山(shan)西(xi)省新污染物治理工作(zuo)方案
為統籌推進新(xin)(xin)污染(ran)物環(huan)境風險管控,提升新(xin)(xin)污染(ran)物治理能力,切(qie)實保障生態(tai)環(huan)境安全和人民健康(kang),根據《國務院辦公廳關于(yu)印發(fa)新(xin)(xin)污染(ran)物治理行動方(fang)案(an)的通(tong)知》(國辦發(fa)〔2022〕15號)精神及省(sheng)委(wei)、省(sheng)政府決策部(bu)署(shu),制定本方(fang)案(an)。
一、總體(ti)要(yao)求
(一)指導思想
以習近平新(xin)(xin)時代中國(guo)特色(se)社會主義思想為指(zhi)導,全(quan)面(mian)貫徹(che)黨的(de)二(er)十大(da)精(jing)神,深入(ru)學(xue)習貫徹(che)習近平生(sheng)態文明思想,全(quan)面(mian)落實省(sheng)委、省(sheng)政府關于的(de)部(bu)署(shu)要(yao)求,堅持精(jing)準治(zhi)污(wu)(wu)(wu)、科學(xue)治(zhi)污(wu)(wu)(wu)、依法治(zhi)污(wu)(wu)(wu),以有效防范新(xin)(xin)污(wu)(wu)(wu)染(ran)(ran)物(wu)(wu)環境(jing)與健(jian)康風險為核心,遵循全(quan)生(sheng)命(ming)周期環境(jing)風險管理(li)理(li)念,按照“篩、評、控”和(he)“禁(jin)、減、治(zhi)”的(de)總體思路,建(jian)(jian)立健(jian)全(quan)新(xin)(xin)污(wu)(wu)(wu)染(ran)(ran)物(wu)(wu)治(zhi)理(li)體系(xi),提升(sheng)新(xin)(xin)污(wu)(wu)(wu)染(ran)(ran)物(wu)(wu)治(zhi)理(li)能力,為深入(ru)推進(jin)環境(jing)污(wu)(wu)(wu)染(ran)(ran)防治(zhi),建(jian)(jian)設(she)美麗(li)山西、健(jian)康山西提供有力保障。
(二)工作原則
堅持系(xi)統調(diao)(diao)查(cha),有序推進。全(quan)面落(luo)實(shi)國(guo)家關于開(kai)展新污染物(wu)(wu)(wu)(wu)治(zhi)理行(xing)動的(de)有關要求(qiu),細(xi)化任(ren)務分工(gong),扎實(shi)開(kai)展化學(xue)物(wu)(wu)(wu)(wu)質信息調(diao)(diao)查(cha),在(zai)信息調(diao)(diao)查(cha)的(de)基(ji)礎上進行(xing)化學(xue)物(wu)(wu)(wu)(wu)質環境風(feng)險篩查(cha)和評估。系(xi)統構建新污染物(wu)(wu)(wu)(wu)治(zhi)理長效機制(zhi),有序推動新污染物(wu)(wu)(wu)(wu)治(zhi)理工(gong)作(zuo)落(luo)地(di)落(luo)實(shi)。
堅持突出重點,精準施(shi)策。全面梳理我省新污染物治(zhi)理工作現狀,結(jie)合(he)我省產業結(jie)構和環境(jing)保護總體(ti)要求,有(you)效開展化學物質調查監測和風險評估,精準識別新污染物治(zhi)理重點,實施(shi)全過(guo)程風險管控。
堅持完善制(zhi)(zhi)度(du),提升(sheng)能(neng)力。建(jian)立健全新污染物管理機制(zhi)(zhi)、跨部門協調機制(zhi)(zhi)和社(she)會共治機制(zhi)(zhi),加強科技(ji)支(zhi)撐與基礎能(neng)力建(jian)設,加大宣傳引(yin)導和輿論(lun)監督(du)力度(du),促(cu)進社(she)會多元共治。
(三)主要目標
2023年年底(di)前,完(wan)成我省首輪(lun)化(hua)(hua)學物(wu)(wu)(wu)質基本信息(xi)調查和首批環境(jing)(jing)風(feng)險(xian)優先評(ping)估化(hua)(hua)學物(wu)(wu)(wu)質詳(xiang)細信息(xi)調查。到2025年,完(wan)成高關(guan)注、高產(用)量(liang)的(de)化(hua)(hua)學物(wu)(wu)(wu)質環境(jing)(jing)風(feng)險(xian)篩查和評(ping)估;根(gen)據國家重(zhong)點(dian)(dian)管控新(xin)(xin)污(wu)(wu)染物(wu)(wu)(wu)清單,動態發布我省重(zhong)點(dian)(dian)管控新(xin)(xin)污(wu)(wu)染物(wu)(wu)(wu)企(qi)業名單,對重(zhong)點(dian)(dian)管控新(xin)(xin)污(wu)(wu)染物(wu)(wu)(wu)實施禁止、限制(zhi)、限排等環境(jing)(jing)風(feng)險(xian)管控措施。管理(li)體制(zhi)機制(zhi)逐步健全(quan),新(xin)(xin)污(wu)(wu)染物(wu)(wu)(wu)治理(li)能力得到有(you)效(xiao)提升。
二(er)、有力有序開展化學物質監測和(he)調查評估(gu)
(一)開展化學(xue)(xue)(xue)物質(zhi)環(huan)(huan)境(jing)信息(xi)(xi)調(diao)(diao)(diao)查(cha)(cha)。按(an)(an)照國家化學(xue)(xue)(xue)物質(zhi)環(huan)(huan)境(jing)信息(xi)(xi)調(diao)(diao)(diao)查(cha)(cha)制度,組織開展重(zhong)點行業中重(zhong)點化學(xue)(xue)(xue)物質(zhi)生產使用(yong)的品種(zhong)、數(shu)量、用(yong)途等(deng)基本信息(xi)(xi)調(diao)(diao)(diao)查(cha)(cha);按(an)(an)照國家篩選的環(huan)(huan)境(jing)風(feng)險優(you)先(xian)評(ping)估化學(xue)(xue)(xue)物質(zhi)清(qing)單,進一步開展有關(guan)生產、加工使用(yong)、環(huan)(huan)境(jing)排放數(shu)量及(ji)途徑、危害特(te)性等(deng)詳細信息(xi)(xi)調(diao)(diao)(diao)查(cha)(cha)。到2023年年底(di)前,完成(cheng)我省(sheng)首輪化學(xue)(xue)(xue)物質(zhi)基本信息(xi)(xi)調(diao)(diao)(diao)查(cha)(cha)和首批環(huan)(huan)境(jing)風(feng)險優(you)先(xian)評(ping)估化學(xue)(xue)(xue)物質(zhi)詳細信息(xi)(xi)調(diao)(diao)(diao)查(cha)(cha)。(省(sheng)生態環(huan)(huan)境(jing)廳負(fu)責,各市人民政(zheng)府落(luo)實。以下均(jun)需各市人民政(zheng)府落(luo)實,不(bu)再列(lie)出)
(二)建立(li)新(xin)污染(ran)(ran)物環(huan)(huan)(huan)境調(diao)(diao)查(cha)監(jian)測(ce)(ce)體(ti)系。制定(ding)我省新(xin)污染(ran)(ran)物環(huan)(huan)(huan)境調(diao)(diao)查(cha)監(jian)測(ce)(ce)工(gong)作實施方案。依托現有生(sheng)態(tai)環(huan)(huan)(huan)境監(jian)測(ce)(ce)網絡,結合(he)我省生(sheng)態(tai)環(huan)(huan)(huan)境保護總體(ti)要(yao)求(qiu)和生(sheng)態(tai)功能區劃,選取重點地區、重點行業(ye)、典(dian)型工(gong)業(ye)園(yuan)區試點開展新(xin)污染(ran)(ran)物環(huan)(huan)(huan)境調(diao)(diao)查(cha)監(jian)測(ce)(ce)。2025年年底前(qian),初步建立(li)新(xin)污染(ran)(ran)物環(huan)(huan)(huan)境調(diao)(diao)查(cha)監(jian)測(ce)(ce)體(ti)系。(省生(sheng)態(tai)環(huan)(huan)(huan)境廳負責)
(三)做好化(hua)學物質(zhi)環(huan)境(jing)(jing)風(feng)險篩查和評估(gu)。研究制定山(shan)西省化(hua)學物質(zhi)環(huan)境(jing)(jing)風(feng)險篩查和評估(gu)方(fang)案(an),結合我省產(chan)業結構和重點行業企業生產(chan)使用(yong)的(de)(de)特征(zheng)化(hua)學物質(zhi),以高關(guan)注、高產(chan)(用(yong))量(liang)、高環(huan)境(jing)(jing)檢(jian)出率、分(fen)散(san)式(shi)用(yong)途的(de)(de)化(hua)學物質(zhi)為重點,開(kai)展環(huan)境(jing)(jing)與健(jian)康危害測試和風(feng)險篩查。在此基礎上,進一步開(kai)展有(you)關(guan)化(hua)學物質(zhi)環(huan)境(jing)(jing)風(feng)險評估(gu)工(gong)作。(省生態(tai)環(huan)境(jing)(jing)廳、省衛健(jian)委等(deng)按職責(ze)分(fen)工(gong)負(fu)責(ze))
三、加強新污染物全(quan)過程管(guan)控
(一(yi)(yi))建(jian)立“一(yi)(yi)清單(dan)和一(yi)(yi)名(ming)單(dan)”管(guan)(guan)控制度(du)。對列入優先(xian)控制化學品名(ming)錄的化學物(wu)質以及抗生素(su)、微(wei)塑料等其他重點(dian)新(xin)(xin)污染物(wu),采取嚴(yan)格的管(guan)(guan)控措施,嚴(yan)格落實國家“一(yi)(yi)品一(yi)(yi)策”管(guan)(guan)控要求(qiu)。根(gen)據(ju)國家重點(dian)管(guan)(guan)控新(xin)(xin)污染物(wu)清單(dan),篩選出(chu)我(wo)省(sheng)(sheng)生產、使(shi)用(yong)重點(dian)管(guan)(guan)控新(xin)(xin)污染物(wu)的單(dan)位名(ming)單(dan),并對應國家發布的禁(jin)止、限制、限排等環境風險管(guan)(guan)控措施,指導(dao)和監督涉新(xin)(xin)污染物(wu)的單(dan)位從生產、使(shi)用(yong)環節進行(xing)精(jing)準管(guan)(guan)控,建(jian)立我(wo)省(sheng)(sheng)“一(yi)(yi)清單(dan)和一(yi)(yi)名(ming)單(dan)”動態管(guan)(guan)控制度(du)。(省(sheng)(sheng)生態環境廳(ting)(ting)(ting)牽頭(tou),省(sheng)(sheng)工信(xin)廳(ting)(ting)(ting)、省(sheng)(sheng)農(nong)業農(nong)村廳(ting)(ting)(ting)、省(sheng)(sheng)商務廳(ting)(ting)(ting)、省(sheng)(sheng)衛健委、太原(yuan)海關、省(sheng)(sheng)市(shi)場監管(guan)(guan)局(ju)、省(sheng)(sheng)藥(yao)監局(ju)等按職責分工負責)
(二)加(jia)強(qiang)(qiang)新(xin)化(hua)(hua)學(xue)物(wu)(wu)質環境(jing)(jing)管(guan)理(li)(li)事項監督(du)(du)(du)。嚴格(ge)執(zhi)行《新(xin)化(hua)(hua)學(xue)物(wu)(wu)質環境(jing)(jing)管(guan)理(li)(li)登記(ji)辦(ban)法(fa)》,加(jia)強(qiang)(qiang)宣傳(chuan)引(yin)導和政策解(jie)讀,督(du)(du)(du)促(cu)我省新(xin)化(hua)(hua)學(xue)物(wu)(wu)質的生(sheng)產者(zhe)和進(jin)口者(zhe),在生(sheng)產前(qian)或者(zhe)進(jin)口前(qian)取得新(xin)化(hua)(hua)學(xue)物(wu)(wu)質環境(jing)(jing)管(guan)理(li)(li)常(chang)規(gui)登記(ji)證(或簡(jian)易登記(ji)證),或者(zhe)辦(ban)理(li)(li)新(xin)化(hua)(hua)學(xue)物(wu)(wu)質環境(jing)(jing)管(guan)理(li)(li)備案。督(du)(du)(du)促(cu)有關企業(ye)采取有效措施(shi),防范(fan)和控制新(xin)化(hua)(hua)學(xue)物(wu)(wu)質的環境(jing)(jing)風險。按(an)照“雙隨機、一(yi)公開”原則,將新(xin)化(hua)(hua)學(xue)物(wu)(wu)質環境(jing)(jing)管(guan)理(li)(li)事項納入(ru)環境(jing)(jing)執(zhi)法(fa)年度工作計劃,加(jia)強(qiang)(qiang)監督(du)(du)(du)執(zhi)法(fa)檢查(cha),加(jia)大違法(fa)處罰力度。(省生(sheng)態(tai)環境(jing)(jing)廳負(fu)責)
(三(san))嚴(yan)格(ge)(ge)實施淘(tao)汰(tai)(tai)或(huo)限用(yong)措施。嚴(yan)格(ge)(ge)執(zhi)行《產(chan)業(ye)結(jie)構調整指導目錄》,對(dui)納入淘(tao)汰(tai)(tai)類的(de)(de)工(gong)業(ye)化(hua)學品、農藥(yao)、獸藥(yao)、藥(yao)品、化(hua)妝品等(deng),未按(an)期(qi)淘(tao)汰(tai)(tai)的(de)(de),依(yi)法(fa)(fa)停止(zhi)其產(chan)品登記或(huo)生(sheng)產(chan)許可證核發(fa)。按(an)照(zhao)重點(dian)管(guan)控新污(wu)(wu)染(ran)物(wu)清(qing)單要求(qiu),對(dui)重點(dian)管(guan)控新污(wu)(wu)染(ran)物(wu)的(de)(de)生(sheng)產(chan)、加(jia)工(gong)使用(yong)和(he)進(jin)(jin)出(chu)口(kou)(kou),采取(qu)禁止(zhi)、限制(zhi)等(deng)管(guan)控措施。加(jia)強環(huan)(huan)境(jing)影響評價管(guan)理(li),嚴(yan)格(ge)(ge)涉新污(wu)(wu)染(ran)物(wu)建(jian)設項目準入管(guan)理(li)。根據禁止(zhi)進(jin)(jin)(出(chu))口(kou)(kou)貨物(wu)目錄和(he)《中(zhong)國嚴(yan)格(ge)(ge)限制(zhi)的(de)(de)有毒(du)化(hua)學品名錄》的(de)(de)管(guan)理(li)要求(qiu),加(jia)強禁止(zhi)進(jin)(jin)(出(chu))口(kou)(kou)管(guan)控和(he)嚴(yan)格(ge)(ge)限制(zhi)用(yong)途的(de)(de)化(hua)學品進(jin)(jin)(出(chu))口(kou)(kou)環(huan)(huan)境(jing)管(guan)理(li)。依(yi)法(fa)(fa)嚴(yan)厲(li)打擊(ji)已(yi)淘(tao)汰(tai)(tai)持(chi)久性有機污(wu)(wu)染(ran)物(wu)的(de)(de)非法(fa)(fa)生(sheng)產(chan)和(he)加(jia)工(gong)使用(yong)。(省發(fa)展(zhan)改革委、省工(gong)信廳、省生(sheng)態環(huan)(huan)境(jing)廳、省農業(ye)農村(cun)廳、省商務廳、太(tai)原海關、省市場監管(guan)局、省藥(yao)監局等(deng)按(an)職責分工(gong)負責)
(四)加強產(chan)(chan)品(pin)(pin)(pin)(pin)中重(zhong)點(dian)(dian)管(guan)(guan)(guan)控(kong)新(xin)污(wu)(wu)染(ran)(ran)物(wu)含量(liang)(liang)控(kong)制(zhi)。嚴(yan)格(ge)執行(xing)國家(jia)相關產(chan)(chan)品(pin)(pin)(pin)(pin)質量(liang)(liang)標(biao)(biao)準,監(jian)督(du)(du)企(qi)業(ye)(ye)將采(cai)取(qu)含量(liang)(liang)控(kong)制(zhi)的(de)重(zhong)點(dian)(dian)管(guan)(guan)(guan)控(kong)新(xin)污(wu)(wu)染(ran)(ran)物(wu)含量(liang)(liang)限值標(biao)(biao)準,落實(shi)到玩具、學生用品(pin)(pin)(pin)(pin)等相關產(chan)(chan)品(pin)(pin)(pin)(pin)生產(chan)(chan)過程(cheng)中。強化(hua)產(chan)(chan)品(pin)(pin)(pin)(pin)質量(liang)(liang)執法監(jian)督(du)(du),定(ding)期對相關產(chan)(chan)品(pin)(pin)(pin)(pin)中新(xin)污(wu)(wu)染(ran)(ran)物(wu)含量(liang)(liang)進行(xing)抽檢,減少產(chan)(chan)品(pin)(pin)(pin)(pin)消(xiao)(xiao)費過程(cheng)中新(xin)污(wu)(wu)染(ran)(ran)物(wu)環境排放。鼓勵執行(xing)重(zhong)點(dian)(dian)管(guan)(guan)(guan)控(kong)新(xin)污(wu)(wu)染(ran)(ran)物(wu)限值和禁用要求(qiu)的(de)企(qi)業(ye)(ye)開展(zhan)環境標(biao)(biao)志產(chan)(chan)品(pin)(pin)(pin)(pin)和綠色產(chan)(chan)品(pin)(pin)(pin)(pin)認證工作,在重(zhong)要消(xiao)(xiao)費品(pin)(pin)(pin)(pin)環境標(biao)(biao)志認證中落實(shi)對重(zhong)點(dian)(dian)管(guan)(guan)(guan)控(kong)新(xin)污(wu)(wu)染(ran)(ran)物(wu)進行(xing)標(biao)(biao)識或提示的(de)要求(qiu)。(省工信(xin)廳、省生態環境廳、省農(nong)業(ye)(ye)農(nong)村廳、省市(shi)場監(jian)管(guan)(guan)(guan)局等按職責分(fen)工負責)
(五)加(jia)強清(qing)潔(jie)生(sheng)產(chan)和(he)綠(lv)色(se)制(zhi)造(zao)(zao)。嚴格(ge)(ge)落實(shi)《山西省“十四五”重(zhong)點行(xing)(xing)業(ye)(ye)清(qing)潔(jie)生(sheng)產(chan)審核(he)實(shi)施方案(an)》,扎實(shi)推(tui)(tui)進(jin)(jin)重(zhong)點行(xing)(xing)業(ye)(ye)企(qi)業(ye)(ye)清(qing)潔(jie)生(sheng)產(chan)審核(he),積極推(tui)(tui)進(jin)(jin)創(chuang)新審核(he)模式(shi),對(dui)生(sheng)產(chan)、使用(yong)、排放(fang)(fang)有毒(du)(du)有害化(hua)學物質(zhi)(zhi)的企(qi)業(ye)(ye)依法實(shi)施強制(zhi)性清(qing)潔(jie)生(sheng)產(chan)審核(he),探(tan)索行(xing)(xing)業(ye)(ye)、園區等開(kai)展(zhan)整(zheng)體審核(he),全面推(tui)(tui)進(jin)(jin)清(qing)潔(jie)生(sheng)產(chan)改造(zao)(zao);企(qi)業(ye)(ye)應依法對(dui)使用(yong)有毒(du)(du)有害原(yuan)料的情況,以及排放(fang)(fang)有毒(du)(du)有害化(hua)學物質(zhi)(zhi)的名稱、濃(nong)度和(he)數量等相關信息進(jin)(jin)行(xing)(xing)公布(bu)。在開(kai)發綠(lv)色(se)設計產(chan)品、建設綠(lv)色(se)園區、培(pei)育綠(lv)色(se)工廠、打造(zao)(zao)綠(lv)色(se)供應鏈管理企(qi)業(ye)(ye)的過程(cheng)中,嚴格(ge)(ge)執(zhi)行(xing)(xing)國家綠(lv)色(se)制(zhi)造(zao)(zao)標準體系中關于有毒(du)(du)有害化(hua)學物質(zhi)(zhi)的替代和(he)排放(fang)(fang)控制(zhi)要求。(省生(sheng)態環境廳、省工信廳、省市場監管局等按職責分(fen)工負責)
(六)嚴格抗(kang)(kang)(kang)生(sheng)素類藥(yao)(yao)品(pin)使(shi)用(yong)(yong)(yong)管(guan)理(li)。加強(qiang)(qiang)(qiang)抗(kang)(kang)(kang)菌(jun)藥(yao)(yao)物(wu)(wu)臨床應(ying)用(yong)(yong)(yong)管(guan)理(li),按(an)年度發布抗(kang)(kang)(kang)菌(jun)藥(yao)(yao)物(wu)(wu)臨床應(ying)用(yong)(yong)(yong)監(jian)測報(bao)告,持續開展抗(kang)(kang)(kang)菌(jun)藥(yao)(yao)物(wu)(wu)臨床應(ying)用(yong)(yong)(yong)規范(fan)化(hua)培訓考核(he)。嚴格落實(shi)零(ling)(ling)售(shou)藥(yao)(yao)店憑處方(fang)銷售(shou)處方(fang)藥(yao)(yao)類抗(kang)(kang)(kang)菌(jun)藥(yao)(yao)物(wu)(wu)規定,并納入年度檢(jian)查(cha)重(zhong)點和藥(yao)(yao)品(pin)安全考核(he)內(nei)容,強(qiang)(qiang)(qiang)化(hua)企(qi)業主體責任(ren),不斷規范(fan)藥(yao)(yao)品(pin)零(ling)(ling)售(shou)企(qi)業處方(fang)藥(yao)(yao)類抗(kang)(kang)(kang)菌(jun)藥(yao)(yao)物(wu)(wu)銷售(shou)行為。加強(qiang)(qiang)(qiang)獸(shou)用(yong)(yong)(yong)抗(kang)(kang)(kang)菌(jun)藥(yao)(yao)監(jian)督管(guan)理(li),推行憑獸(shou)醫處方(fang)銷售(shou)使(shi)用(yong)(yong)(yong)獸(shou)用(yong)(yong)(yong)抗(kang)(kang)(kang)菌(jun)藥(yao)(yao)。嚴格落實(shi)《山西省(sheng)獸(shou)用(yong)(yong)(yong)抗(kang)(kang)(kang)菌(jun)藥(yao)(yao)使(shi)用(yong)(yong)(yong)減(jian)(jian)量化(hua)行動方(fang)案(2021—2025年)》,持續推進獸(shou)用(yong)(yong)(yong)抗(kang)(kang)(kang)菌(jun)藥(yao)(yao)使(shi)用(yong)(yong)(yong)減(jian)(jian)量化(hua)行動。(省(sheng)衛健委、省(sheng)藥(yao)(yao)監(jian)局、省(sheng)農業農村(cun)廳、省(sheng)生(sheng)態環(huan)境廳等按(an)職責分工負責)
(七)強(qiang)化(hua)農(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)使用(yong)管理。加(jia)強(qiang)農(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)登記管理,推進(jin)農(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)登記后環境(jing)風險監(jian)測和再(zai)評價(jia)。嚴(yan)格(ge)管控具有環境(jing)持(chi)久性、生物(wu)累積性等特性的(de)高(gao)毒高(gao)風險農(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)及助劑。持(chi)續開展農(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)減(jian)量(liang)增(zeng)效(xiao)(xiao)(xiao)行動,鼓勵發展高(gao)效(xiao)(xiao)(xiao)低風險農(nong)(nong)(nong)藥(yao)(yao)(yao)(yao),穩步推進(jin)高(gao)毒高(gao)風險農(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)淘汰和替代(dai)。通過推動農(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)減(jian)量(liang)增(zeng)效(xiao)(xiao)(xiao)示范基地建(jian)設探(tan)索集成一(yi)批經濟、實(shi)用(yong)、有效(xiao)(xiao)(xiao)、易行的(de)農(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)減(jian)量(liang)增(zeng)效(xiao)(xiao)(xiao)技(ji)術(shu)模式。嚴(yan)格(ge)落(luo)實(shi)《山西省(sheng)農(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)包(bao)裝廢棄(qi)物(wu)回(hui)收處理實(shi)施意見》,鼓勵使用(yong)便于回(hui)收的(de)大(da)容量(liang)包(bao)裝物(wu),加(jia)強(qiang)農(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)包(bao)裝廢棄(qi)物(wu)回(hui)收處理。(省(sheng)生態環境(jing)廳、省(sheng)農(nong)(nong)(nong)業農(nong)(nong)(nong)村廳等按(an)職(zhi)責分工負責)
(八)加強新污(wu)染(ran)物多環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)介質協同治(zhi)(zhi)理(li)(li)。加強有毒有害(hai)大氣污(wu)染(ran)物、水污(wu)染(ran)物環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)治(zhi)(zhi)理(li)(li),嚴(yan)格執行國家相(xiang)關(guan)(guan)污(wu)染(ran)控(kong)(kong)制(zhi)技術規(gui)范(fan)。將(jiang)生產、加工(gong)使(shi)用(yong)或排(pai)放(fang)重點(dian)管控(kong)(kong)新污(wu)染(ran)物清單中所列化(hua)學(xue)物質的企事業單位納入重點(dian)排(pai)污(wu)監管單位,按照相(xiang)關(guan)(guan)法規(gui)、標準及(ji)排(pai)污(wu)許(xu)可(ke)有關(guan)(guan)要求進(jin)行管理(li)(li),對排(pai)放(fang)(污(wu))口及(ji)其周邊環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)定期開展環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)監測,評估環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)風險,排(pai)查整治(zhi)(zhi)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)安全隱(yin)患,依法公開新污(wu)染(ran)物信息,采取(qu)措施防(fang)范(fan)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)風險。土(tu)壤污(wu)染(ran)重點(dian)監管單位應(ying)嚴(yan)格控(kong)(kong)制(zhi)有毒有害(hai)物質排(pai)放(fang),建立(li)土(tu)壤污(wu)染(ran)隱(yin)患排(pai)查制(zhi)度,持續有效防(fang)止有毒有害(hai)物質滲漏、流失、揚散。(省生態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)廳負責(ze))

(十(shi))開(kai)展(zhan)新(xin)(xin)污(wu)染(ran)物治理(li)(li)試點(dian)工(gong)(gong)程(cheng)。在(zai)我省(sheng)黃(huang)河流域、重點(dian)飲用水(shui)水(shui)源地周邊和重點(dian)河口,聚焦焦化(hua)、煤化(hua)工(gong)(gong)、涂料、紡(fang)織印(yin)染(ran)、橡膠(jiao)、農藥(yao)、醫藥(yao)等行業,選取一批(pi)(pi)重點(dian)企(qi)業和工(gong)(gong)業園區開(kai)展(zhan)新(xin)(xin)污(wu)染(ran)物治理(li)(li)試點(dian)工(gong)(gong)程(cheng),形成(cheng)一批(pi)(pi)有毒有害化(hua)學物質綠色替代、新(xin)(xin)污(wu)染(ran)物減(jian)排治理(li)(li)等示(shi)范技術(shu)。鼓勵(li)有條件的市制(zhi)定激勵(li)政策,推動(dong)企(qi)業先行先試,減(jian)少新(xin)(xin)污(wu)染(ran)物的產生(sheng)和排放。(省(sheng)工(gong)(gong)信廳、省(sheng)生(sheng)態環境廳等按職責(ze)分工(gong)(gong)負責(ze))
四、保障(zhang)措施(shi)
(一)加強組(zu)織(zhi)領導(dao)。堅持(chi)黨對(dui)新(xin)(xin)污(wu)染(ran)物(wu)治(zhi)(zhi)(zhi)理(li)工(gong)(gong)作(zuo)(zuo)(zuo)的全面領導(dao)。各(ge)市(shi)(shi)、縣人民(min)政府要加強組(zu)織(zhi)領導(dao),全面落(luo)(luo)實(shi)新(xin)(xin)污(wu)染(ran)物(wu)治(zhi)(zhi)(zhi)理(li)屬地責任(ren)。各(ge)市(shi)(shi)人民(min)政府是落(luo)(luo)實(shi)本(ben)(ben)方(fang)案的主體,于2023年4月底前組(zu)織(zhi)制定(ding)本(ben)(ben)市(shi)(shi)新(xin)(xin)污(wu)染(ran)物(wu)治(zhi)(zhi)(zhi)理(li)方(fang)案,細化分(fen)解目標任(ren)務,明確部門分(fen)工(gong)(gong),抓好各(ge)項工(gong)(gong)作(zuo)(zuo)(zuo)落(luo)(luo)實(shi)。省(sheng)(sheng)人民(min)政府各(ge)有(you)關(guan)部門加強分(fen)工(gong)(gong)協作(zuo)(zuo)(zuo),共同(tong)做好新(xin)(xin)污(wu)染(ran)物(wu)治(zhi)(zhi)(zhi)理(li)工(gong)(gong)作(zuo)(zuo)(zuo),2025年對(dui)本(ben)(ben)方(fang)案實(shi)施(shi)情況(kuang)進行評估(gu)。將新(xin)(xin)污(wu)染(ran)物(wu)治(zhi)(zhi)(zhi)理(li)中存(cun)在的突出(chu)生態環境(jing)問題納入(ru)省(sheng)(sheng)級(ji)生態環境(jing)保(bao)護督察。(省(sheng)(sheng)生態環境(jing)廳牽頭,有(you)關(guan)部門按(an)職責分(fen)工(gong)(gong)負責)
(二)建(jian)(jian)立(li)健全(quan)工(gong)(gong)作(zuo)(zuo)(zuo)機(ji)制(zhi)。強化(hua)部門(men)間溝通協(xie)(xie)作(zuo)(zuo)(zuo),建(jian)(jian)立(li)生(sheng)態環境部門(men)牽頭,發展(zhan)(zhan)改(gai)革(ge)(ge)、科(ke)(ke)技(ji)(ji)、工(gong)(gong)業和信息化(hua)、財政、住(zhu)房(fang)和城鄉(xiang)建(jian)(jian)設、農業農村、商(shang)務、衛(wei)生(sheng)健康、海(hai)關(guan)、市(shi)場(chang)(chang)監管、藥(yao)監等(deng)部門(men)組成的(de)新污(wu)染物(wu)治(zhi)理(li)(li)跨部門(men)協(xie)(xie)調工(gong)(gong)作(zuo)(zuo)(zuo)機(ji)制(zhi),統籌(chou)推(tui)進新污(wu)染物(wu)治(zhi)理(li)(li)工(gong)(gong)作(zuo)(zuo)(zuo)。加強部門(men)聯(lian)合(he)調查、聯(lian)合(he)執法、信息共(gong)享、數據(ju)共(gong)享和專業支(zhi)持,確(que)保(bao)新污(wu)染物(wu)治(zhi)理(li)(li)各項工(gong)(gong)作(zuo)(zuo)(zuo)高(gao)效(xiao)開展(zhan)(zhan)。積(ji)極(ji)(ji)構建(jian)(jian)全(quan)社會(hui)共(gong)治(zhi)機(ji)制(zhi),督促企(qi)業積(ji)極(ji)(ji)落實(shi)新污(wu)染物(wu)治(zhi)理(li)(li)主(zhu)體責(ze)任,按照(zhao)新污(wu)染物(wu)治(zhi)理(li)(li)有(you)關(guan)要求(qiu)開展(zhan)(zhan)各項工(gong)(gong)作(zuo)(zuo)(zuo)。引導(dao)第三(san)方機(ji)構、科(ke)(ke)研(yan)單(dan)位與高(gao)校合(he)作(zuo)(zuo)(zuo),聯(lian)合(he)培(pei)育新技(ji)(ji)術。探索(suo)建(jian)(jian)立(li)零售藥(yao)店回收(shou)過期(qi)藥(yao)品的(de)激(ji)勵體系,推(tui)進過期(qi)藥(yao)品無害化(hua)處理(li)(li)。(省(sheng)(sheng)(sheng)生(sheng)態環境廳(ting)(ting)牽頭,省(sheng)(sheng)(sheng)發展(zhan)(zhan)改(gai)革(ge)(ge)委、省(sheng)(sheng)(sheng)科(ke)(ke)技(ji)(ji)廳(ting)(ting)、省(sheng)(sheng)(sheng)工(gong)(gong)信廳(ting)(ting)、省(sheng)(sheng)(sheng)財政廳(ting)(ting)、省(sheng)(sheng)(sheng)住(zhu)建(jian)(jian)廳(ting)(ting)、省(sheng)(sheng)(sheng)農業農村廳(ting)(ting)、省(sheng)(sheng)(sheng)商(shang)務廳(ting)(ting)、省(sheng)(sheng)(sheng)衛(wei)健委、太原(yuan)海(hai)關(guan)、省(sheng)(sheng)(sheng)市(shi)場(chang)(chang)監管局、省(sheng)(sheng)(sheng)藥(yao)監局等(deng)按職責(ze)分工(gong)(gong)負責(ze))
(三)強化(hua)監(jian)(jian)(jian)管執(zhi)(zhi)法。督促企(qi)業(ye)(ye)落(luo)實主體責(ze)任,嚴格落(luo)實新(xin)(xin)污染物治理相關(guan)(guan)要(yao)求。根據(ju)我省(sheng)(sheng)生(sheng)產(chan)、使(shi)用重點管控新(xin)(xin)污染物的(de)單(dan)位名(ming)單(dan),加強執(zhi)(zhi)法監(jian)(jian)(jian)測(ce)(ce)及(ji)周(zhou)邊區域環境監(jian)(jian)(jian)測(ce)(ce),依法開展(zhan)現(xian)場檢查(cha),加大對(dui)未按規定落(luo)實環境風險管控措施企(qi)業(ye)(ye)的(de)監(jian)(jian)(jian)督執(zhi)(zhi)法力度。對(dui)于存(cun)在嚴重環境違法行(xing)為或(huo)者屢(lv)(lv)查(cha)屢(lv)(lv)犯(fan)的(de)企(qi)業(ye)(ye),要(yao)加大處罰力度,并(bing)公開曝光。加強對(dui)禁止(zhi)或(huo)限制類有毒有害(hai)化(hua)學物質及(ji)其相關(guan)(guan)產(chan)品生(sheng)產(chan)、加工(gong)使(shi)用、進出(chu)口(kou)的(de)監(jian)(jian)(jian)督執(zhi)(zhi)法。(省(sheng)(sheng)生(sheng)態環境廳、省(sheng)(sheng)農業(ye)(ye)農村(cun)廳、太原海關(guan)(guan)、省(sheng)(sheng)市場監(jian)(jian)(jian)管局等按職(zhi)責(ze)分工(gong)負責(ze))
(四)拓寬資金(jin)投入(ru)渠(qu)道。省級財(cai)(cai)政(zheng)(zheng)統籌現有專項資金(jin),加強對新污(wu)染(ran)物(wu)治(zhi)(zhi)(zhi)理(li)工作的(de)支(zhi)持。鼓勵(li)社(she)會資本進(jin)入(ru)新污(wu)染(ran)物(wu)治(zhi)(zhi)(zhi)理(li)領域,引導金(jin)融機構加大對新污(wu)染(ran)物(wu)治(zhi)(zhi)(zhi)理(li)的(de)信(xin)貸支(zhi)持力(li)度。全面落實新污(wu)染(ran)物(wu)治(zhi)(zhi)(zhi)理(li)相關稅收優惠政(zheng)(zheng)策(ce)。(省財(cai)(cai)政(zheng)(zheng)廳、省生態環境(jing)廳、省稅務局、山西銀保(bao)監局等按職責分工負責)
(五)加(jia)(jia)(jia)強科(ke)(ke)技(ji)支(zhi)撐。在省科(ke)(ke)技(ji)重大專項、重點研發計(ji)(ji)劃(hua)、基礎(chu)研究(jiu)(jiu)(jiu)(jiu)計(ji)(ji)劃(hua)等(deng)(deng)(deng)科(ke)(ke)技(ji)計(ji)(ji)劃(hua)中加(jia)(jia)(jia)強新(xin)(xin)污染物(wu)(wu)治理(li)科(ke)(ke)技(ji)攻關(guan),開(kai)展有毒有害化學物(wu)(wu)質(zhi)環境風(feng)險評估與管控(kong)關(guan)鍵技(ji)術(shu)研究(jiu)(jiu)(jiu)(jiu);加(jia)(jia)(jia)強新(xin)(xin)污染物(wu)(wu)相(xiang)關(guan)新(xin)(xin)理(li)論和新(xin)(xin)技(ji)術(shu)等(deng)(deng)(deng)研究(jiu)(jiu)(jiu)(jiu);加(jia)(jia)(jia)強抗(kang)生(sheng)素、微塑料等(deng)(deng)(deng)生(sheng)態環境危害機(ji)理(li)研究(jiu)(jiu)(jiu)(jiu)。大力支(zhi)持行(xing)業龍頭(tou)企業聯合高(gao)校(xiao)、科(ke)(ke)研院(yuan)所組建(jian)創新(xin)(xin)聯合體(ti),持續開(kai)展科(ke)(ke)技(ji)創新(xin)(xin),加(jia)(jia)(jia)快科(ke)(ke)技(ji)成果(guo)轉化。加(jia)(jia)(jia)強新(xin)(xin)污染物(wu)(wu)治理(li)領域省重點實(shi)驗室、技(ji)術(shu)創新(xin)(xin)中心等(deng)(deng)(deng)創新(xin)(xin)平(ping)臺建(jian)設,開(kai)展新(xin)(xin)污染物(wu)(wu)相(xiang)關(guan)研究(jiu)(jiu)(jiu)(jiu)。(省科(ke)(ke)技(ji)廳、省生(sheng)態環境廳、省衛健委等(deng)(deng)(deng)按職責(ze)分工負責(ze))
(六)提升基(ji)礎能力(li)。加強省(sheng)市(shi)縣三級新(xin)(xin)污染(ran)物(wu)(wu)(wu)(wu)(wu)治理監督、執法、監測(ce)基(ji)礎能力(li)建設。依托省(sheng)生(sheng)態(tai)環(huan)(huan)(huan)(huan)境監測(ce)和應急保(bao)障(zhang)中心(xin)(省(sheng)生(sheng)態(tai)環(huan)(huan)(huan)(huan)境科學(xue)研(yan)究(jiu)院)、省(sheng)生(sheng)態(tai)環(huan)(huan)(huan)(huan)境規劃和技(ji)術(shu)研(yan)究(jiu)院以(yi)及省(sheng)內涉(she)及新(xin)(xin)污染(ran)物(wu)(wu)(wu)(wu)(wu)研(yan)究(jiu)的科研(yan)院所、高校等單位,有效(xiao)提升我省(sheng)化(hua)學(xue)物(wu)(wu)(wu)(wu)(wu)質(zhi)環(huan)(huan)(huan)(huan)境風(feng)險(xian)(xian)評估和新(xin)(xin)污染(ran)物(wu)(wu)(wu)(wu)(wu)環(huan)(huan)(huan)(huan)境監測(ce)技(ji)術(shu)支撐保(bao)障(zhang)能力(li)。規范(fan)使用(yong)國家化(hua)學(xue)物(wu)(wu)(wu)(wu)(wu)質(zhi)環(huan)(huan)(huan)(huan)境風(feng)險(xian)(xian)管(guan)理信息(xi)系統和化(hua)學(xue)物(wu)(wu)(wu)(wu)(wu)質(zhi)計算毒(du)理與(yu)暴露預(yu)測(ce)平臺。建設一批良好(hao)實驗(yan)室,加強相關(guan)專業人才隊伍建設,組織開展專項培訓。(省(sheng)生(sheng)態(tai)環(huan)(huan)(huan)(huan)境廳、省(sheng)衛健委等按職責分工負責)
(七)加強(qiang)宣(xuan)傳(chuan)(chuan)引(yin)導。充分利用電視(shi)、報紙、微(wei)信、微(wei)博(bo)等各類(lei)媒體平臺,加強(qiang)對新(xin)污(wu)(wu)染(ran)(ran)物(wu)(wu)治(zhi)理(li)(li)法(fa)律法(fa)規、政策的宣(xuan)傳(chuan)(chuan)解(jie)讀。全(quan)方位(wei)、多角度開展新(xin)污(wu)(wu)染(ran)(ran)物(wu)(wu)治(zhi)理(li)(li)科(ke)普宣(xuan)傳(chuan)(chuan)教育,引(yin)導公(gong)眾科(ke)學(xue)認識新(xin)污(wu)(wu)染(ran)(ran)物(wu)(wu)環境風險,向社會傳(chuan)(chuan)遞新(xin)污(wu)(wu)染(ran)(ran)物(wu)(wu)治(zhi)理(li)(li)重(zhong)要性,樹立綠色消費理(li)(li)念。鼓勵公(gong)眾通過多種(zhong)渠道舉報涉新(xin)污(wu)(wu)染(ran)(ran)物(wu)(wu)環境違法(fa)犯罪行為,充分發揮社會輿論監督作(zuo)用。(省(sheng)生(sheng)態環境廳(ting)牽頭(tou),有關部(bu)門按職(zhi)責分工負責)
