均等化(hua),健全配套政策體系,提高農(nong)(nong)業轉(zhuan)移(yi)人(ren)口 市民化(hua)質量。

(六)深(shen)化戶(hu)(hu)(hu)籍制(zhi)(zhi)度(du)改革。放開(kai)放寬除個別超(chao)大(da)城(cheng)(cheng)(cheng)(cheng)市外的(de)(de)(de)(de)(de)(de)落 戶(hu)(hu)(hu)限(xian)(xian)制(zhi)(zhi),試行以經常(chang)居住(zhu)(zhu)(zhu)地(di)(di)登(deng)記(ji)戶(hu)(hu)(hu)口(kou)(kou)制(zhi)(zhi)度(du)。全面取(qu)消城(cheng)(cheng)(cheng)(cheng)區常(chang)住(zhu)(zhu)(zhu)人(ren) 口(kou)(kou) 300 萬以下的(de)(de)(de)(de)(de)(de)城(cheng)(cheng)(cheng)(cheng)市落戶(hu)(hu)(hu)限(xian)(xian)制(zhi)(zhi),確保(bao)外地(di)(di)與本地(di)(di)農(nong)業轉(zhuan)移(yi)人(ren)口(kou)(kou)進 城(cheng)(cheng)(cheng)(cheng)落戶(hu)(hu)(hu)標(biao)準一視同仁。全面放寬城(cheng)(cheng)(cheng)(cheng)區常(chang)住(zhu)(zhu)(zhu)人(ren)口(kou)(kou) 300 萬至(zhi) 500 萬的(de)(de)(de)(de)(de)(de) I 型大(da)城(cheng)(cheng)(cheng)(cheng)市落戶(hu)(hu)(hu)條件。完善城(cheng)(cheng)(cheng)(cheng)區常(chang)住(zhu)(zhu)(zhu)人(ren)口(kou)(kou) 500 萬以上的(de)(de)(de)(de)(de)(de)超(chao)大(da)特大(da)城(cheng)(cheng)(cheng)(cheng) 市積分(fen)落戶(hu)(hu)(hu)政策(ce),精簡積分(fen)項目(mu),確保(bao)社會保(bao)險繳納年限(xian)(xian)和居住(zhu)(zhu)(zhu) 年限(xian)(xian)分(fen)數占(zhan)主要(yao)比例(li),鼓(gu)勵取(qu)消年度(du)落戶(hu)(hu)(hu)名額限(xian)(xian)制(zhi)(zhi)。各城(cheng)(cheng)(cheng)(cheng)市因地(di)(di) 制(zhi)(zhi)宜制(zhi)(zhi)定(ding)具體(ti)落戶(hu)(hu)(hu)辦法,促(cu)進在城(cheng)(cheng)(cheng)(cheng)鎮(zhen)穩定(ding)就業和生活(huo)的(de)(de)(de)(de)(de)(de)農(nong)業轉(zhuan)移(yi) 人(ren)口(kou)(kou)舉家進城(cheng)(cheng)(cheng)(cheng)落戶(hu)(hu)(hu),并與城(cheng)(cheng)(cheng)(cheng)鎮(zhen)居民(min)享有同等權(quan)(quan)利、履(lv)行同等義務(wu)(wu)。 完善全國公開(kai)統一的(de)(de)(de)(de)(de)(de)戶(hu)(hu)(hu)籍管理政務(wu)(wu)服務(wu)(wu)平臺,提(ti)高戶(hu)(hu)(hu)籍登(deng)記(ji)和遷(qian) 移(yi)便利度(du)。依法保(bao)障進城(cheng)(cheng)(cheng)(cheng)落戶(hu)(hu)(hu)農(nong)民(min)的(de)(de)(de)(de)(de)(de)農(nong)村土地(di)(di)承包權(quan)(quan)、宅基地(di)(di)使 用(yong)權(quan)(quan)、集體(ti)收益(yi)分(fen)配權(quan)(quan),健(jian)全農(nong)戶(hu)(hu)(hu)“三權(quan)(quan)”市場化退出(chu)機制(zhi)(zhi)和配 套政策(ce)。

(七)完(wan)(wan)善(shan)城鎮基(ji)(ji)(ji)(ji)本(ben)公共服(fu)(fu)(fu)務(wu)提供機制。建立基(ji)(ji)(ji)(ji)本(ben)公共服(fu)(fu)(fu)務(wu) 同常(chang)(chang)(chang)住(zhu)人口(kou)掛鉤、由常(chang)(chang)(chang)住(zhu)地供給的機制,穩步提高非戶籍常(chang)(chang)(chang)住(zhu)人 口(kou)在(zai)流(liu)入地享有(you)的基(ji)(ji)(ji)(ji)本(ben)公共服(fu)(fu)(fu)務(wu)項目數量和(he)水平(ping),推動(dong)城鎮基(ji)(ji)(ji)(ji)本(ben) 公共服(fu)(fu)(fu)務(wu)常(chang)(chang)(chang)住(zhu)人口(kou)全覆蓋。省級(ji)政府依照國家(jia)基(ji)(ji)(ji)(ji)本(ben)公共服(fu)(fu)(fu)務(wu)標準(zhun), 細(xi)化完(wan)(wan)善(shan)并定期(qi)調整本(ben)地區(qu)基(ji)(ji)(ji)(ji)本(ben)公共服(fu)(fu)(fu)務(wu)標準(zhun),按照常(chang)(chang)(chang)住(zhu)人口(kou)規 模和(he)服(fu)(fu)(fu)務(wu)半徑統籌基(ji)(ji)(ji)(ji)本(ben)公共服(fu)(fu)(fu)務(wu)設(she)施布局。提高居住(zhu)證持有(you)人義(yi) 務(wu)教育(yu)和(he)住(zhu)房保障等的實際享有(you)水平(ping),探索實施電(dian)子居住(zhu)證改(gai)革。

(八)提高(gao)農業轉移人口勞動技能(neng)(neng)素(su)質(zhi)。聚焦智(zhi)能(neng)(neng)制造、信(xin) 息技術、醫療照(zhao)護、家政(zheng)、養老托育等用工矛(mao)盾突出的(de)行業和(he)網 約配送、直播銷售(shou)等新業態,持(chi)續(xu)大規(gui)模開展(zhan)面(mian)向(xiang)新生代農民工 等的(de)職(zhi)業技能(neng)(neng)培(pei)(pei)訓(xun)。推動公共(gong)實訓(xun)基(ji)地共(gong)建(jian)共(gong)享,支持(chi)職(zhi)業技能(neng)(neng) 培(pei)(pei)訓(xun)線上平臺建(jian)設。探索通過(guo)社保(bao)卡為符合條件的(de)農民工發放電(dian) 子(zi)培(pei)(pei)訓(xun)券。擴大職(zhi)業院校(xiao)面(mian)向(xiang)農業轉移人口的(de)招生規(gui)模,探索通 過(guo)技能(neng)(neng)水平測(ce)試(shi)等對農民工進(jin)行學歷教育學分認定。提高(gao)職(zhi)業院 校(xiao)課程設置與市場需求的(de)契合度,加(jia)快培(pei)(pei)育“雙師型”教師隊(dui)伍(wu)。

(九)強化隨(sui)遷子女基本(ben)公(gong)共教育(yu)(yu)保(bao)障(zhang)。保(bao)障(zhang)隨(sui)遷子女在流 入(ru)地(di)受(shou)教育(yu)(yu)權利,以公(gong)辦(ban)學校為主將隨(sui)遷子女納(na)入(ru)流入(ru)地(di)義(yi)務(wu)教 育(yu)(yu)保(bao)障(zhang)范圍。根據人(ren)口(kou)流動(dong)實(shi)際調整人(ren)口(kou)流入(ru)流出地(di)區教師編制 定額,加大(da)人(ren)口(kou)集中流入(ru)城市義(yi)務(wu)教育(yu)(yu)階段學位供給。逐步將農(nong) 業(ye)轉移人(ren)口(kou)納(na)入(ru)流入(ru)地(di)中等職(zhi)業(ye)教育(yu)(yu)、普通(tong)高(gao)中教育(yu)(yu)、普惠性(xing)學 前教育(yu)(yu)保(bao)障(zhang)范圍。

(十)鞏固提高社(she)(she)會(hui)(hui)保(bao)(bao)險(xian)(xian)(xian)統(tong)(tong)籌(chou)(chou)(chou)層次和參(can)保(bao)(bao)覆蓋(gai)率。推(tui)進全民(min)(min) 參(can)保(bao)(bao)計劃,實(shi)(shi)現社(she)(she)會(hui)(hui)保(bao)(bao)險(xian)(xian)(xian)法定人群全覆蓋(gai)。穩步推(tui)進基(ji)(ji)本養老(lao)保(bao)(bao) 險(xian)(xian)(xian)全國統(tong)(tong)籌(chou)(chou)(chou)。做實(shi)(shi)基(ji)(ji)本醫療保(bao)(bao)險(xian)(xian)(xian)市級統(tong)(tong)籌(chou)(chou)(chou),推(tui)動省級統(tong)(tong)籌(chou)(chou)(chou)。推(tui)進 實(shi)(shi)現失(shi)業(ye)保(bao)(bao)險(xian)(xian)(xian)省級統(tong)(tong)籌(chou)(chou)(chou),鞏固完善(shan)工傷保(bao)(bao)險(xian)(xian)(xian)省級統(tong)(tong)籌(chou)(chou)(chou),實(shi)(shi)施新就(jiu) 業(ye)形態就(jiu)業(ye)人員職業(ye)傷害保(bao)(bao)障(zhang)(zhang)辦(ban)法。逐步放開放寬居(ju)民(min)(min)在常(chang)住(zhu)(zhu)地(di) 或(huo)就(jiu)業(ye)地(di)參(can)加社(she)(she)會(hui)(hui)保(bao)(bao)險(xian)(xian)(xian)的戶(hu)籍限(xian)制(zhi)。加強社(she)(she)會(hui)(hui)保(bao)(bao)險(xian)(xian)(xian)、基(ji)(ji)本醫療保(bao)(bao) 險(xian)(xian)(xian)關(guan)系轉(zhuan)移接續,完善(shan)全國統(tong)(tong)一的社(she)(she)會(hui)(hui)保(bao)(bao)險(xian)(xian)(xian)和醫療保(bao)(bao)障(zhang)(zhang)信息(xi)服務平(ping)臺。加強執法監督,全面落實(shi)(shi)企業(ye)為(wei)農民(min)(min)工繳(jiao)納職工養老(lao)、醫療、工傷、失(shi)業(ye)、生育等(deng)社(she)(she)會(hui)(hui)保(bao)(bao)險(xian)(xian)(xian)費(fei)用(yong)的責(ze)任。支持有條(tiao)件的地(di) 區有序推(tui)進居(ju)住(zhu)(zhu)證持有人在常(chang)住(zhu)(zhu)地(di)申辦(ban)最低生活保(bao)(bao)障(zhang)(zhang)。

(十一)強(qiang)化農(nong)(nong)民(min)(min)(min)工(gong)(gong)勞(lao)動(dong)(dong)權益保(bao)(bao)(bao)障(zhang)。建立(li)(li)勞(lao)動(dong)(dong)者平等(deng)參與市(shi) 場競爭的就(jiu)(jiu)(jiu)業(ye)機(ji)制(zhi),逐步消除性別、戶籍(ji)、身份等(deng)各類影響平等(deng) 就(jiu)(jiu)(jiu)業(ye)的不合理(li)限(xian)制(zhi)或就(jiu)(jiu)(jiu)業(ye)歧視(shi),增強(qiang)勞(lao)動(dong)(dong)力市(shi)場包(bao)容(rong)性。強(qiang)化勞(lao) 務派遣用工(gong)(gong)監管,加(jia)強(qiang)對勞(lao)動(dong)(dong)密集型企業(ye)和中小微(wei)企業(ye)的勞(lao)動(dong)(dong)用 工(gong)(gong)指(zhi)導,建立(li)(li)新(xin)就(jiu)(jiu)(jiu)業(ye)形態勞(lao)動(dong)(dong)者勞(lao)動(dong)(dong)權益保(bao)(bao)(bao)障(zhang)機(ji)制(zhi)。完善欠薪治(zhi) 理(li)長(chang)效機(ji)制(zhi),持(chi)續推(tui)進根治(zhi)拖欠農(nong)(nong)民(min)(min)(min)工(gong)(gong)工(gong)(gong)資工(gong)(gong)作。引導法律(lv)援(yuan)助(zhu) 機(ji)構為農(nong)(nong)民(min)(min)(min)工(gong)(gong)提供支(zhi)付勞(lao)動(dong)(dong)報酬、給予社保(bao)(bao)(bao)待遇、工(gong)(gong)傷賠償等(deng)法 律(lv)援(yuan)助(zhu)服務。在(zai)城市(shi)管理(li)和綜合執法過程(cheng)中對外(wai)來人(ren)口、本(ben)地人(ren)口一視(shi)同仁(ren)。引導農(nong)(nong)民(min)(min)(min)工(gong)(gong)參加(jia)群團(tuan)組織,開展工(gong)(gong)會、共青團(tuan)、婦(fu) 聯關愛幫扶農(nong)(nong)民(min)(min)(min)工(gong)(gong)及隨遷家屬活(huo)動(dong)(dong)。

(十二)完善農(nong)業(ye)轉(zhuan)移(yi)(yi)人口(kou)(kou)市民化(hua)配(pei)套政(zheng)(zheng)(zheng)策(ce)。健全中央和(he)省(sheng)(sheng) 級(ji)(ji)財(cai)政(zheng)(zheng)(zheng)農(nong)業(ye)轉(zhuan)移(yi)(yi)人口(kou)(kou)市民化(hua)獎(jiang)勵機制(zhi)(zhi),建(jian)立(li)財(cai)政(zheng)(zheng)(zheng)、發改、公安(an)等 部門工作協同機制(zhi)(zhi),中央財(cai)政(zheng)(zheng)(zheng)和(he)省(sheng)(sheng)級(ji)(ji)財(cai)政(zheng)(zheng)(zheng)分別對(dui)吸(xi)納(na)(na)跨(kua)省(sheng)(sheng)域、跨(kua) 市域農(nong)業(ye)轉(zhuan)移(yi)(yi)人口(kou)(kou)落戶多的地區(qu)(qu)給(gei)予支持。加大中央財(cai)政(zheng)(zheng)(zheng)均(jun)衡(heng)性(xing) 轉(zhuan)移(yi)(yi)支付中非戶籍常住人口(kou)(kou)因素權重。推動中央預算內投資安(an)排(pai) 向吸(xi)納(na)(na)農(nong)業(ye)轉(zhuan)移(yi)(yi)人口(kou)(kou)落戶多的城市傾斜,中央財(cai)政(zheng)(zheng)(zheng)在安(an)排(pai)城市基 礎設(she)施(shi)建(jian)設(she)、保障性(xing)住房(fang)等資金時,對(dui)吸(xi)納(na)(na)農(nong)業(ye)轉(zhuan)移(yi)(yi)人口(kou)(kou)多的地 區(qu)(qu)給(gei)予適當支持,省(sheng)(sheng)級(ji)(ji)政(zheng)(zheng)(zheng)府(fu)制(zhi)(zhi)定實施(shi)相應配(pei)套政(zheng)(zheng)(zheng)策(ce)。各(ge)級(ji)(ji)國土空 間規(gui)劃編(bian)制(zhi)(zhi)修(xiu)訂充分考慮人口(kou)(kou)規(gui)模因素特(te)別是(shi)進(jin)城落戶人口(kou)(kou)數 量,科學(xue)測算和(he)合(he)理安(an)排(pai)城鎮新增建(jian)設(she)用(yong)地規(gui)模,在人口(kou)(kou)集(ji)中流 入地區(qu)(qu)優先(xian)保障義務教育校舍(she)建(jian)設(she)和(he)保障性(xing)住房(fang)建(jian)設(she)用(yong)地需求。

四、優化城鎮化空間布局和形態(tai)

提升城市群一(yi)體(ti)化發(fa)展和都市圈同城化發(fa)展水平,促進大中 小(xiao)城市和小(xiao)城鎮協調發(fa)展,形(xing)成疏密有致、分工協作、功(gong)能完善 的(de)城鎮化空間格(ge)局。

(十五)健全(quan)城市(shi)(shi)群(qun)和(he)都市(shi)(shi)圈協(xie)(xie)同發展(zhan)機(ji)制(zhi)(zhi)(zhi)。在城市(shi)(shi)群(qun)和(he)都 市(shi)(shi)圈內探索(suo)經濟管(guan)(guan)理權限與行(xing)(xing)政(zheng)區(qu)(qu)范圍(wei)適度分離,建(jian)立跨行(xing)(xing)政(zheng)區(qu)(qu) 利(li)益共(gong)享和(he)成(cheng)本(ben)(ben)共(gong)擔(dan)機(ji)制(zhi)(zhi)(zhi)。鼓勵機(ji)場(chang)港口等運營(ying)企業以資本(ben)(ben)為紐 帶,采取共(gong)同出資、互(hu)相持股(gu)等市(shi)(shi)場(chang)化方式,提高資源利(li)用效率 和(he)管(guan)(guan)理服務水平。支持在跨行(xing)(xing)政(zheng)區(qu)(qu)合(he)作園區(qu)(qu)聯(lian)(lian)合(he)成(cheng)立管(guan)(guan)委(wei)會、整(zheng) 合(he)平臺公司,協(xie)(xie)作開(kai)(kai)展(zhan)開(kai)(kai)發建(jian)設(she)運營(ying),允許合(he)作園區(qu)(qu)內企業自由 選擇注冊地。建(jian)立市(shi)(shi)場(chang)監管(guan)(guan)協(xie)(xie)調機(ji)制(zhi)(zhi)(zhi),統(tong)一(yi)(yi)(yi)監管(guan)(guan)標(biao)準,推動(dong)執法(fa) 協(xie)(xie)作及信息共(gong)享。建(jian)立完善橫向生(sheng)態(tai)保護補償機(ji)制(zhi)(zhi)(zhi),推動(dong)大氣、 水等污染聯(lian)(lian)防聯(lian)(lian)治(zhi)。探索(suo)跨行(xing)(xing)政(zheng)區(qu)(qu)開(kai)(kai)展(zhan)能源、通(tong)訊、應急救援等 服務,建(jian)立健全(quan)自然災害、公共(gong)衛(wei)生(sheng)等重大突發事件(jian)和(he)重要輸電 通(tong)道安全(quan)風險聯(lian)(lian)防聯(lian)(lian)控機(ji)制(zhi)(zhi)(zhi)。探索(suo)經濟統(tong)計分算方式。率先在都 市(shi)(shi)圈推動(dong)規劃統(tong)一(yi)(yi)(yi)編制(zhi)(zhi)(zhi)實施,探索(suo)土地、人(ren)口等統(tong)一(yi)(yi)(yi)管(guan)(guan)理。

(十七)提升(sheng)大中城(cheng)市(shi)功(gong)(gong)能品(pin)質(zhi)(zhi)。充分(fen)發(fa)揮(hui)資源(yuan)和(he)(he)產業(ye)優(you)勢, 承(cheng)接符合(he)(he)自(zi)身功(gong)(gong)能定(ding)位、發(fa)展方(fang)向的超大特大城(cheng)市(shi)產業(ye)轉移和(he)(he)功(gong)(gong) 能疏(shu)解,推動制(zhi)造業(ye)差(cha)異化(hua)定(ding)位、規模化(hua)集群(qun)化(hua)發(fa)展,因地(di)(di)制(zhi)宜 建設先進制(zhi)造業(ye)基地(di)(di)、商貿物流(liu)中心(xin)和(he)(he)區(qu)域(yu)專業(ye)服務中心(xin),夯實 實體(ti)經濟發(fa)展基礎。完善(shan)對(dui)外交(jiao)(jiao)通通道及設施,增強區(qu)域(yu)交(jiao)(jiao)通樞 紐或節點功(gong)(gong)能。優(you)化(hua)公共設施布局和(he)(he)功(gong)(gong)能,支持三(san)級醫院和(he)(he)高(gao)等 學校在大中城(cheng)市(shi)布局,增加文(wen)化(hua)體(ti)育(yu)資源(yuan)供(gong)給(gei),積極拓展綠(lv)化(hua)空 間(jian),營造現代時尚的消費場景,提升(sheng)城(cheng)市(shi)生活品(pin)質(zhi)(zhi)。支持中西部有(you)條(tiao)件的地(di)(di)區(qu)培(pei)育(yu)發(fa)展省域(yu)副中心(xin)城(cheng)市(shi),引導人口經濟合(he)(he)理分(fen)布。

(十八)增強小城(cheng)市(shi)(shi)發展(zhan)(zhan)活力(li)(li)。依托資源(yuan)稟(bing)賦和(he)區位條(tiao)件(jian), 推動要(yao)素條(tiao)件(jian)良好、產(chan)業基(ji)礎扎實、發展(zhan)(zhan)潛力(li)(li)較(jiao)大的小城(cheng)市(shi)(shi)加快 發展(zhan)(zhan),培育發展(zhan)(zhan)特色優勢(shi)產(chan)業,持續(xu)(xu)優化公共(gong)服務(wu)供(gong)給,增強要(yao) 素集聚能(neng)力(li)(li)、產(chan)業承接能(neng)力(li)(li)和(he)人(ren)口吸引力(li)(li)。順應城(cheng)市(shi)(shi)興(xing)衰規律, 順勢(shi)而為、因勢(shi)利(li)導(dao),引導(dao)人(ren)口流失城(cheng)市(shi)(shi)嚴控增量、盤活存量, 促進人(ren)口和(he)公共(gong)服務(wu)資源(yuan)向城(cheng)區集中。支持資源(yuan)枯竭城(cheng)市(shi)(shi)因地制(zhi) 宜發展(zhan)(zhan)接續(xu)(xu)替代產(chan)業,加強民生(sheng)保障(zhang)和(he)救助扶(fu)助。

(十九)推(tui)進(jin)以縣(xian)城(cheng)(cheng)(cheng)為重要載體(ti)的(de)城(cheng)(cheng)(cheng)鎮化(hua)建(jian)設(she)。順(shun)應(ying)縣(xian)城(cheng)(cheng)(cheng)人 口流動趨(qu)勢,選擇一批(pi)條(tiao)件(jian)好的(de)縣(xian)城(cheng)(cheng)(cheng)重點發展,因地制宜補(bu)齊短 板弱(ruo)項,增(zeng)強(qiang)綜合承載能(neng)(neng)力,滿足農(nong)民(min)到縣(xian)城(cheng)(cheng)(cheng)就業(ye)安家需要。推(tui) 進(jin)縣(xian)城(cheng)(cheng)(cheng)產業(ye)配(pei)套(tao)(tao)設(she)施(shi)(shi)提質(zhi)增(zeng)效,完善產業(ye)平臺、商貿流通(tong)、消費 平臺等(deng)(deng)配(pei)套(tao)(tao)設(she)施(shi)(shi)。推(tui)進(jin)市政(zheng)公用設(she)施(shi)(shi)提檔(dang)升級,健全市政(zheng)交(jiao)通(tong)、 市政(zheng)管網、防洪排澇、防災減(jian)災設(she)施(shi)(shi),加(jia)(jia)強(qiang)數字(zi)化(hua)改造(zao),實(shi)施(shi)(shi)老 舊小區改造(zao)。推(tui)進(jin)公共服務(wu)(wu)設(she)施(shi)(shi)提標擴(kuo)面,健全醫療(liao)衛生(sheng)、教育、 養老托育、文化(hua)體(ti)育、社會福利設(she)施(shi)(shi)。推(tui)進(jin)環境基礎(chu)設(she)施(shi)(shi)提級擴(kuo) 能(neng)(neng),建(jian)設(she)垃圾、污水收集(ji)處(chu)理設(she)施(shi)(shi),加(jia)(jia)強(qiang)低碳化(hua)改造(zao),打造(zao)藍綠 公共空(kong)間。推(tui)進(jin)縣(xian)鄉(xiang)村功能(neng)(neng)銜接(jie)互補(bu),促進(jin)縣(xian)城(cheng)(cheng)(cheng)基礎(chu)設(she)施(shi)(shi)和(he)公共 服務(wu)(wu)向(xiang)鄉(xiang)村延伸覆蓋(gai),增(zeng)強(qiang)縣(xian)城(cheng)(cheng)(cheng)對鄉(xiang)村的(de)輻(fu)射(she)帶動能(neng)(neng)力。更(geng)好發 揮(hui)財政(zheng)性資金作用,引導(dao)金融機構和(he)央(yang)企等(deng)(deng)大(da)型企業(ye)加(jia)(jia)大(da)投入(ru)力度。高質(zhi)量完成 120 個縣(xian)城(cheng)(cheng)(cheng)建(jian)設(she)示范地區示范任務(wu)(wu)。

(二十)分類引導小(xiao)(xiao)城(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)發(fa)展(zhan)(zhan)。堅持(chi)(chi)規模(mo)適度、突出(chu)特(te)色(se)、強化(hua)功能(neng),因(yin)地制宜發(fa)展(zhan)(zhan)小(xiao)(xiao)城(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)。支持(chi)(chi)大(da)(da)城(cheng)(cheng)(cheng)(cheng)市(shi)周邊小(xiao)(xiao)城(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)充分對 接(jie)城(cheng)(cheng)(cheng)(cheng)市(shi)需求(qiu),加(jia)強規劃統籌(chou)、功能(neng)銜接(jie)和(he)設施(shi)配套,發(fa)展(zhan)(zhan)成為衛 星鎮(zhen)(zhen)。支持(chi)(chi)具(ju)有區(qu)位優勢或獨特(te)資(zi)源的小(xiao)(xiao)城(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)強化(hua)要素資(zi)源配置, 發(fa)展(zhan)(zhan)成為先進制造、交(jiao)通樞紐、商貿流通、文化(hua)旅游等專業功能(neng)鎮(zhen)(zhen)。支持(chi)(chi)遠離城(cheng)(cheng)(cheng)(cheng)市(shi)的小(xiao)(xiao)城(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)完善(shan)基礎設施(shi)和(he)公共(gong)服務,增強服務 鄉村、帶(dai)動周邊功能(neng),發(fa)展(zhan)(zhan)成為綜合性小(xiao)(xiao)城(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)。推進大(da)(da)型易地扶 貧搬遷安置區(qu)新型城(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)化(hua)建(jian)設。

(二十一)優(you)化(hua)(hua)(hua)邊(bian)境地區城鎮(zhen)布(bu)局(ju)。構建(jian)(jian)以邊(bian)境地級市為(wei)帶 動、邊(bian)境縣(xian)城和(he)口(kou)岸(an)為(wei)依托(tuo)、抵邊(bian)村鎮(zhen)為(wei)支點的邊(bian)境城鎮(zhen)體(ti)系(xi)。 重(zhong)點支持(chi)滿洲(zhou)里、寬甸、琿春、綏(sui)芬(fen)河、東興、騰(teng)沖(chong)、米(mi)林、塔 城、可克達拉(la)等(deng)邊(bian)境城鎮(zhen)提升承載能力(li)。建(jian)(jian)設里孜、黑河、同江、 黑瞎子島(dao)口(kou)岸(an),改造提升吉隆、樟(zhang)木、磨憨、霍爾(er)果斯、阿拉(la)山 口(kou)、滿洲(zhou)里、二連浩特、瑞(rui)麗、友誼關、紅(hong)其拉(la)甫、甘(gan)其毛都、 策克、吐爾(er)尕特、伊爾(er)克什坦口(kou)岸(an),持(chi)續優(you)化(hua)(hua)(hua)口(kou)岸(an)服務(wu)能力(li)。推進(jin)沿邊(bian)重(zhong)點開發(fa)開放試(shi)驗區建(jian)(jian)設。強化(hua)(hua)(hua)疫(yi)(yi)情防(fang)控和(he)公共衛生重(zhong)大 突發(fa)事(shi)件(jian)應對處置,嚴格實施邊(bian)境地區防(fang)疫(yi)(yi)措施,筑(zhu)牢(lao)外防(fang)輸(shu)入 防(fang)線。

(二十(shi)二)強化(hua)綜(zong)合交通(tong)(tong)(tong)運(yun)(yun)輸(shu)網(wang)絡支撐。基本貫通(tong)(tong)(tong)綜(zong)合運(yun)(yun)輸(shu) 大通(tong)(tong)(tong)道(dao),提高(gao)鐵路(lu)和高(gao)速(su)公(gong)路(lu)城市覆蓋率(lv)。建(jian)(jian)設(she)(she)城市群(qun)一體化(hua)交 通(tong)(tong)(tong)網(wang),加快推進京津冀、長三角、粵港(gang)澳大灣區(qu)城際鐵路(lu)和市域 (郊(jiao))鐵路(lu)建(jian)(jian)設(she)(she),有序推進成渝地區(qu)雙城經濟圈和其(qi)他重(zhong)點城市 群(qun)多層次軌道(dao)交通(tong)(tong)(tong)建(jian)(jian)設(she)(she),到 2025 年新(xin)(xin)增城際鐵路(lu)和市域(郊(jiao))鐵 路(lu)運(yun)(yun)營里程 3000 公(gong)里,基本實(shi)現(xian)主要(yao)城市間 2 小時通(tong)(tong)(tong)達。系統(tong)布 局和優化(hua)完善樞(shu)(shu)紐機場、支線機場、通(tong)(tong)(tong)用(yong)機場和貨(huo)運(yun)(yun)機場,實(shi)現(xian) 市地級行(xing)政中心 60 分鐘到運(yun)(yun)輸(shu)機場覆蓋率(lv)達到 80%。建(jian)(jian)設(she)(she)綜(zong)合交 通(tong)(tong)(tong)樞(shu)(shu)紐集群(qun),優化(hua)綜(zong)合交通(tong)(tong)(tong)樞(shu)(shu)紐城市功能,打造一體化(hua)綜(zong)合客運(yun)(yun) 樞(shu)(shu)紐系統(tong),推動新(xin)(xin)建(jian)(jian)樞(shu)(shu)紐布局立(li)體換乘(cheng)設(she)(she)施,鼓(gu)勵同臺換乘(cheng),實(shi) 施既有樞(shu)(shu)紐換乘(cheng)設(she)(she)施便捷化(hua)改造。發展(zhan)旅客聯程運(yun)(yun)輸(shu)和貨(huo)物(wu)多式 聯運(yun)(yun),推廣全程“一站(zhan)式”、“一單制”服務,降(jiang)低物(wu)流成本、提高(gao)物(wu)流效率(lv)。

五、推(tui)進(jin)新型城市建設(she)

堅持(chi)人民城(cheng)市人民建、人民城(cheng)市為(wei)人民,順應(ying)城(cheng)市發展新趨 勢,加快(kuai)轉變城(cheng)市發展方式,建設宜(yi)居、韌性、創新、智慧、綠 色、人文城(cheng)市。

(三十三)加強生態修復和環境保護。堅持山水林田湖草沙 一體化保護和系統治理,落實生態保護紅線、環境質量底線、資源利用上線和生態環境準入清單要求,提升生態系統質量和穩定 性。建設生態緩沖帶,保留生態安全距離。持續開展國土綠化, 因地制宜建設城市綠色廊道,打造街心綠地、濕地和郊野公園, 提高城市生態系統服務功能和自維持能力。加強河道、湖泊、濱 海地帶等城市濕地生態和水環境修護,強化河流互濟、促進水系 連通、提高水網密度,加強城鎮飲用水水源地保護和地下水超采 綜合治理。大力推進城市節水,提高用水效率和效益。基本消除 劣 V 類國控斷面和城市黑臭水體。推進生活污水治理廠網配套、 泥水并重,推廣污泥集中焚燒無害化處理,推進污水污泥資源化利用。地級及以上城市因地制宜基本建立分類投放、收集、運輸、 處理的生活垃圾分類和處理系統,到 2025 年城鎮生活垃圾焚燒處 理能力達到 80 萬噸/日左右。健全危險廢棄物和醫療廢棄物集中處理設施、大宗固體廢棄物綜合利用體系。加強城市大氣質量達 標管理,推進細顆粒物(PM2.5)和臭氧(O3)協同控制。加強塑料污染、環境噪聲污染和揚塵污染治理。

(四十(shi)四)引導(dao)城(cheng)市(shi)人才入(ru)鄉(xiang)(xiang)發展。深入(ru)推行科(ke)技(ji)特派(pai)員制 度(du)(du),推動規劃設計(ji)師、建(jian)(jian)筑師、工程師“三師入(ru)鄉(xiang)(xiang)”,建(jian)(jian)立科(ke)研 人員入(ru)鄉(xiang)(xiang)兼職兼薪和(he)離崗創(chuang)業(ye)制度(du)(du),為鄉(xiang)(xiang)村建(jian)(jian)設行動提供技(ji)術支(zhi) 撐。推進(jin)城(cheng)市(shi)教文衛體等(deng)工作人員定期服務鄉(xiang)(xiang)村,促進(jin)職稱評定 和(he)工資待遇等(deng)向鄉(xiang)(xiang)村教師、醫生傾(qing)斜,優化鄉(xiang)(xiang)村教師、醫生中高(gao) 級崗位結構比(bi)例。支(zhi)持(chi)有(you)(you)技(ji)能有(you)(you)管理經(jing)驗的農民工等(deng)人員返鄉(xiang)(xiang)入(ru) 鄉(xiang)(xiang)創(chuang)業(ye),加強場地安排等(deng)政策支(zhi)持(chi)。允許入(ru)鄉(xiang)(xiang)就(jiu)業(ye)創(chuang)業(ye)人員在原 籍地或就(jiu)業(ye)創(chuang)業(ye)地落戶并(bing)依(yi)法享有(you)(you)相(xiang)關(guan)權益(yi)。

(四十五(wu))推(tui)進(jin)城鄉(xiang)一體規(gui)劃(hua)(hua)(hua)設(she)計。統籌縣(xian)域(yu)城鎮和(he)村(cun)莊規(gui)劃(hua)(hua)(hua)建(jian)設(she),通盤考慮土(tu)地(di)利用(yong)、產業發展、居民(min)(min)點建(jian)設(she)、人(ren)居環境 整治(zhi)、生態保護、防災減(jian)災和(he)歷史文化傳承,實(shi)現縣(xian)鄉(xiang)村(cun)功能銜 接互(hu)補。全面完(wan)成(cheng)縣(xian)級國土(tu)空間(jian)規(gui)劃(hua)(hua)(hua)編制(zhi)(zhi),結合實(shi)際編制(zhi)(zhi)鄉(xiang)鎮國 土(tu)空間(jian)規(gui)劃(hua)(hua)(hua)。科學編制(zhi)(zhi)縣(xian)域(yu)村(cun)莊布局規(gui)劃(hua)(hua)(hua),鼓勵有條件的地(di)區編 制(zhi)(zhi)實(shi)用(yong)性(xing)村(cun)莊規(gui)劃(hua)(hua)(hua)。規(gui)范開(kai)展全域(yu)土(tu)地(di)綜合整治(zhi),合理推(tui)進(jin)農用(yong) 地(di)和(he)建(jian)設(she)用(yong)地(di)整理,堅決(jue)遏制(zhi)(zhi)耕地(di)“非農化”、嚴格管控“非糧 化”,嚴禁隨意撤并村(cun)莊搞大(da)(da)社區、違(wei)背農民(min)(min)意愿大(da)(da)拆大(da)(da)建(jian)。

(四十六)推進(jin)城(cheng)鎮(zhen)(zhen)公(gong)共服(fu)(fu)務(wu)(wu)向(xiang)鄉(xiang)(xiang)村(cun)覆蓋。強(qiang)化(hua)基本公(gong)共服(fu)(fu)務(wu)(wu)供(gong)給縣(xian)鄉(xiang)(xiang)村(cun)統籌,增加鄉(xiang)(xiang)村(cun)教育(yu)、醫療(liao)、養(yang)老(lao)(lao)(lao)等(deng)服(fu)(fu)務(wu)(wu)供(gong)給。推 進(jin)城(cheng)鄉(xiang)(xiang)義務(wu)(wu)教育(yu)學(xue)校(xiao)標準化(hua)建(jian)設,發(fa)展(zhan)城(cheng)鄉(xiang)(xiang)教育(yu)聯合體,深化(hua)義 務(wu)(wu)教育(yu)教師“縣(xian)管(guan)校(xiao)聘”管(guan)理改革(ge),促進(jin)縣(xian)域(yu)內(nei)校(xiao)長教師交(jiao)流(liu)輪 崗。在縣(xian)城(cheng)和(he)規模較大中心(xin)鎮(zhen)(zhen)建(jian)設一批高中和(he)中等(deng)職業學(xue)校(xiao)。辦(ban) 好鄉(xiang)(xiang)鎮(zhen)(zhen)公(gong)辦(ban)中心(xin)幼(you)兒園(yuan),完善農(nong)(nong)村(cun)學(xue)前教育(yu)公(gong)共服(fu)(fu)務(wu)(wu)網絡。完善 縣(xian)級醫院、鄉(xiang)(xiang)鎮(zhen)(zhen)衛(wei)生(sheng)院和(he)村(cun)衛(wei)生(sheng)室(shi)診(zhen)療(liao)條件,發(fa)展(zhan)緊(jin)密型縣(xian)域(yu)醫 療(liao)衛(wei)生(sheng)共同體,推行派駐、巡診(zhen)、輪崗等(deng)方式。健全縣(xian)鄉(xiang)(xiang)村(cun)銜接 的三級養(yang)老(lao)(lao)(lao)服(fu)(fu)務(wu)(wu)網絡,建(jian)設村(cun)級幸福院和(he)日間照料中心(xin),發(fa)展(zhan)鄉(xiang)(xiang) 村(cun)普惠型養(yang)老(lao)(lao)(lao)服(fu)(fu)務(wu)(wu)和(he)互(hu)助性養(yang)老(lao)(lao)(lao)。建(jian)設農(nong)(nong)村(cun)公(gong)益(yi)性殯(bin)葬設施(shi),推動(dong)殯(bin)儀(yi)館尚未(wei)覆蓋的火葬區的縣(xian)補齊短板。加強(qiang)對農(nong)(nong)村(cun)留守兒童(tong)、 婦女、老(lao)(lao)(lao)年人及困(kun)境兒童(tong)的關(guan)愛服(fu)(fu)務(wu)(wu)。

(四十七)推(tui)進(jin)城(cheng)鎮基(ji)(ji)礎(chu)設(she)(she)施(shi)向(xiang)(xiang)鄉(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)村(cun)延(yan)伸(shen)(shen)。推(tui)動(dong)(dong)城(cheng)鄉(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)基(ji)(ji)礎(chu)設(she)(she)施(shi)統(tong)(tong)一規(gui)劃、統(tong)(tong)一建設(she)(she)、統(tong)(tong)一管護(hu)(hu),促(cu)進(jin)向(xiang)(xiang)村(cun)覆蓋、往(wang)戶(hu)延(yan)伸(shen)(shen)。 統(tong)(tong)籌規(gui)劃各類市政公用設(she)(she)施(shi),推(tui)動(dong)(dong)供水供氣供熱(re)管網(wang)(wang)向(xiang)(xiang)城(cheng)郊鄉(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)村(cun) 和(he)(he)規(gui)模(mo)較大中(zhong)心鎮延(yan)伸(shen)(shen)。推(tui)進(jin)人(ren)口規(gui)模(mo)較大的(de)自然村(cun)(組)通硬 化(hua)路(lu),建設(she)(she)村(cun)內(nei)主干道(dao)(dao)和(he)(he)資源路(lu)、產業(ye)路(lu)、旅游路(lu)。促(cu)進(jin)城(cheng)鄉(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)道(dao)(dao) 路(lu)客運(yun)一體化(hua),拓展公路(lu)客運(yun)站綜合服務功能(neng)。到 2025 年農村(cun)自 來水普(pu)及率提高到 88%,在(zai)有條件地區(qu)推(tui)進(jin)城(cheng)鄉(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)供水一體化(hua)。推(tui) 進(jin)燃(ran)氣入(ru)鄉(xiang)(xiang)(xiang)(xiang)(xiang)(xiang),建設(she)(she)安(an)全可靠的(de)鄉(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)村(cun)儲氣罐站和(he)(he)微管網(wang)(wang)供氣系(xi)統(tong)(tong)。 建設(she)(she)數(shu)字(zi)鄉(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)村(cun),以需求為導(dao)向(xiang)(xiang)逐步推(tui)進(jin) 5G 網(wang)(wang)絡和(he)(he)千兆光網(wang)(wang)向(xiang)(xiang)鄉(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)村(cun)延(yan)伸(shen)(shen)。建設(she)(she)以城(cheng)帶鄉(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)的(de)垃圾收集處理系(xi)統(tong)(tong)。發(fa)展聯結城(cheng)鄉(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)的(de)冷鏈 物流、配送投遞、電商平臺和(he)(he)農貿市場網(wang)(wang)絡。加強鄉(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)村(cun)消(xiao)防(fang)基(ji)(ji)礎(chu)設(she)(she)施(shi)建設(she)(she),改(gai)善消(xiao)防(fang)安(an)全條件。推(tui)進(jin)城(cheng)鎮基(ji)(ji)礎(chu)設(she)(she)施(shi)建設(she)(she)運(yun)營單(dan)位 開展統(tong)(tong)一管護(hu)(hu),鼓勵引入(ru)市場化(hua)管護(hu)(hu)企業(ye)。支(zhi)持國家鄉(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)村(cun)振(zhen)興重 點幫扶縣加快補齊短(duan)板。

八、保障措施

(五十)加強黨(dang)(dang)的(de)全(quan)面(mian)領(ling)導(dao)。堅持和加強黨(dang)(dang)的(de)全(quan)面(mian)領(ling)導(dao),把黨(dang)(dang)的(de)領(ling)導(dao)貫穿新型城(cheng)鎮化(hua)全(quan)過程(cheng)、各領(ling)域(yu)、各環節。充分發揮各級(ji)黨(dang)(dang)組(zu)織作(zuo)用(yong),為推(tui)動(dong)新型城(cheng)鎮化(hua)提供根(gen)本保證。以(yi)正(zheng)確用(yong)人(ren)導(dao) 向引(yin)領(ling)黨(dang)(dang)員干(gan)部干(gan)事(shi)創業、擔當(dang)作(zuo)為。推(tui)動(dong)全(quan)面(mian)從嚴治黨(dang)(dang)向縱深(shen) 發展,營造(zao)風清氣正(zheng)的(de)良好政治生態。

(五十(shi)一(yi))強化(hua)組(zu)織協調。發(fa)(fa)揮(hui)城(cheng)鎮化(hua)工(gong)作暨(ji)城(cheng)鄉(xiang)融(rong)合(he)發(fa)(fa)展工(gong)作部(bu)際聯席會議制(zhi)(zhi)度作用,依據(ju)《國家新(xin)(xin)型城(cheng)鎮化(hua)規劃(2021 —2035 年)》和本方(fang)案,研究部(bu)署新(xin)(xin)型城(cheng)鎮化(hua)年度重點(dian)任務,協 調解決重點(dian)難點(dian)問題(ti)。各有關部(bu)門按(an)照職責(ze)分工(gong),出臺配套政策(ce)舉措、推進體(ti)制(zhi)(zhi)機制(zhi)(zhi)改革、布局安(an)排重大項目(mu),加大財政、土(tu)地(di)、 金融(rong)、編制(zhi)(zhi)等(deng)方(fang)面(mian)對新(xin)(xin)型城(cheng)鎮化(hua)的支持保(bao)障力度。各地(di)區要全(quan)面(mian) 落實主體(ti)責(ze)任,結合(he)實際抓好(hao)方(fang)案貫徹落實。方(fang)案實施中涉(she)及的重要政策(ce)、重大工(gong)程(cheng)(cheng)、重點(dian)項目(mu)要按(an)規定(ding)程(cheng)(cheng)序(xu)報批。

(五十二)加(jia)(jia)強監測(ce)評估(gu)。加(jia)(jia)強對(dui)各地區新型(xing)城鎮(zhen)化工(gong)作的 指(zhi)導(dao)和督促,完善(shan)新型(xing)城鎮(zhen)化數據(ju)庫,開展方案實施情況動態監 測(ce)和總(zong)結(jie)評估(gu)。定期總(zong)結(jie)提煉試(shi)點試(shi)驗(yan)示范的改革(ge)探索成效,及(ji) 時(shi)推廣典型(xing)經驗(yan)和制度成果。
