山西省“十四(si)五”清潔生(sheng)產(chan)實施方案
推行清(qing)潔生產是貫徹落實節約(yue)資(zi)源和保護環境(jing)基本國策的重要(yao)舉措,是實現協同增效的(de)重要(yao)手段,是(shi)加快形成綠(lv)色生(sheng)產方(fang)(fang)式、促(cu)進(jin)經濟社會(hui)發展全面綠(lv)色轉型的(de)有效途徑。為貫徹落(luo)實(shi)國(guo)家發改委等部(bu)門《“十四(si)五”全國(guo)清潔生(sheng)產推(tui)行方(fang)(fang)案》(發改環資〔2021〕1524號(hao)),深(shen)入推(tui)進(jin)我省清潔生(sheng)產,制(zhi)定本方(fang)(fang)案。
一、總體要(yao)求
(一)指(zhi)導思(si)(si)想。以習近(jin)平(ping)新時(shi)代中(zhong)國(guo)特(te)色社會(hui)主義思(si)(si)想為(wei)(wei)指(zhi)導,全面貫徹(che)黨的十九大和十九屆歷次全會(hui)精神,深入(ru)貫徹(che)習近(jin)平(ping)生(sheng)態文明思(si)(si)想,以節約資(zi)源、降低能耗、減污降碳、提質(zhi)增效為(wei)(wei)目標(biao),以清潔(jie)生(sheng)產(chan)(chan)審(shen)核為(wei)(wei)抓手,系統推進工業、農業、建筑業、服(fu)務業等領(ling)域(yu)清潔(jie)生(sheng)產(chan)(chan),積(ji)極(ji)實施清潔(jie)生(sheng)產(chan)(chan)改造,探索清潔(jie)生(sheng)產(chan)(chan)區(qu)域(yu)協同推進模式(shi),培育壯大清潔(jie)生(sheng)產(chan)(chan)產(chan)(chan)業,助力(li)實現碳達峰(feng)、碳中(zhong)和目標(biao)。
(二(er))主(zhu)要目標。到2025年(nian),全省清(qing)潔(jie)生產(chan)推行(xing)制度體(ti)系基(ji)本(ben)建立,工業(ye)領(ling)域清(qing)潔(jie)生產(chan)全面推行(xing),農業(ye)、服務業(ye)、建筑(zhu)業(ye)、交通運輸業(ye)等領(ling)域清(qing)潔(jie)生產(chan)進一(yi)步深化。清(qing)潔(jie)生產(chan)整體(ti)水平大幅提升(sheng),能(neng)源資源利(li)用效率顯(xian)著提高(gao),重(zhong)點行(xing)業(ye)主(zhu)要污染(ran)物和(he)二(er)氧化碳排放強度明顯(xian)降低,清(qing)潔(jie)生產(chan)產(chan)業(ye)不斷壯大。
到2025年(nian),工業能(neng)效(xiao)、水效(xiao)較2020年(nian)大幅提升,全(quan)省新增高效(xiao)節水灌溉面積240萬畝。化學(xue)需氧量、氨氮、氮氧化物、重點(dian)工程減(jian)排量分別(bie)為(wei)7.19萬(wan)噸(dun)、0.28萬(wan)噸(dun)、8.01萬(wan)噸(dun)、3.40萬(wan)噸(dun)。全省廢舊農膜回收率(lv)(lv)達(da)到(dao)(dao)85%,秸(jie)稈綜(zong)合利用率(lv)(lv)穩定(ding)在86%以(yi)上,畜禽糞污綜(zong)合利用率(lv)(lv)達(da)到(dao)(dao)80%。城(cheng)鎮新(xin)建(jian)建(jian)筑全面(mian)達(da)到(dao)(dao)綠色建(jian)筑標準。
二、突出抓好工業清潔生產(chan)
(三)加強高(gao)(gao)(gao)(gao)耗(hao)(hao)(hao)能(neng)高(gao)(gao)(gao)(gao)排(pai)放項(xiang)目(mu)清潔(jie)(jie)生(sheng)產(chan)評價(jia)。對(dui)標節能(neng)減排(pai)和碳達(da)峰、碳中和目(mu)標,嚴(yan)格高(gao)(gao)(gao)(gao)耗(hao)(hao)(hao)能(neng)高(gao)(gao)(gao)(gao)排(pai)放項(xiang)目(mu)準(zhun)入,新建、改建、擴建項(xiang)目(mu)應采取(qu)先(xian)進適(shi)用的(de)(de)工藝技(ji)術(shu)和裝備,單位產(chan)品能(neng)耗(hao)(hao)(hao)、物耗(hao)(hao)(hao)和水耗(hao)(hao)(hao)等達(da)到國(guo)內清潔(jie)(jie)生(sheng)產(chan)先(xian)進水平(ping)。嚴(yan)格落實(shi)鋼鐵、水泥熟料、平(ping)板玻璃、煉油(you)、焦化、電解(jie)鋁等行(xing)業新建項(xiang)目(mu)產(chan)能(neng)等量或(huo)(huo)減量置換政策。引導重(zhong)點行(xing)業深入實(shi)施清潔(jie)(jie)生(sheng)產(chan)改造,對(dui)不(bu)符(fu)合所(suo)在地區(qu)能(neng)耗(hao)(hao)(hao)強度和總量控制相關要(yao)求(qiu)、不(bu)符(fu)合煤炭消費減量替代或(huo)(huo)污(wu)染物排(pai)放區(qu)域削減等要(yao)求(qiu)的(de)(de)高(gao)(gao)(gao)(gao)耗(hao)(hao)(hao)能(neng)高(gao)(gao)(gao)(gao)排(pai)放項(xiang)目(mu),堅決予(yu)以停批、停建,堅決遏制高(gao)(gao)(gao)(gao)耗(hao)(hao)(hao)能(neng)高(gao)(gao)(gao)(gao)排(pai)放低水平(ping)項(xiang)目(mu)盲目(mu)發(fa)展(zhan)。(省(sheng)發(fa)展(zhan)改革委、省(sheng)工信(xin)廳(ting)、省(sheng)生(sheng)態環境廳(ting)、省(sheng)能(neng)源局按職(zhi)責(ze)分工負責(ze),下同;各市人民政府(fu)。以下均(jun)需(xu)各市人民政府(fu)落實(shi),不(bu)再(zai)列出(chu))
(四(si))推行(xing)工(gong)(gong)業產品(pin)(pin)綠色(se)設計。開(kai)展(zhan)產品(pin)(pin)綠色(se)設計示(shi)范企業創(chuang)建(jian),推廣綠色(se)設計理(li)念(nian)和方法,按照(zhao)全生命周期的(de)(de)理(li)念(nian),在產品(pin)(pin)設計開(kai)發(fa)階(jie)段系統考慮原材料選用(yong)、生產、銷售、使用(yong)、回收、處(chu)理(li)等各個(ge)環(huan)(huan)節的(de)(de)資(zi)源(yuan)消(xiao)(xiao)耗(hao)和環(huan)(huan)境影響,實現產品(pin)(pin)對能源(yuan)資(zi)源(yuan)消(xiao)(xiao)耗(hao)最(zui)低化、生態環(huan)(huan)境影響最(zui)小化、可再生率最(zui)大化。(省工(gong)(gong)信(xin)廳)

選擇量(liang)大面廣、與消費者緊密(mi)相(xiang)關、條(tiao)件(jian)成(cheng)熟的(de)產(chan)品,應(ying)用(yong)產(chan)品輕量(liang)化(hua)、模(mo)塊化(hua)、集成(cheng)化(hua)、智能(neng)(neng)化(hua)等(deng)(deng)綠(lv)色(se)設計共性技術,采用(yong)高性能(neng)(neng)、輕量(liang)化(hua)、綠(lv)色(se)環(huan)保的(de)新材料,開發具有無害(hai)化(hua)、節能(neng)(neng)、環(huan)保等(deng)(deng)特性的(de)綠(lv)色(se)產(chan)品。培育(yu)發展50個(綠(lv)色(se))設計產(chan)品。
(五)推(tui)進燃(ran)料(liao)原(yuan)材(cai)料(liao)清潔替代(dai)。加大清潔能(neng)(neng)源(yuan)(yuan)在工業領域(yu)推(tui)廣應用(yong),提高(gao)非(fei)化(hua)(hua)石(shi)能(neng)(neng)源(yuan)(yuan)利用(yong)比重。在確保能(neng)(neng)源(yuan)(yuan)供(gong)應保障的前提下,對以煤(mei)(mei)炭、石(shi)油(you)焦、重油(you)、渣油(you)、蘭炭等(deng)為(wei)燃(ran)料(liao)的工業爐窯、自(zi)備燃(ran)煤(mei)(mei)電廠(chang)及燃(ran)煤(mei)(mei)鍋爐,有(you)(you)序推(tui)進清潔低(di)碳(tan)能(neng)(neng)源(yuan)(yuan)、工業余(yu)熱等(deng)替代(dai),實現大氣污染和碳(tan)排放源(yuan)(yuan)頭削減。(省(sheng)(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)局(ju)、省(sheng)(sheng)(sheng)(sheng)工信廳(ting))統(tong)籌謀劃多能(neng)(neng)互補(bu)發(fa)展(zhan)項目,持續引(yin)導分布式光伏項目建(jian)設(she),積(ji)極(ji)探索源(yuan)(yuan)網(wang)荷儲(chu)一體化(hua)(hua)試點建(jian)設(she)。(省(sheng)(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)局(ju))因地制宜推(tui)行熱電聯產“一區(qu)一熱源(yuan)(yuan)”等(deng)園區(qu)集中供(gong)能(neng)(neng)模(mo)式。(省(sheng)(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)局(ju)、省(sheng)(sheng)(sheng)(sheng)商務廳(ting)、省(sheng)(sheng)(sheng)(sheng)生(sheng)態(tai)(tai)環境廳(ting))推(tui)進原(yuan)輔(fu)材(cai)料(liao)無害化(hua)(hua)替代(dai),圍繞(rao)企(qi)業生(sheng)產所需原(yuan)輔(fu)材(cai)料(liao)及最終產品,減少優先控制化(hua)(hua)學品名錄所列化(hua)(hua)學物(wu)(wu)質及持久性(xing)有(you)(you)機污染物(wu)(wu)等(deng)有(you)(you)毒(du)有(you)(you)害物(wu)(wu)質的使用(yong),大力推(tui)廣低(di)(無)揮(hui)發(fa)性(xing)有(you)(you)機物(wu)(wu)含(han)量的油(you)墨、涂料(liao)、膠粘劑(ji)、清洗劑(ji)等(deng)使用(yong)。(省(sheng)(sheng)(sheng)(sheng)生(sheng)態(tai)(tai)環境廳(ting)、省(sheng)(sheng)(sheng)(sheng)工信廳(ting))

專欄2重點行業清潔生產改造工程
煤(mei)電(dian)(dian)(dian)(dian)行(xing)業:統(tong)籌(chou)推(tui)進(jin)煤(mei)電(dian)(dian)(dian)(dian)節(jie)能改(gai)造(zao)、供熱改(gai)造(zao)和靈(ling)活(huo)性(xing)改(gai)造(zao)。在保證電(dian)(dian)(dian)(dian)力安全可靠(kao)供應(ying)的同時,有序推(tui)進(jin)煤(mei)電(dian)(dian)(dian)(dian)節(jie)能降耗改(gai)造(zao)、供熱改(gai)造(zao)和靈(ling)活(huo)性(xing)改(gai)造(zao)“三改(gai)”聯動,對(dui)(dui)30萬(wan)千瓦級以上的煤(mei)電(dian)(dian)(dian)(dian)機組(zu)因地制(zhi)宜進(jin)行(xing)節(jie)能改(gai)造(zao),進(jin)一(yi)步提高發電(dian)(dian)(dian)(dian)效率;對(dui)(dui)20萬(wan)千瓦及以下擬繼續運行(xing)的抽(chou)凝(ning)機組(zu)進(jin)行(xing)背(bei)壓改(gai)造(zao),提高機組(zu)供熱效率,對(dui)(dui)于無法改(gai)造(zao)或改(gai)造(zao)后仍不達(da)標的機組(zu),推(tui)動關停轉為(wei)應(ying)急(ji)備用機組(zu)。
鋼鐵(tie)行業:嚴(yan)格執行國家鋼鐵(tie)冶煉(lian)項(xiang)目(mu)備案和產能減量置換政策。科(ke)學制(zhi)定限制(zhi)類工(gong)藝裝(zhuang)備升(sheng)(sheng)級改(gai)造(zao)(zao)計(ji)劃,推動全省用(yong)于普鋼生產的限制(zhi)類工(gong)藝裝(zhuang)備升(sheng)(sheng)級改(gai)造(zao)(zao),先(xian)(xian)進產能占比進一步(bu)提(ti)升(sheng)(sheng)。對(dui)全省鋼鐵(tie)企業開展節能技(ji)術改(gai)造(zao)(zao),2025年(nian)底(di)前達到(dao)《高耗(hao)(hao)能行業重點領(ling)域能效標桿水平(ping)和基準(zhun)水平(ping)(2021年(nian)版(ban))》中能效標桿水平(ping)的產能比例超過30%,單位產品能耗(hao)(hao)進一步(bu)降低,在建、擬建項(xiang)目(mu)滿足超低排放要求(qiu)、達到(dao)國家能耗(hao)(hao)標準(zhun)先(xian)(xian)進值。
焦(jiao)化(hua)行業:嚴禁新(xin)增焦(jiao)化(hua)產(chan)能。“先立(li)后破”分(fen)期分(fen)批關停退出(chu)4.3米焦(jiao)爐,推動大(da)型焦(jiao)化(hua)項目合法合規(gui)加快建設,平穩(wen)有(you)序(xu)實(shi)現裝備結構(gou)調(diao)整和產(chan)能銜接。“十四五”期間,對已建成炭(tan)化(hua)室高度5.5米及以上大(da)機焦(jiao)和熱回收焦(jiao)爐企業實(shi)施節(jie)能改造,到2025年底(di)前(qian)單位產(chan)品(pin)能耗達到國家(jia)標準先進(jin)值。引導和鼓勵焦(jiao)爐煤氣、煤焦(jiao)油、粗苯等焦(jiao)化(hua)化(hua)產(chan)品(pin)精深加工產(chan)業鏈(lian)條(tiao)向(xiang)高端延伸。
化工行業:加快產(chan)業升級改造,加快推進“三廢”治理技(ji)術(shu)研發應用(yong)(yong),采用(yong)(yong)先進、適用(yong)(yong)的節(jie)能(neng)、節(jie)水工藝(yi)技(ji)術(shu)實施(shi)清潔生產(chan)改造,加快淘汰落(luo)后(hou)產(chan)品和工藝(yi)裝(zhuang)備,發揮綠色化工固碳作用(yong)(yong),鼓勵支(zhi)持CO2經尿素制備碳酸(suan)乙烯(xi)酯、甲烷二(er)氧化碳重整技(ji)術(shu)等研究攻(gong)關(guan)。
有色行(xing)業:嚴(yan)格執行(xing)國家(jia)電(dian)解(jie)鋁(lv)產能置換政策和電(dian)解(jie)鋁(lv)行(xing)業階梯電(dian)價政策。加大電(dian)解(jie)鋁(lv)企業消納可再生(sheng)能源的責任權重,從源頭削減二氧化碳排(pai)放(fang)。大力(li)發展再生(sheng)金(jin)屬產業,提高(gao)資源利用率和保護(hu)生(sheng)態環境。實(shi)施氧化鋁(lv)行(xing)業高(gao)效溶(rong)出及降低(di)赤泥技(ji)(ji)術、電(dian)解(jie)鋁(lv)行(xing)業高(gao)效低(di)碳鋁(lv)電(dian)解(jie)技(ji)(ji)術、銅冶(ye)煉行(xing)業連續熔煉技(ji)(ji)術、鎂冶(ye)煉行(xing)業豎式(shi)還(huan)原(yuan)煉鎂等技(ji)(ji)術和裝備改造(zao)。
建材行(xing)業(ye)(ye):嚴格執(zhi)行(xing)國家(jia)水(shui)泥(ni)、平板玻(bo)璃(li)產(chan)能(neng)置(zhi)換政(zheng)策(ce)。通過差別電價政(zheng)策(ce),推進(jin)水(shui)泥(ni)企(qi)業(ye)(ye)全面完(wan)成超低排放改(gai)造,全省(sheng)在產(chan)水(shui)泥(ni)企(qi)業(ye)(ye)2024年底前完(wan)成超低排放改(gai)造。加快推進(jin)節能(neng)技術改(gai)造,到(dao)(dao)2025年,水(shui)泥(ni)行(xing)業(ye)(ye)達到(dao)(dao)標(biao)桿(gan)水(shui)平的產(chan)能(neng)比例(li)超過30%,在建、擬建項(xiang)目能(neng)耗(hao)水(shui)平達到(dao)(dao)標(biao)桿(gan)值(zhi)。
節(jie)能裝(zhuang)備(bei)(bei)行(xing)業(ye)(ye):大力(li)發(fa)展余(yu)熱(re)、余(yu)壓(ya)和余(yu)能回收利用(yong)(yong)及高效(xiao)清潔燃燒鍋爐等(deng)設(she)備(bei)(bei),在高耗(hao)能行(xing)業(ye)(ye)和重(zhong)點用(yong)(yong)能企業(ye)(ye)開展能源梯(ti)級利用(yong)(yong)、能源系(xi)統優化等(deng)節(jie)能技(ji)術(shu)改造,發(fa)展環(huan)境監測、固廢(fei)、水資源綜合(he)利用(yong)(yong)等(deng)工(gong)(gong)程(cheng)管(guan)控一體(ti)化及遠程(cheng)診斷與運維服務(wu)體(ti)系(xi),構(gou)建智慧節(jie)能環(huan)保產業(ye)(ye)鏈。推進(jin)工(gong)(gong)業(ye)(ye)固廢(fei)綜合(he)利用(yong)(yong)裝(zhuang)備(bei)(bei)應用(yong)(yong),加(jia)速實現工(gong)(gong)業(ye)(ye)固廢(fei)由“低效(xiao)、低值(zhi)、分散利用(yong)(yong)”向“高效(xiao)、高值(zhi)、規模利用(yong)(yong)”轉(zhuan)變。
三、積極推行農業清潔生產
(七)推(tui)動農(nong)(nong)業生(sheng)產(chan)投入品減量。指導農(nong)(nong)民科學安全使(shi)用農(nong)(nong)藥、化肥、農(nong)(nong)用薄膜和(he)飼(si)料添加劑,減少農(nong)(nong)業生(sheng)產(chan)的不合理(li)投入。做好農(nong)(nong)作(zuo)物(wu)病蟲害綠(lv)色防控技術(shu)推(tui)廣,到(dao)2025年,全省主要(yao)農(nong)(nong)作(zuo)物(wu)病蟲害綠(lv)色防控覆蓋率達到(dao)55%以(yi)上。(省農(nong)(nong)業農(nong)(nong)村(cun)廳)
(八)提升(sheng)農(nong)(nong)業(ye)生(sheng)產(chan)過(guo)程清(qing)潔(jie)化水(shui)平。改進農(nong)(nong)業(ye)生(sheng)產(chan)技(ji)術,形成(cheng)高效(xiao)、清(qing)潔(jie)的農(nong)(nong)業(ye)生(sheng)產(chan)模式。嚴格灌溉取水(shui)計劃管(guan)理,大力(li)發展有機旱作農(nong)(nong)業(ye),推廣節水(shui)技(ji)術,不斷提高農(nong)(nong)業(ye)用水(shui)效(xiao)率。深化測土配方施(shi)肥(fei),推廣科學施(shi)肥(fei)技(ji)術。推廣養殖尾水(shui)治(zhi)理模式,提升(sheng)漁業(ye)生(sheng)態(tai)健康養殖水(shui)平。(省農(nong)(nong)業(ye)農(nong)(nong)村廳)
