減污降碳協同增效實施方案

  為深(shen)入貫徹落(luo)實黨中央、國務院關于碳達峰碳中和決(jue)策部(bu)署(shu),落(luo)實新發展階段生態文明建(jian)設有關要(yao)求,協同推(tui)進(jin)減污降碳,實現一(yi)(yi)體(ti)謀劃、一(yi)(yi)體(ti)部(bu)署(shu)、一(yi)(yi)體(ti)推(tui)進(jin)、一(yi)(yi)體(ti)考核(he),制定本實施方(fang)案。

  一、面臨形勢

  黨的(de)(de)十(shi)八大以來,我(wo)(wo)國(guo)生(sheng)(sheng)態(tai)(tai)文明(ming)(ming)建(jian)設(she)和(he)生(sheng)(sheng)態(tai)(tai)環(huan)境(jing)保護取得歷史性(xing)(xing)成就,生(sheng)(sheng)態(tai)(tai)環(huan)境(jing)質量持續改善(shan),碳(tan)排(pai)放(fang)強度顯著降低(di)。但(dan)也要看到,我(wo)(wo)國(guo)發(fa)展(zhan)不(bu)(bu)平衡、不(bu)(bu)充分問題依然突出,生(sheng)(sheng)態(tai)(tai)環(huan)境(jing)保護形勢依然嚴峻,結(jie)構性(xing)(xing)、根(gen)源(yuan)性(xing)(xing)、趨勢性(xing)(xing)壓力總體上尚未根(gen)本(ben)緩解,實現美麗中(zhong)國(guo)建(jian)設(she)和(he)碳(tan)達(da)(da)峰(feng)碳(tan)中(zhong)和(he)目(mu)標愿景(jing)任重道(dao)遠(yuan)。與發(fa)達(da)(da)國(guo)家基本(ben)解決環(huan)境(jing)污染問題后轉(zhuan)入強化碳(tan)排(pai)放(fang)控制階段不(bu)(bu)同,當前我(wo)(wo)國(guo)生(sheng)(sheng)態(tai)(tai)文明(ming)(ming)建(jian)設(she)同時面(mian)臨實現生(sheng)(sheng)態(tai)(tai)環(huan)境(jing)根(gen)本(ben)好轉(zhuan)和(he)碳(tan)達(da)(da)峰(feng)碳(tan)中(zhong)和(he)兩大戰略任務,生(sheng)(sheng)態(tai)(tai)環(huan)境(jing)多目(mu)標治理(li)要求(qiu)進一步凸顯,協同推進減污降碳(tan)已成為(wei)我(wo)(wo)國(guo)新發(fa)展(zhan)階段經濟(ji)社會發(fa)展(zhan)全面(mian)綠色轉(zhuan)型(xing)的(de)(de)必然選(xuan)擇(ze)。

  面對(dui)生態文明建設新形(xing)勢(shi)新任務(wu)新要求(qiu),基于環(huan)(huan)境污(wu)染物和碳(tan)(tan)排放高度(du)同(tong)根同(tong)源(yuan)(yuan)的(de)特征,必(bi)須立足實際,遵循減(jian)污(wu)降碳(tan)(tan)內在規律,強化源(yuan)(yuan)頭治(zhi)理(li)、系統治(zhi)理(li)、綜合治(zhi)理(li),切實發揮好降碳(tan)(tan)行動對(dui)生態環(huan)(huan)境質量改善的(de)源(yuan)(yuan)頭牽引作(zuo)用,充分利用現有(you)生態環(huan)(huan)境制度(du)體系協(xie)(xie)同(tong)促進低(di)碳(tan)(tan)發展,創新政策措施,優化治(zhi)理(li)路線,推動減(jian)污(wu)降碳(tan)(tan)協(xie)(xie)同(tong)增效。

  二、總體要求

  (一)指導思想。

  以(yi)(yi)習近(jin)平新(xin)時代中(zhong)(zhong)國特(te)色(se)社(she)會(hui)(hui)主義思想為(wei)指導,全面(mian)(mian)(mian)貫徹(che)(che)黨(dang)的十九大和(he)(he)十九屆(jie)歷次(ci)全會(hui)(hui)精神(shen),按照(zhao)黨(dang)中(zhong)(zhong)央、國務院決策部署,深(shen)入(ru)貫徹(che)(che)習近(jin)平生(sheng)態文明思想,堅持(chi)穩中(zhong)(zhong)求進工(gong)作(zuo)總(zong)基調(diao),立(li)足新(xin)發(fa)展階段(duan),完整(zheng)、準(zhun)確(que)、全面(mian)(mian)(mian)貫徹(che)(che)新(xin)發(fa)展理(li)念,構建新(xin)發(fa)展格局(ju),推(tui)動高質量(liang)發(fa)展,把實現減污降碳協同(tong)增效(xiao)(xiao)作(zuo)為(wei)促進經濟社(she)會(hui)(hui)發(fa)展全面(mian)(mian)(mian)綠(lv)色(se)轉型(xing)的總(zong)抓手,錨定(ding)美麗(li)中(zhong)(zhong)國建設和(he)(he)碳達(da)峰碳中(zhong)(zhong)和(he)(he)目標,科學把握污染防治(zhi)(zhi)(zhi)和(he)(he)氣候治(zhi)(zhi)(zhi)理(li)的整(zheng)體性(xing),以(yi)(yi)結構調(diao)整(zheng)、布(bu)局(ju)優(you)(you)化為(wei)關鍵(jian),以(yi)(yi)優(you)(you)化治(zhi)(zhi)(zhi)理(li)路徑為(wei)重(zhong)點(dian),以(yi)(yi)政(zheng)策協同(tong)、機(ji)制創新(xin)為(wei)手段(duan),完善法規標準(zhun),強化科技支撐,全面(mian)(mian)(mian)提高環境治(zhi)(zhi)(zhi)理(li)綜合效(xiao)(xiao)能,實現環境效(xiao)(xiao)益(yi)、氣候效(xiao)(xiao)益(yi)、經濟效(xiao)(xiao)益(yi)多贏。

  (二)工作原則。

  突(tu)出協(xie)(xie)同(tong)增(zeng)效。堅(jian)持系(xi)統觀念,統籌(chou)碳達峰(feng)碳中(zhong)和與生態環(huan)(huan)境(jing)(jing)保(bao)護相關工作,強化目標協(xie)(xie)同(tong)、區域協(xie)(xie)同(tong)、領域協(xie)(xie)同(tong)、任務(wu)協(xie)(xie)同(tong)、政策(ce)(ce)協(xie)(xie)同(tong)、監(jian)管協(xie)(xie)同(tong),增(zeng)強生態環(huan)(huan)境(jing)(jing)政策(ce)(ce)與能源產(chan)業(ye)政策(ce)(ce)協(xie)(xie)同(tong)性,以碳達峰(feng)行動進(jin)一(yi)步深化環(huan)(huan)境(jing)(jing)治理,以環(huan)(huan)境(jing)(jing)治理助推(tui)高質量(liang)達峰(feng)。

  強(qiang)化源頭防(fang)控。緊盯環境污(wu)染物(wu)和(he)(he)碳排放主要(yao)源頭,突出主要(yao)領域、重點行業和(he)(he)關(guan)鍵環節(jie),強(qiang)化資源能源節(jie)約和(he)(he)高效利(li)用(yong),加(jia)快形成有(you)利(li)于(yu)減污(wu)降碳的產業結構、生產方式(shi)和(he)(he)生活方式(shi)。

  優(you)化技術路(lu)徑(jing)。統籌水、氣(qi)(qi)、土、固(gu)廢、溫室(shi)氣(qi)(qi)體(ti)等領域減(jian)排要求,優(you)化治(zhi)理目標、治(zhi)理工藝(yi)和技術路(lu)線,優(you)先采(cai)用基(ji)于(yu)自然的解決方案,加(jia)強技術研(yan)發應用,強化多污(wu)染物與(yu)溫室(shi)氣(qi)(qi)體(ti)協(xie)同控制(zhi),增(zeng)強污(wu)染防治(zhi)與(yu)碳排放治(zhi)理的協(xie)調性。

  注(zhu)重機制創新。充分利用現有法律、法規、標(biao)準、政策體(ti)系和(he)統計(ji)、監(jian)測、監(jian)管(guan)能(neng)(neng)力(li),完善管(guan)理(li)制度、基礎能(neng)(neng)力(li)和(he)市場機制,一體(ti)推進減污降碳(tan),形成有效激勵(li)約(yue)束,有力(li)支撐減污降碳(tan)目(mu)標(biao)任務落(luo)地(di)實施。

  鼓(gu)勵(li)先(xian)(xian)行先(xian)(xian)試(shi)。發(fa)揮基層積(ji)極性和創造力,創新管理方式,形成(cheng)各具(ju)特色的典型(xing)做法(fa)和有(you)效模(mo)式,加(jia)強推廣應用,實現(xian)多層面、多領域減(jian)污降(jiang)碳協(xie)同增效。

  (三)主要目標。

  到2025年,減污降碳協(xie)同推進的工(gong)作格局(ju)基本形成;重點區域、重點領域結(jie)構優化調整(zheng)和綠(lv)色(se)低碳發展取得明顯成效;形成一批可復制(zhi)、可推廣的典型經(jing)驗(yan);減污降碳協(xie)同度有效提(ti)升(sheng)。

  到(dao)2030年(nian),減污(wu)降碳協同(tong)能力顯(xian)著(zhu)(zhu)提升,助力實現碳達(da)峰(feng)目標;大氣污(wu)染(ran)防(fang)治(zhi)重點區域(yu)碳達(da)峰(feng)與空氣質(zhi)量改善協同(tong)推進取得顯(xian)著(zhu)(zhu)成效;水、土壤、固體廢物等污(wu)染(ran)防(fang)治(zhi)領域(yu)協同(tong)治(zhi)理水平(ping)顯(xian)著(zhu)(zhu)提高。

  三、加強源頭防控

  (四)強化生態環境分區管控。構建城市化(hua)地(di)區(qu)(qu)(qu)、農產(chan)品(pin)主產(chan)區(qu)(qu)(qu)、重點(dian)生(sheng)態功(gong)能區(qu)(qu)(qu)分(fen)(fen)類指導(dao)(dao)的減污降碳(tan)(tan)政策(ce)體系。銜接(jie)國土空間規劃分(fen)(fen)區(qu)(qu)(qu)和(he)(he)用(yong)途管制(zhi)(zhi)要(yao)求,將(jiang)碳(tan)(tan)達峰(feng)碳(tan)(tan)中和(he)(he)要(yao)求納入“三線一單”(生(sheng)態保護紅(hong)線、環境質量(liang)底(di)線、資源利用(yong)上線和(he)(he)生(sheng)態環境準入清(qing)單)分(fen)(fen)區(qu)(qu)(qu)管控體系。增強區(qu)(qu)(qu)域(yu)環境質量(liang)改善目(mu)標對能源和(he)(he)產(chan)業(ye)(ye)布局的引導(dao)(dao)作用(yong),研究建立以區(qu)(qu)(qu)域(yu)環境質量(liang)改善和(he)(he)碳(tan)(tan)達峰(feng)目(mu)標為導(dao)(dao)向的產(chan)業(ye)(ye)準入及(ji)退(tui)出清(qing)單制(zhi)(zhi)度(du)。加(jia)大污染(ran)嚴重地(di)區(qu)(qu)(qu)結(jie)構調整和(he)(he)布局優化(hua)力度(du),加(jia)快(kuai)推動(dong)重點(dian)區(qu)(qu)(qu)域(yu)、重點(dian)流域(yu)落后和(he)(he)過剩產(chan)能退(tui)出。依(yi)法加(jia)快(kuai)城市建成區(qu)(qu)(qu)重污染(ran)企(qi)業(ye)(ye)搬遷改造或關閉退(tui)出。(生(sheng)態環境部、國家發展改革委、工(gong)業(ye)(ye)和(he)(he)信息化(hua)部、自(zi)然資源部、水(shui)利部按職責分(fen)(fen)工(gong)負責)

  (五)加強生態環境準入管理。堅(jian)決(jue)遏(e)制(zhi)高(gao)(gao)(gao)耗(hao)(hao)能(neng)(neng)(neng)、高(gao)(gao)(gao)排放、低水(shui)平(ping)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)盲目(mu)(mu)(mu)發展(zhan),高(gao)(gao)(gao)耗(hao)(hao)能(neng)(neng)(neng)、高(gao)(gao)(gao)排放項(xiang)(xiang)(xiang)目(mu)(mu)(mu)審(shen)批要嚴格落實國家產(chan)業規(gui)劃、產(chan)業政策(ce)、“三線一(yi)單”、環評審(shen)批、取水(shui)許可(ke)審(shen)批、節能(neng)(neng)(neng)審(shen)查以及污染物區(qu)域削減(jian)替代等要求(qiu),采取先進(jin)適用(yong)的工(gong)藝技術和裝備,提升高(gao)(gao)(gao)耗(hao)(hao)能(neng)(neng)(neng)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)能(neng)(neng)(neng)耗(hao)(hao)準入(ru)標(biao)準,能(neng)(neng)(neng)耗(hao)(hao)、物耗(hao)(hao)、水(shui)耗(hao)(hao)要達(da)到清(qing)潔生產(chan)先進(jin)水(shui)平(ping)。持續加(jia)強產(chan)業集群環境治理,明(ming)確產(chan)業布局(ju)和發展(zhan)方向,高(gao)(gao)(gao)起點設定項(xiang)(xiang)(xiang)目(mu)(mu)(mu)準入(ru)類(lei)別,引導產(chan)業向“專精特新(xin)”轉型。在(zai)(zai)產(chan)業結(jie)構調整指導目(mu)(mu)(mu)錄中考慮(lv)減(jian)污降碳(tan)協(xie)同(tong)增效要求(qiu),優(you)化(hua)鼓勵類(lei)、限制(zhi)類(lei)、淘汰類(lei)相關項(xiang)(xiang)(xiang)目(mu)(mu)(mu)類(lei)別。優(you)化(hua)生態環境影(ying)響相關評價(jia)方法(fa)和準入(ru)要求(qiu),推動在(zai)(zai)沙漠、戈壁、荒(huang)漠地(di)區(qu)加(jia)快規(gui)劃建(jian)設大型風電(dian)光(guang)伏基地(di)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)。大氣污染防治重點區(qu)域嚴禁新(xin)增鋼鐵(tie)、焦化(hua)、煉(lian)油、電(dian)解(jie)鋁、水(shui)泥、平(ping)板(ban)玻璃(不含光(guang)伏玻璃)等產(chan)能(neng)(neng)(neng)。(生態環境部、國家發展(zhan)改革委、工(gong)業和信息化(hua)部、水(shui)利部、市場(chang)監管總局(ju)、國家能(neng)(neng)(neng)源(yuan)局(ju)按職責分(fen)工(gong)負(fu)責)

  (六)推動能源綠色低碳轉型。統籌(chou)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)安(an)全和(he)綠(lv)色低(di)(di)碳(tan)發(fa)(fa)展,推(tui)動(dong)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)供給體(ti)系清(qing)(qing)(qing)潔化(hua)(hua)低(di)(di)碳(tan)化(hua)(hua)和(he)終端能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)(fei)電(dian)(dian)(dian)氣(qi)(qi)化(hua)(hua)。實施可再生(sheng)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)替代(dai)行動(dong),大力發(fa)(fa)展風(feng)能(neng)(neng)(neng)(neng)(neng)(neng)、太陽(yang)能(neng)(neng)(neng)(neng)(neng)(neng)、生(sheng)物質能(neng)(neng)(neng)(neng)(neng)(neng)、海(hai)洋能(neng)(neng)(neng)(neng)(neng)(neng)、地(di)熱能(neng)(neng)(neng)(neng)(neng)(neng)等,因地(di)制宜開(kai)發(fa)(fa)水電(dian)(dian)(dian),開(kai)展小水電(dian)(dian)(dian)綠(lv)色改造,在嚴(yan)監管(guan)、確(que)保(bao)絕對安(an)全前(qian)提下有序發(fa)(fa)展核電(dian)(dian)(dian),不斷提高非化(hua)(hua)石能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)(fei)比重。嚴(yan)控煤(mei)(mei)電(dian)(dian)(dian)項目,“十四(si)五”時期嚴(yan)格(ge)合(he)理控制煤(mei)(mei)炭(tan)消(xiao)費(fei)(fei)增長(chang)、“十五五”時期逐步減少。重點削減散煤(mei)(mei)等非電(dian)(dian)(dian)用煤(mei)(mei),嚴(yan)禁在國(guo)(guo)家政策允(yun)許的(de)領域(yu)以外新(擴)建(jian)燃煤(mei)(mei)自備電(dian)(dian)(dian)廠。持續(xu)推(tui)進(jin)北方地(di)區冬季清(qing)(qing)(qing)潔取暖。新改擴建(jian)工(gong)業爐窯采用清(qing)(qing)(qing)潔低(di)(di)碳(tan)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan),優化(hua)(hua)天(tian)然氣(qi)(qi)使(shi)用方式(shi),優先保(bao)障居(ju)民用氣(qi)(qi),有序推(tui)進(jin)工(gong)業燃煤(mei)(mei)和(he)農(nong)業用煤(mei)(mei)天(tian)然氣(qi)(qi)替代(dai)。(國(guo)(guo)家發(fa)(fa)展改革委、國(guo)(guo)家能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)局(ju)、工(gong)業和(he)信息化(hua)(hua)部、自然資源(yuan)(yuan)部、生(sheng)態環境(jing)部、住房(fang)城鄉建(jian)設(she)部、農(nong)業農(nong)村部、水利部、市(shi)場監管(guan)總局(ju)按(an)職(zhi)責分工(gong)負責)

  (七)加快形成綠色生活方式。倡(chang)導(dao)簡約適度(du)、綠色(se)(se)低(di)碳、文明(ming)健康的生(sheng)活方(fang)式,從(cong)源頭上減少污染物和碳排放。擴大(da)綠色(se)(se)低(di)碳產(chan)品(pin)(pin)供給(gei)和消費,加快推進構建統一的綠色(se)(se)產(chan)品(pin)(pin)認(ren)證與標識體系,完善綠色(se)(se)產(chan)品(pin)(pin)推廣(guang)機制(zhi)。開展(zhan)綠色(se)(se)社區等(deng)建設,深入開展(zhan)全社會(hui)反對浪費行(xing)(xing)動(dong)。推廣(guang)綠色(se)(se)包裝,推動(dong)包裝印刷減量(liang)化,減少印刷面積和顏色(se)(se)種類。引(yin)導(dao)公(gong)眾優先選擇公(gong)共交(jiao)通、自行(xing)(xing)車(che)和步行(xing)(xing)等(deng)綠色(se)(se)低(di)碳出(chu)行(xing)(xing)方(fang)式。發揮公(gong)共機構特別(bie)是黨政機關節能減排引(yin)領示范作用(yong)。探索建立“碳普惠(hui)”等(deng)公(gong)眾參與機制(zhi)。(國家發展(zhan)改革(ge)委、生(sheng)態環(huan)境(jing)部(bu)(bu)、工業(ye)和信(xin)息化部(bu)(bu)、財政部(bu)(bu)、住房城鄉建設部(bu)(bu)、交(jiao)通運輸部(bu)(bu)、商務部(bu)(bu)、市場監管總局(ju)(ju)、國管局(ju)(ju)按職(zhi)責分工負責)

  七、強化支撐保障

  八、加強組織實施
